and heavy rains. >> a state of emergency is in effect for more than 30 counties now. we've already seen the storm battering key west where massive waves kicked up by the storm and 70-mile-per-hour gusts crashed into sea walls >> while florida is dealing with elsa, the northeast was hit with severe weather, as well, overnight. powerful thunderstorms bringing intense winds and causing power outages across the region. >> we've got it all covered this morning. we start with nbc's katie beck near tampa in st. pete's beach good morning >> reporter: good morning, craig. tropical storm elsa is now about 80 miles offshore from us producing 60-mile-per-hour wind gusts and packing some strong surge here at the coastline. this is by no means the height of this storm. this is going to continue until it makes landfall later today, which means millions remain in a dangerous path now bracing for impact overnight, tropical storm elsa barreling towards florida's west coast, nearing hurricane

strength as it inches closer to landfall in the u.s. the storm packing dangerous winds up to 75 miles per hour. >> you never know with the wind. that wind can get going and gusts can rip things down. >> reporter: bringing intense waves and heavy rains. >> a lot of stuff could go flying >> reporter: residents warned of potential life threatening storm surges, flooding and isolated tornados and just south of key west, a rescue mission, the coast guard pulling 15 people out of dangerous waters, releasing these dramatic images while nine are still believed to be missing. it remains unclear why these boaters were at sea or where they were headed governor ron desantis issuing a state of emergency in nearly half of the state's 67 counties. >> you do have hazardous conditions out there >> reporter: after making its way through cuba, elsa took its first swipe at the sunshine state in the keys. >> this is the roughest waves maybe i've ever seen in the

ocean ever >> reporter: lashing the area with more than 4 inches of rain. now residents along florida's gulf coast are bracing for impact >> we learned our lesson from ida last year. can't take it lightly. i'm set up for about a five-foot surge. >> reporter: airports shut down, businesses taking precautions. >> we actually got teams to start pulling in the furniture from the balconies >> reporter: hotels in downtown tampa strapping down deck chairs with sandbags. do you feel like you're ready? >> more about reassuring our guests and taking all the necessary precautions. >> reporter: now there is still a small chance that elsa could restrengthen to hurricane status before making landfall, but either way, this should be a wake-up call to everyone living in coastal areas to have a plan and be prepared because hurricane season is upon us and anything can happen. craig. >> katie back there in st. pete where the waves are roaring, thank you. let's head now to the south, to key west, for more of the damage that's been let me tell

behind by elsa nbc's sam brock is there for us. sam, good morning. >> reporter: sheinelle, good morning. here in the florida keys, folks are drying out after feeling the effects of elsa less than 24 hours ago. we received more than 4 inches of rain by noon. that is about what key west averages for the entire month of july the key west airport registered 3.7 inches of rain, an all-time total for the area in a 24-hour span wind gusts, as craig was mentioning earlier, reached 70 miles per hour or higher that effectively shut down a popular spot for tourists here the streets were empty for a period of time conditions behind me have cleared up significantly, but we're still dealing with some of the residual impacts from yesterday, specifically at key west airport, where they had several flights canceled this morning, some more were delayed as folks just trying to get home as for those strong winds we saw, those have migrated north with winds being able to extend 90 miles from the center of this storm.

and that, guys, as we're keeping a close eye on power outages, 12,000 registered in the state of florida that is expected to rise significantly throughout the course of the day. sheinelle and craig, back to you. >> sam, thank you. for more on where elsa is right now, we alternative to nbc's bill karins. what's the word, buddy >> the storm took a little jog to the left last night that helped out some people, but in days ahead, not some others that little jog kind of spared the tampa area, st. pete, the clearwater beach it kept off the strongest winds offshore that's why we're not showing you any damage from the tampa area that is great. that is fantastic for them they'll have to deal with some squalls today and maybe isolated tornados in florida. the storm is headed towards cedar key, expecting landfall late this morning, maybe early this afternoon it's going to make landfall right near what they call the big bend in florida. then it will be a big rain storm

after that that will be the biggest impact. if we're going to get more live threatening weather, it would be with flash flooding and that jog to the left now is taking this path a little closer to the mid-atlantic, a little closer to new york city, long island, and also southern new england. so if you have plans, friday morning especially in this areas, we could be in for some squally type weather, heavy rain for that early-morning commute here is to warnings and watches, warnings up to south carolina and georgia. even though the storm is going to be weakening, 40, 50-mile-per-hour winds, those stronger gusts along the coastal areas will be causing issues as far as the heavy rain goes, today as the storm makes landfall, north florida, areas around the georgia border, then those flood-prone areas in southern georgia, charleston, the savanna area are always getting flooding it seems like when they get heavy rain from these events 10 million people are affect by this. that little jog saved us in tampa and st. pete friday morning, that storm could be right over the top of new york city.

eight more bodies found tuesday, raising the death toll to 36 rescuers only breaking for bad weather as elsa barrelled towards shore. >> they were forced to pause for a little bit, about two hours earlier this afternoon because of the lightning >> reporter: for the first time tuesday, officials gave nbc and other media access to what is left of champlain towers south and the first thing that stands out is the sheer void of what's left behind from the collapse of this tower pieces of concrete as big as a car, rebar jutting out, that is the situation that rescue workers are dealing with 24/7. but hope that anyone may have survived in pockets of rubble is dwindling. >> unfortunately we're not seeing anything positive >> reporter: personal belongings pulled from the site tagged. investigators catalog the massive scene. the cause of the collapse is still unknown. miami officials are now reviewing the structures higher

than five stories. officials inspecting the sister building, champlain towers north, built around the same time by the same team likely using the same materials, they say. >> we have some concerns about -- not just some, but deep concerns about that building, especially given we don't know what has happened there. >> reporter: meanwhile, funerals for those lost starting tuesday. the guada family remembered. their two little girls, lucia and emma, sharing the same casket marked with two ribbons just blocks away, the memorial for victims only grows, volunteers placing flesh flowers next to pictures of those still missing. >> it's just heartbreaking morgan, in addition to officials reviewing other building in the area, there are now reports statewide efforts to consider major changes to these types of buildings. what can you tell us >> reporter: "the wall street

"in-depth today. this morning, a somber anniversary as the nation remembers the twa flight 800 disaster >> it happened 25 years ago this month, the plane exploding minutes after takeoff from jfk's airport killing all 230 people on board a "weekend today" coanchor and white house correspondent peter alexander joins us with morning. peter, good morning. >> reporter: craig and sheinelle, good morning to you it is still hard to believe it's been 25 years. the ntsb says the lessons learned from that doomed flight have made all of us safer. for investigators, this was a rare opportunity the reconstruction process was a painstaking one but also a watershed moment in aviation safety history and for families, a chance to make sense of what happened. >> pieces of wreckage and fuel oi hours. >> reporter: 25 years ago this

month, just off the coast of new york, the atlantic was lit up by flames from twa flight 800 images seared into heidi snow senator's heart. >> everybody's direction the changed in that moment when that plane went down. >> reporter: among the 230 people lost, heidi's fiancee, michel breistroff. joe litchner vividly remembers the last call from his wife with their daughters checking in before boarding the flight >> i could hear the girls running and enjoying themselves and having a great time. and they were so excited to be going to paris that is the thought that will always live with me. >> reporter: their flight from jfk exploded shortly after takeoff. >> i got a telephone call from pam's mother she said oh, my god, a twa plane went down off of long island turn on the tv >> reporter: the four-year investigation that followed was one of the most exhaustive in aviation history

investigators were able to identify all of the victims and 95% of the plane's wreckage was recovered. that boeing 747 first carefully reconstructed at a hangar in new york, then transported to the ntsb training center in northern virginia >> this is what caused this plane to go down this is the area where it occurred right here. >> reporter: the ntsb determining the likely cause of the crash an electrical spark that ignited fumes inside the center fuel tank this reconstructed fuselage critical to solving the mystery. are we safer because of this >> absolutely. question haven't had an accident like that since this one >> reporter: a testament, they say, to dedication and hard work this wreckage helps teach investigators valuable safety lessons producing recommendations that fundamentally change the way aircraft are designed from how they're wired to preventing explosions in the fuel tank. for this year it's been used as a unique teaching tool for future investigators >> i appreciate what the families sacrificed in order for

police say the person saw the big cat jump a fence in the area. officers checked and they did not find anything. along the peninsula there have been numerous mountain lion spottings in recent months, including in milbury as well as san francisco. let's get a look at that forecast for you today. meteorologist kari hall has a look at that. >> yeah, we are going to see some nice weather today. we're still enjoying the cooler temperatures in the valleys but tomorrow that changes. we go from the upper 80s to triple digits. we'll see more of these hot temperatures into the weekend as well early next week when it starts to cool off. but san francisco, we've been seeing a lot of clouds and fog here. expect some more sunshine starting tomorrow. highs reach into the low 70s and it's going to be a really nice weekend in san francisco as well as near the coastline as we'll see some much more comfortable temperatures here compared to what we'll see in the inland valleys. of course, we'll be following more of that heat with updates, marcus.

coast overnight. millions bracing for possible flooding, high winds, dangerous storm surge as well. catie beck joins us with the latest from florida. katie, what's the scene right there at st. pete beach? >> hey, craig, yes, these conditions are pretty intense this morning we are just 80 miles from the storm that is offshore and we are seeing heavy winds, gusts up to 65 miles an hour, and some storm surge here at the ocean front. so this is intensifying conditions, but it is not the height of the storm. it's not expected to make landfall actually until later today, which means millions remain in a dangerous path and are now bracing for impact here in the sunshine state, folks have been watching this storm as it has barrelled through the caribbean, through cuba, and up florida's west coast bringing hurricane strength winds, heavy downpours and some flooding. today it is expected to take a turn across the state, head up through georgia and the carolinas, and then through the

northeast. so the bottom line is, we're going to be dealing with the impacts of this storm for the next several days. craig. >> katie back for us at st. pete beach. thank you. nbc's bill karins is in for al with a look at where the storm is heading next and how strong it's likely to be bill >> we're only a couple of hours from landfall. up to this point, i'd say elsa has been more of an inconvenience in florida, a day of people having to kind of cancel their plans we haven't had a ton of damage but we still have 48 hours to go with this storm. we just got the new advisory in from the national hurricane center this just updates the intensity and it hasn't changed. it remains at a 65-mile-per-hour tropical storm it was a hurricane and then it weakened a little bit. it still could maybe get up to a hurricane before landfall, but it has an hour or two left before it gets near the coastal areas. then this storm, if it's going to create any problems and damage, it will be with flash flooding and maybe some downed trees.

that's going to be the legacy of the storm as it goes all the way through the carolinas throughout the day tomorrow and thursday night into friday, it heads up into the mid-atlantic region and i paused this at 6:00 a.m. friday, even very heavy rain and the possibility around new york city, long island and southern portions of new england. two to three hours overseas, the u.s. military has quietly left what had been its center of operations in afghanistan during two decades of warfare there nbc's chief foreign correspondent richard engle got a rare chance to show us around that sprawling facility. richard, good morning. >> reporter: this, this is bagram air field it was the biggest u.s. air base in afghanistan now u.s. troops have left and they've theft behind millions of things, from vehicles, lots and lots of vehicles some have the keys inside of them, some don't, but gym equipment, medical equipment and bicycles

the soldiers used bicycles like this one because the base is really the size of a small city. and in order to get around, you can't just walk. and i'm now biking on to what was one of the main runways. now, this air strip at one point was one of the busiest runways in the world with american jets and drones taking off from here, almost nonstop in order to carry out air strikes against the taliban and al qaeda now, it not just feels like a ghost town, it feels almost post apocalyptic. the way this base was handed over has created some controversy. the afghans say that the americans simply packed up, itemized all their stuff, and then left one night without telling the local commanders and that the local afghans who now run this base woke up and suddenly find that the americans

on tuesday, the lawyer filed court documents saying he would exit the position as soon as a new counsel was selected this follows britney's explosive court testimony where she stated she was unaware that she could even petition for the conservatorship to end ingham is the third resignation in the past week her long time manager recently announced his departure. her father's lawyer as well. the next hearing is september for july 14th. tom brady and aaron rodgers squared off yesterday for a celebrity golf match rodgers coming out on top. bryson dechambeau taking down the g.o.a.t. along with brady's partner on the course, legendary golfer phil mickelson. the second loss for team brady and mickelson. they were defeated last year by peyton manning and tiger woods now at the start of yesterday's match on montana's reserve at moonlight basin, dechambeau chipped in on the first hole
