we're not seeing anybody out there on the stretch right there looking at san jose. i guess we are just the early birds. we are going to see the temperatures in the upper 50s to start and then as we go into the rest of the morning it's going to clear out and warm up. lunchtime, 70 degrees. i think that's a lunch outside temperature. we are going to see our high here reaching 76 degrees, and 66 degrees in oakland. martinez up to 74 degrees. mid-70s for santa rosa, napa and san francisco still in the low 60s today. we are still feeling that cool air. we are going to have a nice start to our weekend. we'll talk more about that coming up in a few minutes. mike, how's it looking on the roads? >> clear at 5:01. and fremont, we're looking here, and could be a little fire in the grass. no problems reported there, and

the bay bridge, i did hear about another issue. smoke or a smoking vehicle reported right around treasure island. the traffic flow remains smooth out of san francisco. no problems so far. we'll follow that. back to you. >> thank you, mike. recent covid spread prompting one county east of the bay area to ask everybody to mask up. this comes in the wake of the new north bay outbreak of breakout cases. cierra johnson is looking into both of these stories. >> reporter: let's start talking about yolo county. it's that county asking residents even if they are vaccinated to resume wearing masks inside, and it's because of the prevalence of the delta variant as well as a release of covid cases.

the health officer with yolo county said 76% of the positive samples collected at the end of june to the beginning of july were, in fact, the delta variant. the health officer recommended fully vaccinated people along with those 65 or older or immuno compromised to wear masks indoors as a precautionary measure. so far we have not learned of any bay area counties issuing these type of recommendations. taking a quick look at the covid cases here in the bay area, that 7-day average per 1,000 people increased in some counties. we mentioned the break through cases here north of here in sonoma county, and there was an outbreak at a homeless shelter,

and nine of the 59 people affected were hospitalized and six of them were vaccinated, and they are not sure if the delta variant is at play here but officials concerned about the outbreak in yolo county and concerned about the prevalence of the delta variant and that's why they are asking folks to wear masks indoors. >> thank you. look forward to an extra $250 in your bank account today, maybe more. families are getting their check from the extended child tax credit. care, a number of other things, climate, those things are still up in the air. this money is not. it is approved and is part of the american rescue plan, covid relief. >> $3,000 per child, and more for some in monthly payments that start today. >> expanded child tax credit provides working families $250 each month, and $300 for every child under 6 months old. the credit helps lift 39 million families out of poverty. the rest of the family plan faces big hurdles on capitol hill. >> we are getting this done. >> getting it done! >> the president's priorities health care and climate change are embedded in the democrat's $3.5 trillion plan that they will try and push through with no republican votes. >> do you think $3.5 trillion is too high. >> depends on if we can pay for

statements about health care c response. and neighbors were shocked to learn of this arrest. >> bound to happen with everything we experienced in the last year or year and a half, and i'm not surprised but didn't think it would happen in our town. >> this is the first federal fraud prosecution related to the vaccine cards. and now volunteers still plan to look for any sign of the jogger. search and rescue teams from across the bay area have been trying to find phillip cry check. authorities now wonder if he maybe elsewhere. >> first scenario is he's somewhere up in this ridge area, and the second scenario is he parked his vehicle at that trail head and is somewhere else. >> officers would not elaborate

on any theories of where else he may be but only said they are considering all possibilities. a missing person investigation is also under way. and then hayward's city manager will testify today following a mysterious explosion back in may that sent chunks of metal flying feet away from the plant. the city says that it will not support restarting the plant until the cause of the explosion has been determined and until safety and environmental reports are done. a live look in san francisco this morning. they are trying to get money in the hands of crime survivors for safety and justice as just announced a new $100,000 grant program. that move comes as another program aiming to interrupt the cycle of crime is under scrutiny. the pretrial diversion program for people released from jail

prior to trial is seeing half of the clients reoffend >> what i find so alarming and frustrating is the pretrial diversion project had this refused to share it with this nd body when i asked for it. >> she's calling for more frequent updates. the ceo still stands by the value of that program. b.a.r.t. is bringing back late-night service on thursday, friday and saturday nights. then on august 2nd, train service will return to normal, running until midnight, weekdays and saturdays. b.a.r.t. shutdown the late train service in march of last year. the key words there, returning to normal. we're all seeing a little more normalcy, especially this morning on "today in the bay." >> kari is our normalcy.

right now at 5:14, we're about 45 minutes away from sunrise and about time to get in that morning workout starting with clouds. temperatures in the mid-50s and it's going to be a nice cool and refreshing morning for the start of what will be a comfortable day. a look at our microclimates

coming up in a few minutes. palo alto, a smooth flow of traffic. 101 with the tale lights, there could be crews there but no slowing. netflix says it's going to get into gaming. streaming the games right to your television set over the internet. it hired a new boss to get that going. it may be a few years before that becomes reality. it's something companies tried to do before but it was not until now internet connections were fast enough to do it. it's not just the video and sound, but the computations sent as well simultaneously. jay powell said he thought the inflation we are seeing is temporarily, and he was asked about the high cost of houses.

we're well aware of it in the bay area, but house prices going up everywhere. the fed is partly responsible for that, and it buys the securities which drives the pricing. the problem with house prices is when you raise interest rates to school the market, it makes the house that much less affordable. we cannot win on the house price thing. and then the number of people applying for unemployment has been going down, as has the number of already collecting and continuing to correct. and critics saying the extra money is keeping people out of work. looking at the data they may be right. the consumer product safety commission has sued amazon over

product recalls. the cps c says there are hundreds of thousands of products that have been sold on amazon that were ultimately recalled including 24,000 carbon monoxide detectors that don't work at all, and 400,000 hair dryers -- >> that explains it. your segment is over now. thanks. a new recall alert involving something else you may use every day. johnson & johnson recalling sun screen brands due to low levels of benzine and organic chemicals that could cause cancer. here's a list on your screen.

j&j says consumers should throw them away. a potential hazard, gm is warning the owners of cars that they should not park bolt fires inside or charge them unattended. the carmaker says two vehicles thought to be repaired after the recall was issued recently caught fire. trending this morning, something to get your mouth watering, perhaps. a las vegas restaurant says it served the most expensive steak every sold for $20,000. that steak weighs almost four pounds and was tossed with rare kinds of truffle. if you don't have the $20,000 in the bank, don't worry, the restaurant is offering similar

we often see 17 minutes out of brentwood and in towards 580 as the traffic continues to flow there. bay bridge, i'm still watching the report on the smoking vehicle on the lower deck. a bridge crew is on scene but no problems. a smooth flow of traffic seen on that shot. and then out in walnut creek, we see clouds rolling by. a few breaks in the clouds but we will clear out as we go through the next few hours now. we will go from the mid-50s to the low 60s at 10:00. sunshine for your lunch hour, 69 degrees. we're enjoying a cooldown. that continues as we look at our high temperatures today. cupertino heading up to 77 degrees, and 80 in morgan hill. for the east bay we're in the mid-70s for spots like martinez, but antioch, 84 degrees for a high today. fremont reaching 73. check out daly city, half moon

bay. staying foggy and in the 50s, while redwood city and palo alto reaches into the low 70s. novato reaching 77 and in clear lake, still hot 92. napa, 72. we are still dealing with the intense heat over the desert that is trying to nudge its way into the bay area sunday into monday, and near the coast we are keeping the ocean breeze with a storm system moving in to the pacific north west. san jose, over the next few days, once again warmer but not too much. doesn't last long. by next week we're back in the mid-70s. we are going to see our temperatures head up in some of our valleys and then come back down as we get a look at the temperatures reaching 80 degrees for today. low 80s for tomorrow. today is actually one of the cooler days we will see in quite

a while before we get a little warm-up going into the weekend as well as the start of the new week. san francisco, we will see highs in the low 60s. now to the climate in crisis, we are looking back at what happen in june. some experts are saying it did prove to be one of the hottest on record. according to noaa, as the earth continues to warm we are seeing the heat that will be more frequent due to climate change as it drives in the warmer temperatures over all. eight states saw their hottest june yet, including arizona, california and nevada during the pacific northwest heat wave on the last week of june. we remember that. this was some of the spots recording 40 degrees above normal temperatures. 175 new records were set.

your forecast in brentwood, temperatures in the mid-50s and mostly clear this morning as we go into the rest of today. we are going to see the temperatures in the upper 60s and then mid-70s at lunchtime. a look at our highs in oakland today, reaching 66. all of this is still really nice compared to what we are normally seeing in the middle of july, so expect more of that into the next couple of days. i'll have a look at that forecast in a few minutes. mike, how is it looking for the commute? >> calm. i have more cars to watch, and so far kari got in just fine, which we are happy about. over here an issue on the shoulder, eastbound 80 near highway 4, and chp said it could be gusting. and no problem getting out of san francisco right now. another roadside fire reported here, 660 around mission north and have not heard about any issues, and anytime we hear

about a fire at all there's concern. i'm following it. back to you. palo alto schools facing a suit tied to the mask policy. >> the suit stems from one student that enrolled in summer school. this shines a light on the mask debate ahead of the new school year. >> reporter: that's right, laura. the student's name is not disclosed in the lawsuit but he is set to become a senior here at palo alto high school this fall. the lawsuit says the father enrolled his son in the summer program, and when the student did not wear a mask on the first day of summer school the lawsuit said he was sent to the office, and he has a disability and he cannot wear words correctly with a mask. we have not confirmed with the district the details on this case. meantime school districts statewide are trying to determine how to deal with these

types of cases come fall. all students, even those vaccinated wear a mask at school but is allowing districts to decide how to implement the plan. there will be no social distancing required when the schools reopen this fall. reporting live in palo alto, i am sharon katsuda for today in the bay. and then the only vaccine is pfizer approved for emergency use in kids. it takes about two weeks after the second shot for the body to build full immunity. five weeks from today is august 19th, right around the time many kids will be heading back into the classroom. the city of san jose now reportedly wants the bar and grill where a waitress recently died to be shutdown. you may remember last month when a parked truck slammed into the

outdoor dining area killing that worker, and since then new revelations suggested there may have been sexual activity going on inside that vehicle before the crash, and now some authorities allege it's a hotbed for prostitution, solicitation and other potential hazards. restaurant management did not respond to the mercury news reports. gun right groups are rolling up their sleeves for a legal battle in san jose. there's a new gun control measure that would make gun owners pay for the cost of gun violence. legal action was threatened if the city was followed through on the plan. recology refunding san

francisco customers more than $94 million in overpaid trash fees. according to "the chronicle," this comes to a settlement tied to improper rate hikes. you will have had to have recology account between july 2017 march 2021. recology says san francisco customers will receive an e-mail or postcard with an id and p.i.n., and you will use that on the website to decide how you would want to get that money, like through an app or a check in the mail. and then the dixie fire started yesterday along highway 70 near paradise, not far from where the 2018 camp paoeur killed more than 80 people. cal fire says this fire is burning away from the populated area heading more into the remote plumious county.

it has burned 1,200 acres with zero containment. and then vendors and grape growers are trying to ask the county leaders to explore a local level fire department rather than contract out of cal fire or rural areas. cal fire partnership goes back decades and includes five stations. it's time to get a look at the forecast. when it's thursday, we like to look ahead to the weekend. meteorologist -- >> who are you kidding? we talk about it on monday. >> yeah, it's like we can see, like i can see you now. >> yeah, it's all here and going to be good, too. let's get a look at the beach forecast, and even with the cooler temperatures we will see a lot of people wanting to head to the coastline.

stinson beach reach into the mid-60s for today and by tomorrow in the low 70s. 72 degrees on saturday. you can see the trend that will be warming up while a lot of our inland valleys dealing with temperatures in the 80s and 90s. half moon bay will be in the low to mid-60s throughout the weekend. monterey also looking at more of the same with a little bit of that coastal fog that will linger throughout much of the morning. let's check out some of the things going on in berkeley. we have the artist and flee market going on. starts at 11:00 in the morning. there it's going to be in the low 60s. we do have some really nice weather throughout the day with some upper 60s in the forecast. we'll talk about what is going on today in our forecast in a few minutes. mike, how is it looking now for the commute. >> looking good right now. the south bay does show a bit of slowing we typical's 5:38, almos is the time when the traffic

builds. several folks are on the same level and travel in the same portion of san jose on schedule. this is the drive out of antioch, highway 4. all the way over here towards interstate 80, a little crash on the shoulder. a little build at the bay bridge, and so folks do have to slow as the road narrows in some spots. the bay bridge toll plaza, no backup but a steady flow of traffic into san francisco. how about free money for californians? we're breaking down a vote today that may change a lot of lives across the state. washington working to repair relationships with europe. and then a very odd situation. check it out. after the break, how this bear got stuck and how social media may have saved her life. it's all new this morning for you in our bear beat.

orleans have also tried it. state lawmakers will consider a bill to provide $35 million for guaranteed income programs statewide. the first program of its kind in the country. we are turning now to checks & balances. >> when we talk about the german chancellor meeting, president biden and the chancellor trying to repair the relationship. >> yeah, germany may be just one country in europe and it's the most powerful and the key partner of nato. they have met many times before. merkel has been chancellor for four presidents now and did not have a good relationship with trump. on the day she was named "time's" person of the year, trump tweeted she was ruining germany. there are two bills to track.

cut it off and made sure she was okay. talk about newfound freedom. and she did thin out because she could not eat, but she'll be okay. >> beary good there. >> we are nbc bear area. didn't change that yet? >> no, there we go, there you have it, as we move you forward. >> yeah, let's look at forecast. yeah, let's look outside as we are starting out, and a lot of people heading out the door and hopefully no bear encounters in pleasant hill as you are heading to work. as we approach sunrise it's going to be a really nice one. as our temperatures go from the mid-50s, we will see our sky clearing and then go into the rest of today, low 50s to low 70s in the forecast.

towards the east bay, a little cooler than yesterday. danville reaching 79 degrees. martinez heading up towards 74. oakland 66. and 86 in brentwood. the next several days, we will see the warmer air staying towards the inland valleys and cooler temperatures near the coast. as the 7-day forecast comes up at the bottom of the screen, come on over and take a look at it. we will see some temperatures in the 50s near the coastline, so you will be going from brentwood over towards half moon bay. you will notice a big difference from the mid-80s to the upper 50s there, and then for san francisco expect highs in the low 60s. for the northbound we're anywhere from 90 in clear lake to 67 in mill valley. as we get a look at this, it shows our near surface smoke and where you see the shades of blue

it indicates where we have some of the lower air quality and smoke drifting in. as we go through the next few days, the air quality will be improving but the early morning hours is when we could see the smoke coming in from all of the fires that we have across the region. take a look at antioch in our 10-day forecast. we're looking way out. the weekend will warm up in the mid-90s and then cooling down next week, and that's the over all trend we will see with the inland areas. we go from 80 degrees today and mid-80s and 90s. san francisco, cool, foggy and highs in the 60s. mike, how is it looking now for the morning commute. >> a few more cars out there, kari, and a little slowing with the typical pattern here. 101 northbound, typical spot

from 680 to oakland road, and it's sorting itself out. that's the first build. from no. 87 is showing slowing before 7:00, and lasting until around 9:30 throughout the monday and tuesday commutes -- i mean, tuesday and wednesday commutes throughout the last couple of weeks, so we are watching that build through silicon valley. google is having folks come back in september, and we saw a little change earlier in the week. we are watching for more slowing not yet on the sensors for highway 4. richmond, still smooth over towards san rafael. new details, pop star britney spears officially has new powered legal help in her
