reopening california, most statewide kft 19 restrictions are going away after more than a year of shutdowns impacting our jobs, commute and our overall everyday life. the pandemic has caused havoc. snapshots from back in time show long lines at food banks, ongoing unemployment backlogs and restaurant shutdowns and bolstered by high vaccination rates, bay area businesses, the arts and sports arenas will be back up and running, searching for support. >> they're going to come and hear fireworks. >> questions remain including what the state will look like with fewer restrictions, but we're here to sort it out for you. this morning our "today in the bay" team moves you forward with everything you need to know. and a good tuesday morning. thanks for joining us and making us a part of your morning. i'm marcus washington. >> and i'm cierra johnson. before we get to our special coverage, a big warmup is headed

our way this week. here is a live look outside of san jose, you can see the sun peeking over the hills. meteorologist kari hall is timing out when the temperatures will hit triple digits. good morning, kari. >> good morning. we are going to have some hot weather coming in tomorrow. we can enjoy today with our start in the upper 50s right now, as you head out the door. a little warmup with highs reaching 80 degrees and we'll see some mid 80s even low 90s today, but tomorrow is when the excessive heat warning kicks in for the areas shaded in pink. interior valleys could reach over the triple digits, over 100 degrees. so we'll talk more about that coming up in a few minutes. marcus? >> thanks, kari. today is the day many of you have been waiting for. our team moving you forward as the state fully reopens. >> that's right, here is what you need to know before you get out the door. capacity limits and physical distancing requirements are going away. also california's mask mandate will be lifted for fully vaccinated people in most

situations, however, a final vote on wearing masks inside of those workplace that is set to happen on thursday. this morning we have live team coverage including the impact, this is said to have on governor gavin newsom's recall as well as your commute. >> "today in the bay's" kris sanchez is here with a look at the impact that we all have on businesses that have really been struggling to survive. >> reporter: starting today this table and every other table at the restaurant will be open to customers and for the first time in 15 months, when the servers show up, the customers are going to see their smiles. after more than a year, every order at bill's cafe on the alameda in san jose will feel like a special order, now the state is dropping capacity restriction, masking and social distancing requirements. >> excited to get back to normal and to bring people back together here, right? sunday morning families come after church, you see all the people gather together, get together and just an amazing

feeling. >> reporter: that includes bringing back the staff, through the pandemic, this family-owned chain of ten restaurants had to let half of their 300 employees go, even with the federal ppp loan, calling them back say relief. >> i want to get back to work, take care of their households. it was great to bring everybody back. >> reporter: at ufc sunnyvale the gym can welcome back more members at a time, bring back skills classes like striking and brazilian ju jit sue but keeping some of the pandemic changes like increased sanitation and the outdoor workouts that so many members embraced and it is really a new normal for osteo strong san jose which was opened 17 days before the shelter order went into effect. >> it's exciting, and scary, too, because it's feeling like do we just put our toe in or do we go all the way in? >> reporter: they're booking appointments every 15 minutes instead of every 30, allowing people to be closer together,

but if people feel more comfortable with masks or they want to workout alone, they're making room for that, too. >> being able to operate without fear is the goal, and being able to just take it day by day and helping respect everyone. >> reporter: while the business owners that we talked with say they are looking forward to getting back to normal, they say if their customers aren't quite ready yet and want an accommodation, they're willing to work with that, too. in san jose, kris sanchez, "today in the bay." if your summer plans include a trip to an amusement park or concert, there are new rules. we checked in with great america, the park will be opening at full capacity and if you're not vaccinated, you'll be asked to wear a mask. at disney land, masks will not be required for fully vaccinated visitors. the park will stop taking people's temperatures at entrance and once again accept guests from around the country. universal studios will not require social distancing and vaccinated guests will not be

required to wear masks. universal studios and nbc bay area are owned by comcast. as for upcoming concerts like guns 'n roses at the s.a.p. center in late august, detail also come as we get closer to showtime. let's look back at how we got to this pivotal point. a year and a half ago, december 2019, the world health organization first learned about cases of viral pneumonia in wuhan china. the virus exploded spreading worldwide. in february 2019 the first covid-19 related death was reported here in the u.s. it happened right here in the bay area, san jose woman died. as cases and deaths increased in march of 2019, governor gavin newsom took action, issuing that stay-at-home order. you might recall everything but essential services were shut down. later in may, as progress was made and cases started to dip, governor newsom announced new guidelines allowing some

counties to reopen more of their economies using that tier system and then signs of hope, on december 14th, california's very first vaccine was given to a nurse in los angeles. >> and in the midst of all of this, the effort to recall governor newsom. let's bring in scott mcgrew. one of the criticisms against the governor was he was moving too slowly to reopen the state. >> right, and that was never actually on the recall petition, because the petition effort started before coronavirus was a big threat but you're absolutely right. today's opening up of the state does kind of take an arrow out of the quiver of those who would like him thrown out of office. the petition, which thousands of californians signed, criticized the governor for other reasons, too many homeless, high taxes, the governor's opposition to the death penalty among them, but when we look nationwide, one of the primary criticisms of governors in blue states is that they're too slow in opening up the economy.

newsom spoke about how california fared compared to states who dropped their stay-at-home rules early, at an event in san francisco on monday. >> california was the first state to move forward with the stay-at-home order. florida actually had worse economic outcome over the course of the last year than the state of california, so did texas, the economy in the state of california did not contract as much as those states and we had better health outcomes. >> during that jay at-home order newsom dining at the french laundry restaurant while the rest of us were told to eat outside. they may take the memory to the ballot box but the number shows a stretch. a public policy poll shows 60% of voters polled support the governor. californians trying to recall governors often, there have been more than 50 attempts in the state, one succeeded as you remember, gray davis.

>> interesting. thanks, scott. let's take a live look outside for you, across the bay area roads. if you haven't noticed already, our team coverage with a look at new data showcasing this i guess we could say unwanted comeback, mike? >> i don't think people will say yea, the traffic is back! that means more work and jobs opening up. schools are getting out but comparing things year to year, traffic is building for our morning and evening commutes feeling more crowded during the middle of the day. i think we experienced that. waze tell us the total number of miles driven through oakland streets down from 2019. the same goes for san francisco and san jose the biggest drop of the three major metro areas. san jose has a lot fewer miles driven through the city streets.

despite that we go to the toll counts from our friends from the metropolitan transportation commission. the bay bridge weekday traffic is averaging about 90% of that for comparable days in 2019 and while the number of tolls, the number of cars traveling through the bay bridge toll plaza has really come back, it's the 90% level, the number of people carpooling has not so we're less than 60% of that number from 2019. what that might mean is that more people driving solo across the span could mean more commute troubles, as we have more people continuing to hit the road for the jobs, so we'll keep watching for these changes and i'm sure you'll feel it. i've got transit changes that have taken place and more on the future in social media and social media will be lit up with folks talking about trying to get to the beach i think, coming up in the next few days. >> we're trying to take it in today as we get a live look in dub rinne, a live look at 580, a

airbuses made in europe and partially subsidized by european governments. boeing is made here and generally speaking we don't subsidize our airline makers. airbus had an unfair advantage, the fight is 17 years long. back here at home it's entirely possible gas is going to get a lot more expensive, because they're still talking about indexing the federal gas tax to inflation in order to pay for an infrastructure bill. now to be clear, the white house hates this idea, because it would tax regular people. the president promised not to raise taxes on americans making less than $400,000. the gas tax proposal comes from a bipartisan group looking for compromise. speaking of taxes, the irs will open an online portal soon that will allow you to decide if you want the government sending you a child tax credit check each month, or if you want to save it up until tax time next year. surprising number of people don't realize they're going to get regular checks from the

government starting next month. any family with kids making under $170,000 total. some families may want the government to bank it so to speak and give it in the form of a tax return in april. everybody's got their own way of figuring out their own taxes. a shocking number of people have no idea they're going to get a check in july, august and september because they have kids. >> surprise. >> they cost enough as it is. >> okay. >> trust me, they just get more expensive. >> that they do. worried about expenses, this next story may be something to brighten their day. luck be the lady tonight. ten state residents who stand to win $1.5 million in the final vax for the win lottery. any californian who had one covid vaccination is entered. hold up, wait just a minute. there is more to tell you about this morning. governor newsom announced new

prizes, six all-expense-paid dream vacations. winners will be announced in early july. new this morning, an unusual and costly problem for girl scouts. the organization has 15 million boxes of unsold cookies due to the pandemic. as covid continues into the spring, selling season, many of the troops were unable to sell in person so here is the way you can help. buy the cookies online through the hometown heroes program and those cookies will be donated to front line workers. from a surplus to a shortage of say it ain't so chicken wings. the shortage is getting worse. some stores are limiting how many wings you can buy, some restaurants say wholesale prices doubled due to pandemic related supply issues. the next story should be for our own vianey arana. how much would you shell out for a house plant? probably not a lot. do you love this one? is it beautiful? it sold for $19,000.

colleges schools getting out, lightens up traffic. the numbers compared year to year we've seen come back up. slowing for 84 and again that slowing that we talked about for san leandro slowing down in toward union city for the build, and nice easy drive for the north bay, and also some slowing through concord so expect that for highway 4. we'll give a live look at the golden gate bridge, kari, a little slowing as the crew clears toward spencer for south 101 but no fog today, that's clear but that means no fog to cool either, right? >> right, this is such a totally different picture from what we saw yesterday at this time. as you head out the door in oerkland, it's still nice and cool, but it's also clear and not drizzling like it was at this time. so we're looking at some temperatures starting out in the upper 50s, headed to the mid-70s today. it's still going to be mild. take a look at the seven-day forecast up the at the bottom of the screen as we talk about the heat that will be on the way. today for san jose not bad at

all. reaching 80 degrees, east coast 81, we'll see mid 80s for the south county and then for the east bay we'll see highs reaching into the upper 80s, even a few low 90s. antioch reaching 90 degrees and fremont a high of 80 degrees. near the coast in the 60s. san francisco low 70s and north bay temperatures will reach into the mid 80s. we'll see a lot of changes here. tomorrow the heat advisory kicks in, excessive heat warnings for the areas in pink. let me show you why. our temperatures heating up tomorrow into the 90s and by thursday, we'll see more widespread highs over 100 degrees especially for the inland north bay, as well as the south bay. so our trend will be for those triple-digit temperatures for three days in a row, still hot for the weekend, but at least san francisco will have some milder weather in the forecast. now let's talk about today's climate in crisis. we're actually going to focus on those overnight temperatures, those lows have been increasing

6:24, happening today a critical future of the oerkland a's new ball park at howard terminal. the a's and oakland's leaders ask alameda county supervisors to fund a new financing deal to support infrastructure needed for the new ball park. oakland mayor libby schaaf is endorsing it but if it falls through, it may doom that new stadium plan. today's meeting takes place at

2:00 p.m. meanwhile, over at the a's current home site, a new tenant may be headed to the arena next door. it's now mostly empty due to warriors leaving and the pandemic halting other events. but the oakland based african-american sports and entertainment group is talking about bringing in a wnba team so that plan may also involve buying the city's share of the coliseum complex. there's a lot of hurdling to clear but the coliseum authority will discuss the lease and license agreement during its meeting friday. 6:25. a bay area man was left frustrated, after he bought tickets with a friend and there was a refund guarantee. then the company told him that he missed the window for cash back. >> consumer investigator chris chmura has heard from many ticket holders in the same position. >> good morning. charles in sunnyville booked tickets to a warriors game in march 2020. he paid the resale company vivid

officially back open for business and while you may think all the covid restrictions go out the door, there are some things you'll need to keep in mind. >> to help sort it all out for you, we have live team coverage to break it down. first let's start with scott mcgrew and what specifically is happening today? >> the big headline, every single californian is talking about as we get to ditch the mask, though there are a couple of asterisks there. first of all, only counts if you're vaccinated. the rules say if you're not vaccinated or you decline to say whether you're vaccinated, you still have to wear a mask. so take a look at this. this is the idea. vaccinated, you can go unmasked almost anywhere. you still have to wear a mask indoors though if you are unvaccinated. then look down here, if you're on a bus, train, airplane, everyone masks, same for hospitals and schools. add to that anywhere else that asks you to wear a mask. while we say you don't have to wear a mask to a grocery store

if you're vaccinated, a grocery store can ask. even if you're vaccinated. that's up to them. anybody can be more reviktive than state rules. they can't be less restrictive. and private businesses can ask if you've been vaccinated and yes they can ask for proof. you don't have to say one way or the other but refusing to say means you're wearing a mask and no hipaa is not relevant here. hipaa doesn't protect you in this case and unvaccinated includes children 2 to 12 not allowed to get vaccines. they'd still have to wear a mask indoors. the big question is whether people who didn't get vaccinated tell the truth about that fact and will they respect the rules and wear that mask? in many ways for the next couple of days or weeks, this could get very complicate. >> i can see it being that way. i hope people will be honest, wear the mask if you haven't

gotten vaccinated. >> wouldn't that be great or get vaccinated. >> why not? i say that but you know, do what you want. thanks, scott. new this morning, the reopening is giving many struggling businesses a new glimmer of hope and new data suggests some are already starting to turn that corn per. foot traffic and retailers at restaurants here in california have seen a 100% increase since the start of the year according to analysts at zen reach. san jose has seen a 141% increase at restaurants and san francisco has seen a 90% increase. but in many cases, restaurants are still dealing with an all new problem as they reopen. owners are having trouble hiring new employees. "today in the bay's" sharon katsuda is live at the brit in downtown san jose, one bar feeling the impact firsthand. sharon, it won't be reopening today? >> reporter: that's right, cierra. yes you can see they've done a beautiful remodel here at the pandemic but they can't fully

reopen today because they are not fully staffed, and so that's what's frustrating but they're hoping to have a soft reopen next week. with me is john conway, the owner of the brit here in downtown san jose. john, tell me first of all, how difficult has it been to hire employees? >> it's been a struggle. we're less than 30% of our normal staffing levels and with the pandemic most of our good, solid servers, bartenders, line cooks moved out of the area so it's been a challenge. >> reporter: you were saying, too, many different areas, texas, where else? >> texas, austin, reno, it's just a more affordable place for people when they weren't able to work in the service industry. they rely on their tips so we're now trying to find as many people as we can so we can relaunch. today was supposed to be a big day after our remodel but unfortunately we don't have the staff to open. we will come hell or high water open next week. >> r wish you the best. tell me about the positions hir. >> everything top to bottom,

servers, line cooks, bussers, bartenders, barbacks, managers, assistant managers, really it's an open door. >> reporter: and well above minimum wage people are paying because they want to hire employees anywhere from $18 to $24 an hour, that's what they're experiencing here in san jose. one of our crews went up to martinez and talked to business owner there is, talked to a restaurant owner said he'd like to fully reopen today, too, but he's not fully staffed so he cannot do it. >> we need employees. i can't get bartenders right now. i can't find them. servers, i can't find them. it's really difficult. >> reporter: so john tells me that next week he's going to have some technology to lean on, some new methods which would allow people to do contactless ordering, and that way he doesn't have to have a full staff just yet, but businesses

definitely getting creative right now to try and deal with this reopening. back to you. >> probably the best thing as we ease back into the reopening. but everything's open. all right, thanks, sharon. the hope nationally is still to get a 70% vaccination rate but california is not quite there yet. the latest numbers have 55% of californians fully vaccinated. another 11% partially vaccinated. nearly 40 million doses have been administered. happening today, san francisco's largest covid testing site will close. the city says it feels comfortable closing the site on the embarcadero because case rates are going down while vaccination rates are going up. the site first opened for essential workers at the start of the pandemic. >> with the state reopening, maybe you're amongtuing or abou work for the first time in a long time. want to bring in "today in the bay's" pete suratos, live in daly city with what the return to work looks like for the big tech companies and this morning the new reminder from b.a.r.t.

about wearing the mask on trains. pete? >> reporter: good morning to you, marcus. we're getting that update from b.a.r.t. that you'll at least have to wear in a face covering on trains through september 13th, according information from folks headed to b.a.r.t. to work this morning. if you work in the tech industry it might not affect you that much. most of the major tech companies are using a hybrid work model for its employees. the major tech companies we've been able to get information from and salesforce say they expect about half of their employees to work remotely when it comes to google, employees will come in for three days and off site for two days. apple three to five days a week on site. we got a chance to speak with the executive director of the tech trade association sjobs.city and a lot of companies are adopting the remote first mentality instead

of the traditional 9:00 to 5:00 work model. >> the majority of tech companies already examined what a remote person's environment looks like for the employees long before the pandemic. we've heard from a number of companies they have testing this out in different offices around the world for a while now and it really just means that when employees come into the space, they don't necessarily have an office space or a desk with their name on it. it's more of a roaming model. >> reporter: mask also change in the office. ultimately the mask guidance is still up to the workplace. reporting live, pete suratos for "today in the bay." >> certainly things moving forward. thanks so much, pete. things won't change so much right now for some bay area sports teams. technically the only team now at full capacity is soccer's san jose earthquakes. but they don't play their next

home game until june 26th. for the time being, the a's and giants both remain at lower capacities. the giants do host arizona tonight with looser restrictions, including masks optional. but oracle won't go full capacity until the a's giants series on the 25th. june 29th the coliseum opens completely for the a's series against texas. and here is a live look at a beautiful shot there, overlooking san francisco, just a picture perfect day and could be a good day to get outside, head to the park, go for a run, jog, power walk. meteorologist kari hall is here to talk about that. >> yes, get in those activities today. tomorrow you'll have to plan around the heat and the earlier the better. here is a look at our high temperatures for today. it's going to be warm in some spots reacher the upper reaching 87. we'll be up to 90 in antioch. san jose reaching 80 degrees.

injuring that suspect. developing now attorneys for harvey weinstein will be back in court fighting california's effort to extradite him for rape and assault charges. weinstein has challenged the extradition on grounds the paperwork was mott done properly. he's already serving a 23-year sentence in upstate new york after being convicted of sexual assault and rape. happening today, two house hearings are set to get under way looking deep near the january 6th. ka toll siege. chris ray fbi director is expected to testify, likely asked about the intelligence failures that led up to the riot. the capitol police inspector general is also expected to testify. and president biden still hopes to get 70% of americans vaccinated by the fourth of july. >> scott mcgrew, places like california very close. >> and in places like mississippi, marcus, he's nowhere near close. it's remarkable how closely it breaks down to blue and red states. now one thing that remains to be seen, will non-vaccinated people

more attention to china as a global threat. the 29 other nations agreed, the first time nato has publicly addressed china in such an aggressive way. mitch mcconnell says he'll block any nomination made to the supreme court if it's too close to the next presidential election. he has said and done that before, blocking the nomination of obama's choice merrick garland because the election was a year away. when trump nominated someone 46 days before the next presidential election, he let it through. mcconnell says for his part it's a matter of what party controls the white house, which controls the senate. if they're all the same, like they were at the end of the trump presidency, then fine, move ahead. right now a democratic president and effectively a democratic senate. so the pressure is not on biden but justice stephen breyer to retire before the midterms when the democrats might lose their effective majority in the senate.

plans, martinez reaches 86 degrees and a high of 86 in livermore. and santa rosa 87 degrees while san francisco will reach into the upper 60s and upper 70s for palo alto. let's go through the time line tomorrow. this is when the heat really starts to pick up. so i'm just going to stop it right here. tomorrow afternoon, 3:00, you can see san jose will be at 90 degrees, even some upper 90s for spots like santa rosa, as well as temperatures very hot in fairfield into the tri-valley, and then this is thursday, this is when the temperatures peak in spots like concord, in the triple digits. we're going to have a few days of some really hot temperatures, but thursday will be the hottest, even this weekend as you make plans to get outside, it's going to be in the 90s and next week is when it gradually starts to come back down. so if we look at our seven-day forecast, any time especially this year that we have some hot temperatures, we'll also have a fire danger, because of the dry vegetation and low humidity.

we'll see triple digits for three days in a row and then we come back to the 90s for saturday and sunday. monday is when we can finally maybe give the air conditioning a rest. san francisco won't see the significant warming this time around, just enough of an ocean breeze to keep the temperatures there in the 70s and the beaches will be a popular destination. mike, how is it looking for the morning commute? >> looking a little dirty still, kari, the lens. cierra, sorry we couldn't clear this off in time. it's a bill embarrassing. big rig underneath the overpasses, no major injuries reported and no major slowing, just a distraction. they did clear the lens -- the lanes as well, not the lens. as we look at the map, minor slowing just a tiny bit of brake tapping for the distraction. there's more of a build in the south bay, 101 headed up into santa clara, not just in san jose, and marcus, we're seeing a build here for oakland and as well as berkeley as folks head toward the bay bridge with the backup at the toll plaza.

capacity limits and physical distancing requirements are going away. also, california's mask mandates will be lifted for fully vaccinated people in most situations. however, a final vote on wearing masks in the workplace is set to happen on thursday. this morning, we have live team coverage. let's get you started with sharon katsuda live in san jose. sharon, what's going on there? >> reporter: hi, cierra and marcus. at the brit in downtown san jose and you can see they've done a beautiful remodel here, it took over three months to do this remodel. they wanted to reopen today, but they don't have the full staff to do it. so you can see even john conway the owner of the brit here looking at applications online trying to hire. they're looking for servers and any position really, managers, and he's just saying please get over in person or apply online because they badly need the help to reopen. now in martinez, we saw a similar situation where they're looking for help for the same
