"early today" starts right now good morning, i'm phillip mena >> i'm frances rivera. we begin with that record-shattering heat wave scorching the northwest. temperatures soared to 30 to 40 degrees above normal in washington and oregon. in portland it reached 116 degrees. people there are not used to relying on air-conditioning and are needing to seek out cooling centers to stay safe. seattle where it reached a record 108 degrees monday, amazon opened up its headquarters to the public >> the extreme heat is also causing infrastructure to break down multiple roads were closed after the expanding asphalt caused them to buckle and crack and portland is hoping to get its light-rail services running again today after the heat made the equipment unsafe so let's find out if there is

any relief on the way. nbc meteorologist janessa webb joining us on the late just. janessa, good morning. >> hi, good morning. i wish hifd better news for the pacific northwest. things are not backing off with this second heat wave of the summer and we're just getting started with summer so this is very concerning we do have heat warnings that are currently in place across seattle, oregon, all the way into areas of california the problem is today that these heat warnings and advisories, they're going to start to spread into the rockies this is an amplified ridge that we're seeing, which means high pressure is pretty much stuck in this area. across the coast we're still talking about temperatures in the lower 90s. but the farther inland you go you can still we're at 110 degrees for spoken guys >> crazy numbers there janessa, thank you as families of the surfside collapse victims desperately wait for news, they are flooded

with acts of love and kindness the fund has raised over $1.2 million for families and victims. the florida jewish community got over $1 million in donations thanks to a synagogue. and gift cards and necessity kits were distributed. and the tragedy hit home for surfside mayor charles burkett after a heartbreaking encounter with an 11-year-old girl >> when i came across her, she was sitting in a chair by herself with nobody around her looking at her phone and i knelt down and i asked her, i said, so what are you doing, are you okay? she said yes she was reading a jewish prayer to herself sitting at the site by where one of her parents presumably is. >> mayor burkett says he does plan to look after her and offer her support. for the latest on the search efforts, here's dan scheneman.

with the latest. tracie, if this passes, it would be the largest transportation investment in almost a century >> it would. and that's part of what we will hear from president biden today. his game plan with washington still not quite settled on this is to try to sell it to the public we'll see that when he heads to la crosse, wisconsin, today to visit a transit center and give a speech that will follow what he said in the yahoo news op-ed that was released late yesterday that this is the largest long-term investment that our country is seeing and that it will create good jobs and dramatically strengthen the economy. that's the infrastructure plan, separate but happening at the same time is what lawmakers call a reconciliation plan to deal with some of the president's and democrats' social priorities that they think is a big part of dealing with infrastructure. but republicans are concerned about the president initially linking the two.

>> none of the republicans during the negotiations and the democrats that were in the group talked about it being linked to anything else. >> the president looks forward to and expects to sign each piece of legislation into law. he is going to work his heart out getting both of them across the finish line. we'll be working closely with leaders in congress to move both of these pieces of legislation forward. >> the white house put out a pretty detailed memo on the infrastructure plan overnight. and one of the things that they talked about were the 45,000 bridges across america in need of repair, 40% of them over 50 years old, including the i-40 bridge that links arkansas and tennessee. it's been shut down for two months because of a crack. that is a bridge that's a major source of transit in that area and really for trucks and others across the country phillip? >> a lot of fixes needed out

there. tracie, thank you. there is new data about the effectiveness of covid-19 vaccines a new oxford study shows that mixing coronavirus vaccinations can boost immune response. researchers found a shot of pfizer's vaccine four weeks after an astrazeneca shot produced a better immune response than another dose of astrazeneca. the new data comes as the wnba says 99% of the league has been vaccinated the wnba beating out the mlb, which has 85% of their players vaxxed in a statement the league said all 12 clubs have met the threshold for being considered a fully vaccinated team. this as the u.s. is continuing to help in the global vaccination effort the white house says it is shipping 2 million doses of the pfizer vaccine to peru and more than 1 million doses of the moderna vaccine to pakistan. meanwhile the cruise industry continues to push for its re-opening nbc's kerry sanders has more

good morning, kerry. >> reporter: good morning, frances. this is a very important day for this cruise because this is the first time since leaving on saturday that these first passengers leaving from a u.s. port are actually going to make port in another country. this is going to be in costa maya in mexico some passengers will be given the opportunity to get off so, that would be the first opening for potential contact with somebody who has coronavirus. because so far everybody on board, 99% of the people have been tested and tested negative. or they actually had the actual vaccines and so this day is important because those getting off on excursions will be, they say, inside a bubble because they've vetted the actual tour operators who will take them on their visits then when they bring them back, they'll come back. if somebody decides to go on that tour, especially the 24 kids on board who are under the age of 12 and not vaccinated,

in today's news by the numbers, tsa is offering $1,000 bonuses for security screeners and reservation agents it's part of a major push to hire 6,000 screeners by the end of september some airlines have received $54 billion in aid to help keep them from laying off workers and now they are racing to hire people facebook soared past a $1 trillion market valuation a judge dismissed anti-trust lawsuits aimed at reigning in the tech giant the ftc and several state attorneys general sued facebook in december of last year seeking to potentially force a spin-off of instagram and whatsapp. popular ecigarettemaker juul has settled a lawsuit over its marketing to teens the company has agreed to pay $40 million to north carolina, which is one of ten states that filed suit against the company

the first pitch before the game. the yankees invited her as part of the team's annual hope week which stands for helping others persevere and excel. >> when you have to wait 60 years to do it, going all out. now to a reunion of a lifetime for a family in kentucky first sergeant michael c. miller was able to surprise his wife and kids as they were invited to throw out the ceremonial first pitches at sunday's game he's been serving overseas in 2017 and little did the family know michael was undercover as the catcher with his face completely hidden by a helmet and a mask. once the pitches were thrown, he revealed his face. i always love these kinds of reunion stories especially there on video now families are getting more and more creative in doing it. and this is so great it's like everybody can understand they're going to have to wait for the game to start and let this reunion happen.
