americans across july and august. >> the white house says the war against video is not over as concerns rise over the delta variant spreading. live reports and warnings out this morning and how you can stay safe. working to bounce back, all new shocking numbers show the struggle many companies are having trying to make it in silicon valley. the third hour of "today in the bay" continues now. good morning to you on this tuesday. thanks so much for making us a part of your morning. i'm marcus washington. >> i'm cierra johnson. we start with dangerous drought conditions across the state. a live outside at some of our bay area sky cameras showing off the dry brush out there. our team has live coverage on the impact. >> first let's go to meteorologist kari hall looking closer at the dry conditions and what this means to our water supply. kari? >> yeah. this is not just a california

problem. even areas where we get water imported from other states it's bone dry as they're dealing with the highest level of drought across the region. the dark shades of red shows the drought we are seeing right here in parts of the north bay and the east bay. it's all the region and our reservoirs continue to deplete as we've seen extremely low reservoir levels across the bay area especially in the south bay. take a look at some of these numbers where we are seeing some of the water sources that we have here locally now only at about 24% of the capacity for our historical average. we're seeing this across the state as these water levels drop very rapidly and we're going to be dealing with some hot temperatures which we know increases our fire danger and there's not going to be much water to get to try to put out those fires. that's going to be a really high concern especially as we go deeper into our fire season. that's something we're watching and we'll talk about those

temperatures in a few minutes. marcus and sierra. >> thanks. we want to bring in kris sanchez live in santa clara where there's already drought restrictions under way and also another -- coming for another county. >> there is more coming for another county, but we know a state board is going to talk about the ground water supply and also the supply of drinking water and how best to protect that through the drought. you're talking about one of those communities strengthening their water restrictions and that would be marin county. the last 18 months have been the try driest on record so the water board is considering limiting waterings to just one time a week with sprinklers twice a week for people who have drip irrigation. the board wants to discourage people from planting any new landscaping. looking around the bay area the city of healdsburg went strict,

hand watering there, restrictions go into effect on friday for san jose water customers, limiting watering to just 16 minutes twice a week at night or before 10:00 in the morning. santa clara valley water district is asking for a 15% cutback, east bay and san francisco water are asking for a 10% reduction. contra costa county is asking people to avoid watering in between 9:00 in the morning and 5:00 in the evening. again, a lot of these restrictions are voluntary. however they could become mandatory in some places as marin has made them mandatory back in april. the state board of food and agriculture is meeting at 10:00 to talk about the ground water issue and our drinking water. in santa clara, kris sanchez, "today in the bay." >> thank you. do you want to know what drought restrictions are in your neighborhood or just head over to our website and find water agencies plan to move forward during their that's on nbcbayarea.com and click on the water restrictions in our trending bar.

>> crews are gaining ground on three wildfires burning north of the bay area. the lava fire near the california/oregon border is about 71% contained. remaining evacuation orders are just warnings, minimal overnight activity has helped crews on the ground but the increased winds predicted today are prompting fears the flames could spread. evacuations still in place as crews work to put out the tenant fire in the klamath national forest. today's winds are also causing reason for concern. so far two homes are among five buildings so far destroyed by you that fire. and north of redding that salt fire in the shasta trinity national forest is about 20% contained. nearby communities still under evacuation warnings. the flames have so far destroyed 41 buildings including 27 homes. the u.s. is still playing

catch-up protecting against covid-19. "today in the bay's" tracie potts live with the biden administration's push to get more people vaccinated this summer. tracie? >> hi, marcus, they're going grassroots trying to roll out the campaign with black barbershops around the country to deal with african-americans concerned about taking the virus -- getting the virus or getting the vaccine and they're also putting dr. anthony fauci on tiktok trying to get young adults vaccinated. >> reporter: the push is on. >> we're going to double down on our efforts to vaccinate millions of more americans across july and august. >> reporter: the biden administration missed its goal for 70% of adults to have at least one shot by the fourth of july. we're at 67%. four states are below 40%. with record delay travel and more people getting out, experts

are concerned. >> being vaccinated on this day in july of 2012 is fundamentally more risky than if you were unvaccinated at this point last year. >> covid-19 has not been vanquished. we all know powerful variants have emerged like the delta variant. but the best defense against these variants is to get vaccinated. >> reporter: as the delta variant spreads some cities like los angeles and st. louis are advising people to wear masks again inside. >> but this honor system hasn't been working well. >> reporter: the government's top infectious disease expert dr. anthony fauci knows more than 99% of covid deaths are happening in people who have not been vaccinated. outside this country the rates in high income countries about 40% and low income countries less than 1% in some.

>> tracie, we saw it a lot here in california. those incentives to encourage people to get vaccinated. millions of dollars were given away here in california. so are they working? >> yeah. well, it depends on the incentive. we've seen everything from free donuts every day to other incentives in ohio, like in california, doing the lottery tickets, but a study of ohio found those lottery tickets were not drawing people to get the vaccine when they looked at the rates in ohio and other states that weren't doing the lottery incentives, no difference. >> interesting. lot of money too. thank you, tracie. more details on the so-called break through cases in california. more than 7,000 people who were fully vaccinated have gotten covid-19. that's out of more than 19 million californians who have rolled up their sleeves. the california department of public health says the cases are rare. experts say if you're

vaccinated getting covid-19 is almost always preventable. coming up at 6:30, more on the delta variant. "today in the bay" reporter pete suratos is taking a look at the growing number of those cases being reported across the state and what experts are saying about that issue this morning. hayward city leaders are getting ready to reopen city hall. starting today the building will be open part-time monday through thursday in person services will be available between 9:00 a.m. and 1:00 p.m. on those days. members of the public as well as city workers will be required to wear a mask while inside as well as practice social distancing, regardless if they've been vaccinated. that building closed last march due to the pandemic. aing a -- a live look in san francisco, according to numbers by a real estate company cushman and wakefield published in "the chronicle" office vacancies in

the city rose 20% in the second quarter. this is the highest level since 2003 and it comes in spite of the rising vaccine rates. one year ago during the onset of the pandemic, it was about half of that. cushman and wakefield predicts post-pandemic business recovery in the city not fully going to begin until next year. now to a look outside at the golden gate bridge this morning. another cool and foggy start by the coast. look at that shot. it's beautiful throughout. more heat is on the way in the bay area. want to bring in meteorologist kari hall with another look at our forecast this morning. kari. >> and we could see the bridge at this point, so the fog is not that low. we've seen it extend to the inland areas and so this is what we're watching. still mild today thanks to the thick layers of fog but we'll also see it kind of retreating back away from the coastline and temperatures heating up. by tomorrow we will start to warm up and by the end of the week it is really going to be hot for the inland areas. we'll talk about that in a few

minutes. mike, how is it looking for the commute? >> more folks on the roadway and we did have two sets of flashing lights. tow trucks heading across the westbound san mateo bridge. on the high rise a report of a disabled vehicle. as we look at the map the slowing showed up about right there at the high rise. that's been about ten minutes. i saw the two sets ahead across and looks like things have started to move a little better. out of hayward that's the trend we see anyway about this time as well. slowing for concord, highway 4 and novato out of vallejo for westbound 37 and the bay bridge toll plaza the backup is building but mild as you leave oakland. a push to go electric still ahead for you on "today in the bay," at 6:25 the new incentives the state is expected to roll out to encourage you to ditch your gas powered car. >> good time to go electric because oil hit a six-year high.

good tuesday morning. at 6:12, getting started in palo alto, clouds and fog and maybe a little bit of drizzle. temperatures in the 50s. all of that clears out for a bright and sunny day. stays comfortable mostly in the 60s and low 70s here. we'll get a look at our microclimates and our forecast coming up. palo alto, let's take a look, 101 moving smoothly. a few more cars here. the headlights heading south past university down towards silicon valley. where the builds are happening and they are happening right now. >> good morning. "the new york times" reporting a northern california family is the latest to sue tesla over its self-driving ability or inability. the family's 15-year-old son was killed after the car he was

riding in was struck from behind by a self-driving tesla. police say he was not wearing his seat belt and he was ejected. the data from the tesla shows it didn't try to slow down before striking the back of the car. there have been a number of deaths attributed to the self-driving feature including one not far from the latest death when an apple engineer's car steered him into a barrier on northbound 101. he complained the autopilot tried to steer him into that barrier before. the ntsb says a video game was active on his phone at the time of the crash. we'll watch shares of tesla and amazon, the first business day for that company with a new ceo jeff bezos, semi retired. stock markets have been setting record after record. one of the longest winning streaks on the s&p 500 as we get more good news on friday, the last time markets were open we got the june jobs data showing ransomware from we think the same russian crime organization,

this time it's worse because the company cas see ya provides i.t. services to other companies. president biden has ordered u.s. intelligence agencies to investigate. skm biden warned russian president putin during their summit cyber attacks from russia would not be tolerated. there are no indications that the russian government is involved, but really tolerance of cyber criminals operating in its territory. gas prices are going to go up again. owe peck and its allies ended a meeting without an agreement to raise production levels. the u.s. gets about 18% of its oil from opec member countries most in the middle east. we actually get a majority of our petroleum from our own ground and then after that, it's mostly canada and then mexico et cetera. but the problem is, when oil prices go up anywhere, they go up everywhere.

and the follow-up incidents. i'm going to say it's okay for oakland. we'll track that. a lot of folks diverting into the bay bridge. the last five minutes kari has seen all these lanes fill in at the bay bridge toll plaza. we have your commute back again. over to you. >> all right. it's getting busy out there. let's get a look at what it looks like from above as we once again take the live look outside and checking out those clouds extending inland. those clouds are what has kept the bay area cool and it does continue today. take a look at these temperatures reaching 76 for a high. in milpitas today, it's going to be warm in the south county with morgan hill reaching 85 degrees and upper 80s for spots like antioch, livermore, much more comfortable with a high of 83 degrees. danville reaching 81 and some upper 60s in oakland today and it's going to stay cool and foggy in half moon bay. only reaching 60 but a lot of sunshine, palo alto looking at a high of 76. mostly mid 60s in san francisco

especially in the downtown mission district areas. and clearlake heating up to 94 degrees, but it's not going to be that hot in napa today. reaching into the upper 70s once again. nice little breezy westerly wind kicking up. as we go towards the end of the week going to see a change in our wind pattern thanks to this high pressure that's going to be building in from the desert southwest into the bay area and so that's going to shift our wind direction. we'll get more of a southerly wind, at times blowing offshore. let me show you brentwood and the trend we'll see over the next few days. not too bad today. warming up tomorrow. and then you can see the triple digits. unfortunately with this round of heat it's going to last a while. we are not going to see any of that easing off until at least the middle of next week. get ready for some high heat that will want to stick around for a while with highs in the upper 90s in the inland areas but won't heat up that much for san francisco. here it looks like we'll go from the mid 60s to the low 70s into

early next week. all right. let's talk about our climate in crisis. did you know your food and plant scraps account for about a third of your trash. turn the trash into rich soil by composting. the amount that we are not sending to the landfill means less carbon dioxide emitted into the air, up to 60% less. and that composted soil it evaporates slower so you're using less water with that. up to 40%. no need to add the synthetic fertilizers. composted soil makes for healthier plants and you don't need to add in extra fertilizers. if you don't have the time or space in composting do it through your city. cities in the bay area have composting facilities through waste management. check out ways you can reduce your carbon footprint go to

joy to dismay for one bay area couple. the engagement ring they sent off for repair never came back. >> chris chmura and his team jumped in to give them an early wedding present. >> valerie in millville got engaged in january and her nearly $3500 ring needed a repair shortly thereafter. she says she brought it to a ups store and watched the store employee pack the ring into a box and send it to san francisco to a jeweler. she insured the shipment and saved the receipt. the box made it to the jeweler. no ring inside. valerie said she tried filing a claim and ups didn't respond or pay. she contacted us. we reached out to all parties and ups sent her a check for 3,481.30, the value of the ring plus shipping. a rep told us, we sincerely apologize to miss andrews for the situation. unfortunately in this situation, the delays in the claims approval process were on our side.

restrictions in the state, ease up a little bit with the population location. >> that's right. one of those restrictions that are going to be eased face coverings are no longer required if you're heading to san francisco city hall if you're fully vaccinated. this is happening with the backdrop of those holiday variant cases on the rise in california. these changes at city hall align with guidelines but you can wear masks even if you're fully vaccinated. it makes up more than 35% of new covid cases in the state. that is up from just 5% in the month of may. some health officials say it could make up 90% of new covid cases in a matter of months. top health officials say vaccinated individuals are mostly protected from this delta variant. here's medical contributor dr. ka vitae patel expanding on this

point. >> if you have more unvaccinated people in your community than vaccinated you are playing the odds that you get exposed to delta variant and any variant thereafter. >> now the w.h.o. says countries should consider slowing down on easing restrictions because of the rise in the delta variant so we'll see if this affects any changes in the future. reporting live pete suratos for "today in the bay." >> thanks, pete. santa clara county is reducing the county's covid-19 death toll by over 20%. according to "the chronicle" this comes after officials concluded that some people died mainly of other causes and they would list it as disease victims. the county's death toll stands at over 1600. officials say they were able to investigate the deaths because of declining case rates and hospitalizations. breaking news overseas, a russian plane with 28 people on

board crashes into the sea and officials say there are no survivors. the plane crashed off of russia's far eastern peninsula as you can see there on the map. the twin engine turboprop plane lost contact with air traffic control before it crashed. an investigation into the crash is happening now. now to florida where the search and rescue efforts are ongoing after the unstable remnants of a condo tower was brought down. a live look at that scene right now in surfside. the death toll stands at 28 and 117 people remain unaccounted for. the search for survivors resumed after the demolition of part of that building that was still standing sunday night. crews imploded it due to safety concerns for the workers on the ground as tropical storm elsa heads their way. still have to watch out for some

gusty winds with these passing showers and thunderstorms and also some heavy rainfall which could aggravate the flooding going on out there as well. >> 48 million pounds of concrete have been removed from the pile. talk about a wild ride in the sierra. new video showing you this morning an inmate firefighter tried to escape on independence day. take a look at your screen. police say the prisoner was part of a crew fighting a vegetation fire caused by illegal fireworks. they say the inmate stole the fire engine before crashing through a fence you see here of a nearby business. well eventually this is what happened. it crashed into a ditch and the inmate made a run for it. one neighbor heard and saw it unfold and knew he had to act quickly. >> first it's like evacuate the house and then i call the family and say there's a convict on the loose in the neighborhood lock all your doors. it was a strange day for everyone involved. >> investigators say after running from police the inmate

tried to carjack a second vehicle but it was unable to start it. authorities caught up with him and he was taken to the hospital after getting hurt in that chase. he is expected to survive. several police and fire agencies are investigating this. happening today, a man charged in that los angeles fireworks explosion is due in federal court. arturo sea iii was arrested by special agents with the atf being charged with transporting explosives without a license. the dangerous homemade devices were detonated by police leading them to a massive explosion that destroyed a specially designed containment vehicle. that injured 17 people. here in the bay area illegal fireworks are still going off well after the fourth of july celebrations and that is keeping fire crews busy. last night it was much better situation compared to the fourth of july. authorities say, though, some people are still not getting the message. this is video from last night in

contra costa county. a concentration from -- continuation from sunday when those crews across the bay area were stretched thin. some of the incidents caused some damage. >> we didn't lose any homes but there was some damage done to homes either because of grass fires like this one burning into the home or fire works landing on roofs and gutters. >> contra costa county fire professional officials say despite the number of calls they got sunday night the crackdown on illegal fireworks did help a little. structure fires were down 40% compared to the same time last year. that's good to hear because those conditions we have across the bay area are very dry out there. meteorologist kari hall has been tracking that. but also you're tracking what's expected to be a really nice situation for us weather wise across the bay area. >> at least for now. we will see some changes ahead as we go into the next several days. as we take a live look outside in our tri-valley and checking

out dublin we're starting out with temperatures that are going to be mild today, but it will start to heat up tomorrow. and then heading towards the end of the week it's really going to be hot in some of these inland valleys as our highs reach into the mid 90s. enjoy today. novato as you're heading out the door we have some cloudy skies, temperatures in the mid 50s. going to clear up fairly quickly as our temperatures head towards the low 70s at 1:00. eventually reaching into the upper 70s here. we'll get a look at our microclimates and the heat coming up in a few minutes. how is it looking for the commute? >> pretty good for now. at least for now. steal your line. traffic is showing a little slowing starting to build in san jose right on schedule. over here, we've always had all morning that slowdown out of the altamont pass and it's held steady clearing at grant line road, just a tad bit for pleasanton. nothing major. over her valley y and southbound 880 through hayward and union city a lot of

volume start to build in that portion of the east bay. travel times building up here as you drive off of highway 4 down to 242 and 680. this drive pittsburgh to walnut creek is starting to see a build up of about 5 to 6 minutes over the last bit of the commute i should say. that has been an issue. the build up at the toll plaza started after 6:00 and started to continue to slowly build over the last 20 minutes and there you have it at the bridge out of oakland into san francisco and the bridge out of richmond in san raphael, we see a lot more traffic kicking in over the last 15 minutes. back to you. >> thanks, mike. the california leaders are hoping to help struggling people make it in the bay area and across the state for that matter. governor newsom and state lawmakers extended an eviction moratorium to keep people in their homes but a report shows thousands of renters have fallen through the safety net. cal matter says from july 2020 to march 2021 more than 7600 house holds have been locked out

of their homes because of not being able to pay the rent and there were many more evictions in the central valley and los angeles compared to the bay area j more money could be on the way to some unemployed californians. about 350,000 people who are self-employed but also work salaried part-time jobs could potentially qualify for an extra $100 a week in unemployment payments. if you qualify you most likely got a text or e-mail about the program. racing to space. just days before his historic space flight, sir richard branson opens up about his excitement and his mission as well as the race to space with another billionaire jeff bezos. it's a quiet day in washington. that gives us a chance to look at some presidential tweets. also the big board as well. what you're seeing here is not telling you the true story because the s&p 500 and the nasdaq are once again at new records.

slowdown now and highway 4 here at byron highway an issue for brentwood. just a note for folks traveling through the area. over to you. >> and we are watching the tropics in the atlantic as we've been following tropical storm elsa. now moving closer to the florida keys, now with wind speeds of 60 miles per hour as we can see on the satellite imagery. a lot of that convection extending towards much of florida this morning and it will continue to move up on the gulf side of florida and racing to the north over the next couple days. for more on that let's head over to you marcus. >> here's a live look at key west where the storm is expected to hit and you can see how strong that storm is as the winds anyway pushing that water. people in that area there, this is clearwater beach, the center of the potential strike zone. this is key west we're looking at. we want to go to jay gray live for us this morning, a closer look at the conditions now and clearwater beach where you are and what we can expect to see

from those conditions, jay. >> yeah. marcus, what we've seen, the winds picking up at times nothing like we expect to see as we move into the day. this is going to take a turn dlil. we know the storm has lashed the caribbean. at least three people dead as a result of the storm and now taking aim at florida. a lot of people on the western or gulf side of this peninsula making sure they're prepared for what elsa is bringing here. >> freshen up the batteries, check, make sure that radio works. make sure that we have extra lights. >> reporter: it's been picture perfect up until today. we've seen really beautiful skies, a nice calm surf. a lot of people, though, paying

attention, maybe cutting vacation a bit short. we know now learning this morning that tampa international airport is going to suspend flights at 5:00 through tomorrow morning at least. they will reassess after the storm moves through. all the vendors you would normally see on the beach, the stand-up paddle boards and jet skis have shut down and will be for the next couple days depending on what we see. could be a rough ride over the next 24 to 48 hours. >> and jay, there's that possibility that it could briefly strengthen to a hurricane. there is that slight chance. do you think that people are still taking this very seriously even though it's just a tropical storm? >> i do think now, kari, it's gotten some folks' attention. early on i think people ignored this thing. it's getting into warm waters of the gulf here and close to 90 degrees so that's really fueling this system and it could build to a category 1 before it makes

picked the foods it measured to get that number. that was the white house account. biden has his own presidential account as well. it doesn't make news the way trump's did because it's pretty tame. we do monitor it and fact check it. this one sent out july 2nd is accurate but misleading. the white house says more jobs were gained under biden than trump in their first five months. factually true, but very much apples and oranges. the economy continued to climb as president trump took office and it was on a winning streak and the economy continued those gains. president biden saw the pandemic come under control and, of course you're going to have gains. biden's critics send out misleading tweets of their own. it says the unemployment went up in the latest jobs report. this is misstating how the statistic work. the unemployment rate went up. there were job gains in the

report, not job losses, plus 850,000. but as more people say they're coming back to work, the unemployment rate, which measures people looking for a job, went up and it will probably again as we go into the fall as schools reopen. parents can and we think will go back to work and the jobs are there. 9.5 million job openings according to the labor department, the most in history. we have time for one more on our social media fact check from a biden critic. it says the u.s. is importing iranian oil. that would be illegal. the u.s. did seize a tanker carrying iranian oil because we're enforcing our embargo but to say that's importing iranian oil would be like saying your local police department was acting suspicious because it's collecting weapons and drugs and counterfeit money and putting them in a locker. that is what the police departments do. check out my tweets fact check them and get back to me, on

>> meteorologist kari hall has a look at the forecast. you did say it's going to be a nice one today. >> yeah, but i've seen some dogs out there that are about the size of a horse so you know what, some people do have horses around here. let's get a look at these temperatures. it's going to be nice as our highs for the inland areas reach into the upper 70s and some low to mid 80s as we go into later today. this is the kind of weather we saw over the fourth of july weekend and that continues today. but we are going to see some changes ahead. high pressure building and that's going to cause some of our inland areas to really heat up over the next few days. that high pressure once it gets here not going anywhere. it's going to shift our wind direction and bring in more of a southerly wind. let me show you brentwood and where we're headed. starts to heat up tomorrow into the mid 90s but several days in a row with triple-digit temperatures and it just gradually cools off next week. get ready for the blast of heat. as we go into the end of the week i'm going to enjoy today

and tomorrow. and then the rest of the week air conditioning will be on full blast as we try to stay cool, but at least we will keep our natural air conditioning here in san francisco with highs in the 70s. mike, how is it looking for the commute? >> well, you know, let's enjoy right now like you're suggesting with the weather. our traffic is flowing smoothly. lighter traffic, we did make a boost since yesterday as far as the volume of traffic. many had yesterday off but others stretch out the holiday so that's what we're seeing overall. we have not quite as extensive backup here out of pittsburgh and concord, westbound highway 4. we are seeing a build for highway 37 over the last ten minutes. more traffic flowing towards the richmond and bay bridge. a good crowd getting over towards the north bay. over to you. >> happening now, the san francisco unified school district and ucsf looking forward to the start of the new school year. leaders will hold the first of three virtual health and safety town halls. the district is expecting all students to remain or return to

are moving you forward with a look at our top stories. >> and the first as concern grows with the rising number of delta variant cases in california some parts the state taking steps to slow the virus. pete suratos is live in san francisco with more. pete? >> yeah. good morning to you, marcus. face coverings at san francisco city hall are no longer required if you're fully vaccinated and it's happening as the delta variant cases are on the rise in the state of california. these changes at city hall line with state guidelines but you can continue to wear masks if fully vaccinated. as far as the delta variant in california it makes up more than 35% of covid cases in the state up 5% in the month of may. some health officials say it could make up to 90% of new cases in a few months. i want to point out that top health officials say vaccinated individuals are mostly protected from the variant.

pete suratos for "today in the bay." >> details on the breakthrough cases in california. 7,500 people who were fully vaccinated have gotten covid-19. that's out of more than 19 million californians who have rolled up their sleeves. the drought is deepening and that will mean more water restrictions in our bay area counties. here's a live look across the bay area today. marin county could approve new mandatory measures. "today in the bay's" kris sanchez is live with what's on the table. >> hi, there. marin county did put the water restrictions into effect amid and could make them more strict. the water board is considering limiting water to just once a week with sprinklers, twice a week for people who have drip irrigation and the board wants to discourage people from planting any new landscaping. looking around the bay area the city of healdsburg went very strict allowing hand watering there. restrictions go into effect on friday for san jose water customers limiting watering to just 15 minutes twice a week at
