being asked to limit their use. >> and then there is the question of where those record temps are headed next with that heat dome on the move now. the eastern part of the country is bracing for that scorching summer weather. >> meanwhile in the gulf, they're bracing for up to a foot of heavy rain and flash floods this weekend. a tropical storm warning issued there. >> dylan is tracking the storm threat this morning and that historic heat, but let's get started with nbc's erin mclaughlin. she's up early in las vegas, just one of the many cities coping with those extreme temps. erin, good morning. >> reporter: good morning, savannah. i'm here on the world famous las vegas strip. right now it's 91 degrees outside, and the sun just came out. that's forecast to rise to 114 degrees by the end of today, and these extreme heat situations are playing out not just here in nevada, but in states across the west impacting tens of millions

of americans. like much of the west, sin city is sizzling. >> it's extremely hot. >> we're really hot. i'm sweating right now. >> reporter: the las vegas strip hitting a sweltering 114 degrees, shattering an 81-year daily record. >> so hot. >> hot and humid. >> her sandals melted yesterday. >> your sandals melted? >> yes. >> this may be a real record-breaking year. >> reporter: california's also feeling the heat. in the desert outside of los angeles, 123 degrees, tieing the record for an all time high. death valley reaching a scorching 128 degrees, shattering a record set in 1917. >> this is early to have this much of a heat wave. >> the temperature is ungodly hot. >> reporter: california now urging residents to conserve power and declaring a state of emergency. >> we have fans and that's all. we just keep the windows open. >> reporter: after a week of relentless heat, records were smashed in several western states.

in arizona, phoenix hitting 118 degrees. a temp only reached 18 other days since the city started recording. in colorado, denver hitting triple digits for the third day in a row. >> i've never seen an early june like this. >> reporter: the heat wave now reaching the midwest. higher than normal temperatures seen in omaha, tulsa and kansas city. some of the most extreme heat hitting regions already dealing with devastating droughts. conditions now creating high fire danger across the west. firefighters preparing for what's to come. >> these summers are just -- they're not typical anymore. >> reporter: a dangerous late spring heat wave rewriting record books with millions waiting for relief. experts say we're likely to have more of these heat waves as the summer progresses, so it's best to be prepared. they say time and limit the amount of time you spend outside when the temperatures are extremely hot. also, try to wear light and light colored clothing. also, drink lots of water.

it's important to stay hydrated. >> all right, erin, thank you very much. dylan is in for al this with more on that tropical storm warning along the gulf coast. dylan, it's already 100 degrees in vegas. >> it is going to be excruciatingly hot. in palm springs yesterday they tied their all time hottest record of 123 degrees. it is something that you wouldn't expect until maybe the heart of summer like july or august, but right now we have 40 million impacted by heat advisories, heat watches, heat warnings. we also have some heat advisories out through parts of the midwest. i want to focus on the southwest where temperatures today will once again be at dangerous levels. lancaster, california, 109 today. the record is 108. lake havasu 122. the record is 115. las vegas should get up to 113. as we go into saturday, the heat continues. still seeing those temperatures

about 15 degrees above average. fresno, 110. las vegas 114. yuma, arizona, 116, and while we will see temperatures cool off a bit as we go into next week, we're still looking for triple digits, especially out in las vegas. in phoenix 108 by tuesday, so we do see that bit of a cooldown, but it's hardly noticeable when you're still looking at temperatures like this. also want to focus on the tropics with you for a second here. we do have tropical cyclone number 3. this is out over the gulf of mexico. with the rain already approaching the coast of louisiana, and this will likely strengthen into a tropical storm as we go into tonight and tomorrow morning. whether that happens or not, either way we're looking at about 8 to 12 inches of rain. so flooding is likely along the gulf coast this weekend. thank you. also this morning, a suspect is in custody after a brazen string of drive by shootings. it happened outside of phoenix, a spree that left one person dead and 12 other people injured. nbc's steve patterson joins us

with the latest on that. steve, good morning. >> reporter: so police saying the shooting taking place late yesterday morning, a gunman shooting people widely across three separate cities. this morning the suspect is in custody, and the fbi has been called in to investigate. this morning police say a suspect is behind bars after a shooting spree outside of phoenix. and caught on camera, a man arrested outside a nearby shopping center. police not yet confirming if the video shows the suspect. >> multiple shootings, victims scattered through several jurisdictions. >> officials say the first shots rang out just after 11:00 a.m. and continued through several cities over the course of more than an hour. >> there's eight different scenes that we have to investigate. that's a lot. >> reporter: the victims scattered across the west valley area, 13 in all, four shot, one fatally. officials say that person was found in a car off a local highway. the others suffering broken glass and shrapnel injuries related to the shootings.

gunman driving a white suv firing wildly at people. >> there were two more shooting victims off 303. >> reporter: police located and arrested the suspect some 90 minutes after the shooting rampage began. investigators say a weapon was found at the scene. officials say there was not more than one shooter and that there's no reason for the public to feel unsafe. so the health system behind me said they've taken in nine separate patients across three of their hospitals from this one shooting. meanwhile, investigators are pushing for a reason why. >> just awful, steve patterson in arizona. with just over two weeks until july 4th, it is looking less and less likely that 70% of the country will be vaccinated as president biden has been advocating. the government is spending big on antiviral medicine that we might one day take at home to treat covid and other viruses. we'll talk about all of it with dr. ashish jha in just a moment.

first nbc's tom costello joins us with more. >> reporter: good morning to you. absolutely we're seeing a slowdown in the pace of vaccinations. the states with the highest vaccination rates in the northeast and the far west, the west coast. but the states with the lowest vaccination rates, many mountain west states and then the entire southern tier of the country, and that's a real concern right now because we are seeing this now because we are seeing this increasing spread of the delta variant. experts warn the dangerous new delta variant is spreading fast, already making up 10% of the new covid cases in the u.s the good news, the cdc says current vaccines do appear to offer protection against the variant. >> this is why we are pushing so hard to get more americans vaccinated. >> reporter: meanwhile, concerns about a potentially rare side effect with those life saving messenger rna vaccines made by pfizer and moderna the cdc now planning to evaluate cases of inflammation of the

heart muscle and surrounding tissue in adolescents and young adults 300 cases out of 20 million vaccinations. >> these cases are rare. >> reporter: also this morning, the white house and nih say they'll spend $3.2 billion to develop new antiviral over the counter pills to treat covid and future viruses at home now with just two weeks until the july 4th weekend, the president's goal of vaccinating 70% of the public in time for fireworks looks less likely, while 62% of those 12 and older have received at least one shot, the pace of vaccinations has slow >> we're going to continue to push vaccination beyond the 4th of july into the summers. >> that ball is hammered >> reporter: and while americans are resuming their pre-peck routines those working from home are in no rush to return to work only 30% of workers have

returned to their offices, dallas had the most at nearly 50%. san francisco had only about 18% return, but many companies want employees to be fully vaccinated and new data suggests 10% of people have missed their second shots. 10%. we have another breaking piece of news here, and that is the european union this morning is telling its member countries to go ahead and allow americans to visit regardless of vaccination status now, it's still up to individual european countries to decide for themselves by the way, the u.s. canadian border remains closed and of course europeans cannot come into the u.s. yet regardless of vaccine status savannah, back to you. >> a lot of headlines to cover there. thank you. joining us now is dr. ashish jha, the dean of the brown university school of public health good morning to you. >> good morning, savannah, thanks for having me back. >> a lot of headlines. i think the top issue has got to be the delta variant it's more contagious, more

deadly, and it's here. even with roughly half of the u.s. with at least one shot, why is it still such a major source of concern for officials like you? >> yeah, so we saw this in the uk they were further ahead than where we are right now in vaccinations, and the delta variant arrived. it took over it's now dominant in the uk, and they've seen a tripling of cases across the country, and now hospitalizations are rising. that's what we want to avoid and the only way we know how to avoid that is getting everybody vaccinated or getting a lot more people vaccinated. >> you've been raising an issue and it's related to this that about 18 million people, roughly 10%, tom costello just reported, haven't shown up and gotten their second shot. why is that so concerning, particularly with this delta variant? >> yeah, you know, usually one shot gifves you a pretty high level of protection, but not with the delta variant what we've seen with the delta

variant, if you've only gotten one shot of the pfizer vaccine, you only have 30, 35% protection that's way too little. everybody needs to get that second shot. if you've missed it, you don't have to panic. you just got to go get it. it's not a big deal. you don't have to start over again, but it's critical that everybody get that second shot. >> that was my next question, if it's better late than never, even if it's been a month or more since you were supposed to get that second shot, can you still get in there and get it and it's fine? >> it's totally fine a lot of people wonder do i have to start, no, get the second shot, definitely way, way better late, even if you're a couple of months late. it's not a huge deal, but you got to get the second shot. >> dr. jha, thank you very much. appreciate it. have a good weekend. >> you too. lots more to get to on this friday morning, including a new national holiday president president biden's signature tomorrow, juneteenth commemorating the end of slavery has become the country's 11th federal public holiday

nbc's white house correspondent geoff bennett has more on that geoff, good morning. >> reporter: hey, craig, good morning. you're right, juneteenth is the first new federal holiday since mlk day almost 40 years ago and the day commemorates june 19th, 1865 when union soldiers brought the news of freedom to enslaved black people in texas more than two years after the emancipation proclamation flreed slaves in te southern states. president biden said it should be celebrated as a day of reflection, commitment and action this morning there's a new federal holiday, juneteenth. president biden calling it one of the greatest honors of his presidency after signing the bill thursday. >> this is a day profound, in my view, profound weight and profound power a day in which we remember the moral stain. >> reporter: juneteenth celebrates the end of slavery in the united states and commemorates june 19th, 1865, when union general gordon

granger arrived in galveston, texas, and informed enslaved african-americans that the civil war had ended, and they were free >> we must learn from our history, and we must teach our children our history >> reporter: this week congress passed legislation making juneteenth the first new federal holiday since dr. martin luther king jr. day was created in 1983 with unusual speed for the federal government, it goes into effect right away, today some public schools quickly announced closures, and most federal workers got friday off with some states still working to adjust. the movement to make juneteenth a federal holiday grew stronger after the year of national protests over race in congress, it was passed unanimously in the senate with the only no votes coming from 14 house republicans. >> my hope is that this is used as an opportunity for teachers to teach about this in their classrooms. >> guests at thursday's bill signing ceremony included

now it's on the move to the east coast. dylan has the latest on what to expect and when. >> hey, savannah, yes, we're going to get temperatures close to 90 degrees on the east coast by the time we start off next week right now it's all about the southwest with 40 million people under heat warnings, watches and advisories also parts of the midwest seeing some of those heat advisories right now. dangerous temperatures as we will likely break more records today. las vegas will be close to a record at 113. lake havasu, though, 122 degrees. the record is 115. yuma, arizona, 116 the heat will continue as we go into tomorrow with those temperatures well up into the triple digits, 118 in palm springs. flagstaff should get up to about 91 degrees, but even up into grand junction we're looking for a temperature of 100 degrees so the heat is going to continue also want to point out that the tropics are getting more active. this is potential tropical cyclone 3. this could develop into tropical storm claudette tonight into early tomorrow morning it does look like it will bring

mississippi, alabama, and even the panhandle of florida where we do have flood alerts too. we have outer bands of rain trying to make their way onshore and it's a tropical system so these bands are heavy in nature. as this storm continues to strengthen overnight, it will likely become a tropical storm its name would be claudette. we are going to see that rain eventually move over into alabama through the day on saturday, through georgia too and into the carolinas where we could see some of the heavier rain impact the carolinas sunday into monday. rainfall totals could be as much as 8 to 12 inches, so we could certainly see some flooding out of this storm system so we'll be watching that all weekend long good morning, i'm meteorologist kari halle we'll be under the heat advisories and excessive warnings. today. bright pink, that's where the temperatures will reach over 100 degrees today. we're up to 103 and mid 90s tomorrow. father's day, pretty wrm with mid 90s.

you want and one of them stood up and said land. >> how does juneteenth and the significance of juneteenth for you connect to this project? >> juneteenth has always been celebrated with me and my family 1865 is just a significant year. you already have freed slaves in january of 1865, but you still don't have the freed slaves of texas. not until june 18th of 1865. by the next day they're celebrating and they're saying we are free. we can celebrate and what is so interesting is that slaves weren't allowed to be in big groups, so a lot of those leaders came together and they bought land where they would go and celebrate juneteenth food was a huge portion of this. >> the celebration of freedom. >> the celebration of freedom, you're right. . >> reporter:. >> reporter: which is why l lipscome a mother of four which

and we're back with a major summer concern, ticks. >> yes, it has us all talking. scientists are already warning that it's a particularly bad year for one type of tick and it's especially alarming because they are now being found in more and more places across the country. >> so we called in vicky nguyen to help explain what's happening. what's up, vick? >> don't let their size fool you. ticks can be as tiny as a poppy or sesame seed and wreak havoc on your health i spent the day with an entomologist to learn how to stop ticks in their tracks this morning we'll tell you what to do if you spot one of these little pests on yourself ticks, now being found in places

you least expect. >> they're not just in rural areas. they're not just in the suburbs any longer they have moved into peri-urban locations. >> reporter: meaning right next to major cities. one study found ticks crawling near california's beaches and coastline. but especially worrisome, the tick that spreads lyme disease known as the deer tick or black-legged tick, once only found in the northeast, they're now spreading coast to coast this year an uptick in another species. scientists report the number of american dog ticks is exploding. and don't be fooled by the name. these ticks bite canines and humans. >> what kind of diseases should we be worried about with these american dog ticks >> american dog ticks can be infected with a germ which causes rocky mountain spotted fever. that's bad if you get it it has a 20% or 30% fatality rate ticks are carrying that germ, so your risk is really low.

poppy seed. >> reporter: these ticks can carry the germ that causes lyme disease. when they're full grown, one of these ticks can infect you lyme disease is the most common. >> the fact that they are so small and the infection rate in them is so high is why we have a tick problem in the united states >> they're so tiny and hard to see. >> right and you can see within about another minute, it would be underneath my watch band if i didn't take my watch band off and check there -- >> right. >> -- it will bite there. >> reporter: that's why it's important to conduct a proper tick check on yourself, your kids and your pets the best time, before a shower when you can see everything. start at your feet and work your way up, making sure to check all the hide, the folds in your body, behind the knees, elbows, ears, under your waistband and even your hair. it's good to have someone with you to check those hard-to-reach places if you do find a tick, pull it out using sharp tweezers and try
