curve ball headed in the wrong direction. the virus is on the rise every where, including here at home. one local county being hit the hardest. >> heading back to the classroom with masks. what the president is just saying about that this morning. >> just under 24 hours away from the olympic opening ceremonies. the pandemic still front and center but this came morning new controversy. allegations of racism. this is "today in the bay". you made it to thursday morning. now just making it through your day. thanks so much for starting your day with us. i'm laura garcia. >> i'm marcus washington. what can you expect from the temperatures. kari hall has a look at the temperatures. >> let's get out the door and headed to work as we get a look at our temperatures that will start out in the mid-50s and a few clouds as we'll see it clearing out again today going

from the mid-50s to low 70s. here's a look at all our microclimates p.m. warm inland and cool near the coast. slight changes going into the weekend as our highs in san jos. livermore as well as concord up to 88 degrees. 84 in napa and santa rosa reaching 84 degrees. we'll see some clouds and fog near the coast and that's going to keep it nice and cool there. we'll talk about a weekend warm up coming up. any problems with the morning commute >> a delay along the eastbound 80 right near the toll plaza to get on the bay bridge because it looks like there's unfortunately a semi that is blocking the number three lane. it broke down right here and as you know with a semi it's not working, take some time to get it out of here. again this is blocking the number three lane on the eastbound lanes near the toll

plaza. so that's something to look out for. i haven't seen any major slowing of the speed sensors, no yell or red which indicates that traffic is still flowing in the other two lanes. still pretty easterly so we'll see how it impacts heading in to the 6:00 a.m. the chp traffic report says they have issued a wind advisory for the altamont pass. keep that in mind as you're traveling in to the city or down towards the south bay. we're noticing construction as well on 580. so expect to see a little bit of a delay through that stretch at least for the first half of the morning. so far-right now, those quick check of your tri-valley drive times, westbound 580 from grant line road to 680, 22 minutes. southbound 680 from 580 to vargas road. 10 minutes. i'll have a closer look at how the rest of your bay area drive times are doing coming up in just a few right now hospitals s

of the country once again being overwhelmed. this time because of the delta variant that's on the rise worldwide. the latest wave of covid spreading at an alarming rate. many of those outbreaks are where the vaccination rates are below 45%. data shows that the u.s. is averaging 1,000 new cases every hour. >> we're breaking down numbers closer the home. what we found is during. one county the average daily number of people hospitalized with covid-19 has grown 50% in the last month. we're talking about costa contra county where vaccination numbers are strong. as of this morning there are 67 people momentized in -- hospitalized in costa contra county. >> currently about 80% of county residents over 12 are vaccinated. getting that last 20% is difficult. >> the state department of public health says during the week of july 7th there were 13

per 100,000 covid cases involving unvaccinated people in california. compare that to the case rate involving vaccinated people, only two per 100,000. >> with all that going on many families in the bay area preparing to go back to school in a matter of weeks. students in brentwood start in less than a week. >> the president said the cdc will advise children who are not eligible to be vaccinated to wear masks to school. biden making comments during his town hall with cnn last night. while boarding air force one ahead of the event he told reporters that when it comes to those break through cases due to the delta variant the rate of infection is very slim. >> at a minimum i can say that even if they did contract it, which i'm sorry they did, it's is not lifereatening. >> now one quick note here abo

state guidelines require all students and staff to wear masks when they return to campus but california is allowing each district to decide individually how to enforce it. some districts say they will not enforce the rule and the state has not indicated if there will be penalties for those who ignore the order. so we'll continue to follow that. so really check with your district. of course you can get all the news when it comes to all the schools going back. i feel bad because my kids are like, no. >> some are starting next week. >> yeah. >> gosh, it's really coming up quickly. so we're just trying to enjoy these last few davis summer for he some of our kids and even getting out the door this morning. we'll see temperatures around the bay area starting out in the mid-50s. that's a live look at walnut creek. it's 61 degrees where we see temperatures warming up today. a lot of sunshine. we also had at times of hazy

skies. air quality is pretty good near the surface. at lunch time 75 degrees. still good for playing outside, enjoying your lunch out there as well but will be warming up into the upper 80s in spots like concord and livermore. san francisco is at 65. napa reaching 64 and san jose coming up a degree or two warmer compared to yesterday with some low 80s and we'll talk about the weekend ahead coming up. any issues for the morning commute? >> stayed pretty quiet overall. we still do have that one big rig stalled out on the number three lane eastbound side of the bridge but look what happened now. that just disappeared. these are real-time traffic updates. my map gets updated as the chp don't update. that's good news. that cleared out of the map. no big delays. let's get a quick check of bridge drive times. westbound 80 towards the bay bridge seven minutes.

westbound 92 towards the san mateo bridge, 12 minutes. i'll have another update in just a few minutes. we're counting down the opening ceremony of the tokyo olympics. they are less than a day away. can you believe that? >> finally. >> those covid concerns weigh heavily on the athletes as well as the city of tokyo. >> we go live to tokyo for that and the rest of the morning's top headlines from the games. finally we're almost here. what's feeling on the ground? >> reporter: well a lot is happening here. right? this is the last 24 hours before the opening ceremony. you have the covid concern. there is some excitement building in tokyo. the numbers, those we'll start with the covid numbers. they are rising every day we get a new batch reports. 91 people who are officially connected with these olympics have tested positive. that includes about a dozen athletes. really we just have to manage our expectations. there are several athletes

likely to come in the next several days that will test positive that will have to sit out of these olympics. but, you know what? they won't be allowed to compete and the show goes on. the train is leaving the station at this point. the games are full speed ahead and that's now sinking in. the reality is sinking in to the people here in tokyo. what happened? how did the most wired futuristic and stylish city in the world get left behind in this race to vaccinate? in a nutshell tokyo was slow in its clinical trials, a lot of government red tape, and vaccine hesitancy. anti-vaxors. a dangerous mix that led to a lot of backlash. >> not too many people are vaccinated in tokyo, in japan, so many people still getting infected every day. and my family as well, they worry about me in tokyo. >> reporter: the latest public opinion poll more than 80% say

they are concerned about hosting the games. but concern doesn't mean cancel. >> how they prepared for this event, you know, if you think about it, it's grassroot, initially primarily. so i hope, you know, they can do what they do best. >> japanese government as well, i think, they just want to hold this competition or this event because they are still losing money if we put this to next year they will lose more money. so they better finish this as soon as possible. >> reporter: here we are. full speed ahead. not knowing how this will turn out. and we really don't. here's the deal. we're all in the same boat here. we're crossing our fingers and hoping for the safest outcome for fans here in japan, the residents, i should say, the athletes and everyone associated

with the games. what else is happening on this thursday night here in tokyo? let's take you inside the olympic stadium where the opening ceremony will be. it is ready for the world. of course no fans will be allowed and two key people will be missing. there's a bit of a controversy as we head into these opening ceremony. today the director of the opening ceremony was fired because of a holocaust joke he made back in 1998. on the left that's kobayashi. the music composer was passed out because of past bullying issues. we move forward. guess who arrived in tokyo today. let's take a look at the first lady, jill biden in the red touching down at the okada fares base. the first lady is planning to attend the opening scene mother tomorrow. she will meet u.s. athletes. she will leave tokyo on

good morning, a very happy thursday to you as well. those horrible accusations against former e-bay executives are back in the news. you may recall five former e-bay executives are accused of harassing a couple that wrote a blog that was critical of e-bay. the alleged harassment was awful. there were already federal charges against the former e-bayers. one pleaded guilty. the couple is suing individuals and e-bay. here's their lawyer reading from the alleged e-bay memo. >> we're going crush this. we're going to do everything we can to take her down. now is the time. take her down. burn her down. i want to see ashes. >> former executives alleged sent the couple a bloody pig face. we won't show you that one. they also sent a book on how to survive the passing a spouse to the couple. the threat fairly obvious. e-bay for its part acknowledges

the harassment happened but denies the conspiracy rose to the top in the ceo's office. they have a new ceo. the e-bay in a statement said the misconduct of these former employees was wrong and we will do what is fair and appropriate to try to address what the steiners went through. we're very sorry for what they endured. tesla's elon musk said the car company may take bitcoin as payment. tesla invested more than $2.5 billion of its own cash buying bitcoin. since that time the valve bitcoin has fallen hard. lost half of its value since april. tesla's losses will show up on its next balance sheet. this is a problem. bitcoin supporters and critics come to notice elon musk himself appears to be the single biggest influence on bitcoin. what he says moves the market.

when musk was originally said tesla would accept bitcoin from people who wanted to buy cars and tesla had bought billions of bitcoin the price went way up. later musk changed his mind said tesla would not accept bitcoin, the price fell and tesla's bank accounts fell with it. bitcoin fell below the 30,000 mark. today bitcoin up 8% after tesla says they might start accepting bitcoin again and that helps tesla's bottom line. >> right. thanks. her dress not in kansas any more. do you remember this? the famous dress believed to be worn by judy garland as dorothy in the "wizard of oz" has been found. now the finding was authenticated. >> the dress was gifted to the catholic university in washington, d.c. by a friend of judy garland in 1973.

this did just pop up on this side. not sure what that is. real-time traffic. westbound 80 from highway 4 to bay bridge, 14 minutes. we're looking good out there. let's hope it stays out there. kari, how is the weather doing? >> pretty clear around the bay area. dublin starting out with clear sky. l.a. seeing coastal fog still lingering but looks pretty good as we see a wide range of temperatures. cupertino, up to 80 degrees. for the east bay there will be a couple of low 90s but mostly upper 80s. seven day forecast is coming up at the bottom of the screen starting in the south bay as we take a look at our east bay high temperatures, hey ward reaching 74 degrees. in the low 60s near the coast. san mateo reaching 72 degrees. san francisco basically still in with the clouds and fog early in

the morning but clearing out a little bit during the afternoon and reaching 84 degrees in santa rosa. clear today. still heading into the upper 90s. we're seeing some changes as high pressure across the desert southwest comes in closer. it will change our inland temperatures but not so much near the coast. notice that by next week we see green popping up here that shows there will be the potential of some more showers possibly some monsoonal thunderstorms in the sierra and does get very close to the bay area. as we look at our temperatures for the seven day forecast, not too much of a change here. averaging out those inland valleys reaching into the upper 80s and low 90s. slightly warmer for the weekend. most of us won't notice too much of a difference. mid-80s for early next week while san francisco sees a little bit less fog for the weekend. it's going to be nice and sunny. highs in the upper 60s and we'll see more of that into the start next week. now let's turn to our climate in

crisis as we're now placed under a la nina watch. it's basically the schooler water near the equatorial pacific and that can drive the storm track further nor. during el nino years that can bring in more storms. what we're seeing right now, cooler temperatures there and it's really going to stems deve during the winter. we usually get a strong the storm track further to the north. so what does thatoi into winter could be up around the pacific northwest near seattle. that is not good news for us because as we know that if we go into the winter with a la nina once again we could have a dry season and this is part of the reason why we're in this mega drought. we'll be watching that.

a lot of people are still collecting unemployment checks. recently the rules changed. >> to keep those checks come underground have to show you're looking for work. we'll show you how to do that especially if you're self-employed. >> reporter: let's get this out of the way fir. lying to the state about whether you're looking for a job is fraud. if the state catches you lying they will stop your unemployment checks he and possibly prosecute you. the tell the truth. edd says it will ask when you certificate at the the if i which you should be doing every two weeks to get paid. what qualifies looking for work? that depends on the job you had before the pandemic started. if you had a full or part time job as an employee you're on regular unemployment. you're looking for work if you set up an account on the state job board, create a profile on

first this story everyone mandated here in the bay area. >> one local doctor is weighing in on the benefits of going back to mandatory masking. doctors are changing some of their guidance here? >> reporter: correct. good morning. this is because of the delta surge, the surge that delta variant right here in costa contra county. they've seen a jump in hospitalizations of 40% in the past 30 days. all counties are now recommending that you maverick up when you go inside businesses like the ones behind me here. but you thought you didn't need a mask when you were fully vaccinated, right? that's what the cdc was telling us earlier this year. we spoke with dr. bob wachter. we asked him for an explanation. he's vaccinated but he's wearing

a mask again indoors now and says that you should too. for three reasons. the delta variant is circulating more widely now. two, he doesn't want long term symptoms, something you can get even after a mild case of covid. and lastly he says still there's not enough people who are vaccinated nationwide. >> san francisco is essentially 75% vaccinated. two months ago i would have said to you i think that's maybe high enough to have local herd immunity. that's going to be high enough to bump down the cases even if people do take their masks off. with delta it's not high enough and that's why we're seeing a surge. really delta has changed all the facts on the ground. >> dr. wachter says the surge is much worse than the bump we expected with the re-opening of our state. he thinks the area will follow the lead of los angeles and mandate indoor mask use. he thinks that could happen within the next few weeks.

reporting live here, bob redell, "today in the bay". let's talk about this, statewide those numbers are starting to inch up as well. this morning california's positivity rate. take a look. 4.5%. now some perspective. the last time it was above that number was mid-february. and before that the state was below 1%. hospitalizations just barely starting to creep up. since mid-april, this is april we're talking about, this area right here. for the most part the number of people hospitalized with the virus was held steady. this morning 2,600 californians are battling that virus in hospitals. >> san francisco's district attorney said his office is launching an investigation into demand letters and lawsuits sent to business owners in chinatown, letters spelled out alleged violations of american with disabilities act. d.a. is investigating to see if any of them are fraudulent. we go live to san francisco with

more information on who is behind these letters and how business owners are responding. >> reporter: good morning. that's exactly right. the district attorney here in san francisco said his office is launching an investigation after about 100 shop owners in chinatown received these letters saying they were in violation of some aspect of the ada but he said his office isooking into whether or not these letters are even legit. so on wednesday district attorney joined business owners and community leaders from san francisco's chinatown. at the event the business owners expressed concerns about potentially being exploited by lawsuits and those demand letters that may potentially have no merit. chinatown's be chamber of commerce is putting together $25,000 legal fund to help shop owners respond. allegations of violating the ada are very serious. >> we will not tolerate fraud or

abuse of legal process. we will stand with our small businesses. we will open an investigation into these allegations. and we encourage any small business owner in san francisco, in chinatown, to come forward, to cooperate with our investigation, to help us get to the bottom of whether or not these claims are, in fact, fraudulent. >> all they have been doing is able to serve take out orders only and based on the claims i don't see any way possible that this person was going into the establishment. >> reporter: and our team has reached out to some of the attorneys behind this lawsuit. a member of our team was successfully able to reach an attorney. that attorney kept the conversation very brief explaining he would not go into details of that demand letter and asked that we contact him later. see a lot of these cases throughout our state.

thanks so much. new this morning, how much will it cost san francisco to take out the trash? well that's the burning question this morning. as the city considers to redesign its trash cans. the new prototypes of the receptacles will cost between $12 and $20,000 each. that's partf pilot program for 15 cans which will be paid for by the city's budget. the board of supervisors will have the final say. >> residents are urging town sill to fill the a seat that's been vacant since last month. the disagreement centers whether the appointment to the position or just hold a special election. sam took over the position of the town's mayor. former seat has been empty ever since. the topic is expected to be discussed in a special meeting next week.

the deadline to make a final decision is august 1st. 5:36. happening today legacy of a chp officer killed while on the job will be cemented in the north bay pap section of 505 will be named in the honor of kirk gritz. he was killed a year ago during a traffic stop. a car slammed into him and another officer killing them both. 5:37. happening now. the tamarac fire raging in two states. the sky is glowing orange as you see that chopper dropping water on the flames. that fire burning south of lake tahoe and those flames crossed into nevada. crews trying to keep it west of 395. that fire sparked on july 4th but really exploded over the weekend. those flames have not burned nearly 44,000 acres and there's

no containment. st. helena looking to cut a deal with napa county on its water use. so far the city used 500 of 600 feet of water that napa county gave them in the last fiscal year. napa valley register reports the city manager may request the county reducehelena's water bill since it didn't use all the water. the other option is to give st. helena the rest of the water they didn't use. still dry conditions throughout the bay area. i guess some right side the weekend is coming up. >> we have had some nice weather around the bay area. nice and cool near the coast. let's get you ready to hit the road for the weekend. if you're going to l.a. check out forecast.

united way in the bay area one in four families or more than 600,000 cannot afford basic necessities like housing, food, medical care and child care and that reflects what was happening even before the pandemic. now across the state in three people or 3.5 million families can barely make ends meet. 97% of these households are considered working poor which means they are working, they are employed just not making enough money. half of these families have children under the age of 6 and in some places child care is more expensive than rent and that's an analysis from census data of 2014 to 2019. we're tracking resources for families trying to make it in the bay from the push to get rental assistance out faster to families to eviction moratoriums and how to make sure to get your child tax credit from the
