the back-to-school season. but, hoda, doctors here at this little rock hospital say about 20% of their current patients are pregnant women who were reluctant to get the vaccine, hoda. >> horrifying. thank you, gabe. in washington this morning president biden is pushing congress to pass a new $3.5 trillion plan the bill would overhaul everything from early childhood education to health care to the tax code the biggest most expensive piece of legislation ever to pass through congress nbc's gary hake joins with more. >> reporter: good morning, savannah this massive piece of legislation still in the process of being written, by the way, would touch nearly every aspect of the american economy. democrats say it's what president biden ran on and what the american people want and they'll need every democratic senator to agree to overcome complete republican opposition. the new spending plan rolled out by senate democrats wednesday would be the single biggest and most expensive piece of legislation ever passed by the u.s. congress. >> we're going to get this done. >> reporter: it's the latest in a move of sweeping moves by president biden essentially reshaping the economy.

focusing on democrat priorities, like expanding social and environmental programs and facing universal republican opposition. >> the most consequential piece of legislation proposed since the great depression and fdr. >> reporter: this week families of around 60 million american children will begin receiving child tax credit payments of $300 a ma or more part of a stimulus plan and the new proposal child care, health care and climate change the $3.5 trillion includes clean energy, pay for universal pre-k for 3 and 4-year-olds and add new hearing, vision and dental care to medicare among dozens of other provisions it would be paid for largely with tax increases on corporations and families making more than $400,000 per year. along with a string of measures think year pumping money into the economy sparking fierce of inflation, currently soaring with highest rates since 2008. democrats going it alone with no

miami's little havana where many cuban-american, calling for change kerry, good morning. >> reporter: so good morning you know, after blaming the united states and it's embargo for the unrest in cuba, this morning cuba president miguel diaz canal is acknowledging his own government shortcomings that resulted in soaring prices and shortages of food and medicine, but it is unclear this morning if the communist government's admission of some culpability will be enough to quell the largest protest on that island in more than 30 years. in a national address over night, cuba's president admitting for the first time his government's failings, saying, i accept that we have responsibility in much of this adding, they need to learn from their mistakes, and analyze cuba's problems in order to act and overcome and avoid their repetition.

cuba now quiet. but over the weekend, thousands taking to the streets. five flights a week it's unclear how providing food and medicine in that small quantity really has much of an impact, since the population of cuba is more than 11 million hoda >> kerry sanders thank you. also this morning a new report from the justice department blasting how the fbi handled allegations against former gymnastics doctor larry nassar suggesting the fbi dragged its feet before looking into sexual abuse putting even more girls in harm's way nbc's stephanie gosk has more on the troubling findings and you've followed this a long time. >> reporter: definitely striking the fbi first learned about the allegation as against larry nassar in july 2015 but took near been a year to open an investigation and during that time nassar kept his job at michigan state they say the abuser could have been stopped sooner. the scathing report outline as string of failures by the fbi in earliest stages of the larry nassar case including at first not handling allegations with

the utmost seriousness and urgency they deserved. in july 2015, usa gymnastics first told the fbi field office in indianapolis that multiple gymnasts made sexual abuse allegations and nassar lost his job as the olympics team doctor. according to the inspector general the field office conducted limited follow-up, only doing one phone interview, and not properly reviewing evidence in the case the mother of gymnast maggie nichols told savannah how frustrated she was when an agent finally reached out after months had gone by. >> i reported this over a year ago, and you're the first person from any form of law enforcement that has called me, and i said, so when did you get this assignment he told me, yesterday. >> reporter: while the investigation lagged nassar kept his job as a doctor at michigan state university and at a top gymnastic club continuing to abuse minors in his care in a statement the fbi calls conduct and facts in the report appalling and actions of bureau employees described are inexcusable and a discredit to the organization the agency adding, it's already

taking steps to improve and ensure failures don't happen again. the 57-year-old nassar is serving a life sentence for sexual abuse and possession of child pornography. in all, hundreds of women and girls have accused him of sexual abuse, including stars aly raisman and simone biles, who recently opened up how nassar's abuse affected her in her facebook docuseries. >> i stayed in my room i didn't want to go anywhere i kind of shut everybody out i don't know it was hard for me >> reporter: hmm biles and raisman calling for accountability for years and the inspector general says the fbi should have done a better job. >> well, the fbi says it is taking steps to improve their report and making any recommendations to that affect >> reporter: yeah. the inspector general wants the fbi to clearly state when employees should reach out when

flagstaff, ars look at this incredible look at this car when we talk about flash flooding, monsoonal moisture coming in. ground can't hold it and, boom that car is gone everything is washed away in a matter of moments, and then talking about tornadoes in iowa. yesterday, 27 reports of tornadoes including this one in lake city, iowa. damage reported. we saw a lot of activity, a lot of farm activity where there was damage there being reported. so that's something that's going on, and, in fact, looking at more severe weather today from buffalo all the way to oklahoma city we've got a risk of severe weather for damaging winds, isolated hail, tornadoes are possible heavy rainfall localized amounts of up to six inches of rain stretching from tulsa, oklahoma to western new york and a lot of heat and humidity. we've got heat advisories for 15 million people here in the

northeast and a big area of high pressure pumping up warm, humid air. heat and humidity, going to make it feel like it's over 100 degrees. look at the northeast today going into the weekend temperatures into the upper 80s, low 90s, but you factor in the heat, and it feels like it's in triple digits from philly, ocean city on into washington, d.c we're going to get it your local forecast coming up in the next 30 seconds. good one. the latest on britney spears. the pop superstar back in court yesterday, this time sobbing with emotion as she fights to end her conservatorship and reclaim control of her life. we're in l.a. with more from erin mclaughlin. good morning. >> reporter: savannah, good morning. we thought the court hearing could be high drama and it met that expectation. britney spears making an impassioned plea to the court, speaking quickly, and at times, in tears, railing against her father and a conservatorship she says has ruined her life. this morning, britney spears appearing to celebrate on instagram posting she feels gratitude and blessed, coming of a her raw and emotional day in court on wednesday. testifying remotely by phone, the 39-year-old sobbed lashing out at her father jamie demanding he be removed as her conservatorship immediately and charged with conservatorship abuse. telling the judge she was extremely scared of jamie and

wants him investigating. this conservatorship is literally allowing my dad to ruin my life. >> they're literally not listening to what i'm telling them. it's sad. >> reporter: the subject of a documentary. jamie spears controlled his daughter's finances for most of it with a second conservator now in charge of her personal affairs. on wednesday, britney tells the court the conservatorship even controlled her diet saying she was often barred from eating hamburgers and fries and drinking coffee. their goal, make me feel crazy, and i'm not. that's not okay. through his attorney, jamie spears refused to step down saying britney made a lot of misstatements and he's been there for her 24/7, loves his daughter and only wants the best for her. a judge recently did not approve

her request to remove him. now the over protected singer may be one step closer to gaining her freedom. the judge granting her request to choose her own lawyer, celebrity power attorney and former federal prosecutor matthew rosengart who's represented a-listers like ben affleck and sean penn. he will try to get britney spears out as soon as possible saying if he loves his daughter it is time to step aside. given the allegations that britney has been making against her father, why has it been so difficult for her to remove him as conservator? >> difficult thus far because she hasn't had an advocate like the one we saw today. >> reporter: britney's new celebrity attorney says, the goal now should be to free her from the conservatorship and her father for good. >> the question remains, why is he involved? he should step down voluntarily as that is in the best interests of britney spears. >> the next court date is scheduled for september. britney's new attorney says he may petition to remove her

father within the next several weeks. savannah? >> all right, erin, thank you. for more insight into what comes next for britney spears we turn to legal analyst lisa green. good morning. >> good morning. >> it strikes me that the hires of this attorney that she chose has the potential to really blow the case wide-open. fresh eyes, it's her choice, that he can really now dictate what happens in this case. what do you make of it? >> completely agree. i think we'll look back at yesterday as britney's independence day. here's why. this lawyer, experienced, former federal prosecutor, well versed in the ways of hollywood, is not a member of the insular bar that generally handles conservatorships. he's not going to disobey the law with conservatorships. as you say, here's a fresh, opening the windows, letting th advocate that britney, like everyone american deserves in

court. >> britney was once again speaking before the court. emotional. impassioned. speaking quickly. sometimes so quickly the court reporter couldn't keep up and at one point didn't want anybody to hear it, get reporters out of the room and then changed her mind. how does this go over with the judge? this is an audience of one. the judge decides her fate here. >> yeah. i think in the end, although as you know, savannah, most lawyers are reticent, reluctant to very clients speak publicly. britney has done herself favors by give giving the misery she's had as a fully grown adult, a millionaire and no ability to control her life. i actually think it's helpful for her. >> she made it clear she does not want to be evaluated again. she wants to be freed from this conservatorship but does not want to undergo a judge? >> most judges in this position

would want an evaluation. i expect will happen, now that britney finally has a lawyer who she has chosen herself and can trust, she may talk with her lawyer and look for a way to make that so. maybe feel less distrustful of the system, understand it's a box she needs to check and maybe have input into who had chosen for this significant step. >> finally, the question is not, whether she's perfectly mentally healthy. the question is whether she can take care of herself, whether these competent. it's a pretty low bar. isn't it? >> it's a low bar, but here's the catch 22. once you're placed in a conservatorship it's hard to get out. why hiring her own lawyer is a significant step. assistance to get in will and make that case, you know, advocate for her, as you know, talented lawyers can do. >> lisa green, our legal analyst. thank you very much. coming up next, a look at veterans who n veterans who need marijuana for chronic pain but cannot get it

step back and kind of evaluate what we were saying yes to and the why, and said for a full year we're going to not take any -- sat back. focus on the business. >> sometimes that's the opportunity we weren't chasing it it sort of came in through the we weren't chasing it, when it felt like it was no longer -- filling us the way we hoped it would at some point in this, on that journey, it was easy for us to kind of step away from it, because it wasn't like that was the net goal no matter what. imagine somebody in law school wanting to be an attorney and finding out taking the bar i don't know if i want to do that. well, you committed to that place. for us, if this isn't going to be our future let's step back and see what our future is. >> what was that time? that space what did you learn about yourselves and your family >> so many people, i want to say this part. like so many people experienced that in the last year and hoda talked about that. it's like people who thought

going into the pandemic, oh, my gosh we're going to all have to click together and do this thing click together in this additional space multigenerational families come back together. kind of for the first time at least in generations. right? all of this stuff happened we joked it was like, when the pandemic came due, like when it actually started evolving, jo and i were like, oh, man this last season prepared us for this season. it was like the sweetest season. it took a minute obviously, we were all anxious to do other things as we started gelling and getting used to family dinners again and used to just being together as a family like playing checkers because we a bit bored we were like what a beautiful gift it became a gift sorry. what are you going to say? >> nothing pup said it all. >> such a beautiful parents and
