get the message across as we enter the holiday weekend. we're also learning about some new illegal fireworks in the bay area. there may not be enough teachers when your kids head to school this fall. is there any help on the way? and an apology from the fastest woman in the country, sha'carri richardson, suspended for testing positive for marijuana. she's dropped from the marquee event at the tokyo olympics. tonight, many people are calling it unfair. good evening, and thanks for joining us for this special 8:00 edition. we're on at this hour because of the stanley cup finals. >> as we head into the holiday weekend, firefighters are on edge. we're in a drought and many people don't seem to be getting the message about fireworks safety. let's take you outside. give you a live look.

fire departments are issuing warnings saying you will face steeper fines if you get busted with illegal fireworks in either one of those places. >> there are still places in the bay area where fireworks are allowed. let's bring in tom jensen. fireworks are allowed where you are there in alameda county, but not allowed in contra costa county. >> reporter: a lot closer than that. this one in alameda county operated by the knights of columbus for more than a couple of decades, an annual fund raiser for them. but just about even less than a football field length that way is contra costa county where it's illegal to sell orworks of. plenty of its residents know they don't have to go far to find their fireworks fix.

in contra costa county where it's illegal to sell or set off any fireworks, a demonstration of just how quickly a wind-driven fire ignited by safe fireworks can get out of control. >> you can put your house at risk, your neighbor's house at risk and anybody at your celebration or party that evening. >> reporter: fireworks have started numerous fires across the county this evening, including one that destroyed several homes in an apartment complex. investigators have also seized more than 300 pounds of illegal explosives in undercover operations. but right outside the county line in alameda county, fireworks have been on sale for four days now. the organizer of this knights of columbus fireworks stand says fire danger is something atalk about with customers. >> we give out fliers, as far as safety protocols and things like that. >> reporter: this father and son

live close by but their home is in contra costa county deciding to celebrate freedom a little more this year postpandemic. >> we have kids getting together. why not try it this year? >> reporter: they plan to use one of the four fireworks parks where firefighters will be on hand on independence day. >> we're going to go to the park closest to our home, probably go there late evening on the fourth. >> reporter: but fire officials know that not everyone is going to celebrate that responsibly. >> it's an individual choice among people as far as they're going to do it in their counties or cities. they have to be -- to understand those laws in their own area. >> reporter: and we talked to the knights of columbus about those high fire dangers and they said it always comes back to those choices around personal responsibility, deciding whether you're going to do what's right and legal and go to the safe

places or possibly cause another fire by doing something that's a lot more dangerous. live in dublin. >> thank you. we're learning about a fireworks bust in oakland. police say a tip was called in that someone was selling them at a home on douglas avenue. officers seized 100 pounds of illegal fireworks and more than $38,000 in cash. one person was arrested. oakland pd set up fire work collection barrels to turn in unused fireworks all across the city. there are few sanctioned fireworks shows this week. we're going to take a look at our fireworks forecast and the dry conditions a controlled environment and they're doing this meteorological work as well. >> they're doing it in areas over the bay or places where you're not going to be exposing some of these bone dry hillsides. out towards contra costa county, the temperatures are pretty

good. 73 degrees. but it's the bone dry conditions. the drought monitor doesn't get any more severe than exceptional drought. it extends through all of the y. even though we have the mild temperatures, the fuel moistures are way up here at the red line which is all-time dry. fire season is very active and any fires that get going could be pretty intense given how dry the fields are. coming up in ten minutes, we'll take a closer look at the hour by hour fog forecast coming up on our weather forecast in a few minutes. >> thank you. we have an easy way you can get weather updates this weekend, download the nbc bay area app. it is free. a series of fires destroys homes and threatening hundreds more.

here's a time lapse. the salt fire in shasta county. at this hour, more than 5,000 acres have burned. it's just 5% contained. nearly 1,000 firefighters are battling three separate fires. take a look, including the largest one called the lava fire which has burned 23,000 acres. that fire is 27% contained. the vaccine is safe and effective and the best defense the newest version of the covid virus that. is the message that state health leaders continue to push as the delta variant spreads. i want to show you more than 20 million californians are fully vaccinated. out of those people, just 584 contracted covid and needed to be hospitalized. that's 0.003%. it's not a lot. health leaders say the number shows the vaccine works and

urging all californians who haven't gotten their shot to do it. there's a new study out of stanford that suggests people by seasonal coronavirus strains may be less likely to get the most severe covid symptoms. the study was published yesterday. they studied the t-cells. their job is to patrol the body for infected cells and kill them. people who had previously encountered a less harmful cousin of covid had t-cells in memory mode. they had a head start fighting off covid-19. it could explain why some people seem more resilient to the virus. several kinds of coronaviruses are common in day car most kids exposed to those viruses within the first few years of their lives. after a year of virtual

education, schools are scrambling to open up classrooms this fall. many say they're not sure they'll have enough teachers to start school. >> reporter: there was already a teacher shorter crisis across california, but now the pandemic has made matters worse. after a year of learning via zoom, these kids are happy to be back at their desks in the classroom. this is summer school for fourth graders. and while they're all smiles under those masks, administrators are scrambling behind the scenes. >> there's not enough teachers superintendent of the franklin-mckinley school district is hiring teachers. >> i'm worried come august 16th, i won't have a teacher in every single classroom. >> reporter: the website says the pandemic blew a hole in a

leaking pipeline of qualified teachers. the number of teachers enrolling in programs has been declining. the bay area branch of teach for america is an agency that tries to lure college grads into classrooms with students of color. and the last few weeks having brutal. >> i work here in the bay area and i can't tell you how big the need is. we never ever completely meet the need ourselves. >> reporter: administrators say some teachers got frustrated and retired. others say distance learning opened their eyes to a brutal reality. it's expensive to stay here. >> because they could teach remotely moved out of the area and find places where they wanted to now stay and they moved out of state, out of the bay area. >> reporter: they moved to communities where they can earn the same amount of money, but pay a fraction in rent or

>> on the maintenance front, they're like, when you combine all of these things together, it doesn't make sense anymore. >> reporter: as for where we go from here, gas buddy says don't except prices to drop anymore soon. our gas taxes will likely remain high, for another thing, our demand will remain high as people hit the road this summer. >> scott drives an electric car, by the way. these figures here are specific to the bay area. last june, the average price right around $3 a gallon. in march it started to spike. the average price in may, $4.12. since then it's only gone up. e. oakland, san jose,ancisco, $4.4s the highest average price

marijuana. >> we watched her, her story, look, skill, richardson is a superstar. now he's at the center of this controversy. here's the apology and why there's still a chance she'll be competing in tokyo. >> reporter: after a dominating performance, winning the 100 meters at the u.s. trials, a big stumble. sha'carri richardson accepting a one month suspension from the u.s. antidoping agency after testing positive for thc. >> i take responsibility for my actions. i know what i did. i know what i'm supposed to do. >> reporter: the suspension means she forfeits any medals from the olympic trials along with any points. she said she turned to marijuana to cope with her recent mother's death. >> for the fact that i know that i can't hide myself. >> reporter: athletes and fellow olympians overwhelming offering

their support. many arguing cannabis is not performance enhancing and should not be on the banned substance list. cannabis also is still legal in most parts of the world. >> it is none of their business and this young woman should be allowed to achieve her olympic dreams. >> he says these governing bodies should be creating rules related to sports, not to athletes' morals. >> these organizations should become much mored and they should stop tamp perring in people's private lives. >> reporter: she will not be able to compete in the 100 meter in tokyo. she still could be on the relay team because it's after the

one-suspension. >> disappointing for her. we're getting started with our olympics coverage. we'll be chatting with ryan murphy about how he ended up in berkeley and why today is so special. after a year in lockdown, there's extra excitement for the return of the fireworks show this fourth of july. the city is rolling out the red carpet hoping to climb out of its economic hole from the pandemic. here's how the crowds are already growing. >> three, two, one. >> reporter: in san francisco, tourists are arriving. some for the july 4th weekend, others for the day. this couple came from seattle. >> feels like normal coming back. >> it does. thankfully. >> too many months of cooped up in the house. >> reporter: they're happy to see the sights again. >> i made reservations for tomorrow for the bus tour and we just got back from alcatraz.

>> reporter: they believe the city has done a good job managing the covid crisis and it's clear from the growing crowd the others feel the same. >> the fireworks cruises are sold out. that's typically several months in advance. but we do have a lot going on during the day. >> reporter: there's room on their day cruises. he says the pandemic closures were tough, but also says the recovery seems to be under way with visitors starting to come from across the u.s. >> i think summer is going to be a slow build back up to what summers used to be here. i think we've been seeing that now. and we're just looking forward to gettingpre-covid as possible >> reporter: international and business travel is still light. but for hotels around the waterfront, things are picking up with tourists for the holiday weekend. as people start to gather, the city has a message. >> we're proud that 74% of our

it will target low and middle income californians. to qualify, you need a household income of $75,000 or less and you must have filed a state tax return in 2020. qualifying undocumented immigrants will get an additional $500 payment since they didn't qualify for any federal stimulus money. it's less convenient to get to target stores in san francisco. they cut their hours recently. all five of the locations shut their doors at 6:00 p.m. instead of the usual 10:00 p.m. target says it's in response to an alarming rise in store theft in the last month. walgreens and cvs reporting shoplifting problem. walgreens has closed 17 stores in san francisco because of so much theft. the police department reported last month that thefts were up 32% from april to may citywide. early last year when hong

word of a new obstacle now on the horizon. >> reporter: search day nine in surfside, florida, rescue crews have recovered the bodies of four more collapse victims, one the 7-year-old of a city of miami firefighter. >> it's difficult. last night was even more, you know, when we're removing a fellow firefighter's daughter. >> reporter: the search is back on after concerns about the stability of the tower. the mayor of miami-dade county signing an emergency order friday allowing for the remaining building to be demolished but it won't be completed soon. >> signing the order now is important so that it can help us move quickly as soon as we decided the best methodology toa to date. >> reporter: rescuers had to deal with heat, fire, and rain

rain and wind. power and water are out. elsa appears to be heading toward florida as a tropical storm by tuesday morning. but some models show it going into the gulf or up the atlantic coast. at home, this holiday is all about fireworks and celebration, but a sparkler can ignite a wildfire. despite that danger, business is booming at our local fireworks stands. >> reporter: you bought sparklers for the fourth of july and they have that safe seal on the box. it means they won't shoot up in the air, but they're going to emit sparks and they can quickly cause a grass fire within seconds. three, two, one, that's how long it takes for someone's personal fireworks show to turn into their worst nightmare. factor in how long it takes for fire crews to respond.

>> in a minute, the fire can get out of control, to where it's leaving your yard. >> reporter: which is why the contra costa county fire district is reminding people, all fireworks, including those considered safe are illegal in the county. if you're caught, get ready to pay a bigger fine. a new ordnance make homeowners and boat owners liable if fireworks are set off on their property. >> if residents don't listen and they start a bunch of fires. >> i decided to get these and let it rip. >> reporter: joe bought $85 worth of fireworks from a stand in dublin to give his kids a light show on sunday. >> get the kids together, go to the park and set it off. >> reporter: he knows better than to set off fireworks in his neighborhood which is why he's going to one can safely shoot them off. >> we're going to sell out. >> reporter: jeff is the

athletic director for valley christian high school. this is their biggest fund raiser of the year. $80,000 will help pay for new uniforms, equipment and transportation on game nights. >> people are going to do what they want to do. but we preach, like, hey, do the legal ones, do the safe ones and do them responsibly. >> reporter: melissa colorado, nbc bay area news. vegetation is drying out more quickly earlier in the year. experts have been keeping a close eye on the so-called fueled moistures, that's the moisture level in trees, bushes and could fuel a fire. there's another significant decrease in live fuel moistures across the santa cruz mountains. all sites remain at or below historic low values for early

july. we're heading into the biggest travel weekend that we've seen in a year. that's bringing a concern in an uptick of coronavirus cases. the delta variant is accounting for a quarter of all cases in the u.s. johnson & johnson has joined pfizer and moderna says its vaccine is effective against the delta variant. but some 147 million americans have still not been vaccinated. >> we're not done with this pandemic. but it's not going to cause a national epidemic. it's going to be much more regional. >> they didn't except a nationwide outbreak but continue to reiterate that if you're not vaccinated, you are extremely vulnerable to the virus. the opening ceremony for the olympics is exactly three weeks from today. and the covid surge continues in japan. public opinion polls in japan reveal more than 80% of the people there are concerned about

the games even being held in their country. the world health organization is urging people at the olympics or who will be going to the olympics to be cautious. crowds at the soccer matches along with pubs in host cities are driving the current rise in covid cases in europe. the w.h.o. says its learned a lot of lessons from the soccer tournament. most importantly, if precautions are not taken, the virus will spread. >> we urge caution. we urge everyone to take caution in what they do. if you haven't been vaccinated or received the full doses of your vaccine, if the virus is circulating, you have an opportunity to become infected and pass that virus to someone else. >> the w.h.o. will be working with japanese authorities and the ioc to manage the covid risks. in the past few weeks, we have spoken with many of our bay area olympians. the covid concern is real. but there are some strict protocols for team usa and all of the other countries once they

arrive in japan. among the superstars for team usa, three-time gold medalist ryan murphy. genuine and humble, but a beast in the pool. he grew up in florida but now lives in berkeley. he loves the east bay so much, he stayed after graduating from cal. i asked him why he chose cal? >> i just viewed it from the swimming perspective, i like the training strategy, i like the team, i wanted to go to a good school and i like the area. it was complete culture shift from where i grew up in florida and that was something that i think was important for me. i think that helped me grow up a lot and i think it's honestly the best decision i ever made. >> i'm going to let you get back to training. before we go, dude, happy 26th birthday a little bit early. >> yes, yes. thank you so much. this is one -- it's making me feel a little bit old. i'm on the back end of my 20s

that includes walnut creek. how about 73 degrees. through the bay area, you're going to need a jacket right after 7:00 as the wind picks up and low clouds move into walnut creek overnight. 66 in san jose. northwest wind at 13 and there's san francisco getting closer to what would be fireworks time as we head towards sunday evening. similar conditions expected at the low clouds. as we head through the weekend and especially during the morning hours, and we're looking at measured drizzle on the upslope areas. if you travel highway 17, you'll run into light rain at times. morning temperatures in the upper 50s. highs tomorrow, if they look familiar, we've seen them here the last few days. some of the warmer locations, like concord, mid to upper 80s. not bad for your saturday. 86 in livermore.

chilly weekend for half moon bay. highs in the low 60s. san francisco, we'll get some sun at times, but we're going to stay in the mid-60s. 78 degrees in napa. if you want to find 90s, head up to lake county. still hanging on to those higher temperatures inland. we're also watching wild fire smoke. you have the salt fire. the upper level winds for now, pushing most of the smoke away from the bay area. look at lake tahoe, you will have to see a little bit of that smoke as the winds continue to push that down. another thing you want to watch out for if you're going to head to yosemite tomorrow, we're going to see more thunderstorms in the middle part of the afternoon and that could be a problem for fire danger. there's a watch for saturday into early sunday for a potential of gusty winds. we'll watch that closely as we
