from 2018 is now shedding light on what could have gone horribly wrong. we've got it all covered. let's get started with nbc's morgan chesky. good morning to you. >> reporter: and that report showed significant issues with the construction of champlain towers south. while repairs were being made, many fear it was too little too late. here overnight, rescue crews staying busy using a trench dug over the weekend to go deeper inside the rubble searching for any signs of line. here in surfside, a desperate race against time. >> we are 100% in rescue mode, actively searching for live victims. >> reporter: the army corps of engineers joining an international team of rescue workers all with a singular focus, getting deeper inside the massive pile of debris. >> we don't have a resource problem. we just have a time problem, we have a weather problem, and we had a fire problem but thank god

i think that is abated. >> reporter: maggie castro from management says they're working with incredible care in case of a miracle. >> it's extremely delicate. if there are any potential void spaces, those are the spaces we look for that could potentially hold a live victim. >> reporter: the nine confirmed victims, eight have been identified. pictures of the 152 still missing lining nearby blocks. the reason behind the terrifying collapse still unknown. but a newly surfaced engineering report from 2018 warned there was major structural damage at the condo, including abundant cracking in concrete columns, beams and walls, below the pool deck and entrance drive. as for the residents who live in remaining parts of the complex, fema is working to help with temporary housing as both county and town assessors assess the building safety. the mayor urging caution. >> residents have asked me how i feel about it and i'm not able to tell them that i think the building is safe. >> reporter: miami-dade county

officials are now inspecting every building 40 years or older under its jurisdiction. >> this, as far as we know and hope is an anomaly, but the investigation is ongoing. >> morgan, it breaks your heart. i know there's still so much hope for those families. they're trying to just cling to the belief that maybe some of those loved ones could be found. >> reporter: yes, savannah, you're absolutely right. and a tough reality is starting to sink in at the family assistance center just up the road from where i'm standing. families are getting multiple updates each and every day. they're pressing authorities here to go faster in this search, but they are well aware that this is an incredibly precarious situation. they're holding out hope, but know that their biggest enemy here isn't resources on the ground, but time. >> and the difficulty of that task. morgan, thank you very much. appreciate it. another major story this morning, the searing heat expanding on both coasts to start this new week. in all, 50 million are under

heat advisories or heat warnings. we're going to get to al's forecast in a moment. but first, guad venegas is in portland, oregon, where the all-time high was just shattered two days in a row. guad, good morning. >> reporter: good morning, craig. we kicked off the summer last week and we have temperatures across the pacific northwest with the businesses in portland shutting down on sunday and a lot of them remaining closed today because of the heat. also, the train that runs through the streets of downtown not entering because of the heat as we enter what could be the peak today. the scorching summer sun bringing the heat from coast to coast. >> it is such a stretch of hot weather that the water is probably the best place to be. >> reporter: at least 23 million in the west under heat alerts. the heat in the pacific northwest burning through records. in portland, oregon, the temperature sunday at 1:12, the hottest ever recorded there. and it could reach 114 today.

>> it's going to be a brutal couple of days. >> reporter: all in a region where many are used to rainy, cooler climates and living without air-conditioning. residents have been loading up on some cold drinks, some taking refuge from the 110 plus degree heat inside cooling centers like these, even bringing their pets to recharge in the ac. at the u.s. olympic trials in eugene, athletes and officials trying to find a little shade before sunday's extreme heat forced events to be postponed. temperatures on the track topping 100 degrees. >> how brutal is it to be running this pace in this heat. >> reporter: in seattle, folks flock to the beach to try and cool down, but temperatures at the shore hitting triple >> it's warm like this in july and august. not in june. we usually have unit gloom, right? >> reporter: forecasters there predicting even more sweltering conditions today. in idaho, ironman organizers

utilizing cooling air, misting stations, and chilling towels to keep athletes safe. >> they're providing so much ice and so many things along the way to help us keep our body temperatures down. >> reporter: and with dangerous drought conditions across the west, officials are on alert for wildfires. on the other side of the country, this morning, new york, boston, and d.c. are bracing for temperatures in the 90s. as the first days of summer pack a blistering punch. and with a significant part of the population here, living without air conditioning, a lot of people checked into the hotels. as of last night, downtown portland completely sold out. in fact, our hotel we were staying had problems with the ac. we had to switch to another one. some are shut down because they couldn't take the heat. craig? >> man. good luck out there, buddy. geez. >> guad looks good for having an all-nighter. not the kind you want to have,

either. >> slept through the night. >> it's awful out there. as he mentioned, a lot of folks in the west don't have ac. >> they certainly don't. an unprecedented dome of high pressure dominating right now. we are looking at heat advisories, heat warnings up for 23 million people out west and this is just going to continue. for example, portland, we are going to see three days in a row of 100-plus readings. they will be three days in a row of breaking that all-time high. last time they had a three-day streak like this was back in 2009 and 1941. as far as seattle, really dangerous with temperatures, again, breaking that record going into today. the last time they had that all-time high was 2009. previous 100-plus days, july july 29th and july 20th. this is unprecedented for seattle. look at what happens today. 110 degrees. boise, 102. reno, 103 degrees, and we're looking at that heat conditioning again right for the next three days, inland

sections, triple digits for spokane, pocatello. boise, cooler conditions along the coast and then here in the east, we are looking at 34 million people under heat advisories through wednesday. temperatures are going to be hot enough. but the feels-like temperatures, by tomorrow, 101 here in new york city. boston, it will feel like 101. 102 in balmer. 98 in richmond. 91 in youngstown, ohio. the good news, here in the northeast, we will start to see temperatures drop by friday. 78 in detroit. 81 in new york city. 79 burlington. 85 in greensboro. guys, in the meantime, this heat is dangerous. especially out west. >> we're going to come back to you in just a you in just a minute, al thank you. breaking overnight, the u.s. military carrying out a series of air strikes against targets used by iran-backed militia groups in iran and syria, the move authorized by president biden aimed at disrupting and deterring attacks on u.s. personnel. nbc's richard engle joins us more on what happens good morning

>> reporter: good morning, craig. this is the second time that president biden has ordered air strikes against these very same shia militia groups. according to the militias, at least four of their fighters were killed and they're promising revenge. >> the u.s. military says the building on the right was being used to transfer iranian weapons to militias in syria and iraq d, this one crowded with until it was reduced to rubble by an american air strike overnight. another alleged logistics space, this one crowded with trucks was also targeted. the pentagon said three locations were struck in syria and iraq that were funneling weapons to shiite militias including drones president biden didn't answer r protect american forces in the region earlier this morning, shiite militias in iraq paraded what

appeared to be their new drones, likely from iran the militias have been getting more sophisticated, dive bombing drones with small explosives into iraqi bases that house american personnel, evading defenses the top american general in the middle east called the drones a significant threat the militia attacks are part of a long pressure campaign by iran to get american troops to leave iraq the timing of the american air strikes is also significan and sends a message to iran's incoming hardline president and potential future supreme leader, ebrahim raisi, elected just this month, a message that the u.s. can negotiate with iran and fight its militias at the same time the iranian government condemned the american air strikes and the iraqi government said it does not want its territory to be used to settle scores. craig? >> richard, thank you. in the meantime, the reopening of america is taking another new step forward

over the weekend, the first major cruise ship in 15 months with paying passengers set sail from a u.s. port the voyage give us an inside look at the industry's future. nbc's kerry sanders is on board this morning kerry, good morning. >> reporter: good morning, savannah there is a lot riding on this first cruise with paying passengers from a u.s. port. can the cruise ship industry resume and prevent coronavirus from getting on board? and if there is a covid case, can they isolate that passenger to prevent it from spreading this morning, as we look at the stunning sunrise, we're rounding cuba right now, we're looking at what is believed to be a very good start we're three days in. there are no reported health problems, not even a passenger who is seasick this morning in the gulf of mexico, the cruise ship "edge," but before any paying passengers

meanwhile, shark sightings are on the rise at beaches on both coasts. >> over the weekend, an attack left a surfer in california seriously injured. kathy park has more on that. good morning >> reporter: savannah, good morning to you a man was surfing off the california coast about 20 miles south of san francisco when he was attacked by a great white shark measuring 6 to 8 feet. fortunately a good samaritan was neeshg nearby, jumped into action and quite possibly saved the surfer's life. a scary moment as we head into beach season this morning, new warnings about dangers in the water, after a shark attack off the coast of northern california. a 39-year-old man was surfing south of san francisco saturday when authorities say a great white shark swam up and bit the back of his right leg. >> he was out surfing and the great white came up and just took one bite out of him and released him >> thomas lasada was fishing nearby when he saw the surfer limping out of the water calling

for help and bleeding badly. >> as soon as i saw him, he collapsed to the ground. he was holding his leg the first thing he said was i've been bitten by a shark >> reporter: lasada said he dialed 911, but before help arrived, he tried to stop the bleeding using straps from his backpack to create a makeshift tourniquet i remember saying it's life or death. you need to send someone soon. then the call dropped off. at that point i was thinking, oh, my gosh, please don't let this guy die >> reporter: within minutes, emergency crews arrived treating the surfer with advanced life support measures before rushing him to a trauma center a scary start to the summer as more people head to the beach. in cape cod, massachusetts, there was a no swim order this weekend. this time of year, great white sharks are migrating north up both coasts. >> three feet into the water, you are in the wild. you need to understand what's going on and make conservative

decisions based on what you see. >> reporter: last year, three people in the u.s. died from shark attacks, but the rate of fatal shark bites has been declining. and experts say sharks are going after food, not people >> you're more likely to get struck by lightning twice than have a shark interaction look at the ocean and understand the system that you're going into that is the only thing that you can do to reduce an already tiny, tiny, tiny likelihood that anything may occur >> kathy, we know the risk is low, but what are some steps people can take just to be as safe as possible >> reporter: yeah. so, experts are saying there are a couple of things that you can do to avoid possible shark encounters if you decide to go into the water, consider bringing a buddy with you also, stay close to shore, avoid swimming at dawn or dusk and this is also big, avoid swimming near those large schools of fish because that is on a shark's menu, savannah >> kathy, thank you very much. appreciate it. >> number one shark safety tip
