>> but don't toss out your masks just yet. there are still some things that will remain in your post covid life. this morning, live team coverage as we break down what it means county by county to help you move forward. and a good tuesday morning to you. thanks so much for joining us. i'm marcus washington. >> and i am cierra johnson. our coverage ahead, but first bay area bracing for a big warmup as we move closer to those 100-degree temperatures in some spots this week. let's bring in meteorologist kari hall. good morning, kari. >> good morning. this all starts tomorrow. we can enjoy today, but then tomorrow, the heat ramps up, we'll have heat advisories from the south bay through the peninsula, as well as parts of the north bay where you see the pink, that's where the temperatures will be hottest, with excessive heat warnings going up. we will be watching this and talk about that heat in the forecast coming up in a few

minutes. and kari, where you see the red where the roadways close over there. no surprise from the alvarado niles canyon area, everything else moves smoothly. one incident i'm tracking an earlier pickup truck fire -- i was going to say car fire 880 at the washington off-ramp. it's been out for a while but still on the grid. no other concerns getting to the bay bridge. >> sounds good. well, moving you forward, it's finally here, after 64 weeks. as you wake up this morning, the state is fully reopened. california is dropping most of its covid restrictions. >> mask, color coded tiers, social distancing, most of that now comes to be aend. perhaps the biggest change if you're vaccinated, you don't need those masks in most situations. this morning, coverage begins with "today in the bay's" ian cull who has more from santa clara. >> reporter: masks have become as normal as wearing clothes. if you're vaccinated, you won't need yours. california aligning from the cdc

gentle, compassionate with each other, respectful of each other and let people if they want to wear a mask, great, and if they don't want to wear a mask, great, and to be kind of open and tolerant to this. >> reporter: there are a few places where everyone has to keep their face coverings on even those fully vaccinated, public transportation, like planes, buses, muni and b.a.r.t., hospitals or nursing homes and all k through 12 schools. ian cull, "today in the bay." >> the reopening is giving many businesses who have been struggling a glimmer of hope now. new data suggests some are already starting to turn the corner. foot traffic to retail businesses and restaurants in california have seen a 100% increase since the start of the year, according to the data scientist at zen reach. san jose has seen a 141% increase to restaurants and san francisco has seen a 90% increase. the hope nationally is still to get to a 70% vaccination rate but california is not quite there. the latest numbers have 55% of

californians fully vaccinated, another 11% are partially vaccinated. nearly 40 million doses have been administered. happening today san francisco's largest covid testing site is closing. the city says it feels comfortable closing the site on the embarcadero because case rates are going down and vaccination rates are going up. the site first opened for central workers at the start of the pandemic. health officials will shift their focus to more target the test and vaccination sites in at-risk places in the city. levi's stadium will also be closing. health officials say the hub has provided more than 350,000 doses since the opening in february. that move comes as cases of covid in santa clara county have dropped dramatically, almost 80% of residents is it 12 and older received one shot. the site will close next thursday, june 24th. and it was a nice, cool

morning when i left the house but it's going to get warmer, really, really warm. >> yes. >> meteorologist kari hall is here to talk about that. >> yes but don't expect too much of that today. i know that we've been talking so much about the heat, you're going to go out this afternoon like what happened to that heat? it's not today, but it will be just a touch warmer than it was yesterday afternoon which was nice during the middle of the day. san jose starting out with 56 degrees. this is our natural air conditioning, a chance to cool down, where it's going to see that continuing today with a light wind. here is a look at our highs. there will be some spots in the inland east bay reaching 90 degrees but mostly 70s and 80s for today's highs, so we'll talk more about that heat coming up. mike, how is it looking right now for the commute? >> kari, light traffic, so everything we have to deal with is pretty good and what we have to deal with is that truck fire, the pickup truck i told you about earlier no injuries reported and i think it's clear from the washington off-ramp that construction over here for 84 and that will clear, if

good morning. i'm bertha coombs from cnbc. wall street set to open flat this morning, after the nasdaq and s&p 500 closed at record highs yesterday. the dow was off about 85 points but had t had been down almost 200 points. the move up coming ahead of the federal reserve's two-day meeting which begins today. the fed is not expected to take action on rates but comments on where they think rates are headed, inflation in particular and the he xh to drive the market. we get a report on producer prices, fairly hot lately so people are watching that closely and also data on retail sales,

manufacturing and housing. the ceo of american express says spending on dining and travel is nearing a full recovery. he tells jim kramer travel bookings have reached 2019 levels and dining expenses last month were at about 85% before the pandemic. delinquenies on amex and cards due past 30 days are at the lowest levels in years and personal safrgz have doubled. twitter is working on a new tool preventing users to mention others without blocking them or use the mute button. it allows you to unmention yourself and who can tag new future tweets similar to the function that you see on facebook to untag yourself. it could allow you to block specific users from mentioning you in the future or set number of days without having to block them outright. but i always tag, marcus and

laura, with nice things. back over to you. >> thank you, bertha. we'll tag you saying thank you. all right, it is 4:49 -- 4:47. i'm trying to push it along. meteorologist kari hall is here with the forecast for the reopening of the state. how is it looking? >> it's going to be a great day for whatever you have planned today. we're waking up to a clear sunrise over san francisco, and we're going to see a lot more sunshine for today. we're less than an hour away from sunrise now, and our temperatures there headed for the upper 60s. you head across the bay to oakland, look for a high of about 78 degrees. we'll see some upper 70s and low 80s for some spots, and even up to 90 today in antioch. i want to take you through the day tomorrow. this is when it starts to heat up. i'm stopping it on wednesday afternoon at 3:00, and concord is at 94 degrees. san jose is at 90 and 93 in morgan hill. okay, so the temperatures get

hot tomorrow, but reach the peak on thursday, and this is what we could see, up to 106 in fairfield, and san martin reaching 99 degrees. we'll see 99 in novato and up to 103 in santa rosa. so we are going to see some extremely hot temperatures, and it will last for a couple of days, so concord goes from the upper 80s to the triple digits, even here peaking up to 107 on thursday. friday still hot and even going into the weekend with low 90s. it's going to be a while before we really get a chance to recover from all of this dangerous heat, that doesn't come in until monday. so we are going to have several days of not only dangerous heat but a high fire danger, any time we get these temperatures spiking like this and we have dry vegetation, the exceptional drought in place, we are going to have to keep an eye on that. take a look at these temperatures, even going into the weekend, as you're making plans, highs for the inland valleys still in the 90s, and

then cooling down early next week. the good thing is that there will be places where we can go to escape the heat. san francisco is not going to be that hot, reaching into the mid-70s, and along the coast our beaches will be much more comfortable. and as we head over to you, mike, what are you watching right now for the commute? >> we're warning headed to the beaches during the hotter weather, that gets more crowded so we'll keep watching those of course, kari. right now, very light traffic. it's 4:50. we'll get much more traffic flowing in a bit. a new incident in fremont off of mission so i think it's on surface streets but i'll double check what popped up on the map. 84 has the construction crew, mission and 680 are typical overnight and no delays in the area. there is one crash we've been watching up here in healdsburg, it happened before 1:00 in the morning a deadly crash, highway 128 at chalk hill road but there's been no updates in the last couple of hours so if you have to drive through that portion of healdsburg, just a note, there may be an issue for

traffic control there. a live look over the san rafael bridge heading over from the richmond side. i started to see a few more cars. we typically see a blank screen here but a steady flow of vehicles westbound 580 headed to the north bay, no major concerns, just notice a little more traffic. back to you. >> thanks, mike. all eviction orders lifted for the fire burning up to 200 acres down in southern california. it burned in a remote area north of ventura. no homes were damaged. done but not done. that's what you can call the budget california law maccers just approved. this deal is more of a placeholder budget with agreements on a few things including $8 billion in rebates for taxpayers, free tk and kindergarten for 4-year-olds and $4 billion to address the doubt -- drought, rather. state law requires the deal by june 15th or lawmakers will not get paid. this budget has more work involved before the deadline of june 30th, including how to

spend the state's massive windfall. and some people are planning to celebrate today's reopening by ditching their masks but not everyone is ready to jump in. >> many people are choosing to still wear those masks when they don't have to. vaccination rate in the state of california on may 31st, we've had low cases and hospitalizations for months. as we've been growing our immunity with the vaccines. >> reporter: she also says it's safe for the state to reopen. >> even though we've been opening up slowly and surdly with all the tears we haven't seen increases in hospitalizations or deaths so it proves to us we are ready to reopen. >> reporter: jay ortiz says wearing the mask will be a hard habit to break. >> kind of like wearing a glove. i got used to it. i'm not wearing gloves right now, so. >> reporter: reopening like shutting down will take some getting used to. jean elle, "today in the bay." things won't change much right away for bay area sports teams. technically the only team now at full capacity is soccer san jose earthquakes but they don't play their next home game until june 26th. for the time being, the a's and giants remain at lower capacities. the giants host arizona tonight

with looser restrictions, including masks optional. but oracle won't go full capacity until the a's/giants series starting june 25th. on june 29th the coliseum opens completely for the a's series against texas. getting back up in the air, the massive tech issue that grounded hundreds of flights for one airline. the impact it had on people here at home who wanted to get away. happening now, parents in mt. diablo unified school district are preparing to decide if the entire school board should be recalled. petitions to recall all five board trustees are sent out around the district. many parents are angry that the school board did not reopen schools fast enough. this march the district moved to hybrid learning model. the recall supporters need to get enough signatures by september to trigger an election this november. 4:54. we'll be right back opinion.

new detail, southwest airlines is getting planes back in the air after a company-wide ground stop. the airline says there was a problem with its third party weather data provider, so it couldn't get accurate weather information so it couldn't operate its plane safely. more than 1,400 southwest airline flights across the country were impacted. san jose international confirms planes there were stuck on the ground for about two hours last night. a cherished california landmark will soon be accessible to the public once again. pfeiffer falls trail in big sur state park will reopen on friday. the 2008 basin complex fire took out the bridge hikers used to reach the falls. other fires and natural disasters delayed things. a new route was designed and created at a cost of $2 million. 4:57.
