rescue operation under way. and then the big cut to the police force in the aftermath of a police shooting just days ago. good thursday morning. thank you so much for starting your morning with us. i am marcus washington. >> i am laura garcia. we begin our news from surfside, florida. this is a live look at the scene of a partial collapse of a 12-story condominium. the collapse happened about 2:00 in the morning. the mayor of surfside does tell our crew at the scene that at least one person is dead. eyewitnesses tell nbc news crews at the scene they could hear the sounds of people trapped. this one survivor says she escaped from the ninth floor. >> i opened my sliding glass and saw a plume of dust. >> you have been in touch with

your neighbors or anybody? >> there are some people alive, but there are two lines where everybody is gone. >> rescuers are frantically digging through the rubble. the building was built in 1981, and it's still too early to know what made that building collapse. and then considering an $18 million cut to the police department. bob, i know the mayor is against this proposal? >> reporter: vehemently. the mayor of oakland says the proposed $18 million cut to her police department would decimate the city's response to 911 calls. later this morning the city council will consider council president's proposal to shift that towards other social programs. the council president wants to cut the two new police academies

proposed by the mayor and put a hiring freeze for positions in the department operations unit in year two of the new budget. instead, ramping up spending on the macro program. those are civilians trained to respond to people experiencing mental health crisis. last week mayor shaft set out an alert to residents to get them to call on the city council to block the proposal. 58 murders so far this year. gun violence is spiking. you will recall eight people were shot this past saturday during a juneteenth celebration at lake maret. the mayor writes this would decimate an already inadequate

911 responses. the president announced a new five-point plan that includes a zero tolerance from rogue gun dealers, and offering violence intervention and programs from kids. reporting live, bob redell, "today in the bay." >> thank you. happening today, black east bay leaders are coming together to declare gun violence as a public health emergency. this comes after the deadly shooting over the weekend near lake merritt. leaders will ask local officials to invest $100 million in black communities where gun violence has hit the hardest. those talks come as a contra costa family is demanding justice. on december 23rd, he was having

a mental breakdown. on the night he was detained in his home he lost consciousness and died three days later. his family held a memorial for him in front of the police department where they wanted answers. >> all i see is his body on the floor. >> the family attorney plans to file a wrongful death lawsuit next month. a freeway shooting happened last night. somebody was driving a black car and pulled up alongside his red truck and shot at the passenger's side. you can see the bullet hole in the side of the truck. >> i was chasing him through the side of the road and i did not want him to get away especially after that kid was killed in

california. >> police picked up the chase that ended in a crash at the auto mall parkway. officers arrested the driver of the black car. two people were taken to the hospital, and the driver of the truck was not hurt. san francisco renters want to now have more protection. the board of supervisors extended the eviction moratorium. it has now been extended until december 31st. san jose, santa clara county and contra costa county extended their moratoriums as well. the current moratorium in the state is set to expire in six days. lawmakers have until sunday at the latest to reach a deal that could get passed by the end of the month, but the attention is more focused on the state budget which also has to be approved on the 30th. a wildfire quickly got out of control in southern california. the messa fire started yesterday

afternoon along route 76 in san diego county. evacuation warnings are in place, and so far that fire has burned more than 260 acres and it's currently 0% contained. firefighters are gaining some control on the willow fire burning in big sur. that fire is 19% contained and so far it has burned over 2,800 acres. meantime in the north bay everybody back in their homes after a small fire prompted evacuations in sonoma. that happened last night. it took crews about an hour to put it out and burned about five acres and luckily nobody was hurt. you hear the threats of the fires and completely worry. >> yeah, the conditions here have not changed much. dry out there. meteorologist, kari hall, has been monitoring that for us. kari? >> yeah, we will get the drought update later this morning, so we'll keep you up-to-date on that. let's get you ready for work this morning. heading out the door in oakland

our temperatures start out in the upper 50s and low 60s across the bay area with clouds. once it clears out we will have a slow warm-up. overall a really nice day. kind of a repeat of yesterday with the high temperatures matching some of the numbers, reaching to the upper 60s in oakland to mid-60s in san francisco. for the north bay we're in the mid-70s, and 79 in livermore. for the south county we will see a high of 80 today in morgan hill while ukiah will reach up into the low 80s. mike, how is it looking right now for the morning commute. overall, kari, the traffic is light. as we would expect at 5:07, summertime, yeah. we do have a road crew, and there was more slowing around sam hill road, and i'm talking about the exit, and not the

a nice day ahead. we'll talk about the weekend warm-up in the forecast in a few minutes. i got concerned about the peninsula drive here, and there were no headlights for a couple minutes. they are back again, and no traffic breaks scheduled for the area but there's construction through san mateo county. good morning. good thursday to you as well. spanish police this morning investigating the death of silicon valley pioneer, john mcafee was found dead in a spanish jail cell. he lent his name to the mcafee anti-virus program, a company he sold to intel some years ago and went on to live a very unusual life involving guns, accusations of drugs and relationships of teenage girls as well as a

person of interest in the murder of a neighbor in belize. he was 75 years old. the supreme court ruled a california law that allows union organizers to step foot on private farms in order to talk to farm workers violates the u.s. constitution. in a 6-3 decision the high court said california's rules amount to a taking, meaning the farmer's property was used by the government without compensation. this doesn't mean farmers will be compensated from here on out, and instead the case was sent back to the ninth circuit so judges to figure out how to work it out between farmers and union workers. so important to california. then passing a number of bills that crack down on high-tech, and another bill would force companies to allow you to take your data from one service to another and expand

the fcc's power to regulate companies like google and facebook. a return to movie theaters, "fast & furious 9" comes out tomorrow only in theaters. this was delayed four separate times because of the pandemic. it's the first big movie to return to theaters exclusively since the pandemic began. it's made by universal and it's a movie studio we own. i have seen clips ahead of time, and i hope i am not spoiling anything, but there's a car chase. >> yeah, we have to get caught up on the 1 through 8. >> got a long weekend. thank you, scott. if you have not gotten enough of the british royals in america, and this time a focus a movie called "escaping

south bay and peninsula, no delays. a quick look at the golden gate bridge as we talked about earlier, there's no fog and it's clear and that's great for driving and visibility. kari, i think we might want to see cooling in the future. over to you. >> yeah, we do have some changes. we're going to see the coastal clouds that we have seen the past few mornings just disappear, but at least it's hanging around now and it will keep our temperatures from warming up too quickly. we're milder than we are used to, 62. then we will see a clearing out by late morning, so the warming is happening slowly today. the 7-day forecast at the bottom of the screen. check it out. we're reaching 77 degrees in san jose. 80 in morgan hill. we will see mid-70s for milpitas, and the east bay, 79 degrees in livermore. antioch reaching 81 degrees. near the coast we're staying in

the 60s for happen -- half moon bay. our north bay temperatures will range from the mid-60s in mill valley to 88 degrees in ukiah. there will still be the microclimates in full effect, and showers and thunderstorms will pop up over the sierra especially on the eastern side of the sierra. it's not good because we have also seen lightning strikes, and when there's just a little rain or no rain and we have lightning that could spark wildfires. we will be watching that today. the system that kept us cool will be moving out and we will see that replaced by high pressure. across the region it's referred to as a heat dome, especially across the pacific northwest where it will intensify the heat and it could affect the olympic trials this weekend, especially oing to reach over 100 degrees.

they are definitelyf heat. record breaking, possibly setting all-time high temperature records, while they get that kind of heat, it will heat up more in the bay area for inland valleys, and we're not going to see the intense heat in san francisco. we're mostly looking at upper 60s to low 70s into next week. now let's turn to our climate in crisis. we know we need to conserve water as we plunge deeper into the mega drought. there are ways you can conserve water at home. our lawns, whether you know it or not, take up 60% of our water usage, so focusing on landscaping is really important here. you should try and get drip irrigation for some of the drought-tolerant plants, and get a timer so you can monitor the usage for the irrigation around your home. also, you want to make sure that

about how to get your covid-19 vaccine qr code. people were tried and told their data did not match. or people with their first dose, it was listed just fine, and then the second dose it's listed as na, which means there's no record of it. if you did not click the troubleshooting link, otherwise call, and both ways the state will take information about your doses and update your records. when i called in to update mine -- yeah, it was messed up -- it took seven minutes. the state says the other thing you can do is contact your vaccine provider. correcting and communicating your updated vaccine record to the state might take time.

news near miami beach. a massive rescue and search mission under way as a condo collapsed overnight while people were sleeping. a major south bay vaccination site closes, and new concerns come to light on the impact vaccines have when it comes to young people. what the cdc is warning about and symptoms you need to look out for. it's a rapidly evolving situation in miami as you can hear the helicopters above me. what we know is there has been one confirmed fatality, and ten people treated on scene in the building collapse. on this side of the building it looks okay, on the northeast quadrant facing the ocean, it's pancaked in the words of residents. some were lucky enough to be rescued by firefighters. we watched as a fire ladder went balcony to balcony rescuing those that could be reached, and some not so lucky. we will have that story coming up on "today." back to you. >> thank you, sam. in other news this morning, the mass vaccination clinic at levi stadium is coming to an end. we have come a long way, kris.

>> reporter: a max vaccine vaccination site shutting down, and now the county is going to focus the effort on smaller clinics in community. if you got your first vaccine here at levi stadium and need your second, go to secvacs.org to schedule that. now, the cdc is linking rare heart condition with the vaccine mostly in people 30 and younger, and mostly young men and boys that got pfizer and moderna vaccines. on the "today" show one father describes his son's experience. >> they made him wait for six

hours and then eight hours, and then when my wife finally said, he's having a heart attack, and sh and they put him in a room the ekg and showed he was having issues with his heart. >> i do have two teenagers and both have gotten two doses. it's always at the end of the day a decision that a parent and a child has to feel comfortable with. >> reporter: so that heart inflammation condition is very rare, as we mentioned. 12 cases per million people. but the symptoms to watch for are chest pain or pressure, shortness of breath and heart palpitations especially while laying down, if you feel those things and have gotten your second dose and under 30, contact your doctor. >> yeah, just proof we're far from over when it comes to the pandemic. thank you. san francisco becoming the first city in the state and

maybe for the nation, for that matter, to require 30,000 workers to get a covid vaccine. all employees must get vaccinated once the fda fully approves the shot. if you have medical or religious reasons, you don't have to get it, but the others could be terminated. >> it's the best protection for our employees and for the public that we serve. >> employees will have ten weeks to get the shot once full approval is granted, still is likely months away. meanwhile starting monday, current workers will have 30 days to reveal their vaccination status with the city in keeping cal osha regulations and to work without a mask. our investigative unit is getting a glimpse into the vta gunman's past.

there's two different versions. in july of 2019 he was reprimanded for insubordination for not signing out a radio as required, and then the next year he didn't use a single sick day and was recorded with a floating holiday because of it. in january of this year he got a letter saying he didn't have to show a doctor's note if he called in sick. investigators are still searching for a motive into last month's workplace shooting. one month ago this saturday cassidy killed nine co-workers at the rail yard and then shot himself. and then the push to get homeless people in san francisco off the streets may come with a big price tag. they are looking for $15 million to continue running the safe sleeping villages. right now there's six around the city where homeless people sleep in tents and have access to services. if the funding is approved the

city will be paying $57,000 per tent per year. many supervisors say that program is just too expensive and funds should be allocated in other ways to help the homeless. new this morning as pride month continues, the castro is looking to make an addition at an already castro landmark. it's a step to make sure there's inclusion and representation in the lgbtq community. we're talking about what we can see in the district next with sierra johnson. >> reporter: we have all seen the flag -- i will step out of the way so you can get a better shop. it's become iconic, a beacon welcoming the lgbtq to the castro district, and another flag has been created and some shows progress. in a letter nbc bay area

received from the castro merchants here in the city, the letter revealed on june 16th the board of the cqcd held a vote opting to replace the gilbert baker design rainbow flag with the progress flag. the flag has grown in popularity recently, and it has a different use, and the group castro merchants say they maintain the pole and the replacement of the flag every couple of months, and they areate pole at a separate location so both flags can be seen. a statement says in part, we

believe the creation of an all trpbtive space would best reflect our two sincere beliefs, simples can change over time yet queer history matters. we don't have a timeline on when the additional flag could be installed, and we don't have a location as well as the cost of what it could be, but this group working to ensure there's inclusivity here in the castro area. betty reed renamed.

the vote comes after an eight-month process in which students researched the school's previous name sake and the impact he had on indigenous people. and then the monument here will open to the public next summer. after years in the making that it will become a public destination and preserve. it will include 27 miles of new trails for the public. construction of visitor facilities will start this fall with a portion completed by next summer. that should be fun. you know what else will be fun? >> what? >> a walk around town today. >> oh. >> anywhere you want in the bay area. i say take a walk today because the weather will participate with a nice walk, right, kari? >> absolutely.

whatever you plan to do today. let's head to napa this weekend as our temperatures are warming up. let's check out some of these temperatures. 83 degrees tomorrow and 90 on saturday. sunday also warm with mid-80s there and a mix of sun and clouds. if your weekend plans take you to tahoe, it's going to also be heating up there. going from the mid-70s tomorrow, and at least it will be clear and we will be done with the rain and thunderstorms chances and will reach into the mid-80s on sunday. it will be very warm, warm enough to take a swim in the lake. as we get a look at our temperatures for big sur, we will see highs in the upper 60s and then heating up near the coastline, and spots like big sur will reach into the low 80s. we will also see hot temperatures in paso robles.

it's basically on repeat for this afternoon. we're starting out with temperatures in the upper 50s. clearing out to sunshine and highs in the upper 70s. there will be changes this weekend and we'll talk about that coming up in a few minutes. over towards the toll plaza, no major changes, and right now a smooth drive through the maze and east shore freeway. it's quarter to 6:00 right now. breaking right now. 411,000 people filed first-time claims, and that was a slight drop last week and it's 7,000 fewer. continuing claims, there are now about 3.4 million. britney spears breaking her silence and asking to end the conservatorship with her father. this is the first time in public she made a statement about this. the pop star telling the l.a. judge she has been traumatized

by the people that had control of her life the last 13 years, including her father. she told the court she didn't speak up until now because she felt nobody would believe her. she added she wants to get married and have another child, and her father told the judge he loves her daughter and is sorry to see her in so much pain. a group of senators reached a deal on infrastructure. >> you are looking at how they want to pay for it? >> yeah, they want to raise taxes on corporations, and republicans propose raising gas taxes, and biden said no. all we do know is a group of both republicans and democrats have told the white house they reached a deal and president biden has invited them to meet with him at the white house today. it's likely the proposal is not as big as the president would hope, but, again, the devil is in the details on how to pay for it. a federal judge in florida

sentenced an indiana woman to probation for her part in the attack on the capitol. lloyd only walked through the capitol. she did not try to hurt anybody. she's the first of hundreds of suspects to be sentenced. >> i want to be clear, we have got hundreds more investigations still ongoing. we expect in many cases we will have more serious charges against some of the people we already have charged. this is far from over. >> the chairman of the joint chiefs of staff, america's top soldier, testified before congress where he pushed back against some republican accusations the military is too soft or woke as it pushes to end racism in the ranks. the general's thoughtful response went viral on social media. >> on the issue of critical race theory, et cetera, i do think it's important, actually, for

those of us in uniform to be open-minded and be widely read and the united states military academy is a university and it's important that we train and understand -- i want to understand white rage, and i'm white. i want to understand it. what is it that caused thousands of people to assault this building and try to overturn the constitution of the united states of america? what caused that? i want to find that out. i want to maintain an open mind here and i want to analyze it and it's important that we understand that, because our soldiers, guardians, they come from the american people and it's important the leaders now and in the future understand it. i have read karl marx, i read lennon, and that doesn't make me a communist. what is wrong about having some sense of understanding the country for which we are here to

defend. >> we posted that also on social media. >> thanks, scott. it's 5:48. just in a week and a half, there will be new water conditions. san jose water asking customers to only water their lawns at night or morning before 10:00 a.m. two days a week for 15 minutes per day. it's a requirement imposed on them by santa clara valley water district. >> we have been here before and will do it again. we're onboard. we don't have a big choice. >> besides the lack of rain this year, the loss of important south bay reservoirs making that situation even worse. anderson reservoir will be off-line for a decade as part of a project to increase capacity and retro fit and improve spillways to prevent flooding

downstream. there's new drought numbers coming in now. any progress, kari? >> still about the same. we are seeing exceptional drought, and it's at the highest level of drought across the region. we are dealing with that. in fact, no rain, and even though we are starting with clouds we are seeing more favorable weather conditions due to cooler conditions and higher humidity. we are getting temperatures in the upper 50s in the tri-valley and it will clear out and be another sunny day. at least we will still have some nice and cool weather, even a little cooler than normal in some spots like san jose where we will reach up to 77 degrees. 80 today in morgan hill. upper 70s for much of the east bay, and 77 in walnut creek. we will see 70s in palo alto. daly city reaching 64. san francisco, we're staying in the upper 60s for highs today with the clouds lingering for a

while. in novato, expect a high of 75 degrees. the 7-day forecast up at the bottom of the screen as we talk about showers and thunderstorms across the region, east of the sierra and there has been lightning. we will have to monitor that. unfortunately it could spark new fires in that area. as the cool weather moves out it will be replaced with hotter temperatures as high pressure builds. this is going to cause a lot of problems across the pacific northwest, possibly some of the hottest weather they have ever seen in spots like portland, as well as much of the state of washington. we are going to see some of the temperatures this weekend over 100 degrees, so we will be watching that especially as the olympic trials go on. they moved it to earlier in the day because of the expected heat this weekend. we're going to see our temperatures warming up, just not as extreme. our inland areas seeing lows in the high to mid-90s. this will last several more days compared to what we have seen

recently, so it will be a stretch of warm weather lasting into next week. we don't see the significant warming into the coast, and we're mostly looking at upper 60s and low 70s in san francisco. how's it looking, mike, for the commute? >> it's interesting that you note moving the time for the olympic trials because of the weather. interesting. on this map, nothing but green, and the toll plaza is clear at the bay bridge. an easy drive through concord where we will see more slowing. right now, a little slowing through leander. a crash may be off the merge with 580. we'll check that. happening now, the santa clara courts extended the

27-year-old was hit and crosswa a parolee, her family is taking death claim against the city and district attorney yesterday. they say the hit-and-run suspect, troy mcallister, should not have been behind the wheel of that car. the claim says the parolee would have actually been behind bars if the d.a., police and state patrol agents communicated properly. instead, an unanswered e-mail about a december 20th arrest led to mcallister's release, and through a translator her mother says that she must fight for change to honor her daughter. >> translator: she loved san francisco with a passion. and any action that can be taken that will make san francisco

safer and where people can be free and safe to crossroads and be happy, that would be her wish. >> the abe family is seeking monetary compensation and changes to protocol. the claim is being reviewed. a pedestrian bridge collapsed on to a highway in washington, d.c. five people were taken to the hospital. the bridge fell yesterday on d.c. 295 known as the anna kau staea freeway. back to the pandemic this morning. a working cdc group says that there's no evidence yet to suggest that the covid-19 vaccine booster shot is needed, but they added that could change as the virus evolves.
