>> we're going to go live to tokyo for reaction. >> reporter: the delta variant is mutating and has now been detected here in the bay area. coming up, new concerns about delta plus. also vaccinations required at csus. the announcement by the nation's four-year public university system and what it means for students and staff. good afternoon the news at 4:00 starts right now. thank you for joining us for this olympic edition of nbc bay area news. i'm janelle wang. >> and we go to the story that everyone is talking about today, simone biles withdrawing from the team competition. biles said the pressure in the tokyo games, not an injury, caused her to withdraw. it's not clear if she'll perform

thursday in the individual competition where she is champion. but we'll begin with a major reversal. the centers of disease control is recommending everyone go back to wearing masks indoors even if you're vaccinated. it also said that people who are fully vaccinated can still pass the delta variant to others. here in the bay area, some business owners are already reposting masks required signs. the cdc says with cases surging nationwide, even vaccinated people should mask up. it's a recommendation every bay area county made more than a week ago. but solano's commissioner has not followed and calls the message misguided. >> what is causing the surge is all in people's homes, back yards, camping, it is not in the environment where these mask recommendations are going to apply. >> the health commissioner has

he will not be returning to a mask mandate. that means he will be the only county in the bay area requesting that people wear a mask indoors. the delta variant of covid is increasing. there is a new one now, delta plus, a new variant. we sat down with someone to learn about the new variant of the variant. >> reporter: they've gone to every hospital in the county, and so far they've detected 16 variants of the delta variant, named delta plus. >> it's a variant of a variant. >> reporter: the variant is called delta plus and has an additional mutation believed to also be highly contagious. according to the county's dashboard it sequenced 15 cases

of two new delta variants which scientists are now examining. >> i think it's a safe bet to assume that it is also more contagious, just like the delta variant is. >> reporter: it's not known yet if the current vaccines offer protection against the delta plus variants. however, deputy public health officer dr. george hahn says right now most people hospitalized with covid in the county is unvaccinated. and there is another change in cases compared to january. >> if the delta variant has increased rapidly in santa clara county and in the bay area, as you know, delta is now the predominant variant in california and in the country, and the same is true in santa clara county. >> reporter: so far there have been 152 delta variant cases in santa clara county. and while he says there have been breakthrough cases where fully vaccinated people are still diagnosed with covid, he stresses that getting vaccinated will offer the best protection

against extreme illness. even if you get the delta or delta plus variants. in san jose, marianne favro, nbc bay area news. the cdc also says kids should be masked up when they head back into the classroom this fall. the cdc made this new recommendation for all students k through 12. this includes kids who have already been vaccinated, as well as teachers and staff. this comes a week after the american academy of pediatrics recommended that children two or older should wear a mask in school. today the largest public university system in america joined a growing number of universities that will require the vaccine if you want to be on campus. the california state university system says it will require anyone using csu facilities to be fully vaccinated by the end of september. nbc's bay area damien tra --

trujillo says people's agreements are mixed. >> for some in california state, vaccines for everybody is the next step. >> to have everyone vaccinated is less of a chance to get covid, especially with the variant going around. i think it's a smart decision. >> reporter: csu says they will require vaccines for all the faculty, staff and students who visit any of the campuses. each student has until september 30 to work through the steps. the opinions here vary and there is no shortage of them. some students don't like that the choice is being taken from them. >> my education is on the line and it just feels like i'm

getting bribed for it. for me to get my education i need to do this other thing on top of paying my tuition and everything else. >> i think it's also a little unfair for those who have their religious beliefs and feel like everyone can come back to campus just so they don't feel excluded. >> reporter: csu says its policy will allow for verified religious and medical exemptions, and the university system says it's in the meet and confer process with labor unions, and employees will face no discipline while that process is underway. this as a nation faces a fourth surge largely driven by the unvaccinated. at the california campus, nbc bay area news. let's get back to our coverage of the olympics. a large look at the olympic flame. the world still buzzing about biles. it was a stunning turn in the women's gymnastics team competition in tokyo.

olympics sensation simone biles dropping out of the team competition after her first rotation. liz mclaughlin is in tokyo with the very latest. this really was a stunner. >> reporter: absolutely, jessica, but there's been a wave of solidarity for the athlete, other athletes saying this is relatable. the pressure that comes with the spotlight of the olympics can be really overwhelming, some athletes even saying the mental challenge is even harder than the physical preparation for an olympics. of course, as you said, the news just buzzing after the world's most decorated female gymnast had some stumbles on the vault and struggles in her head. after a shaky start at qualifying, gymnastics star simone biles says she let the pressure get to her, shocking her team and the world when she withdrew from team finals tuesday after a wince-worthy vault citing mental health struggles but still encouraging her team to take home a silver.

>> i took a setback because i didn't want to do something silly out there and get injured, so i thought it would be best if these girls took over and did the rest of the job, which they absolutely did. >> reporter: it's unclear whether she will perform in her individual event where she is a champ. >> there are a lot of different variables going into it. >> reporter: the response has been an outpouring of support from the u.s. olympic committee saying in a statement, we applaud your decision to prioritize your mental wellness over all else. gymnast sam makulic offering words of encouragement. >> she has the weight of the world on her shoulders. how can that not affect you? meanwhile japan beat the usa in the softball final. the u.s. women's soccer team advanced to the knockout rounds.

a strong start with women's basketball with a comfortable win against nigeria, and a gold winner stunner by lydia jacoby. winning the first olympic gold ever in the sport. just adding a fresh coat of wax here. karissa moore, check this out, let us borrow her surfboard. it has her name on the back. this is a performance board, so it's a short board, nothing that a novice like they could use. but now she is a gold medallist. >> thank you very much, liz. be careful out there if you take that board. the decision by simone biles to withdraw from the team competition today is adding fuel to an already mental debate

about the mental health of stars like herself. >> many are responding to a post biles made yesterday saying she felt like she has the world on her shoulders, and not an understatement when she's been dubbed the greatest gymnast in u.s. history. we spoke to a sports psychology consultant who says it's tough enough to be a young person navigating through life, but in the national media spotlight, tension level can skyrocket. >> then you have this breakout and you don't know what to do with it. all of a sudden everybody wants to get to know you, you have to talk to media. >> everyone asking, how to better protect these athletes. people are asking that press conferences be replaced by controlled one-on-one interviews and that athletes can skip interviews if they're not feeling up to it. you can see katie ledecky go for gold twice right here on the

governor who will stand up to them for a safe neighborhood. >> reporter: he stood in front of a convenience store that stood shuttered from other thefts. the new berkeley institute of government studies poll released today shows 47% of likely voters now favor recalling newsom while 50% want to keep him in office. the poll of more than 6,000 likely voters also shows republican broadcaster larry elder leading the way on the gop side with 18%. and faulkner and fellow san diego john cox at 10%. >> i'm very excited about where we are in this process in terms of getting my message out. >> reporter: meanwhile election officers are preparing for the recall. a san francisco elections official tells us that military overseas getting ballots should go out on monday, and everyone

else should get ballots for recall. governor newsom spent his day on state wide universal health care. today he joined a fresno health clinic to sign into law extended health care for people over 50. they extended medi-cal to children. >> regardless, again, of their ability to pay, regardless of their preexisting conditions and regardless of their mental status. it's a point of pride, it's a point of principle, and it's what marks our values here in the state of california, a universal state. >> a fresno lawmaker says many of those who will len fit will be workers who have gotten the

pandemic. the owner of a restaurant in huntington beach says he thinks the way of life in america is being attacked. he says he's risking his business to shut down to fight for what he calls freedom and liberty. masks are again being required inside the courthouse. >> you can't be too careful. i don't mind it, so if it has to be done, it has to be done. >> i would just say you don't have to worry about a mask. >> in the oc, there's been a 100% increase in hospitalizations in the last three days. that's 156 people. more than 2,000 people were hospitalized back in january. >> walking off the job. trade workers in livermore just stafrtd a three-door strike.

they came out to strike clirkszs. workers say frequent on-call work can be a headache and they want a chance to fairly bargain the terms. >> a lot of our guys have gotten off the volunteering on call because it's been very onerous for them. they have made it so if we take an hour off to go to the dentist, we jump through a lot of hoops that's paid time being on call, so a lot of folks have gotten off of it. >> the case is set to go to court in october. today we learned the richest companies in the world are getting richer. apple, microsoft, google, alpha
