let's find out where the weather is nbc meteorologist janessa webb tracking the path for us good morning >> hi, good morning. racing across north carolina right now. the national hurricane center gives updates around 5 a.m i do think this will transition back into a tropical storm it's making its way across the outer banks into the wilmington area and it's starting to gain more steam it's moving fairly quickly east northeast at 20 miles per hour 55 miles out of the raleigh durham area. we're watching the severe weather threat as it makes its way off shore, that's when it's going to start to gain some steam and come together more. it will cause some high surf and storm surge conditions across the northeast before it makes its way into nova scotia going into your tuesday. it's the flood threat, severe weather threat that we're really going to be watching still there's another front behind it and that will combine with that tropical moisture that

will allow for at least two to three more inches and then the severe weather, it starts to pick up later on this afternoon into your evening. we'll talk more about that coming up. >> a lot to talk about there, janessa. we'll talk to you in a bit. president biden returns to d.c. with infrastructure talks at a crossroads. he's expected to give a bipartisan proposal later today. some from his own party say it doesn't go far enough. nbc's tracie potts joins us with the latest tracie, could this break the stalemate in the senate? >> reporter: hi, lindsey it's getting there it's gaining traction on both sides of the aisle this is a plan pitched by 11 republicans, 9 democrats and 1 independent. it is a trillion dollar proposal spread out over eight years. that's a lot less ambitious than what president biden initially pitched. he wanted to include money to fight climate change and revamp the nation's broadband network the bipartisan map would focus

instead on traditional infrastructure rebuilding roads and bridges republican backers say this is the best path to 60 votes. progressives are arguing for a bigger package >> there's a lot of interest in having a bipartisan proposal this helps president biden keep that pledge of having an infrastructure package but also to keep his pledge of doing things across the aisle and getting things done. >> what is in the bipartisan bill in terms of spending is from what i can see mostly good. it is roads and bridges and we need to do that. that is what we are proposing in our legislation but in much greater numbers. >> reporter: now the senate also takes up voting rights this week they'll vote on advancing the for the people act right now it doesn't appear to have enough votes to break a filibuster there was a compromise out there sponsored by moderate democrat joe manchin. republicans so far have not bought into that. >> tracie, thanks for catching

us up to speed we appreciate it. the white house is ramping up efforts to meet president biden's july 4th vaccination goal the administration celebrated a milestone of 300 million covid-19 doses in the president's first 150 days in office the u.s. appears unlikely to reach the president's vaccination goal of 70% of adults with one shot as the more contagious delta variant continues to spread. as of today at least 65% of adults are partially vaccinated. more than 143 million are fully vaccinated cases of the delta variant are rising in some parts of the country like in the rural parts of missouri and kansas they're seeing an outbreak of that variant which originally emerged in india it accounted for 10% of new cases in the united states. as the country returns to some sense of normalcy, companies are bracing for what economists are calling the great resignation. the new economic variant could

send waves in the american work force. nbc's earn mclaughlin has more on what this means for our economy. >> reporter: they're calling it the great resignation and the numbers tell the story in april some 3.9 million americans resigned from their jobs that is a 20-year high experts say it's happening for a number of reasons. you have those workers, front line essential workers burned out looking for a change others enjoy remote working. they don't want to have to go back into the workplace so they're looking for jobs that will accommodate that. you have those that simply re-evaluated their lives and want to shift gears. all of that contributing to the tidal wave that has employers looking at their incentive packages. >> a lot of employers will have to make those accommodations thanks to you. diplomatic drama in the middle east. iran elects a new president as world powers meet to negotiate a
