some cities will see temperatures in the triple digits. >> that's right. as we look live in san francisco and san jose a spare the air alert is being issued at this hour fire crews remain on high alert. a drought report just released minutes ago, tracking the new dangerous outlook as the third hour of "today in the bay" continues right now. >> i'm marcus washington. >> and i'm cierra johnson. before we get to our live report, over to meteorologist kari hall breaking it down with this new drought report. we did just get that a few minutes ago a have been no changes for california we are just in with a third of our state in the highest level of the drought, and it's expansive across the

region as we've seen a lot of fires breaking out and critically low reservoir levels. we're still seeing that continue here today as we go deeper into our dry summer months. we are going to possibly see more dangerous heat wave as well as our depleting water resources. this coming along with near record high temperatures today as we are looking at a high in vacaville. the record is 103 and other records may be set today. we're definitely keeping an eye on that heat, cierra. we are here to help you through this extreme heat. a lot of warnings and tips to share with you this morning as we prepare it. there's a spare the air alert as well. "today in the bay's" sharon katsuda is live at cal fire in morgan hill and, sharon, what do we need to know? >> reporter: here in morgan hill it's supposed to reach 100 degrees and firefighters throughout the bay area are and really we should all be on high

alert. in contra costa county the dry and hot weather conditions have firefighters especially concerned about fireworks with the fourth of july holiday coming up soon. >> the fireworks are exceptionally off the scale dangerous and the conditions we're in now. aside from the fact they're illegal. >> reporter: in san jose late yesterday afternoon several brushfires broke out along highway 280. fortunately no major injuries but a car was destroyed, and the cause of the fire is still under investigation. and it is a spare the air day today, so try to get out early if you can on exercise so you don't suffer from heat exhaustion and try to limit your driving. reporting live, i'm sharon katsuda, "today in the bay." >> thank you. and be sure to download our nbc bay area app. you can get weather updates right on your phone and even tailor weather forecasts to your area. drop

president biden is home at the white house now after an eight-day overseas trip. marine one landed on the white house lawn last night. biden completed his first foreign trip as president including a high-stakes overseas summit with russian leader vladimir putin. "today in the bay's" susan mcginnis is live looking at what it all means for us for the u.s./russian relations going forward. good morning. >> reporter: both leaders did have positive things to say after the summit ended, but it was clear especially from their separate press conference that is tensions remain. president biden and russian president vladimir putin portraying optimism as they wrapped up talks in geneva. >> good, positive. >> translator: i think there was no hostilities. quite the contrary. >> reporter: the two leaders reaching agreement on some issues.

police investigating another disturbing attack on an elderly member of the city's asian community. this time a 94-year-old woman is waking up in the hospital. new this morning a police source confirmed to nbc bay area this is a photo of the man believed to be responsible. daniel cauich is in jail this morning. he's said to have a long rap sheet including a 2016 homicide arrest. they say he stabbed 94-year-old anh taylor multiple times in front of her tenderloin apartment. a friend of the victim tells us following surgery she is stabilized and is expected to survive. and happening today antioch leaders will sign a resolution for past treatments of asian immigrants. councilmembers first confronted this dark side of the city's past in an era once called the driving out period. in the 1870s white residents of antioch burned down the city's chinatown. chinese immigrants were banned from walking on the streets after sunset.

last month councilmembers approved measures to make amends including this official apology happening later today. two legendary religious leaders came together with one message, love not hate. exclusi reverend jesse jackson and chinatown's reverend norman fong. we talked about a lot of things including the surge in anti-asian crimes and the opportunities the community has to make change. >> faith is love. we'll make america better. >> now reverend fong is the former executive director of chinatown community development center. reverend jackson here to commemorate the anniversary of vincent chen's murder. two white men beat chen to death in 1982. at that time asians were blamed for the struggling auto industry. jackson visited san francisco. he's back now.

the goal is to better integrate b.a.r.t. and the capital corridor with oth plans for a s transbay tube. at 6:30 tonight residents in contra costa county are invited to take place in the virtual feedback session. turning back now to the extreme heat hitting the bay area, here is a live look outside in oakland , one of the place that is could see higher temperatures today. meteorologist kari hall has been monitoring that. it could be the hottest day of the year so far. >> you need to make your plans around the heat. jogging and walking or whatever you have to do, some yard work. in martinez you want to start out early, even in the next hour. we're in the mid-60s. we're heading quickly to the upper 70s and then by late morning, early afternoon, all bets are off. you're going to need to just hang out somewhere and try to stay cool. we could see some more of these

number one, not until 2023 probably and fed interest rates are as close to zero as they can be. nothing like we saw in the 1970s or 1980s. higher interest rates tighten the money supply and that flights inflation. we know what a problem inflation is all of a sudden. up much more than the committee expected. inflation is very dangerous to an economy and is very dangerous to your family budget. raising rates, you slow down the economy. is the inflation we're seeing right now real or is it some kind of holdover from the pandemic? if it's just a temporary thing and you raise rates you could hurt the economy. if inflation is permanent and you don't raise rates you could hurt the economy. is it permanent?

117 workers have refused to take the covid vaccine though it's required. those workers are now appealing the judge's decision and they're talking this morning to "today's" kate snow. every public health organization, the cdc, the fda, say that it is safe and effective. you don't believe those organizations? >> i don't. i do not believe them at all. >> the nurses are hoping their case can eventually be heard by the u.s. supreme court. a major announcement from the u.s. education department. they say it extends to transgender students. an update is a reversal of the trump administration's policy rolling back obama-era guidance that directed schools to allow transgender students to use the bathrooms, changing rooms, and other school facilities that align with their gender identifies. new details this morning, spacex

ceo elon musk may be in hot water with texas law enforcement. spacex may be breaking the law by breaking county roads and closing off property. he says that's what his staff found and went to the local spacex sight last week. not allowed anyone to go through that area. he says spacex needs to alert the county before closing roads. spacex has not responded. talk about a leap of faith. jenna bush hager will jump out of a plane in honor of her late grandfather. the late former president george h.w. bush skydiving was a passion and taking part in the jump in celebration of what would have been his 97th birthday this month. their landing target will be the national museum of the united states army.

the excessive heat warning for inland areas reaching up to 108 degrees. dangerously hot in vacaville, livermore, reaching 107 and 108 degrees. so we're going to be very close in some other spots but there will be some areas that will be slightly cooler. as we head over to pete suratos live in concord that's one of those spots hitting 108 degrees today, pete. >> reporter: yes, indeed, kari. we are inland, as you mentioned, where the temperatures will hit triple digits. it will be a hot one. make sure you're hydrating. we are going to see that statewide flex alert in place. that will take place from 5:00 p.m. to 10:00 p.m. folks are advised to set the thermostat to 78 degrees or higher if health permits and to

and several other states comes with more than 175 million americans having now received at least one dose of the covid vaccine am rates are still low. concerns are growing about the spread of a delta variant. nbc's blayne alexander outside headquarters with more. >> reporter: marcus and cierra, good morning to you both. i'm here at the cdc talking about this delta variant, one officials have been talking about. it was discovered in india but cases are on the rise in the u.s. experts say it accounts for nearly 10% of all new key individual cases in the state and of course that is really undercoring this urgent effort to get more people vaccinated. i spoke with the surgeon general about this and said you are protected against the variant if you are vaccinated. if you are not, a possibly more transmissible virus and more severe cases.

at the same time we're watching people -- more and more states lifting restrictions across the country. peel getting back to some semblance of prepandemic activity. i talked to the surgeon general and what message he would send to americans. on the one hand we're seeing states loosening restrictions but on the other hand this dire warning about the delta variant. is it a confusing message? >> blayne, i think what you're hearing is a message for two different populations which is if you are vaccinated you are still in good shape. if you are unvaccinated there's still reason to be cautious, to wear a mask. >> reporter: vice president harris will travel here to georgia as part of the push to boost vaccination rates where they are among the lowest in the country. back to you. a follow-up this morning the san jose mother accused of killing her 7-year-old son in the southern nevada desert has a

first court hearing today. samantha rodriguez is scheduled to appear virtually from denver. her extradition is pending. poe lows say she killed her 7-year-old son liam husted and left his body on a hiking trail. authorities arrested rodriguez last week after she checked herself into a denver hotel. authorities have not yet identified two young drivers killed in a head-on crash. it happened yesterday on sellers avenue near delta road in knightsen. the chp says the drivers in each car, a 16-year-old boy and 19-year-old man, died. the only other person, a 15-year-old passenger in one of the cars, currently in critical condition. investigators believe the car carrying two people swerved across the double yellow line. a live look in oakland where councilmembers will discuss proposed changes to the mayor's budget. there's some disagreement on where the city resources should be directed when it comes to

preventing violent and serious crime. the council's special budget meeting gets under way at 10:30 this morning. new this morning transit leaders are locking in a start date for toll enforcement of the express lanes now under construction along 22 miles of 101 and san mateo county. the first phase of enforcement will cover the southern lane up to redwood city. that would happen by the end of the year. the costs have not been finalized but would be similar using congestion pricing with tolls paid through the fastrak transponders. one of san francisco's most popular and signature tourist spots reopens for the first time in 15 months talking about coit tower. tickets will be sold for elevator rides through its observation deck but masks will be required in the elevator. guided tours will be limited to six people at a time.

under a microclimate weather alert. today antioch had reach 108 but you head to our coastal spots like half moon bay and for the most part it stays in the 60s. we will talk more about this and where we all cool off in the forecast coming up in a few minutes. >> don't worry, i'm okay. traffic getting a little more built in. traffic is building right now. new this morning violent crimes are up and so is the number of police officers killed in the line of duty. christopher wray said a total of 37 officers have been murdered in the first months of 2021 xward to 26 in all. wray revealed those stats at a house oversight committee meeting earlier this week. the national law enforcement memorial fund says 148 have died

in 2021 up from 144 this time last year. and president biden is about to sign a new law that will create a new holiday. and, scott mcgrew, juneteenth was already a law here. >> santa clara county was the first to recognize it and give county workers the day off. what a great job our artist did with this one in particular. states followed behind california, 47 celebrate. juneteenth will be signed into law. it commemorates the end of slavery celebrated on the 19th of june which this year is saturday. the federal government will give workers at the federal government the day off. cierra mentioned the president

will sign that into law. congress voted to elevate juneteenth. democrats and republicans together said, yes, let's do this. congress passing a bill that would designate a pulse national memorial in remembrance of the 49 people murdered by a gunman at the pulse nightclub in orlando. and more bipartisanship. more republicans joining an effort on a compromise bill. biden's plan would tax either the rich or corporations and this bipartisan bill doesn't which means they would have to find the money from somewhere and that committee is thinking about indexes the gas tax to inflation. put another way you would pay more for gas. president biden doesn't want and promised never to raise tax for people making less than

$400,000. bipartisans breaking out all over the place. joe manchin says he'll sign on to a compromise bill that republicans like to protect his voting rights. lots of people claimed their proposed law when they really mean to quash voting. this one doesn't. many republicans and democrats onboard even though the proposed law would strengthen voter i.d. requirements. both sides giving a little. i would like to say bipartisanship he can tends to the respect for police officers. one of the police officers badly hurt in the attack says georgia congressman andrew clyde refused to shake his hand as he returned to the capitol this week, the same congressman who compared this to regular tourists. defended the capitol medal because of wording on the proposal. texas says it will build some border wall on its own. texas taxpayers and even a fund-raiser will pay for it. the governor saying work will

continue even if the federal government doesn't want to keep building it. >> we believe in the rule of law. that rule of law and law and order. the president signing the juneteenth holiday into law the governor newsom will visit the east bay focusing his attention on small businesses. he plans to meet with owners and add new money to the state's relief program. his new budget calls for more than $1 billion in additional state grants. new details on california's troubled high-speed rail project. apparently not everyone on board just yet. according to "the chronicle" a new place holder budget approved this week. a new $4 billion and bond money to complete the central valley leg. it's not really clear how it will be included in the final budget.

it would create new delays and lead to more job cuts. opponents argue that money would be better spent on rail projects in higher density areas. turning back now to that dangerous heat, and it's not just the bay area dealing with some extreme temperatures. here's a live look in las vegas where it's already 91 degrees this morning. the projected high, 115 degrees. now the heat is threatening to shatter nearly 200 records nationally throughout the weekend and some 40 million americans already under some type of a heat advisory, watch or warning. and it is going to be hot here in the bay area, maybe the data, go to the movie theaters, the mall or somewhere where there's ac running. >> wherever you go to cool off is what's needed today with the heat advisories and excessive heat warnings in effect. we've been dealing with the exceptional drought for the bay area as well as across the

region. with those temperatures heating up you need to plan your day. in martinez you only have a couple hours of milder temperatures before it gets a little too hot for those outdoor activities. you need to stay hydrated. 96 degrees. as we get a look at our south bay highs, reaching 94 while gilroy will see a high of 103 degrees today. 108 in concord. 90 today in hayward. notice we'll see some 70s in daly city and san francisco. there will be some spots reaching into the 80s in the city. as we go through the forecast check out napa. we're in the triple digits today as we're going to see still a hot weekend but then going into next week we go from 102 to 78

here all across the bay area. lots of us will face record-breaking temperatures today. >> we have live team coverage. let's go first to "today in the bay's" sharon katsuda live in morgan hill where fire danger is a concern there. sharon? >> reporter: absolutely. the cal fire captain just came out and you can see the firefighters are about to take off for a drill, and for the first time ever we're hearing they're going to be training with the national guard. that's because they're short on hand crews because inmates were released early due to covid. they usually did the hand crews job. now the national guard stepping in and will be training with them today. in contra costa county the dry and hot weather conditions have firefighters especially concerned about fireworks with the fourth of july holiday coming up and neighbors have complained about illegal fireworks going off nightly and are hoping people will stop the dangerous activities. in san jose late yesterday afternoon several brushfires broke out along 280. fortunately no major injuries
