"today in the bay" continues right now. good morning to you on this friday. i'm marcus washington. >> i'm laura garcia. we are following breaking news this morning. new video in of a fire in north san jose. it happened at an abandoned building. a plume of smoke coming from it as well. look at the flames. this is going on near the intersection of gold and moffett streets not far from the guadeloupe river near el veeso. kris sanchez just got to the scene and we're going to hear from her in a little bit. vice president kamala harris will head to the u.s./mexico border. this as president biden will sit down with the president of afghanistan to talk about withdrawing the remainder of u.s. troops from afghanistan in

a matter of weeks. "today in the bay's" tracie potts live in d.c. with what's expected. tracie? >> hi, marcus. the sit down is going to map out what the rest of the u.s./afghan relationship is going to look like when troops come home. >> reporter: afghanistan's president ashraf ghani and his former rival meet with president biden at the white house today. all but 650 u.s. troops should be out of the country in weeks, months ahead of schedule. the u.s. is also making plans to evacuate 18,000 interpreters and others at risk who helped during america's forever war. >> we've already begun the process. those who helped us are not going to be left behind. >> when that last american soldier goes wheels up, these people will have a death

sentence and there will be blood on this administration's hands. >> reporter: president biden will endorse peace negotiations with the taliban and ask congress for just over $3 billion to secure the country next year. also, today, under pressure, vice president harris heads tots u.s. border for the first time. >> it is about time. >> reporter: he's overseeing the border crisis visiting el paso today, with homeland security secretary alejandro mayorkas. >> she will be more than 1,000 miles away down the border from the border patrol sector experiencing the worst of the crisis. >> reporter: republicans have announced a border visit too with former president trump. tracie potts, nbc news. back to the breaking news, an explosive fire burning at an old warehouse in north san jose. >> we want to go to kris sanchez just getting there to the scene. talk to us about what you've been able to see so far. >> reporter: so the good news is the flames are out. i will let you see behind me

here, you can see san jose firefighters pumping water on to that structure that we understand used to be a warehouse or some sort of building here right along the border of san jose and el viso. this is what it looked like as the flames were shooting into the sky, hot fire burning really fast. we with talked with someone here who lives nearby in an rv and said he woke up and he knew he had to move and he warned other people in the area that they should be moving as well. this is the area of gold and moffett street in san jose. we drove through the business and tech area over on the other side of the roadway. johnson & johnson, a couple of other businesses there, and then there is a boarded up community here that looks like it's meant for development. i'm not clear, but it doesn't look like there are any imminent threats to people living nearby except for the folks who live in the rvs and they were able to up and move down the roadway.

the firefighters are still busy but we'll see if one can break away to give us more information. we'll have that in the next half hour, in san jose, kris sanchez, "today in the bay." >> thank you, kris. we are followings crews are still at the scene. reporters setting up there live shots as well. the desperate search for survivors at the partial collapse at a 12-story condo building and we're expecting a news conference to get under way moments near miami beach where authorities are expected to provide the update. as soon as new information comes in we'll bring it to you. 99 people remain unaccounted for and new this hour, surfside's mayor told a national news outlet minutes ago three more bodies were found overnight bringing the total dead to four. another 102 people have been located and are safe. first responders say their focus right now is underneath the building.

crews are using sonar equipment and you saw they had some dogs out there trying to detect any signs of life. we'll continue to follow the developments in south florida and coming up at 5:30 a full report from the scene on the search for survivors and, of course, the latest on the investigation into why it even happened. 5:05. police in gilroy investigating a deadly shooting at pa pawn shot on monterey street. the man who was shot died at the scene. the chronicle spoke to a witness and said police arrested a man. while police are calling this an isolated incident they are not confirming the arrest. authorities say work crews digging a fence post clipped a small gas main triggering evacuations last night in one morgan hill neighborhood. it left homes being evacuated until midnight near stonebridge drive and stonebridge court. that's when crews capped that leak. >> five months and more than

353,000 shots later, the levi stadium mass vaccination site is closed. workers gave out the final jabs. there was a little celebration for the last person to receive her shot. the milpitas woman had been resistant to getting the vaccine but changed her mind when family members in india became infected. for those who made the levi's operation work closing the site was bittersweet. >> this experience being here has been awesome, actually. >> we are just so thankful that the community came together and came to the vaccination site and got vaccinated. >> santa clara county is one of the highest vaccination rates in the country. it's not just levi stadium closing, san francisco getting ready to close two mass vaccination sites. one at city college of san francisco will shut down tomorrow and the ma coney center is set to close july 14th. 81% have received at least one dose of the vaccine.

when it comes to wi-fi networks bart stations can be hit or miss. not much longer though. by the year 2024 you can expect all bart stations to be fully equipped with free wi-fi. i like the sound of free there. that's one new goal. the agency's digital railway program. this is to boost internet access on the trains as well. bart announced that initiative last year, but it was derailed by the pandemic. >> let's get going then. let's rev it up for the weekend. we'll check the morning commute with mike in just a little bit and see if folks are heading into work or out of town. it's going to get warm this weekend i understand, kari. >> yeah. just a little bit in some spots. not all of the bay area is going to see a big warmup and as you're heading out for work in oakland, still going to be a very comfortable day as our temperatures start out in the upper 50s. we'll have clouds that will slowly clear out by late morning. we'll reach into the mid 60s by

11:00 and see a high of 69 degrees here. we'll see some upper 80s in antioch today as well as some hotter temperatures farther to the north but we'll talk more about how hot it gets this weekend and where coming up in a few minutes. >> it's looking good but we have one crash i'm concerned with how quickly there was a slow down here over in the east bay. everything look at ta green. 880 south bay at whipple road a crash that was cleared to the right shoulder. once crews arrived they had to block the right two lanes so there is slowing into hayward to the border with union city. folks know that as the target area, an off ramp and shopping center over there, that's what we're talking about. other than that no major injuries reported. only in hayward for the crash. back to you. >> thanks so much. coming up next on "today in the bay," instagram gives you more freedom outside its app. the new change to help you post content from anywhere. plus, racing to the screen,

still going to be nice and comfortable where our temperatures today head towards the upper 70s. a look at all of our microclimates in a few minutes. the taillights away from the nimz on the nimz south of the interchange you have the crash slowing traffic down before you get to the dumbarton bridge. we'll check that part of the east bay. more details coming up. let's check in with christina. >> good morning. i'm christina from cnbc. wall street is set to open higher today after yesterday's rally. the dow jumping more than 300 points and the nasdaq and s&p 500 record highs. the white house and a group of bipartisan senators announced a deal on an infrastructure package. investors may be more enthusiastic after the federal reserve said the u.s. banks passed the government's latest stress test. in focus, reports on personal income and spending and consumer sentiment.

microsoft unveiled windows 11 the first major update to its software in six years. it will be available later this year on new computers and other devices and is a free update for those with windows 10. it includes a number of cosmetic upgrades such as a start button, task bar and sound and features designed to boost speed and efficiency. microsoft says it won't force app developers to pay fees to the company for using the app store and google's android app will run on the system. instagram is giving users the ability to post to their feed from the desktop browser, the first time from outside the app. there aren't any major differences from posts inside or outside the app. it's possible to upload multiple photos, edit and apply filters, hoagram's website as functional as the app. >> i think more people use it online and start searching for stuff.

>> you always say never turn your back on family. but you turned your back on me. >> universal pictures, which like nbc is also owned by nbc universal, anticipates around $60 million in ticket sales over the weekend. if so it would become the highest haul of any film release during the pandemic. so far, "a quiet place part 2" holds the record for the highest pandemic opening with just under $50 million. pop the popcorn. >> remember during the pandemic some movies would come out and it's like $5 million this weekend. you're like -- >> i know. >> it was weird. >> really tough for movie theaters. >> oh, yeah. i can only imagine. >> here we are. it's friday and the weather is nice. look, you can do so much. movies, go for a walk. kari, i'm excited. >> yeah. i think i know what we're doing this weekend. we're going to be watching "f 9." the whole family is into the

movie. that's something great to do as well as getting outside even though we're starting out with clouds this morning. we can see them hovering over walnut creek but it keeps our temperatures from warming up too quickly and that's our marine layer from the coast to the east bay. with our start at 58 degrees, we will slowly climb, clearing out by late morning and this is our typical summer time pattern where we get comfortable temperatures. we'll be in the mid 70s by noon and heading into the mid 80s here. let's go to the south bay today. the seven-day forecast is up as we take a look at today's high temperatures we'll reach up to 78 in milpitas and 83 in gilroy. some spots warmer than others, of course, while livermore is going to see a high of 85 degrees. we'll stay in the upper 60s in oakland today and some mid 60s for daily city and michael bloomber -- half moon bay.

our north bay highs 81 in novato and it's going to be hot inhe l pressure that's given us the ocean breeze replaced by high pressure, it's going to shift our wind direction and we're going to see extreme temperatures across the region, especially farther to the north. let me show you livermore. we're going to go from the 80s today to the mid 90s and then back to the upper 80s for sunday. it doesn't look like this heat sticks around for too long and by monday we're going to see highs in the mid 80s, a little bit warmer for the middle of next week. we're on this roller coaster with our temperatures going up and down with today's high temperatures mostly in the mid 80s in our warmest spots and jumps to 90 for tomorrow and then 89 for sunday ande again next week we're going to see some warming temperatures, while coastal areas, san francisco, not seeing too much of a change here. we're just going to go into the low 70s by the end of the

weekend. mike, how is it looking right now for the commute? >> the speed sensors have improved. they had better speeds registering south 880 through hayward. the crash on the grid and no update in the last few minutes. chp is busy trying to help with a crash involving a couple cars and lanes blocked, southbound toward whipple road. because of the slowing has eased a bit they might be clearing vehicles from the roadways or the emergency crews there. no major injuries reported between the san mateo and dumbarton bridges. everything else smoothly, south bay, peninsula to the east bay. there may be a stall near the caldecott tunnel. highway 4, two of your longer drives showing slowing early, not showing slowing, it's friday, friday light. coming up next on "today in the bay," nbc bay area responds. >> a vehicle part and an airline

welcome back. reaction continues to pour in following this week's shocking claims surrounding singer britney spears. this week she made an emotional plea to a judge for freedom from her conservatorship. among her claims that she's unable to have a child because her team forces her to remain on birth control. she also claims when she complained about performing on tour against her will she was put on lithium. some wonder if the singer still has a long way to go to gain her freedom. >> i think this was obviously a monumental sea change in the way that the public understand brittney's conservatorship. there still needs to be a motion filed and brittney has requested to get an attorney of her choosing and that needs to happen. >> there are many unknowns when it comes to the britney spears case. legal experts will weigh in

later this morning on the "today" show following "today in the bay." visiting hawaii about to get easier. the state is ending its pretravel covid requirement for fully vaccinated visitors. travelers will need to show their vaccine card and upload it to the state's website. the testing requirement has been in place since october and it was the only way for tourists to bypass hawaii's mandatory quarantine. adobe is reportedly the latest silicon valley company rolling back its on-site work rules. according to the mercury news, workers will only be required to spend half of their time in the office once the workplace is reopened. in the south bay that's supposed to happen july 14th. google and facebook are among the other companies announcing similar plans. consumer teams have been helping customers who say companies have not answered their calls. >> chris chmura is here to show us what it took to move two of these people forward. >> good friday morning.

our teams at telemundo and nbc bay area responds not only help companies pick up the phone calls from customers, we help people get their money back. more than $5.3 million since we started back in 2016. our consumer investigate took a call from miguel perez. he bought a flight for $750 before the pandemic but his trip was canceled due to covid-19. here's the thing. he was told he could get a credit for his flight. well now that travel is picking up, he wanted to cash that in, but says no one answered his question. he asked arlin to step in and she called the airline and able to book a new flight with his $750 credit. curt in gilroy sent a $1,000 clutch from his atv to an out of state repair company in november of 2020. five months later he hasn't gotten it back. he tried calling and e-mailing, but nothing moved the needle.

in san jose at 60 degrees and warming up as the sky clears by late morning. let's go around the bay in san francisco where we keep the fog, temperatures headed towards the upper 60s but we'll reach 86 in brentwood and santa rosa 79 degrees. slightly warmer today, hotter in some spots tomorrow. we'll talk more about that and the weekend forecast in a few minutes. >> we'll check in with mike. but breaking news we're following in the south bay, an explosive fire burning at an old warehouse in north san jose. >> "today in the bay's" kris sanchez is live at the scene and looks like firefighters have gotten a good hand on that fire. what are they telling you? >> reporter: this is the good news. looks like the fire is about out. you can see behind me firefighters still here on the scene, but in the last half hour, the ladder came down and they stopped pumping water from above. look at what they were working

with this morning. this was about 20 to 4:00 this morning when it was reported. the flames shooting up into the sky. so high that it woke people up who were living in rvs in the area. one man told us he woke up to that sight, knew he had to get out and warn his neighbors too. take a listen. >> i look out, big plume of black smoke going that way and not five, ten minutes later, burst into flames and then try to help my neighbor moving his rvs and what not. other than that it went up in flames and it was a big fire. >> reporter: so when we first arrived here, looked like there weren't any people living nearby except for folks in the rvs. now that it's brighter out here, there are homes down the roadway, but what we know about this building is that it was being used for storage. however, it is a building that was listed on the national historic register as a building

that was used back a long time ago to store hay and grain that was bound for san francisco. later used for stagecoats for the alviso to monterrey. we talked to a woman who had her items stored there used as storage. it's a pity this building is gone because it really is part of silicon valley history. kris sanchez, "today in the bay." >> thank you. just minutes ago authorities in south florida began today's first update on the situation in surfside, following the tragic condo building collapse. this as we're taking a live look, a press conference just wrapping up. you can see aftermath of that, that building most of it gone. the mayor of miami-dade county confirms the number of those unaccounted for has gone up. >> crews don't know the

whereabouts of 159 people. the number of those accounted for has also gone up to 123. the number of confirmed deaths is at four after three additional bodies were pulled from the rubble. the news comes against the backdrop of a desperate search going on right now. for more, we turn to nbc's kerry sanders. >> reporter: we're 24 hours since the building went down. the most important part at this point is the search and rescue which continues. firefighters from the urban search and rescue units made their way down underneath the building into what was the parking garmg. they've been able to make their way down and now trying to work up to areas where they say with listening devices they hear what sounds like tapping. if there's tapping it means there may be somebody alive and they've not heard voices but they believe it's possible. so they know from earthquakes that people can survive perhaps

through on our controversial vote to cut millions from its police force and spend it on violence prevention instead. "today in the bay's" bob redell joining us live and i know opponents argue the decision comes as the city is seeing a spike in gun violence. >> correct. good morning to you, marcus. oakland mayor libby schaaf, who voted against this $18 million cut to her police force, says this move will, quote, destroy oakland's current public safety system at a time when we are losing so many to gun violence. last night oakland city council coated 6-2 to approve council president nikki fortunato bass' budget amendment that takes the $18 million proposed for opd over the next two years and invest it into the department of violence prevention which will allow mental health professionals and fire officials to respond to nonviolent calls. it will cut two police

academies, freeze several vacancies in the tactical unit and get rid of a traffic squad. the vote as many activists throughout the country are calling for police reform following the police murder of george floyd last year. supporters of the vote gathered in downtown oakland to celebrate what they are calling a victory. >> oakland went through a process to reimagine safety and on this day, june 24th, we actually are doing something about it. we're putting our money where our mouth is. >> six mass shootings this year, 60 homicides already. it's worrying what we're going to -- what's going to happen with even less resources available to tackle that level of violent crime. >> mayor saf schaaf says it cuts 50 police officers who respond to 911 calls and enforce traffic safety and much needed future academies which will

significantly reduce police staffing and says she is disappointed in the delay response in the time of crisis and force our officers to work more overtime shifts and unsafe for officers and residents alike. bob redell, "today in the bay"ship. >> thank you. we see the sun is up behind bob redell. it's going to warm things up as well. we'll check the morning commute. let's check in with kari who has a look at our friday forecast. >> yeah. it's going to be a nice weekend as we are starting out with some great weather for the bay bridge series that will be kicking off today and if you're planning to head out to oracle park keep in mind it's going to be so comfortable with all the sunshine but cooling off as we head into the evening once the fog starts to roll back in. as we go through this forecast this weekend in sonoma valley warm today and hot tomorrow. down a few degrees by the end of the weekend. sunday we're seeing high temperatures in the mid 80s.

floyd. floyd's death sparked an international movement and social reckoning across the u.s. >> jay gray live outside the courtroom with details on today's sentencing hearing. we are outside the courtroom for more than a year after george floyd's death protesters gathed demanding justice in his name and they find out what that justice is. look, it's been more than two months since he was led from the courtroom in handcuffs, a convicted murderer. derek chauvin later today will learn how long he may stay behind bars. >> what's been happening in the last two months is that both lawyers have written memos what they think the sentencing should be. >> reporter: defense attorney eric nelson requesting time served and probation for the former minneapolis police officer, writing chauvin shouldn't go to prison because he was, quote, unaware he was even committing a crime.

in fact, in his mind he was simply performing his lawful duty in assisting other officers in the arrest of george floyd. prosecutors are asking for a 30-year sentence and, you know, state guidelines, they fall somewhere in between those two extremes, 10 to 15 years, but judge peter cahill has said here that there are aggravating factors which could allow him to apply a more stiff sentence. >> it will be interesting to see. jay, leading up to and during the trial, there was such heavy security in and around the courthouse. many of the downtown buildings boarded up. what's it like there right now? >> yeah. laura, no boards at this point. all of the businesses are open. we have seen a police presence but nothing like we saw on the ground before and during the trial. a lot of people anxious to see what happens here, but again, not near the security that we saw during the trial. >> all right. we'll continue to follow. >> thanks, jay. and coming up for you on the

morning. it's reopening at 100% capacity. tonight for the first game of the bay bridge series. >> "today in the bay" cierra johnson is live in san francisco. take us out to the ball game for a minute and tell us what we can expect if we're actually lucky enough to go out tonight. >> good morning and happy friday. today is not only a big day for both of those teams, but it's also a big day for fans because when you step inside of this stadium with that game beginning at 6:45 it's going to feel like it did about a year and a half, two years ago. that's because the game will be back at full capacity for this bay bridge series. now again, that game starting at 6:45. the fans are not required to provide proof of a negative covid test or for entry there at oracle park and what about wearing those face masks? according to the giants website, face coverings are strongly recommended particularly for those fans not fully vaccinated when accessing indoor spaces. another change from the pandemic

that's returning to normal, those north bay fans can once again get to the giants game by ferry. golden gate ferry have had a busy week this week, relaunching the special event service to and from oracle for all of the remaining home games this season. the fare for that route, $15 each way. and heading down to the south bay, baseball isn't the only sport returning to normal. the san jose earthquake's home game against l.a. galaxy is returning to paypal park and back to full capacity and they will not have any attendance restrictions. as we get back into that full swing of summer with baseball and other sports, a lot of other teams are returning to normal. the giants division rivals the padres and dodgers were able to return to normal right when the state reopened. as for the a's, when they return home and face the rangers, they, too, will be at a limited capacity so it will feel like it did a couple summers ago fort fans at both of the parks.

international airport. large police presence could be seen near several planes. police say a man broke through a fence at the fedex cargo facility and led police down a runway before coming back towards the main cargo facility where officers stopped him. one portion of the runway had to be closed after the arrest leading to some delays there. police in gilroy investigating a deadly shooting at a pawn shop yesterday on monterey street. the man who was shot died at the scene. francisco's new tent encampment program. the city opened up six so-called safe sleeping villages and many argue they are expensive to operate. "the chronicle" reporting the homeless department is asking for $15 million, that amounts to about $60,000 pertinent. city leaders plan to roll back the program over the long term. this is a helping hand to people looking to transition out of the foster care system in santa clara. the county announced a six-month extension for the income program for individuals. recipients receive $1,000 per month. the first payment part of the pilot program went out nearly a year ago. half a million dollar incentive for lyft drivers in san mateo county to go electric. peninsula clean energy is announcing a pilot program partnership with the ride share company with a goal of adding 100 electric powered lyft vehicles and making the cost comparable to a gas powered one. the program is expected to
