we have the closure for 84 and a new incident there may be a fender bender or a disabled vehicle around the dublin interchange. it's showing up on the chp report seconds ago. this has been here a while but no real detail, west 580 at 24. disabled vehicle or some debris, some sort of roadway hazard. chp has had that for a while and no slowing. no other indications. back to you. san jose continues mourning the loss of the nine vta rail yard workers who were shot and killed one month ago by a disgrantled coworker, we're finding out what president biden is expected to say to try to quell gun violence in the country. overnight we got our first look at his gun control plan. it has five parts. hold licensed weapons dealers accountable for slight violating the law. giving law enforcement more resources and investing in community violence intervention.

expanding summer programming and services for young adult and help formerly incarcerated individuals reenter society. a legal defeat for the relatives of victims in two terror attacks. federal court judges in san francisco have ruled they cannot sue social media giants for posting terrorist videos. in 2015s the relatives of victims in san bernardino and paris sued google, twitter and facebook for posting terrorist videoses and facilitating ties to isis. the judges ruled the communication decency act prevents websites carrying messages posted by others but the chronicle reportss the court urged congress to create new laws to regulate social media companies. in a separate case the same judges did allow the relatives of an isis attack in turkey to proceed with their suit, but mostly because in that case, the three companies have not invoked the 1996 act. in just a few hours the san

jose city council they will continue negotiations to consider proposal to rezone the berryessa flea market. council members couldn't make that decision to move so now the vepdsers are going on a hunger strike to force the city to come up with a way to allow them to continue to sell at that site. at issue 30 acres the market sits on that would be developed with offices, apartments and retail shops under the proposal the flee market would move to a smaller site. the market has been around for 61 years. negotiations start at 9:00 a.m. now to the extreme fire threat. many people awaiting -- aren't actually waiting fireworks are outlawed and during the extreme heat and drought fire departments are fighting back. what's being done to combat the problem as fourth of july is around the corner.

>> reporter: light up the skies but fire agencies are increasingly worried fireworks will light up the hills of the bay area. in vallejo, ten homes were damaged and a firefighter injured, investigators say fireworks are to blame. in the south bay, this was the san jose alviso neighborhood last year. the issue spreads across the region. >> where people right on the adjacent street setting off high flying mortars in the middle of the night. >> reporter: he's been working with other neighborhood organizations pushing the city to crack down. >> if sparks were to hit those trees they would go off like bombs because of the sap. >> reporter: san jose is stepping up enforcement. its online tool to report illegal fireworks was upgraded and police will have extra officers devoted to fireworks calls. if you're caught lighting them off or the homeowner hosting a party launching fireworks, you can get fined $1,000 for the first violation, $2,000 for the second t on.

plus, the costf the emesponse. >> our fire department was stretched beyond its limits in 2020 by the amount of calls we were receiving and fireworks related fires. >> reporter: agencies are cracking down all over. contra costa county fire investigators seized illegal fireworks in san pablo, pittsburgh and antioch over the past two weeks. back in san jose, last year there were 30 fires caused by fireworks in the month around july 4th. the city says it received 6500 online complaints but many of them weren't complete so they weren't enforceable and hope that the new process is simpler and leads to more enforcement this year. in san jose, ian cull, nbc bay area news. we are now one month away from the world coming together for the tokyo olympics. today olympians are uniting for a day of sports an fitness on this international olympic day. >> get you moving right there. here in the bay area, you can actually be a part of the call of action to stay healthy, stay

hours and then see the sky clearing as well. we're starting out with a few clouds so as we're going to have another mild day we'll see that continue. the seven-day forecast is at the bottom of the screen and check that out as well as our temperatures today head toward the mid 70s for parts of the peninsula and then into san francisco we'll reach 68 in the city today and for the north bay our highs will reach up to 77 in sonoma. our temperatures are fairly mild for this time of year, but let me show you what's happening across the region. there is this surge of monsoonal moisture that's bringing some rain, even some thunderstorms across parts of southern california as well as heading over toward arizona and southern nevada. and this morning, we're starting out with temperatures in las vegas in the 90s. it is so humid and they have the risk of thunderstorms. we're watching that because that could spark some wildfires in some of those areas where they

have dry lightning and, of course, that has an impact across the region so as we go through the next sefrld here's what's going on. the low that's causing cooler weather for us will be moving out. high pressure will be moving in. that's going to heat up our temperatures heading toward the end of the weekend into next week. a lot of changes ahead as we'll see our temperatures going from the upper 70s to the mid 90s this weekend. we're just bracing for another round of heat. mike, how is it looking for the morning commute? >> we're looking good. we're looking at the bay bridge, the span where eastbound we just have a little slowing right now. there was an incident reported and we must have caught them as they did a traffic break, heading back into -- out of san francisco into oakland. this is the eastbound direction. we're going to continue to track that coming off of treasure island. this is lasting a couple seconds longer than i thought. i'll follow that for you on the map over here coming out of the city and with we don't see the sensors change because it just happened as we took the camera.

there we go, getting out of san francisco, slow right now because of that traffic break on the bay bridge, a disabled vehicle, i believe they're going to clear that quickly. no other delays getting into or through the bay bridge toll plaza. the disabled vehicle has been cleared from just past the dublin interchange and cleared from miles canyon. back to you. in a few hours we're expecting to get an update on one of the hardest places to make it in the bay. the pandemic widened the racial and income inequality in silicon valley. the pain index will be presented to san jose state. researchers say that it shows that we are experiencing a four times more food insecurity than before the pandemic and 200,000 households are risk of eviction. the dropout rate grew to 14% with an increase for latin x students. researchers say black are ticketed more than whites for minor infractions. in the last year of social

change silicon valley management is still overwhelmingly white. apple has one black board member, google only 2% of all employees are latina, and at facebook only 4% of employees are black. cisco has only 5 black executives out of 285 positions. a presentation begins at noon. as so many of us are feeling as if we're winning the battle with covid, there's a new threat, the delta variant is here in the bay area among a particular group of people. here's "today in the bay's" terry mcsweeney. >> the delta variant is the greatest threat in the u.s. >> the unmistakable voice of dr. fauci with a warning to the nation that 20% of new cases are the delta variant, doubling from two weeks ago. even in marin county which announced 90% of residents have a shot they're seeing clusters of the delta strain among those who can't get vaccinated. >> we had an outbreak in a

school where we had 12 people within just two days infected. that was doubling the number of cases of in is school transmission compared to any point before. >> reporter: the uk is reporting 99% of new cases are the variant. and a public health officer there says she cannot rule out more lockdowns this winter. in the u.s., experts stress all three vaccines are also effective against the variant. >> 93% of our cases right now are among people who are unvaccinated. >> reporter: experts say it's the unvaccinated areas that will be hit hard. >> some of the rural communities, central vallejo, modesto about 29% vaccinated, these are the places that the delta variant will exploit. >> reporter: words of comfort from an m.d. who advises officials on covid-19. >> i'm hoping it's not more virulent. there's no evidence it causes increased risk to children.

>> reporter: the doctor says parents should feel safe about their children in highly vaccinated areas such as pretty much the entire bay area and vaccines for those younger than 12 should be available by the fall. in sausalito, terry mcsweeney, nbc bay area news. 4:52. as the fire danger looms and the drought deepens across the state here at home sonoma joins a list of cities limiting water use. people there must cut water use by 20% beginning july 1st. the rules include a limit on watering laups and only two times a week. the city says that at this time it won't be imposing fines. it hopes that everyone will just step up and do their part. a stampede on the streets of southern california. cows on the run. how police got a move on to help calm some fears of frightened neighbors. happening now, berkeley school board members are getting ready to meet to pass a new budget for next school year. the plan calls for increased spending on disadvantaged students but expenses are

expected to be trimmed due to the district still operating on the slight deficit. according to berkeley, board members are also wrestling with the -- how to address the academic disparities for low-income students. we'll be right back.

talk about a big problem. take a look at this video near los angeles where a herd of about 20 cows escaped a local slaughterhouse last night. they were corralled in a cul-de-sac, both amusing an terrifying neighbors. you can see in this video here three men trying to corral one of the cows. one man got trampled in the process. in another video it shows police

herding three of the cows away along with their car there. we know at least one cow sadly had to be put down at that point. if you're hoping to watch fireworks safely and illegal this year on the fourth you better start making plans now. san francisco hosting a free fireworks show along fisherman's wharfs. some of the businesses an restaurants are closed and others expected to be packed. if you're hoping to hop aboard one of the red and white firework cruises you should make those reservations now because the tickets are going fast. one boat sold out and with staffing shortages there, fewer vessels to choose from. >> if we can get the staffing we have four boats, that would be ideal to have all four. we got the two. if we can add a third that would be great. >> meanwhile the recently returned free stern grove music festival is proving to be popular. tickets released for the fourth of july concert with the san francisco symphony sold out
