bomb targets in sacramento. "today in the bay's" cierra johnson live in san francisco this morning with more information on the suspects and the plot that authorities just uncovered. >> reporter: good morning, laura. yeah, that case is now unsealed, those documents unsealed and federal prosecutors say two bay area men did have a plan to fire bomb the democratic headquarters there in sacramento, and they say they began hatching that plan shortly after the 2020 election. now, the two men, 45-year-old ian rogers, is of napa, and 37-year-old jared copeland of vallejo, are said to be behind the plan. now, copeland was arrested in sacramento on wednesday. rogers was arrested back in january. so according to prosecutors the plan was to fire bomb the john l. burton headquarters with the hopes that that explosion would begin some type of a movement. prosecutors say the pair used multiple messaging platforms to discuss the plans and at one point copeland even messaged

rogers saying he had been in contact with anti-government militia groups to gather more support. for some lawmakers this plan and arrest signal a greater issue. >> these are all symptoms of a larger issue, and that is our society and this separatism. even now, you know, i again thank the fbi for their work, but in this day and age, you know, we should not be concerned about violence and terrorism just for participating in a democratic process. >> reporter: rogers and copeland are both charged with conspiracy to destroy by fire or explosives. that building in effect is utilizing interstate commerce. rogers is charged with additional weapons charges. if convicted both men face 20 years in prison. both men from the bay area are scheduled to appear later this month in federal court. we will continue to follow this as

johnson for "today in the bay". >> thank you, cierra. meantime, a live look in los angeles this morning, when seems to be moving backwards when it comes to the pandemic. l.a. county residents are now required to wear masks indoors even if they're vaccinated. >> that announcement comes as covid cases are surging. "today in the bay's" tracie potts live in washington. tracie, the new guidance comes ahead of today's meeting. this is from the white house covid team. >> reporter: right. they're going to do a briefing, then they will brief the president on this rise in cases not only happening in l.a. but all over the country. so we'll see dr. anthony fauci and the rest of that team later today explaining why they think this is happening. they're likely to discuss the dismal vaccination rates. we are seeing more cases in areas where there is less vaccination. the biden team trying to get more shots in arms after a big push earlier this week with pop star olivia rodrigo. she tried to encourage young people to roll up their sleeves. that delta variant of the

coronavirus, that's a big topic of discussion. it is creating a deadly new surge in 40 states. covid cases doubled daily every single day in the past three weeks. some hospitals say they're running out of beds. now, with vaccination rates dropping, 98 million americans still don't have that shot. >> it spreads more easily, so it is going to find those pockets in each community where people aren't vaccinated and it is going to do a lot of damage. >> reporter: meantime, the fda is reviewing data for a vaccine for children under 12 years old, saying they may have it ready for emergency use in early to mid-winter. that would be before the end of the year possibly, but after they go back to school. 4 million children have tested positive, although very few have become severely ill requiring hospitalization or resulting in death. we are live this morning, i'm

tracie potts, "today in the bay". >> thank you, tracie. 6:03. more details for you. here in the bay area, most counties are now above 80%, at least partially vaccinated. marin county leading the way with 92%. solano county, lagging behind at less than seven in ten. uc students now know they will have to submit proof of vaccination no less than two weeks before they're planning to return to campus this fall, and berkeley, they actually start their new semester next month. the cal state schools are still working out their vaccination plan. last night santa clara county hosted a vaccine clinic in san pedro square. this is designed to attract younger people. some were students who want to be on campus if the school requires them to be vaccinated. >> i just got out of work and i was like, it is about time i get the vaccine shot, which is also the reason i'm getting vaccinated because i need to have the two shots before i start school. >> cal state schools are waiting to make a final decision on

vaccinations until the fda fully approves the vaccines. uc students, meanwhile, will still be able to apply for vaccine exemption. a south bay business owner is being credited with perhaps preventing a mass shooting incident. authorities in campbell last week arrested charles wesley martinez of los gatos. they were called by a concerned business owner who saw some surveillance video of someone prowling on his parking lot. prosecutors now say officers found an arsenal inside the suspect's car, including two assault rifles and several high-capacity magazines. bullets were also inscribed with phrases like cop killer and they found a hate-filled manifesto. martinez is now being held on $300,000 bail. new this morning, authorities in the north bay confirm arrests in two weapons possession cases. last santa rosa police found a so-called ghost gun in a car during a traffic stop on dutton avenue. then officers arrested four men

near corby peach avenue. during a traffic stop they found three firearms along with a full magazine, latex gloves and face coverings. >> happening now, firefighters have their hands full with several big fires burning in northern california, one near the site of the deadliest fire in state history. that's the dixie fire burning near paradise, but thankfully it is moving in the opposite direction. s has burned more than 5,000 acres and less than 10% contained. meanwhile, crews from san francisco are providing extra support for first responders in oregon to help with the bootleg fire which started ten days ago. still only 7% contained. it has burned more than 225,000 acres, the largest wildfire currently burning in the u.s. this is video of sf crews departing a firehouse yesterday, who will be part of the strike team organized by the state of emergency services. new pictures and a new perspective on our climate in

crisis from space. take a look. a nasa satellite taking these images over the last few months of the sierra snow pack. on the left there you can clearly see, this is march 31st, you can see all of the snow, mostly melted away by mid-may this year. the photo on the right was taken just last wednesday. the sierra snow pack, our main source of water, basically nonexistent. so we didn't have a lot of snow pack this year. sometimes there are the rare years you can go skiing on the 4th of july. >> we had that last year. it was amazing. >> yeah, exactly. >> water skiing. >> right. even then the water levels are low. so we're dealing with the drought across the region. we are seeing this covering a large part of the west and we are seeing it, of course, here in the bay area. we do have to keep that in mind. as we get a look at our temperatures today, we will head into the upper 70s for the south bay. even though it is cloudy now, we will get that clearing we normally see by late morning. you can see the clouds rolling by the tri-valley. we are headed up to 70, 80

degrees there. we will see some mid 70s in the peninsula. today's high temperatures in the east bay reaching into the mid 80s while san francisco will be in the mid 60s and the north bay around 80 degrees. mike, how is it looking for the commute? >> it is a smooth, easy drive. we expect this on a friday. not a lot of volume of traffic in the south bay. in fact, we are showing that just a little bit, about 10 or 15 minutes of slowing where it barely got below the speed limb you i.t. for 101 up to oakland road. later on today, right about 7:30, 8:00, we will see how 87 starts to slow quite a bit and same thing for north 101. a later start through the silicon valley. you will have an abbreviated workday and find a reason perhaps to head out of the office because, again, it is friday. an earlier crash is blocking one lane, but traffic is light through the tri-valley and east bay. everything is moving smoothly. also getting over hayward, this is the only slow spot is

westbound 80 and slowing off the bridge, and all the way down to willow avenue where this one lane is blocked. still critical with all of the folks coming out of the north bay heading down towards richmond and berkeley, there is a slowing drive. it may enhance the slowing for highway 87. it is light for a friday, but as expected slowing has started with folks flowing here off the bridge, they may take 37 over to novato instead of heading to the richmond bridge. the span itself, the bay bridge is very smooth, but wait until i show you the toll plaza coming up. back to you. >> thank you, mike. 6:09. first in the nation, still ahead on "today in the bay" at 6:25, what makes one brand-new east bay pop shop so unique. a look at the bridge, the toll plaza, people moving along. here is a question as you are getting ready. do you check your social media behind the wheel? what about taking a selfie?

it is 6:12. let's get a live look outside in san jose. starting out cloudy, temperatures in the low 50s, and another nice day ahead, going today.3 now to the mid 70s we'll talk about a slightly warmer weekend and what i'm concerned about watching that forecast coming up in a few minutes. oh, loorks right there. that car just got out of the service area. that truck, i should say, and re-entered traffic east bay. moving smoothly once again for the san mateo bridge. marcus showed how clear the bay bridge toll plaza was. scott is going to point out different stuff. >> good morning, good friday to you. all eyes on boeing this morning. boeing is one of the 30 stocks in the dow after the faa told boeing it needs to inspect some switches in every single 737 flying today. the 737, the world's most popular airliner. the faa says the switches that control cabin pressure could fail, though there's not been a

single instance of that happening in air. the white house is increasing pressure on social media to crackdown on false claims about covid and vaccines. the u.s. surgeon general says just 12 accounts are responsible for 65% of the misinformation out there. but it was something that press secretary jen psaki said at that very same press conference that really caught the attention of some americans. here she is describing what the white house is doing. >> we've increased disinformation research and tracking within the surgeon general's office. we are flagging problematic posts for facebook. >> now, "we're flagging posts for facebook." flagging posts for facebook feeds into the claim that donald trump made in his lawsuit against facebook, that facebook violates the first amendment because it follows the demand and threats placed on it by the u.s. government. under normal circumstances the way the constitution is written you can only accuse government entities of violating your first amendment rights, not private

companies. in order to be successful trump's suit would have to prove that facebook is acting as an arm of the government. now, it is easy to imagine trump will add sake's comment to lawsuit's exhibits. the british government pressuring bay area companies like facebook and twitter to take down abusive posts aimed at one of the english soccer players who missed the penalty kick an cost england the championship. the player made this post apologizing for the miss, but asked social media to stop attacks on him and his family. british government has threatened fines against facebook and twitter as well. this whole thing has absolutely stunned england. i mean not the loss, this behavior towards this player. >> yes. >> it is ridiculous. >> he wasn't the only one that missed a kick. >> right. >> and just the behavior is just appalling. >> people can be so anonymous, they feel, and just say mean, hateful things. >> exactly. i think for a lot of them it is like, you know, you can say what you want to say about me, but leave my family alone. >> oh, 1,000%.

passengers. masks will be required. the company plans to expand to more markets over the coming months. trending this morning, an unusual problem in florida. there's a shortage of mansions. >> what? >> i hate when this happens. >> man! >> demand for homes in palm beach pushing average prices to nearly $12 million or up 40% from just a year ago. get this. one house recently sold for $122 million. the reason, they say, there are a lot of financial executives living the big apple and other big cities and it looks like they're heading to florida. >> hmm. gosh. i wanted that one mansion. >> well, it is taken, so -- >> oh, well. >> news you need to know. moving on to pensacola. >> oh, look, we don't want to go there, we want to stay here because the weather we have in the bay area is not matched anywhere. >> yeah, it is pretty good. we are going to see still some nice weather and all you have to do is take a short drive and

change it all together. you don't have to catch a flight. look at walnut creek as we're seeing those low clouds drifting by to start out the day. a little bit of sun trying to come under those clouds as the sunrises this morning. we have seen the cooler starts to our day and some mild afternoons. taking a look at these temperatures for today, reaching 78 degrees in east san jose. gilroy, we are looking at a high of 80 degrees. the seven-day forecast is up at the bottom of the screen. right above that, the high for fremont, 73 degrees and 86 today in antioch. daly city, some upper 50s. redwood city reaching 72 degrees. in san francisco, we are at 58 degrees in the outer sunset and 73 in mill valley. napa reaching 75. clear lake today, toasty 91 degrees. as we go into the weekend we have seen a surge of monsoonal moisture and high pressure is going to start to nudge its way a little closer to the bay area. it is going to heat up our inland temperatures, but also

change where we have seen those thunderstorms firing up due to the very humid air that we've seen across the desert southwest, starting to come into parts of the southern sierra. meanwhile, at the same time we do still have a very weak ocean breeze,ooler near the coast. so looking at the weekend, this is what i'm concerned about, the possibility that on sunday afternoon into monday we are going to get a lot of humidity and there could be some thunderstorms that fire up as a result. now, when the thunderstorms move through, the air below that is going to be very dry, so the rain could evaporate but we could still be left with some dry lightning, is what we call it where we have lightning without the rain. and we know that last year when we had that complex of thunderstorms that moved through, it also fired up a lot of those fires around the bay area. so we'll have to watch that. even though this chance is very slight for sunday into monday, we will have to watch it closely

because of what could happen if we do even get one or two strikes of lightning. our temperatures are going to be heating up. take a look at these highs for the inland valleys, reaching into the low 90s. after a week in the 80s, it is going to feel a little bit warmer, but it is not going to be too intense with that heat. we should see a little bit less fog in san francisco with highs in the upper 60s. mike, are you seeing anything now, any problems for the commute? one. just this one spot, kari right behind me. folks, westbound 80 off the carquinez bridge, holding steady, but just shy of willow things are starting to improve. you notice the gradient from red to orange. orange means speed are improving a bit, yellow is just below the speed and green is the speed limit. there's the change heading toward hercules. we see less slowing here heading over on west 37 over to the

welcome back. happening today, a little bit of history. when union city's first cannabis retail shop opens its doors in the union landing shopping center, it is historic because this is the first cannabis shop in the nation to be located in one of america's largest-sized outdoor malls. the grand opening is starting at 9:00 a.m. new this morning, san francisco's muni will add two more popular lines to the list

about when we're getting comfortable taking off the masks, well, now there's more talk of leaving them on again. that's indoors, even if you are fully vaccinated. >> "today in the bay's" sharon katsuda joins us live in walnut creek this morning. sharon, they're looking closely on what is going on in l.a. county again. they're having to mask up again. >> reporter: that's right, laura and marcus. for now continue raw costa county says it is sticking with the state guidelines, which is basically if you are fully vaccinated you don't have to wear a mask indoors, but mask on if you are not fully vaccinated indoors. now, for the past month since mask requirements were lifted by the state we have all seen some people wearing masks while others are not due to the quickly spreading delta variant. l.a. public health official it decided it is time to bring back the indoor mask requirement regardless of a person's vaccination status. alameda county says it is considering recommending people wear masks again indoors. the highly contagious variant is surging across the country.

here is what the former cdc director had to say on the "today" show that you will see later this morning. >> can we talk about los angeles? because i'm sure it is confusing to a lot of folks. i mean even the vaccinated are being asked to wear a mask indoors. does that go against the science? i don't get that. that's different than what the cdc says, isn't it? >> i see that as an implementation tool. so they're asking people who are fully vaccinated, who are protected to wear masks, to sacrifice and do that so that they can ensure that people who are not vaccinated are wearing masks. you know, in restaurant, in an indoor venue, you can't tell looking at someone whether they're vaccinated or not. you know, we get vaccinated to protect ourselves, but we also do it to protect those who can't be vaccinated. >> so far san francisco says it is not planning on changing the rules back to an indoor mask mandate, but this could all change rapidly because people

are still traveling this summer and we still have to see how it is going to affect the covid numbers here in the bay area. reporting live in walnut creek, i'm sharon katsuda, "today in the bay". >> thanks so much, sharon. you know, parents are getting a better timeline on when kids 12 and under may be eligible to receive the covid vaccine. an fda leader says vaccines could receive emergency use authorization in early to mid-winter. the fda then hopes to move quickly to full approval. both moderna and pfizer launched trials for this age group in march. the former cdc director explains more to the "today" show. >> what the fda is saying is because this is less severe in young children, we want to see six months of safety data so that we can say to parents, and as a pediatrician i can say to my patients, they've done due diligence. >> results are expected sometime in september, then the fda will need to review them. in the united states more than 4 million children have been diagnosed with covid. we'll continue our coverage

online. head to nbcbayarea.com/coronavirus for the very latest on the number of cases across the state and here in the bay area. we have all of the information you need to keep moving you forward and keep you in the know. happening today in san francisco, lawmakers join asian and pacific islander groups to layout new state resources for stopping anti-asian hate and hate crimes. $156 million in new state budget will be used to help tackle the problem, spent over three years. that money will go to areas including victim support, mental health and educational tools to address the root causes of racism. in the bay area's three major cities, homicide over the first half of the year are 36% higher than last year. here are some new numbers from "the chronicle" showing homicides in oakland, san jose and san francisco within the first six months of every year from 2018 through 2021. all, you see, are seeing increases. oakland driving the spike with

65, accounting for about three-fourths of the regional total. new this morning, the next commute option for people on the peninsula may involve hopping on a ferry heading up the bay to san francisco. that plan now reportedly being set in motion by local assemblyman kevin mullen. "the mercury news" is reporting he secured $5 million in a new state budget for a ferry terminal in redwood city. a plan actually first talked about some 25 years ago. supporters believe the new money will be just what it needs to get this off the ground. right now ferry service ends in south san francisco. a new $13.5 million commitment to help wildfires in the east bay. the east bay land park district plans to use most of the money to remove dead and dying trees that are so dry they can help flames spread. about $3.5 million will go towards replacing fire equipment. this comes as part of the governor's budget signed into law on monday. let's take a live look outside this morning.

there we have it, you see across to the bay bridge this morning. it looks hazy out there. we have had cooler temperatures this week. >> yes. >> we are in july. it is kind of like you need to look at the calendar and be like, oh, yeah. >> but it has been nice. as we make weekend plans we will have warmer temperatures so you may want to head to the coast. as mike was telling us, hey, head to big sur during the day because the roads close at night with no at terntive to get around. looking at the temperatures today, there will be a high of about 73 degrees today, just a little bit warmer tomorrow. sunday we are up to 79 degrees. looking farther inland heading over to paso robles it will be warmer, reaching 88 today. we have low 90s for a high tomorrow, and that temperature continues to go up, by sunday reaching 95 degrees. for our areas, nice weather closer to home. looking at sonoma, as we are going to reach into the low to mid 80s today. if you are heading down to l.a.,

the weather also looks pretty good. know complaints as our temperatures go from 80 today to about 85 degrees this weekend. so hopefully you have a chance to hit the road, enjoy it or just stay right here in the bay area. mike, how is it looking heading to work? >> better. enjoy your ride for the road ways. friday, as we typically show, green centers around the bay. we are just now seeing a little bit of slowing we see most days kicking in about this time in san jose. lighter volume of traffic, less slowing through there san jose. less slowing here now as well. that crash just minutes ago cleared from the area approaching hercules. so west 80 now, look at that, speeds quickly recovering off the carquinez bridge. a little slowing and then clear once again toward the toll plaza. no major issues. highway 37, a slight build, a little more traffic. and the bay bridge toll plaza, a

warm-up of our temperatures as we head towards the mid 60s. we do still have a wide range in temperatures and i'm watching one thing for this weekend. we will talk about that coming up in a few minutes. and we are looking at 101 with a little bit of slowing ab, but you know what? this traffic flow may come past a crash just reported for the south bay. we will show you where silicon valley may be slowing coming up. developing right now, federal prosecutors are now charging two bay area men in connection with a bizarre bombing plot targeting state capital sites. "today in the bay" cierra johnson with more information on the suspects and the plot authorities uncovered. cierra. >> reporter: good morning, marcus. federal prosecutors are saying that those two bay area men had plans to fire bomb the democratic headquarters in the state's capital, and they say they began devising this plan shortly after the 2020 election. now, the two men, 45-year-old ian rogers is of napa and

37-year-old jared copeland of vallejo, are said to be behind the plan. now, copeland was arrested in sacramento on wednesday. rogers was plan was to fire bomb the john l. burton headquarters was the hopes the explosion would be the beginning of some type of movement. prosecutors say the pair used multiple messaging platforms to discuss their plans and at one point copeland messaged rogers say he contacted an anti-government militia group to gather support. this arrest signalled a greater issue. >> these are all symptoms of a larger issue, and that is our society and this separatism. even now, you know, i again thank the fbi for their work, but in this day and age, you know, we should not be concerned about violence and terrorism just for participating in the democratic process. >> reporter: rogers and copeland are both being charged with conspiracy to destroy by fire or

explosives in a building. rogers is charged with an additional weapons violation. if convicted both men face 20 years in prison and both of those bay area men are scheduled the reappear in federal court at the end of this month. live in san francisco, cierra johnson for "today in the bay". >> thank you. we have new details on former 49er richard sherman out of jail this morning. police released information on his arrest this week including this video. it shows the nfl star trying to break down the door of his father-in-law's home. he now faces charges of trespassing, dui and resisting arrest. police say he crashed into a construction barrier, left his car and then walked to his in-laws' home, trying to force his way in. officers also say he was incooperative. happening this morning, gavin newsom's supporters will gather in san francisco's outer richmond to voice their opposition to the recall. his opponents, meantime, are trying to hone in on several key points to chip away at his support. that includes how he is handling

>> right. let's get a look at the forecast for you. it is friday. >> and i think most of us will be staying here on earth, right? >> yeah. >> we want to know what is going on. so as we get a look at our weekend forecast as we are starting out with this fog that's been over the golden gate bridge all week long, it is still foggy and it has also been very cool as well. that's helping to cool us down in the south bay as the winds have been coming in from the west and keeping the temperatures a little cooler than normal. look at these highs. it is back to where we were yesterday, reaching 76 in los gatos and 81 in morgan hill. as we move toward the east bay, hayward today heading up to 69 degrees. 84, concord. 71 in vallejo, while livermore will reach up to about 80 degrees. mid 70s for palo alto, but compare it to daly city where we're in the upper 50s today. the fog rolling by in the marina district, in the mid 50s today. napa today, reaching 75. santa rosa, up to the upper 70

s. we have our ocean breeze but we will see the influence of the high pressure over the desert southwest, increasing our temperatures for the weekend. it also will shift where we've seen the surge of the monsoonal moisture, as they get over arizona, nevada this time of year, but it is also going to start to come into parts of the southern sierra. we are watching this very closely because there is the possibility that this could spark a few thunderstorms nearby, and if that rain evaporates before hitting the ground there could be some dry lightning. we know all of the weird things that happened last year including that lightning storm. that could be a very minor possibility between sunday and monday. we are watching that because, of course, the vegetation is so dry. and our temperatures will be going you have. as we take a look at livermore, we are in the upper 80s and low 90s for the start of next week. mike, you have been watching the roads and just a come of minor issues, right? >> that's right, kari. honestly, i'm more worried about the lightning that you talked about than on the roadways because we have light traffic,

6:56 on your friday morning. welcome back. before you head out the door, a look at the top stories on "today in the bay". >> just when we were getting comfortable taking off the masks now, there's talk about leaving them on indoors even if fully vaccinated. >> "today in the bay" sharon katsuda live in walnut creek with a decision that's getting a lot of attention from us in the bay area. >> reporter: that's right, laura and marcus. so far the bay area here in contra costa county at least, they say they're not going to do a mask reversal just yet, but that could all change due to the quickly spreading delta variant. l.a. public health officials decided it is time to bring back the indoor mask requirement regardless of a person's vaccination status, and alameda county says it is considering recommending people wear masks again indoors. the highly contagious variant is surging across the country, and that's no doubt raising concern in the bay area. so far san francisco says it is not planning on changing the rules back to an indoor mask

images over the past few months of the sierra snow pack. on the left you see, that was taken march 31st. clearly you can see snow there. it has melted away mostly by mid-may. the one on the right was taken just last wednesday. the sierra snow pack, our main source of water, basically nonexistent. even though, you know, we are in july, sometimes you do see, you know, some white caps up there on the higher elevations. >> yeah, we don't see this that time around. we know it has been really dry. we will go into the weekend with warmer temperatures for the inland areas, with highs reaching into the low 90s. but we are going to see a little less fog in san francisco. highs in the upper 60s. mike. we will show you some slowing. i forgot to point out this which just popped up, highway 4, there is slowing getting into concord out of pittsburg. a typical friday. this section of 242 will be closed like it was last weekend until monday, so it will be an issue for folks heading up to
