i'm laura garcia. >> and i'm marcus washington. we'll get to that commute in a bit. first, let's start with that forecast. meteorologist kari hall tracking it for us. it's tuesday, we made it past monday, and we're watching rain here and there. storm ranger is on it and is scanning t any of that headed our way. there is some rain moving off the central coast and away from the bay area, but we also have some showers producing lightning off the coast. but that's heading up to eureka. as of now everything is all quiet for us here. i'll be watching this as we still could see a chance of rain throughout the morning. mike, how is it looking right now for the early morning commuters? looks like this right here. golden gate bridge a little glow. no problem. i'm motioning to the portion you cannot really clearly see to the north, but closer to the south you can see the lights. some issues with low clouds around the bridge and construction crews as you head up out of the city. but no surprises. we're down a lane on the north half of the bridge. the rest of the bay looks great.

north bay in through the east bay. contra costa county. an issue in fremont. construction for highway 84, no surprises throughout. back over to you. >> thanks, mike. starting tomorrow, san francisco will require all new city employees to be vaccinated before they start on the job, or they won't be hired. this comes after the city announces they will mandate current employees to get the shot once it is approved by the fda. the only exception is for people with medical or religious exemptions. negative covid tests will not be accepted as an alternative. and california is again the first state to impose strict covid-related orders. first it was the stay-at-home order, and now it will be the first to require all state employees to get vaccinated or get tested weekly. governor gavin newsom made that announcement in oakland yesterday. starting next month all 246,000 state employees will either need to provide proof of vaccination or accept weekly covid testing.

the governor blasted conservative politicians and pundits. >> we're exhausted by the ron johnsons and the tucker carlsons, by the perpetuating misinformation around the vaccine. >> the health care providers have until august 23rd to get all their employees to comply with the new rule. a spokesperson for the governor says there are no current plans to issue fines. younger kids could be closer to being eligible for a covid vaccine. moderna says it plans to expand the size of its trial in kids 5 to 11. the company is actively talking with the fda about it. moderna says the expansion will, quote, increase the likelihood of detecting rarer events. the vaccine could be ready for approval for the younger age group this winter or early next year. former senator barbara boxer attacked and robbed near jack london square. >> this happened in the middle of the day. she was walking in a very busy

area, and it comes just hours after oakland city officials announcing a new plan and partnership to crack down on violent crime. "today in the bay's" cheryl herd has more. >> reporter: derek johnson is the owner and the restaurant is two blocks away from where senator barbara boxer was assaulted and robbed. >> it has really gotten out of control and we have to do something about it as a community. >> reporter: the former senator was robbed here in the 300 block of 3rd street. police say someone pushed her, grabbed her phone, and jumped into a getaway car. later boxer released this tweet confirming what happened saying she is thankful she was not seriously hurt. johnson says crimes like this happen all the time. but he hopes this assault on a public figure will be a wake-up call for action. >> we need to work together with law enforcement to beef up security. >> reporter: mayor libby schaaf

releasing a statement saying she was deeply troubled to learn of the assault and robbery of the senator. she spoke with the senator's family to extend her well wishes for a speedy recovery. ironically, two hours before the attack on boxer, the police chief, along with the fbi and other city leaders, held a news conference to talk about plans to address violent crime in oakland's chinatown. johnson says all of it must stop. >> enough is enough. >> cheryl hurd, "today in the bay." 4:35. and when it comes to making it in the bay and construction costs tied to development, san francisco is one of the priciest cities in the world. that's according to a new survey by the international firm ranking 90 global construction markets. tokyo is the most expensive for new construction in terms of labor and materials. hong kong second. san francisco is third just in front of new york. happening today county leaders in sonoma county have a big decision on their hands. it's over where to put its new

county government center. the board of supervisors is deciding whether it wants to stay on the existing county campus or move to one of two possible downtown santa rosa locations. one possibility would combine santa rosa's central library and the city owned parking lot along e street. the county is thinking about acquiring the vacant sears and auto center at the santa rosa mall as a possible site. turning now to our climate in crisis and more than 1.5 tons of trash. that is how much was removed from bay area beaches just last year. a surf finder foundation says it hauled away 3,200 pounds of trash as part of a 25 cleanup across the bay area. it included events at baker, ocean, pacifica state, rodeo beaches, and the palo alto baylands, among others. overall 80,000 pounds of trash hauled away as part of the foundation's nationwide effort. now to new dramatic video of the dixie fire burning intensely

this hour. over the weekend the flames completely engulfing an alert wildfire camera. the fire is now the 15th largest in state history burning more than 198,000 acres. it's 22% contained. evacuation orders still in effect in butte and plumas counties. it's really tough to see. the air quality up there is getting pretty bad. and we're watching to see if that could start to move into the bay area. so far it's been pretty good here as the smoke has been moving away. looking at the near surface and this model here shows that we see the light shades of blue showing there could be some of the smoke moving in for today and the next couple of days. once again, the bulk of the smoke has been pushing off to the east of here. temperature wise, upper 80s today. 86 in napa. 69 in san francisco. and 86 degrees in san jose. look at brentwood today heading up to 100 degrees, so it will be hot for those inland valleys.

and i'll be watching this. we'll talk about what's ahead coming up in a few minutes. mike, how is it looking now for the commute? right now, pretty calm. i did point out in the tri-valley the one nongreen section and a little bit out of the altamont pass. the altamont will have slowing as the commute trickles in and is doing just fine right now. over here less of the freeway is closed but still there is a cutoff. you still have to use 680 and mission boulevard instead of going to the bright side tunnel there. overnight road work scheduled to be picked up in the next few minutes, usually a couple minutes before 5:00. 580, you're fine. once you pass grant line road you're at speed to the dublin interchange. vasco road just fine at discovery bay and byron. the same thing for highway 4, antioch in to concord. back to you. >> thanks, mike. 4:38 right now. coming up on "today in the bay," proof of vaccination now required for a night out in the city. when that will start ahead. plus, weeks away from the recall election and the race narrowing between governor

tesla reporting a bigger than expected second quarter profit topping $1 billion for the very first time. sharply higher sales of less expensive electric vehicle such as the model 3 and raised prices to boost margin. tesla cut costs which helped offset the supply chain shortages. ceo elon musk says tesla expects to launch production of the model y this year, but the electric semitruck is delayed until next year. american airlines is telling pilots to conserve jet fuel whenever possible. american says shipping issues including the lack of trucks and drivers is delaying supplies. gasoline, diesel and jet fuel demand plunged due to the pandemic. air travel rebounded more slowly and other forms of transportation. they have been shipping less jet fuel. airline industry groups says carriers are having planes take on extra fuel at non-affected airports. back over to you. good to see you, by the way.

one sip. we have a lot of good news coming up. >> it looks okay for the weather. hot and humid for the inland valleys. we're feeling that mugginess this morning. looks like there's a little bit over the santa cruz mountains but for most of the bay area it's been pretty quiet as we track it with storm ranger. very unusual to see this happening in july but, hey, we welcome it. and that's what we're watching for this morning, some of that rain moving off parts of the central coast. as of now glad we don't see this coming our way but as it moves closer to eureka, unfortunately, it may spark some new fires and that's the danger with all of the little bit of rain and the lightning we are seeing. let's go through our time line and what the computer models go

as we head out on this tuesday morning. it does show a slight chance of rain at 10:00. doesn't look like much activity and it will be moving mainly off the coast but could move into coastal parts of the north bay and sonoma coast. as we go into the rest of the day, it's to the north of us and the air will start to feel much drier. this mugginess from the monsoon surge that we have. looking at our temperatures today, some upper 60s from san francisco, some upper 80s for martinez. check out brentwood. air conditioning on full blast today. 100 degrees. and as we go through the week there still will be the chance that we could see more showers and thunderstorms over parts of the sierra. for us it's fairly quiet but it will be hot as we see temperatures ramps up in the low to mid-90s in the valley. the heat more intense as we go to friday. the weekend is slightly lower with some upper 80s and low 90s.

san francisco getting some low 70s with a mix of sun and clouds, that fog kind of hanging around. mike, how is it looking now for the commute? >> it looks like the fog is hanging around likeow. we do have some slowing, 101 up past the airport through san mateo. over here the altamont pass getting the move with 205 and 580 merge. grant line road, up to speed. vasco out of byron, brentwood. contra costa county down to 580 without an issue and the bay bridge toll plaza. no backups but there are low clouds around the bay affecting our view of some of those city lights. back to you. there is breaking news this morning. simone biles out of the women's olympic gymnastics team final in tokyo. biles competed in the team usa's first rotation on the vault and

then seen walking off the floor with her bag and a trainer. her coach just said she's not out due to a physical injury, rather mental health issue. raj mathai will have more. in surf side, florida, they believe all victims of the deadly condo attack have been accounted for. 99 people died in that collapse. for a solid month miami-dade fire crews and other first responder groups came to surf side to locate victims. workers sifted through huge piles of rubbish just looking for the remains of the victim. the miami-dade mayor called the collapse the largest non-hurricane related response in the history of florida. one of the candidates seeking to replace governor gavin newsom will appear today in the bay area. former san diego mayor kevin faulconer will speak this morning in san francisco. here is where he stands compared to one of the other recall contenders. conservative talk show host larry elder leading with 16% support. kevin faulconer tied with cox at

6%. more than half polled are undecided. the numbers were gathered in a poll by boston's emerson college. the same poll finds 48% support keeping governor newsom in office. 43% want to recall him. 9% are undecided. san francisco supervisors scheduled to vote on a resolution asking the white house to end a trump-era u.s. border policy. the title 42 order allows the immediate expulsion of asylum seekers as part of the pandemic response. the white house is actually now considering ending that policy for migrant families. immigrants rights groups plan to rally prior to today's vote at city hall. bars ready to change their policy for patrons. starting thursday the 500 bars making up the san francisco bar alliance will require patrons to be vaccinated. that can be in the form of a qr code or vaccination card. the other option will be proof

of a negative covid test result within 72 hours. customers without proof can still sit outside, and this won't be a government mandate but an industry recommendation. the owner of a southern california restaurant says he's willing to pledge his business as a, quote, constitutional background when it comes to covid-19. a sign on the door says, quote, proof of being unvaccinated required. the statement comes as orange county is reporting more than 1,300 new covid infections yesterday. health experts say the virus will continue to spread as it mutates among the unvaccinated. >> you're going to get this at some point. do you want to get it without already developed protection, or do you want to have that protection already in place that's hyper focused and quick to eliminate the virus? >> the restaurant owner says it has never complied with any covid restrictions and he hopes people can read between the lines with his message.
