right now. >> this is from tokyo and it's huge. one member of the u.s. women's gymnastics team has tested positive for covid-19. officials are not identifying the gymnast, but say it's a woman on at alternate team. the team has only stayed at their accommodations and practice venues and not spent time exploring tokyo. another team member identified as a close contact of the gymnast has been placed on standby. this is happening after 17-year-old tennis star cocoa gauf pulled out of the olympics yesterday and tested positive for covid. she played at wimbledon and then the french open, but it's unclear if she has been vaccinated or not before traveling to europe or where she tested positive. in less than a week until the opening ceremony, the case numbers are rising in tokyo. overnight, we were dealing with the chance of dry lightning, but that has passed. meteorologist kari hall has been tracking those conditions

overnight. good morning, kari. >> good morning. and yes, we are still watching for a chance of some spotty showers across the region. take a look at the radar and what we're seeing. some of the rain off the coast and across southern california. but as far as lightning we haven't seen a lot of that in the past few hours and that's the reason why the national weather service decided to drop that red flag warning. as we're starting out this morning, we're still going to have some high humidity, those clouds rolling by, and you can probably feel that moisture in the air. we're going to see that as we go into the next several hours. our temperatures in the low 60s now and we will have sunshine and still some warm temperatures. so we'll talk more about all of that coming up in a few minutes. how is it looking for early morning commuters? >> we'll check in with mike in a bit. overnight fire departments were asking people to be extra careful because of the chance of dry lightning. as "today in the bay" sergio

contano reports. >> reporter: the early morning skies outside steve's livermore house lit up by lightning. it happened nearly a year ago and he caught it all on video. >> completely unlike anything we've ever seen. a lot of lightning, thunder, but no rain at all. >> reporter: the lightning did spark a fire in the open space behind their home. alameda county fire crews were able to stop it, but this year fire is even more concerning because everything is drier. >> the hills, they're all brown and very dry and any kind of little flash fire goes pretty quick. being this close to sycamore grove and the vineyards, a lot of dry grass between the vineyards. >> reporter: sycamore park has been closed for two days because of extreme fire hazard conditions. this is one of the preemptive actions being taken fire departments are getting ready. cal fire canceled days off to add more than 100 personnel. it's mobilizing more equipment.

>> two helicopters, usually we only have one, but they brought in an extra one, and that also carries fire fights in it too. our tower staff and they are monitoring the lightning storm that's coming in. >> reporter: at fire station 17 in oakland, they're sending fire trucks out on pale troll as an extra precaution. oakland fire is bringing in more staff. >> any type of lightning, any type of spark, any type of, you know, ember is going to spread the fire quickly which is important we need to get our crews on scene fast. >> reporter: outside the fire station, the crew raises a red flag. it's fire weather. the hope is that people heed the warning and mother nature doesn't spark any fires either. "today in the bay." staffing in the south bay during fire season just one of many concerns right now. fire station 8 off of paige mill road in los altos is not fully staffed and hasn't been for

years. due to the red flag warning crews are on standby 24 hours a day. that includes an extra team who has been ready to go since june. the additional staffing aimed at helping to protect hundreds of homes nestled in the nearby hillside. >> our goal is to keep fires small. having this resource located in the paigeville road corridor allows us to get to fires in this area quickly. >> fire station 8 could remain fully staffed beyond october 31st if conditions call for it. a fire burning out of control south of lake tahoe. people remain out of their homes due to the tamarac fire which exploded in size over the weekend. people who live in the area were sent scrambling to get out. one man was on his way home from the grocery store when he saw those flames. >> you could see the flames were on the other side of the meadow about 100 feet coming our way. i just kind of actually had a little emotional moment. you go and your house it's like

you can't take everything with you. i think i grabbed my shirt and shorts, forget my shoes, underwear, my toothbrush. >> it shows the extreme conditions as people had to run for their lives. the tamarac fire has scorched more than 18,000 acres with no containment. in southern oregon the bootleg fire continues to spread despite hundreds of firefighters on the job. crews are battling the flames from the sky. small planes dropping retardant. trees have burned but still standing need to be cut down so they don't fall on the firefighters. some people who live in the area are helping firefighters navigate terrain with animals at risk ranchers know the inside knowledge they have on the land can go a long way and hoping that partnership will help firefighters gain some ground. in san jose, they're issuing another plea to get vaccinated. the president of the cities's planning commission is holding

an event this morning on mexican heritage plaza in san jose. this comes as the number of the hospitalizations are rising. 76% of residents 12 and older are fully vaccinated. moving you forward, city hall in san jose is getting ready to reopen to the public and happening today, you'll be able to schedule an in-person appointment. starting august 2nd all floors and departments will be open with limited staffing. cdc guidelines will be followed which allows vaccinated visitor to go unmask and people not vaccinated will be required to wear a mask. many services are available online like paying bills, fees and permits. to a live look over san francisco. mayor breed is expected to be among the city leaders in chinatown shining a spotlight on the impact of crime on tourism. san francisco police chief is expected to outline a plan aimed

at keeping tourists safe as the city reopens. today's news conference comes as the city last week announced plans to redeploy officers to tourism hot spots like fisherman's wharf amid a rise in violence like larceny and car break-ins. we know who is running against governor newsom and how they'll appear on the ballot. today the secretary of state's office will randomly draw each of the 41 candidates' names to determine how they will be listed on the ballot. recall election set for september 14th and we've posted the full list of candidates on our website nbcbayarea.com. now to our climate in crisis series, the drought forcing many cities to crack down on water use. napa just one of the cities considering tighter restrictions. council members are set to vote limiting most irrigation to two days a week and restricting the trucking of water out of the city. the goal is to cut community

water use by 20% compared to last year. lake hennesy has received record low runoff for two years in a row. the lake is napa's primary source of water. so many communities are cutting the water. marin, napa, sonoma. seems like it's going to be dry. >> we're having these thunderstorms, i was driving up from the central coast this weekend and it started raining a little bit, kari. >> yeah. and so that's been kind of something different that we're seeing now in july. this surge of monsoonal moisture coming in. we could see all the clouds here in the bay area yesterday and feel that humidity and there's still some showers, even a few lightning strikes across parts of southern california but that has not made it into the bay area even though we are starting out with clouds. not expecting any dry lightning at this point. then we look at our temperatures, much warmer than we normally start and that's because it is very humid out

there. our temperatures in parts of the east bay now in the mid 60s and 65 right now in san jose. it will still be a warm afternoon, but the chance that we could see that lightning once again going down, which great news because it has been so dry. we're going to continue to monitor that. we'll talk more about the temperatures in a few minutes. mike, any problems for early morning commuters? >> no problems, but a number of incidents had to be clearing over the last half hour. still active, north 280 at saratoga. a car went into a ditch on the roadside and no injuries reported. so far the light traffic throughout the south bay. silicon valley moves at speed. drive into and out of the area. highway 17 and 101. the crash has cleared off the nimitz over here. that crash cleared a few minutes ago. a street to the off ramp there also just cleared in the last half hour. good stuff from the south bay up to the bay bridge on either side of the bay. back to you. >> thanks so much, mike. coming up on "today in the

good monday morning. 4:41. as we take a look at our morning commute heading out the door from the east bay, checking out brentwood, we're starting out with mid 60s, a little bit of a warm start and it will still be a pretty hot day with some high humidity. we're watching all of this and our microclimates in the forecast coming up in a few minutes. we have a crash watching 280 at saratoga. not presenting a problem for drivers. 101 a little different angle, we get oriented. we'll show you more coming up. good morning. i'm contessa brewer from cnbc. wall street is deeply in the red this morning and those losses accelerating. dow futures down about 450 points over concerns in a rebound in covid-19 cases and the impact to global economic growth. investors are also watching a slide in oil after opec producers agreed to boost

output. the decision was made in an effort to dampen prices that climbed to a two and a half year hire. facebook pushing back against biden's remarks about social media companies and the spread of vaccine misinformation. friday he said sites are killing people by allowing vaccine misinformation to proliferate on their platforms. facebook's vice president of integrity pushed back and said vaccine hesitancy among u.s. facebook users declined by 50% and that 85% of users said they have been or would like to be vaccinated against covid-19. and pandemic restrictions on florida-based cruise ships are here to stay. over the weekend a federal appeals court blocked a tampa judge's previous ruling which could have liftd the cdc's rules. of course, the cdc halted cruise operations in march of 2020 and then said this spring it would approve some sailing with conditions. cruise lines have to make sure

as we take a live look outside of the bay bridge toll plaza. kind of easing out of the weekend, easing into that workweek. hopefully that's a little easier than just like an abrupt like monday. sometimes when that alarm goes off, that's what it feels like, right. hope everybody had a great weekend. kari, weather wise, what are we in store for this week? >> we're going to see quite a few changes because over the weekend it did heat up and we had the high clouds moving by and a bit more humidity. now as we take a look at this shot, i love this. it looks like you can see the fog in the foreground and the city in the background and every now and then it kind of gets much more dark as that fog rolls in. we're going to see at times the fog drifting by, but as we take a look at our near surface slope, this shows how our air quality is shaping up with the fires burning across the region. the away from the bay area. even as we're feeling the warm weather we cool off and we'll see our air quality remaining

intact as a lot of that smoke moving off towards the east. let's get to the south bay. take a look at our high temperatures today. los gatos headed up to 87 degrees and 90 in morgan hill. low 70s for downtown san jose and cupertino. for the east bay we're looking at range in temperatures from 90s in antioch to 93 walnut creek. head over to oakland and we're looking at low 70s here. near the coast keeping it foggy and cool with low 60s and redwood city reaching 81 degrees. for san francisco, mostly low to mid 60s for today and our north bay temperatures reaching 96 in clearlake, 84 sonoma and 80 mill valley. as we go into the rest of the week, this high pressure that caused that intense heat is going to start to slide off towards the east and we're going to get much more cooling especially by wednesday and thursday as our strong ocean breeze returns and some rain and storms return to the pacific northwest.

we're going to have a nice quiet weather pattern. we're settling in with some much nicer conditions for the inland areas as we go through the week. we're going from 90 today to the mid 80s tomorrow, low 80s for our warmest spots in the valley and then coming back up. it's not looking too bad here. san francisco is not going to see many changes. we're staying in the low 60s for high. clouds and foggy today at times and peeks of sunshine. mike, heading out the door early this morning, how is it looking now for the commute? >> it's looking really good right now. richmond side of the bridge as we talked about very easy drive out of contra costa county. i have one incident though. we'll talk about that in a second. towards 280 at saratoga that crash not an issue. off to the shoulder. it is an issue for the person involved in a ditch over there. altamont pass, an easy drive. start for that commute to build up. a note from weekend roadwork, north bay 242 like last monday

is closed. it's counter commute. the commute typically comes this way out of concord but north 242 and north 680 may get more crowded as we pass 8:30, 9:00, if that construction is still there and that closure still there, it will back up heading into pleasant hill. locals know their way. anywhere north of concord you're doing okay into highway 4. rest of contra costa county drive is doing fine. highway 4 a crash near the antioch area. it is in antioch but on lone tree way, not on highway 4 and presenting a problem for folks out of the north bay off that antioch bridge. back to you. hard to believe but we're four days away from the return of the famed gilroy garlic festival. won't be the same because of the instead of traditional event which draws tens of thousands, e

great food just in a drive-through line. the drive-through festival runs for the next two weekends. organizers still haven't been able to hold a typical festival since the deadly shooting there in 2019. organizers hope to bring back the full event last year, but then the pandemic forced them to cancel it. vta employees and their families are remembering the nine workers killed in a mass shooting in late may. they gathered yesterday for a special memorial service at the center in san jose. this is video of several law enforcement agencies and even over local transit agencies escorting vta busses to that private event. about 1200 took part in the memorial. organizers say speakers included family members of the nine men killed as well as transit leaders. happening today, members of the east oakland stadium alliance will hold another rally head of a vote on the future of the a's in the city. the city council is set to take a nonbinding vote on a term sheet for building a waterfront ballpark for the a's.

the alliance pushing for city leaders to vote against it. mayor libby schaaf released amoa reality. the a's president said in a recent interview he was open to negotiations but the plan was not working. happening the biden administration is transferring its first detainee out guantanamo bay. it is releasing a man recommended for discharge but not let go during the trump administration. the 56-year-old abdul maseer was never charged with a crime. there are 39 prisoners at guantanamo bay. 11 charged with war crimes. at its peak, 675 men were held at the u.s. naval base
