a very good wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. all right. vianey in for mike this morning with a look at the commute. we'll get to you in a bit. first the forecast in the morning. how is it looking. >> it looks pretty good today. we cool off and starting out with a clear sky as we head out to work in dublin with temperatures in the upper 50s. clouds through 8:00, 9:00 and then just clear and sunny the rest of the day as our temperatures head for the low 80s. santa rosa reaching 83 degrees and 87 in concord. livermore, up to 84 degrees while san jose will be in the upper 70s. san francisco today, 64 degrees. still cloudy, foggy, misty, all of that stuff. we'll talk about what's ahead coming up. vianey, how is it looking for the early morning commuters? >> we definitely are noticing that the roads are pretty quiet overall. we've got an overall picture. you can see the green on my map means things are good to go. we had an earlier crash that was

being reported in through the concord area that has cleared out. now seeing some clearing as well down through 280 and san jose. that's cleared out as well and that's great news. a quick check of the bridge drive times right now. no delays to report westbound 80 towards the bay bridge. 7 minutes. westbound 92 towards the san mateo bridge, 12 minutes, and westbound 84 towards the dumbarton bridge 12 minutes. another look in just a few minutes. >> thanks. one vote down. now negotiations can begin. will they? as we take a live look at the former home of the oakland a's. the future of the team is uncertain this morning. fans have been holding their breath hoping along the howard terminal waterfront. six voted in favor for plans to build a new stadium, not the plan the a's hoped for. which means the move to vegas is still in play. cheryl hurd has more. >> we were disappointed that the city council didn't vote yes on

our proposal. >> reporter: a's president dave kaval reacting to city council votes. >> we're taking some time to understand what they voted yes on. >> reporter: is it back to square one? not quite. city council members voting in favor for the proposed term sheets for the howard terminal project but in it are amendments requiring affordable housing, tenant and anti-displacement projections. >> the a's should have their own brand of aspirins because i think there's going to be a big headache here for a long time. >> reporter: andy worked with the oakland a's from 1980 to 1994. elevating to the position of executive vice president. he's had his hands in every aspect of the front office. >> even when they go to their said 20 wonderful locations in southern nevada, who said they're going to build anything and it's going to be a convertible dome stadium. that's a multibillion dollar, at least more than a billion dollar

undertaking. when are they going to play there? who is paying? >> reporter: that's what council member five wants to know. the proposed ballpark is in her district and she was the one abstention vote. >> this is a development deal about property and land and luxury market rate units with a ballpark attached. it's important to be really clear and as transparent as possible about what is being done and what's being spade. >> reporter: kaval and the team owner are schedule for meetings wednesday and thursday in las vegas. the a's hope to have final terms voted on in oakland by the end of october. cheryl hurd, "today in the bay." the next time you want to grab a drink out in the city you might need proof of vaccination. sf gate is reporting the san francisco bar owner alliance might require people to show their vaccine card to get into any of the group's 500 bars. ahead of the alliance says he ps

and businesses. he said it would be voluntary for bars to participate. the alliance won't make a decision until next week at the earliest. as of right now more than 20 million californians have been vaccinated, nearly half of those numbers are coming from the bay area. as students prepare to return to the classroom this school year, the state wants to make sure everyone is prepared. state superintendent tony thurman will discuss vaccine awareness and back-to-school return plans on california department of education facebook and instagram pages at 3:00 this afternoon. you'll remember this month, state health leaders ruled that individual school districts will have the final say on whether students will be required to wear masks on campus. and new this morning, san francisco is expanding its mental health services. according to "the chronicle," paramedics can decide if a person should be held for a 72-hour hold if they believe people are a danger to themselves or others. before, only police officers and

doctors could make a hold call. san francisco fire department says between july 2019 and june democratic party headquarters remains in jail. he was minutes of getting out yesterday. a judge agreed to release john copeland on the condition his wife acted as his custodian. the deal fell through when she refused. copeland and ian rogers of napa are accused of hatching a bomb plan. if convicted they could face 20 years in prison. to our climate in crisis as more water restrictions are coming to the north bay. people who live in napa will have to cut their water use back. the city council approved new rules asking people to reduce their water usage by 20%. they also limit how much water is trucked out of the city and

limits irrigation two days a week. the move is to reduce the strain on napa's primary source of n learn steps to conserve water. eb mud is holding a speaker series that starts at 6:00 p.m. east bay mud asked customers to cut their water use by 10%. maybe a quick shower before you head out the door, but what do you wear? >> it's going to be nice today and, of course, as we think about how long to take a shower, make it snappy because let me show you the reservoir levels. we are seeing our levels continue to drop and we know we're heading into a very dry summer after not getting enough rain, so in the north bay reservoir levels that are about 43% on average but for the south bay, take a look at that, they're only in the 20 something percent range. as you're stepping out the door in the north bay, temperatures in the upper 40s and then as we go into today, gradually warms up after a cool start for the upper 60s at 11:00 and our north

bay highs will reach into the low 80s. still very comfortable. make plans to enjoy some time outside. heading over to you vianey. how is it looking for the morning commute? >> things have managed to stay pretty quiet on the roads which hour, 4:30. clearing from overnight construction along 280 in the south bay. that's cleared out nicely. let's take a look at the tri-valley drive times. these tend to get busier sooner as people commute to work. down to the south bay. westbound from grant line road to 680, 20 minutes. 680 to 580, 10 minutes. 484 to 680, about 8 minutes. coming up here on "today in the bay," how tesla plans to get its chargers to other electric cars. >> snapchat tv. the streaming service partnering

550 points, looks like it's set to open up about 200 points this morning. yesterday saw the biggest gain in more than month. the nasdaq and s&p 500 rising 1.5%. yields on treasury bonds stabilizing after the benchmark ten-year note fell to the lowest level since february. in focus today we've got earnings from coca-cola, johnson & johnson and verizon, all coming in better than analyst estimates. meantime elon musk says that tesla will open its network of super chargers to other electric vehicles later this year. tesla has more than 25,000 fast charging stations worldwide. other automakers have formed alliances and invested in startups for charging networks as they rush new electric vehicles to the market. last month the biden administration embraced a bipartisan senate deal on infrastructure that did include $7.5 billion in spending on electric vehicles and charging stations. it remains to be seen whether

cooler temperatures and the mist and drizzle keeps us cool. we'll see our temperatures in martinez in the low 60s as you're heading out the door, breezy southerly winds picking ups at about 15 miles per hour and we'll see our temperatures headed from the low 60s to low 70s at 11:00. nice warmup today. let's go to the south bay, our high today reaching 81 in los gatos, 77 in milpitas and 86 in gilroy. for the east bay we're seeing these temperatures also coming down a few more degrees with a high of 89 in antioch and 73 in hayward. oakland today headed up towards 71. also 71 in san mateo and 59 in the outer sunset. check out these winds still gusty today coming in from the west and as we and 94 for ukiah. looking at the overall weather pattern the heat is backing off and we're seeing a storm system approaching the pacific northwest. with it and its counterclockwise

winds gives us a stronger ocean breeze and we'll see more of the fog building near the coastline and it's going to keep it nice and cool. let's check out a spot like napa and our ten-day forecast. we're feeling very comfortable today. it does warm up a few degrees tomorrow, but then look at the trend going into early next week. some upper 70s for highs, but then it also get as little bit of a boost by the middle of next week so we kind of have seen the high pressure and a little bit more of the westerly wind at times backing off. as we take a look at our seven-day forecast for the inland areas, some upper 80s and it's going to at times warm up, cool down, but not a significant difference here. looking at san francisco, some mid 60s in the forecast. yes, i think we'll see muctog l. vianey, heading out the door right now, what's g on with the commute. >> not a lot, but on the traffic side, that's always a good thing. i did take a look at the chp report and it looks like things are still pretty quiet. a closer look at my speed sensor

homes over asking price. berkeley taking the top spot. the report says the city has seen a nearly 20% increase for over bidding, some asking for a million dollars but potential home buyers are offering double that to snag the home. in alameda county home sales have climbed 20% in 2021. coming up next on "today in the bay," kanye west back with a new album, but it's his commercial making headlines. olympic heat, how athletes are bearing the humid and hot conditions in tokyo. happening now, the california department of public health is handing out $40 million in grants to help doctor offices and small practices get more covid vaccines. that money will go to ensure proper staffing and needed infrastructure to set up vaccination clinics. health leaders say they're focusing on accessibility for areas hit the hardest by the pandemic. more for you right after the break. 4:52.
