the new findings ahead in a live report. 21st century jim crow assault is real. it is unrelenting. we're going to challenge it vigorously. a standoff on capitol him. democrats and republicans going head to head on voting right just an all new spending plan overnight. we'll break it down. a reopening plan that may boost wildfire protections and funding challenges for a city that's still facing a hard time. this is "today in the bay." good wednesday morning to you. i'm marcus washington. >> i'm laura garcia. today what may be the bay area's last mass vaccination site closing the doors this morning. san francisco's moscone center is shutting down. >> all this comes as covid cases

state wide begin to climb again. >> reporter: yes. good morning. that's exactly right. at the peak the center was bustling. we did several reports there. folks coming in, waiting, jursz trying to get the vaccination but today that site is officially closing. mayor breed said at the peak the center vaccination center helped to reach -- get the city of san francisco to 81% vaccination rate of all eligible residents. the city said vaccinations will continue through mobile sites and pharmacies. health leaders say that presence of the site helped to reduce new cases in san francisco by 97%. that from san until the last week of june but as we mentioned as that center transitioned from a vaccination side back to a convention spasz there's a new concern.

covid cases on the rise in california. the state positivity was .7%. this week 2.7%. hospitalizations on the rise. the 14-day average is about 1,400 patients. there's two important things to note about that information. a lot of those cases are located in the sacramento and the los angeles area. another thing to keep in mind 99% of those cases are coming from individuals that are unvaccinated. so some good news here in san francisco. we have that high vaccination rate. so our chances of seeing that spike still exist but lower than the locations without quite as high of a vaccination rate. we're live in san francisco. cierra johnson for "today in the bay." >> thank you. new numbers show that out of the 25 million kids old enough to get the covid vaccine only about one third received it coming as the delta strain is

surging. a follow up for you in the north bay. health leaders are speaking guidance on the new mask mandate in schools. the report public health leaders in talks with the state to get clarification on how to enforce the mandate. students k-12 are required to wear a mask indoors but districts will enforce the rule as they see fit. campbell schools in the south bay saying if a student refuses to wear a mask they cannot participate in in-person instruction. the time is right lawmakers say. more states decriminalizing marijuana. democrats say change is needed in washington. senate majority leader shuker is among those pushing the new bill to make it happen and new this morning sits down with gabe gutierrez. >> change between five years ago and today what people think and attitudes is so dramatic that that's why we have a good chance

democrats now agree that some of these issues are important because they impact families. >> a mom and dad going to work can't afford child care. >> a lot of republican senators who are inclined to be for infrastructure package also want to make sure it is not just added to the debt. >> reporter: meantime the president also speaking out on voting rights. we heard that in the speech in philadelphia but on capitol hill there is still up in the air of what if any legislation will pass and the white house is saying that the president applauds the texas democrats that fled the state to washington and has not yet said if he will meet with them. marcus? >> a big talker yesterday. happening there in texas. thank you. 6:05. new details, italian court rubber stamped the conviction of two marin county men in the deadly stabbing of a plain

clothes officer in rome. the two received life sentences for the 2019 stabbing. both attended temple high school. i tallian courts have to detail the rulings in 90 days. they clad the self defense was implausible. a search for a runner in pleasanton. deputies are scaling back the search for the 37-year-old. searchers found the cell phone in the car but infrared cameras have not been able to detect any sign of him. >> at night we go up with the airplane. the very sophisticated forward looking infrared camera. that has thermal detection. we are picking up deer. smaller game. >> deputies say the berkeley father of two may be incapacitated in the park or not

there at all. the glen cove fire station set to reopen as fire season hits the peak. it was closed down after the city declared bankruptcy. the city council voted to reopen it by the end of september. they said they have enough firefighters to staff the station thanks to grants but needs nearly $2 million for engines, repairs and other costs. hopeful signs this morning for firefighters battling the largest wildfire in the state right now. the beckwourth fire. it's now burned about 93,000 acres in 2 weeks. the firefighters say it is about two thirds contained. should be fully contained by next week. most evacuation orders in the area have been lifted. looking at the fires in the state right now here in california it is in good shape considering it's mid-july. most of the fires are located in

remote areas and the only one fought by cal fire is in the mariposa county area. in oregon homes are threatened not far from bend. this is where the grand view fire burned close to 6,000 acres about 5% contained right now. 6:08. taking a live look outside. let's go to the east bay and walnut creek this morning. very nice start to the wednesday morning. midweek. nice temperatures for today, too, kari. >> yes. it is so nice to have a cooler air moving in as we start out. live look in san jose. clouds rolling by the south bay and monitoring the air quality. all those fires across the region and possible that some of that smoke may make it into especially the south bay. santa clara valley. into this afternoon. it does look to clear out by

tomorrow. no doubt he'll be asked about inflation numbers showing the biggest price rises in 13 years. the fed just sent me a copy of powell's opening statement. he'll say that inflation has quote increased notably and will likely remain elevated in coming months before moderating. he never speaks in an exciting way. but he's saying it is temporary and this makes sense. we have talked about how the price of used cars really spiked. people are buying cars because they weren't. can't get a new car. thinking mass transit, maybe not. now buying them forever. some point you have enough cars and then the prices should come back down we think. sharon will talk about this at 5:30. >> exactly. thank you, scott. also new this morning, twitter rolling out the ability to change who can reply to the tweets after you posted them. limited could limit the replies.

temperatures today to where we normally are middle of july. reaching to 76 degrees in santa rosa but usually at about 84. lower than normal high temperatures for this time of year so it's been nice to have that cool down all thanks to the natural air conditioning kicking it up in high gear. the temperatures headed to the mid-70s for the south bay. 76 in downtown san jose and morgan hill 78. there will be a wide range in temperatures. check out the range from oakland. 66 for a high. 92 in brentwood. there are still going to be a few hot spots here and there and keeping it cool near the coast from the upper 50s to mid-70s. san francisco mostly upper 50s today and north bay reaching 75 in napa and hot in ukia reaching

this morning oakland united and members of the oakland chinatown community will rally outside a's headquarters to try to convince the team owners to commit themselves to and provide money for the site at the howard terminal. the group of citizens is demanding that the team negotiate in good faith with the city and commit to things like housing and local hires for the project. another group demanding the team does not build at the howard terminal but stay at the current side. this afternoon that group of the east oakland stadium alliance will release a report saying there's serious concerns if the stadium at the howard terminal. they argue the congestion would bring devastation to the port in terms of the business. that's why they want a's to next tuesday the oakland city

council is scheduled to vote on a nonbinding agreement for the a's proposed stadium at the howard toirm nal. commissioner rob manfred is trying to apply pressure on the city to reach a deal. he says that the way the city council votes next week will determine the fate of baseball in oakland and calls it a quote mistake to think that the team moving to las vegas is bluff saying that a negative vote by the council could mean the end of the oakland a's. bob redell, "today in the bay." >> thank you. a penalty by federal regulators. learned that they have been hit with an immediate jeopardy notice.

the team learned they have been hit with an immediate jeopardy notice from the centers for medicare and medicaid services meaning there's or was a situation where the hospital's failure to follow regulations put paat risk of losing the medicare contract. the hospital said there's no demonstrated harm to patients. parent company hca health care saysdings demonstrate areas where we have work to do and committed to address each and every one of them. we had self-reported some findings to the state,many are due to the national nursing shortage and increasing patient. our investigative unit documented violations with concerns of patient care. nurses spoke about the workload. we don't know if this or something else led to the federal notice or what the hospital will do. you can head to the investigative unit section on the home page for this story. and link to the prior story.

6:34. now to the money and prices for things days seemingly going through the roof. we have new numbers this morning to explain why it seems you pay more everywhere. >> "today in the bay" sharon katsuda is live. this is a perfect example of skyrocketing prices. >> reporter: that's right. i talked to a driver who just took off and the price is $4.60 a gallon. they're saying they still have to pump the gas because they have to go to work. here's how bay area prices looked over the one-year period that ended in june according to the data posted yesterday by the bureau of labor statistics. unleaded gasoline prices soared 41.6%. used cars and trucks skyrocketed 44.2% higher. meat, poultry, fish, egg jumped 5.2%. this is the highest year over year jump since 2008. experts say supply chain issues

are to blame as the country and bay area aggressively tries to reopen after the pandemic. coming to used cars dealerships are adapting. >> we have had the guts to go out and pay the escalated prices to hope to sell it to the consumer. we have them in inventory and the consumers are buying them. >> reporter: restaurants are charging more for the meals as they try to survive. parents, too, school supplies are going to go up. by the time you're ready to purchase the supplies so shop around before you buy. >> thank you. let's bring in scott mcgrew on this. no one knows whether inflation is temporary or long term. >> that's right. we have never been in this spot before. fed chairman powell will speak

today. if he is wrong that could be a huge problem. if inflation is a long term thing, that is a disaster for our economy and your savings. why not take action? the action is raising interest rates but if this is temporary raising interest rates would be the worst thing to do. you have two choices. both of which are a mess if you choose wrong and wreck the economy. inflation temporary feels right. so people went out and bought used cars after the pandemic. maybe they're uncomfortable with transit. can't get a new car because of the chip shortage. everyone that wants a car will buy one. >> if they can. >> yes. but eventually it should catch up. right? and that's when the prices should come down. like i said if we are wrong we have really messed up the economy. >> yeah. okay.

people are hurting right now. >> on that happy note -- >> thank you, scott. look a vote before san francisco leaders today may help some in the city struggling to make it in the bay. this is better news this morning. activists are pushing for san francisco to acquire this building on irving street. right now it is a temporary home for police credit union but many in the sunset want it turned into a multi-story building of affordable units. an impact to a power source. the plant faces closure due to low water levels. the water is pumped to generate electricity. at full capacity it powers 800,000 home just the lake is currently sitting at 668 feet. the plant would shut down once the lake hits 640 feet. experts believe that could happen as soon as three weeks from now. new details on a nationwide

out mostly clear we are not going to have a warm day. mostly going from the upper 50s to mid-08 today. we'll enjoy the cool down and talk about the weekend ahead. looking at traffic flow. the slowing for highway 17 but in oakland the traffic flows much more smoothly. the earlier crash cleared on the nimitz there. three san leandro officers rushing into action to save a woman whose car went into the water. the mustang is pulled from the water. fire officials says that it was fully submerged. the officers pulled that driver out. the woman was given cpr and taken to the hospital. no word on the condition at this point. the officers are okay developing this morning the ntsb is investigating the deadly crash of a small plane into a home in monterey. the plane crashed after takeoff yesterday morning. a female pilot died why

"today in the bay." >> thank you. now sonoma health leaders talking about a new tool. the press democrat reporting that the new diagnostic machine provides genetic sequences for positive test specimens. the cost $275,000. car wash businesses are completely dependent on water but the industry's now finding ways to cut down like a san diego business with a new sprayer that consumes less water. one trade group says the average car wash uses 4500 gallons of water per day. used water is recycled for the

76 in san jose. 78 for a high in morgan hill. east bay we are still looking at some low 90s in brentwood but most of the rest from the tri-valley and livermore up to 82. 75 in martinez. cooler in oakland at 66 degrees. daly city up to 60 today but palo alto mid-70s. san francisco mostly in the upper 50s and low 60s. north bay cool. 74 degrees for a high temperature in sonoma. we see the blue shades that indicates that there could be some smoke coming in, especially going into early in the afternoon. but it does look to clear out by tomorrow. with breathing problems limit the time outside with the fires burning in the region. not seeing them impact the air quality at the surface level. we haven't seen that much of the week. as the temperatures remain cool

seeing the highs in low 80s. quick spike in temperatures up into the low 90s. not as hot as the past weekend. mike, how's the commute? >> looking at a pattern seeing here in the south bay. north 87 shows slowing from now to downtown until about 9:15 in the morning. expect that again today. the rest of the bay looks standard with the traffic flow. east bay with slowing to dublin and just off the castro valley "y." really highway 4 seeing that build. we just now cracked that half hour barrier again in through concord and then walnut creek. thank you. pope francis back at the vatican den dais after surgery. it was a planned procedure scheduled for early jimmy butler when the audiences are suspended and the pontiff takes time.

6:56. welcome back. a look at top stories on "today in the bay." first added new pressure on oakland for a deal to keep the a's from leaving time. >> bob redell live this morning. fans want to see some movement right now. >> reporter: so does the baseball league commissioner. commissioner rob manfred is trying to pressure the city of oakland to keep the a's in the east bay. next tuesday the oakland city council is scheduled to vote on a nonbinding agreement for the proposed stadium at the howard terminal. the commissioner says that the way that the vote goes will determine the fate of baseball in oakland. he also calls it a mistake to think that the team moves to las vegas is a bluff. later this morning a group will rally outside a's headquarters to try to convince the team owners to commit themselves to and provide money for the site at the howard terminal. another group is demanding the

team does not build there and instead rebuild at the current site. this afternoon this group of the east oakland stadium alliance which is a coalition will release a report that they say shows major safety and security concerns for the proposed stadium. but the major league baseball commissioner again putting out the message that he wants the city to make a decision one way or the other. reporting live, bob redell, "today in the bay." >> thank you. new numbers showing that out of the 25 million kids old enough to get the covid vaccine only about one third received it coming as the delta strain is surging. marin county health leaders are seeking for guidance. public health leaders are in talks with the state to get clarification on how to enforce the man date. the state health department says students k-12 are required to wear a massing indoors but
