we're testing it out. >> welcome. >> buckle up. >> it's not a bumpy ride. good morning. thanks so much. broadcasting to your television and streaming live on nbcbayarea.com. i'm laura garcia. >> i'm marcus washington. getting you started with the day. mike has a look at that commute that's coming up in a bit. first start out with that forecast for you today, meteorologist kari hall has been tracking those temperatures for us this morning. how is it looking out there? >> it's going to be coming down just a little bit more today for some of those inland areas an we're seeing clear visibility as you head across the golden gate bridge. a little bit of fog here and there. we'll see that rolling by as our temperatures head towards the mid 60s in san francisco, low to mid 80s in parts of the north bay and head over to the east bay low 90s there from concord over toward martinez as well as livermore. san jose reaching into the upper 70s. still a big spread in temperatures. we'll talk about what's ahead in a few minutes.

mike, how is the early morning commute. >> everything moving nicely around the bay. gray sensors, little slow coming out of palo alto, typical for a crew out there, safer is better. looking to the santa cruz mountains that's the issue we have one incident a disabled vehicle between redwood estateses and the summit. the sensors were backing up a bit there, starting to see slowing past that. cha that usually means the crew has hooked up the car and moving south. i'll let you know if there's anything to worry about, maybe a five minute delay from los gatos to santa cruz. back to you. we are just minutes away from liftoff. you're looking live at van horn, texas, where amazon founder jeff bezos is set to make history. he's traveling with three others to the edge of space using his own private space company, blue origin. >> the new shepard is expected to take off at 6:00 this morning our time. nbc's gabriel jackson has a preview of the historic flight.

>> reporter: july 19th may be another day in van horn, texas, but july 20th will be one for the record books. as billionaire jeff bezos and his team travel aboard a rocket to the edge of o bezos's private company blue origin. if successful, the first piloted suborbital flight with a crew. many can't wait to witness history. >> my kids never get to see the space shuttle launch and i think it's a neat opportunity for them to experience it. >> promote young scientists and young people and entrepreneurs. >> reporter: it will launch from the desert southeast of el paso. traveling to the eng of space high enough for the crew to become weightless for several minutes. then they will parachute down, back into the desert with the journey expected to last roughly

ten minutes. the launch is an important one for blue origin looking to join richard branson, virgin galactic company, in exploring the market for high joy rides to space. the raiders and warriors gone from oakland, will the a's be next? the big question. it comes down it a vote that takes place today. oakland city council will vote on a plan if approved would put a stadium at the howard terminal near jack london square. the a's have been threatening to leave oakland if city council members vote no. city council member noah galo is not shy saying he's voting no. >> what am i losing? oaklands has many emergencies, homelessness, housing, public safety and i need to invest my dollars there, not on a professional team. >> dan callby is not sure oakland has the a's best

interest in mind. they will have a chance to speak on that subject. turning to the pandemic deja vu for much of the bay area with covid-19 roaring back in the form of the delta variant and those mask recommendations returning to eight counties. there's one county holding the line on the masks saying it help. "today in the bay's" terry are rising nationwide and locally, led by the delta variant. the rise in cases is forcing counties to adjust with napa county joining seven other bay area counties in strongly recommending masking when indoors. the next step could be the return of a mask mandate. >> i think that we would be looking at hospitalizations to see if that increases significantly. >> reporter: in solano county, the policy follows state guidelines. no masks outdoors for anyone, and none indoors for the fully vaccinated with some exceptions such as health care settings. >> the cases are occurring now for the last two weeks, occurring primarily because of july 4th behaviors and picnics.

these occurred in people's backyards. a masking mandate indoor for shopping and retail and restaurants isn't going to make a difference anyway. that's not where the disease is being transmitted. >> reporter: l.a. county is already mandating indoor masking after a surge in cases there. ucsf's dr. rutherford does not see the bay area going that far, though, he sees value in masking. >> a slow transmission among people who are unvaccinated and limits spillover of breakthrough cases to people who have been vaccinated. >> reporter: and now comes covid's next curveball, the lambda variant. designated as a variant of interest by the world health organization just last month. >> my knowledge of it, it's just as susceptible to the vaccines and not more transmissible than the delta. >> reporter: when the fda gives the vaccines full approval, expected some time in the next couple months, that will open the door to possible mandatory vaccines for businesses, universities, and the military.

terry mcsweeney, nbc bay area news. supervisors in san mateo will discuss a proposal to provide $2 million in pandemic recovery funds. the 2021 smc strong business assistance program would provide 200 grants of $10,000 to small businesses who have not received any financial relief this year. in the meantime the county is also considering allocating a half a million dollars to micro food businesses, such as caterers, food truck and food cart operators. food sales from home kitchens are also being considered for part of a two-year pilot program. a woman still recovering nearly a week after investigators say she was struck by a berkeley police car. oakland chp says she was hit in a crosswalk along sacramento street on wednesday. the officer hit the woman while making a left turn. berkeley police say their officer was not on an emergency call at the time. according to berkeley's side, the victim could undergo surgery for her injuries. happening today, the case

against a danville deputy accused of killing an unarmed man heads back before a judge. that judge is expected to determine if there's enough evidence to send andrew hall to trial, accused of killing laudmere in 2018. investigators say he led danville police on a slow speed chase through town after their attempt to stop him for suspicious behavior. video shows officer hall firing nine times into the man's car as he drove past a roadblock. the office's attorney says he acted in self-defense. hall is under investigation for the deadly shooting of terrell wilson, a homeless man in march. to the fire fight to our north happening now, the dixie fire continues to burn out of control 100 miles north of sacramento and butte county. it's only 15% contained and burned more than 40,000 acres. our investigative unit learned the district attorney is

investigating pg&e's admission its equipment may have sparked this fire. the utility says that a tree fell on the power line and we're learning the cal fire is hampered from fighting the fire in early stages because someone flying a drone illegally over that area. cal fire had to put its air assault on hold until the fire was safe to fly in that area. firefighters near lake tahoe continue to battle the flames of the tamarack fire. the lightning caused fire started on the fourth of july of july and grown to nearly 40,000 acres with zero containment. evacuation orders were issued in alpine county. the smoke from the fire caused the air quality to drop sunday into monday but now it's said to have cleared up a bit. let's get a look at that forecast for you today. meteorologist kari hall has been tracking those temperatures for us. kari, what are we expecting today? how is it looking out there? >> it looks pretty good. temperature wise we're starting to cool down.

our air quality and what we're seeing with all of those fires burning, the butte fire still very much putting a lot of smoke into the atmosphere. where that smoke travels, it's away from the bay area. so we are still looking at some good air quality today. a lot more people are getting out and enjoying it, but moderate air quality for the coast and the bay. pretty good elsewhere across the bay area. just keeping that in mind as you're heading out the door this morning, antioch with temperatures in the low 60s and a mostly clear sky throughout the morning and warming up into the afternoon as here we head back into the 90s. we'll get a look at our wide range in temperatures coming up. mike, how is it looking for the commute around the bay area? >> it's looking like the sensors did tell the tale, the crash or disabled vehicle has been cleared from highway 17 heading south out of los gatos towards santa cruz. clear now. 280 looking clear for the speeds through los altos hills. more slowing if there's remaining trucks to clear from the crew. the rest of the bay shows a nice

good morning. i'm christina from cnbc. wall street is set for a higher open, after a sell-off. the dow dropping more than 700 points for its worst day since last october while the nasdaq and s&p 500 had the worst performance since may. the selling picking up as the yield on the 10-year treasury bond fell. but this is important, still even after those declines the s&p 500 is just 3% off its record high. in focus a report on housing starts and earnings from netflix to chipotle and united airlines. and i'm going to throw it back to you in the studio.

mostly temperatures in the mid 50s, upper 50s as you head into the east bay as well as the south bay and then as we take a look at our highs for this afternoon, 77 in milpitas and then 87 in morgan hill and then downtown san jose looking at a high of 79 degrees. that's going to be so nice and comfortable. we're still looking at a range in temperatures anywhere from the low to mid 70s from the inner bay. to walnut creek it's in the upper 80s. we have some low 90s for the trivalley as well as the delta. towards the coastline, some upper 50s for half moon bay for a high and then in san mateo look for a life 73 degrees. some low 60s in san francisco. again, no changes there, but we're still looking at some hot temperatures farther to the north. clearlake and ukiah in the low to mid 90s and napa in the mid 80s today with a range in temperatures that we've seen, that does continue. then the h had over the weekend gradually backing off and we're on a cooling trend

as we'll get a stronger ocean breeze and the cooling continues from the middle to the end of the week before it warms up a little bit more for the weekend. taking a look at the seven-day forecast, we have some low 80s by tomorrow and thursday for some of our warmest spots in the inland valleys. it's going to be nice and refreshing. westerly wind, the natural air conditioning on full blast, but it backs off just a little bit. we'll crank it down. the heat comes up a little bit with temperatures in the upper 80s for the weekend. san francisco is going to have a slight dip in temperatures too, going from the mid 60s to the lower 60s as we see more clouds and fog possibly more of that mist and drizzle extending into the day. overall, nice and quiet here. mike, how is it looking for the commute? >> we're doing just fine. the golden gate bridge, folks are ready for the morning commute. if you're driving across. the cones are not clear yet. we will have that zipper truck moving along perhaps in the next 20 minutes or so. we'll watch for any slowing as

we look at the map. we don't see any because the crews are -- look at that. just changed to yellow so there may be a crew now heading through the area causing a little bit of slowing. the coned off lane will mess up the average when they calculates the speeds across the bridge on the north bay side. the rest of the bay a smooth drive. dublin interchange, castro valley. in towards livermore and greenville we see slowing north, that's the morning commute starting spot. 84 coming through the area. the interchange from 680 i believe the crew has cleared same with the majority of the freeway, but there may be a ramp or two that still has a crew there. the south bay moving smoothly, same on the peninsula. back to you. >> thanks, mike. to that follow-up, we now know what triggered that catastrophic fireworks explosion that rocked a los angeles neighborhood last month. los angeles police chief said that it was triggered by the bomb squad. those technicians miscalculated the weight of the home made fireworks. the explosion hurt at least 17

people and forced dozens to evacuate. five bomb squad members have been removed from field duty. the chief apologized. new this morning, you can expect to see anti-plastic waste ballot initiative on the 2022 ballot. it would require plastic manufacturers to ensure their products are resoilblor reusable. supporters of the proposed initiative say they're hoping to stop more waste from polluting the ocean. they collected valid signatures for it to qualify for the ballot. every student in california can get a free lunch starting this fall. california is the first state to make this move and it will be the largest free lunch program in the country. all 6.2 million public school students will have the option to eat school meals for free. this is regardless of their family's income. supporters say it takes away from the stigma of receiving

free lunch. immigrant families who have been fearful won't have to disclose personal information. to sign up for the free lunches. unexpected budget surplus is making the program possible. lawmakers passed it unanimously with bipartisanship support. uber is expanding grocery delivery including markets such as san francisco, new york and washington, d.c. the move comes as uber signs a partnership with albertson's the owner of brands like safeway, jewel osco, acme, kings, and its namesake albertsons. if you already have an uber eats or uber eats -- your eats -- your -- if you already have uber eats or an eats pass subscribers -- that's a mouthful, you won't have to pay your delivery fees on orders over $30. coming up next on "today in the bay," counting down to the

4:56. we are just three days away from the olympics opening ceremony and this morning the international olympic committee held a moment of silence and honored the lives lost as a result of the pandemic. the international olympic committee president praised medical workers and volunteers for making the tokyo games possible amid the coronavirus
