first, we want to get to the latest on tropical storm elsa moving over the florida keys with 60-mile-per-hour wind gusts and heavy rain. >> a tropical storm warning extends from the keys all the way up the west coast of florida with a hurricane watch just issued near tampa. parts of georgia and south carolina now under a tropical storm watch, as well. >> meanwhile, the wind, rain and lightning from that storm is being watched closely by crews working at the site of that condo collapse near miami. >> we have it all covered this morning, including new information from dylan on the timing and the track of the storm. we begin with sam brock in key west. sam, good morning. what is the latest? >> reporter: sheinelle, good morning. conditions have declined here in key west, especially the wind speeds which have cranked up. small pieces of debris flying around me. how much strength is elsa going to be able to gather? we saw 62 mile an hour wind gusts in key west overnight. that was the strongest.

now, sheinelle, we are looking at intensity projections of 70 mile an hour sustained winds as this approaches just north of tampa later today. that is 5 miles an hour of category 1 status. this morning, tropical storm elsa is growing as it heads towards the u.s., approaching hurricane strength as it makes landfall. but despite severe weather in the florida keys, yesterday, some visitors of the vacation haven rushed to decide. >> nonchalant. business as usual. everybody is having a good time partying. that's key west. >> reporter: just a day after cuba took the wrath of tropical storm elsa, trees bending, stone signs flailing, this man working to fasten his roof with frail homes put to the test. but back in florida, beautiful vistas. and the sound of music filled

the air until the party was interrupted by canceled flights. linda from virginia couldn't get back out after visiting her grandkids. >> i've never been in a tropical storm or a hurricane. because of the storm and it's so unpredictable, they can't tell us when, where, which airline. just wait it out. >> reporter: some hotel guests staying longer after receiving lucrative offers from airlines. so you're supposed to go back to texas today? >> yes. >> what did the airline offer you? >> between $600 and $1100 to volunteer my seat. >> reporter: warnings stretching through the panhandle with waves expected to surge between 3 to 5 feet high. and it is not just here in florida but georgia and south carolina also now under tropical storm watches, which talks about 2 million people under the

>> you have to take it seriously. sam, thank you. >> what else can we expect from elsa? dylan is in for al. >> she is heading north and eventually will turn to the northeast. the storm weakened a bit. but now it's back over the warmer water, it's strengthened back up to winds at about 60 miles per hour. but look at all the rain on the eastern side of this storm. we have a hurricane watch for areas across that big bend of florida. this is pretty rare for tampa to issue a hurricane watch this early in july. so this is to be taken seriously. now, the storm itself is going to track right along the west coast of florida. but look at all the energy. it's on the eastern side of this storm. that's where we can see those winds up to 60 to 70 miles per hour. we could end up with 8 inches of rain. because of that energy, we're likely to see a lot of tornados spin up today on theeastern georgia, across eastern south carolina and through north

carolina, as well. and it's tropical in nature, so we're going to see a lot of heavy rainfalls. heavy rain tampa stretching down the ft. myers. some areas could end up with 8 inches and that could lead to flooding potential, as well. craig? >> dylan, thank you. meanwhile, the impact of elsa causing new complications at the site of that condo collapse near miami this morning. lightning forcing crews to briefly pause the search for victims on monday, but the operation is moving forward as safely and swiftly as possible. morgan chesky is in surfside for us once again. morgan, good morning. >> reporter: craig, good morning. elsa is changing the game when it comes to search and rescue efforts. officials stress that with the demolition of the rest of the tower, they're able to go deeper into the rubble. unfortunately, just in the last few minutes, that death toll rose yet again. 32 people now confirmed dead in this collapse with more than 100 still missing.

no one here is slowing down. this morning, rescuers not only fighting time, but wind and rain from the outer bands of tropical storm elsa. now just over 24 hours since demolishing what was left of the collapsed condo tower, crews have gained new access into areas once deemed too dangerous. >> operations seem to be moving much faster and will continue 24 hours a day for the indefinite future. until everybody is pulled from the site. >> heavy equipment speeding up the process, helping to remove 48 million pounds of concrete from the site so far. meanwhile, the heartbreaking numbers continuing to grow. 28 people are now confirmed dead. more than 110 missing. >> it's really, really hard to process. >> reporter: for ashley dean, the days are only getting tougher. her sister, cassie stratton, is still missing. she had just called her husband

frantic when the line went dead. >> you believe cassie could still be alive? >> if anyone could, someone like her could ma some type of miracle. >> reporter: now with elsa headed towards florida, search efforts could face harsh wind >> the first responders are the most frustrated by any delays we have experienced. truly, they live to save lives. >> reporter: their work, not lost on family or a growing number of young people. hundreds of handwritten cards for first responders pouring in. all of them from kids. giving their heros credit for going above and beyond. they are certainly working nonstop. last check, at least 400 search and rescue members still here on site, working those 12-hour shifts atop that pile. they say they've now gone through every section of the

sheinelle. >> right if it can keep us out of the hospital, that's important gabe, thank you. now to the increasingly tense situation in afghanistan where u.s. troops are winding down america's 20-year war, leaving the fighting to afghan government forces. nbc's chief foreign correspondent richard engle was with them on the ground when a fierce fire fight erupted. he is with us now from kabul richard, good morning. >> reporter: good morning, craig. the withdrawal of american forces is creating massive instability here the taliban are making advances. afghan security forces are fracturing but not all of them. one unit, the afghan commandos, which were trained by american special ops, are holding strong. they're carrying out about 90% of combat operations now and we just returned from one a few hours ago. outside kabul in a hostile taliban-controlled area, the commandos huddle for a pre mission brief. tonight, they'll raid a taliban

starts to spin off high winds and heavy rains. you are looking at a live picture here of key west but it's not just florida that's actually going to feel the impact of this storm dylan is back with a closer look at the storm's path. so what say you? ms. dryer, where is it heading >> this storm is going to continue to head north, possibly crossing over florida and eventually impact the southeast. but here it is off of key west right now. winds are at 60 miles per hour and it's the eastern side of this storm where we have heavy rain and a lot of energy that could spin off some tornados, as well look at this track it's going to come close to tampa, will likely make impact somewhere in the big bend of florida, which is an area that's very susceptible to storm surge. it's a fairley unpopulated area, though so that is one good news here. and it will most likely stay along the coastline of georgia and into south carolina weakening as it does so but producing a lot of rain. here is where we're expecting about a 3 to 5 foot storm surge in orange here that will inundate the coast a bit, including areas lik

tampa bay and we're looking at an additional perhaps up to 8 inches of rain on top of that as for winds, they extend far out from the center of the storm, so we'll likely see winds up to 40, 50 miles per hour, could see gusts up to 60 miles per hour but, again, when you get some of those spin up tornados, we could see a lot of wind damage for that, as well. the rain could lead to some flash flood, some of the higher amounts with those torrential downpours picking up as much as 8 inches of rain craig? >> dylan, thank you. now to the worsening situation tied to the pandemic in north korea the country's even stricter lockdown is compounding its economic problems. and kim jong-un says failures by top officials have now led to a grave incident related to covid-19 nbc's janis mackey frayer is following the story from beijing. janis, good morning. >> reporter: sheinelle, good morning. trying to assess the situation inside north korea involves a

lot of guesswork and, these days, there are more questions swirling around the pandemic, food supplies, and the health of kim jong-un. this morning, a deepening mystery around north korea with the country reporting food shortages and covid concerns and a frenzy of speculation surrounding north korea's leader kim jong-un who was -- for weeks he wasn't seen, then reappeared looking thinner. even his watch strap a few notches tighter. how or why kim lost weight isn't clear. the concern that his health could trigger instability in north korea and a new crisis for the u.s. >> kim jong-un is the state in that sense and if something happens to him physically, then it is almost by definition a political crisis. >> reporter: north korea claims it hasn't had a single covid case yet though, last week, kim sacke officials for what he called a grave incident that analyst in south korea took as a sign of an outbreak or a
