because when that happens, we've all made it. ♪ we start with bringing you breaking news out of the delta. in east contra costa county a wildfire has prompted evacuations of bradford idsland. crews are evacuating 20 residents. 200 acres have burned so far. two structures have been destroyed. >> that video from pg&e camera showing the extent of the fire and the smoke and it could be seen from across the east bay as far as is walnut creek. we're working to get more information and we have a crew heading that way and we'll have live reports throughout the morning. good morning. thanks for joining us here.

i'm marcus washington along with laura. mike will have a look at the commute in a bit. let's start out with weather this morning. how is that looking for us? >> of course we're monitoring the weather conditions around the fire and temperatures in the low 60s andt the relative humidity it's pret high and windsty coming out of the southwest about 22 miles per hour. we continue to look at the humidity because as the day goes along it will be dropping drier conditions allowing for fires to spread rapidly and that will be a problem. air quality has been pretty good. we're going to see that hopefully continue today. we'll continue to monitor those conditions and i'll have another update in a few minutes. how is it looking for the early morning commute. >> as far as the commute goes very easy drive for most of our speed sensors. all of our speed sensors that show up. this is bradford island, north of bethel island the area

affected by the fire. we showed you the pg&e camera, likely visible from 160 out of rio vista across the antioch bridge and as marcus said, visible as far as walnut creek, quite a distance, but on a higher hilltop you can see that. that will be a distraction and we're tracking that breaking news on to another. over to you. this breaking news is from the games in tokyo. simone biles will compete in the women's beam event final tomorrow. biles with drew from the team final followed by her next four possible events citing concerns about her mental health and said she was dealing with a case of the twisties, a phenomenon gymnasts experience when they feel a disconnect between their mind and body. raj will bring us live reports this morning. there have been 35 million covid-19 cases, more than 616,000 people have died.

california has recorded nearly 43,000 new cases in just the last few days. just yesterday alone, nearly 4,000 cases were reported. so far slightly over 10% of the state's population has kraktsd covid-19 since the start of the pandemic. california is the first state to reach that milestone. we may be days away from mask mandates in some counties. >> those rules requiring for everyone indoors regardless of your vaccination status could return in the bay area. "today in the bay" has more from san mateo. >> reporter: a subdued sunday evening in downtown san mateo, might be the last weekend masks are optional to wear indoors for a while. the supervisor says the county is considering an indoor mask mandate. >> later this week there will be an announcement from the counties. i think it's highly likely and highly probable and that is based on the transmission levels. >> reporter: you'll notice he

said counties, more than one. on friday the director of public health in san francisco also mentioned this. >> we are very vigorously exploring issuing an indoor mask mandate and in discussions with surrounding counties and health officers with regard to that. >> reporter: the much more condamages you delta variant is becoming a challenge for the highly vaccinated bay area. infections and hospitalizations are rising which is prompting a renewed push for masking indoors and a focus on the small percentage of those in the region who have not got their shots. >> now is the time to get vaccinated. >> reporter: here in the city of san mateo we noticed lots of people wearing masks even outdoors. because of all the news of the delta variant this weekend it's kept a lot of customers home. >> very slow. yesterday too. worst saturday since we opened. we opened november 5th in the middle of all this. >> reporter: he says if an

indoor mask mandate is ordered again it will feel like the county is going backward, but says most customers don't want to eat indoors lately anyway. sergio quintana, "today in the bay." to wear a mask inside city facilities starting today, doesn't matter if you're fully vaccinated or not. new this morning, san francisco bars proof of vaccination requirement is now reportedly catching on elsewhere. some san jose bars are starting a similar thing. no city bar alliance in san francisco says bar owners are doing it on their own and customers can show proof of a negative covid test. it's not just the bay area bars and restaurants across california i should say are rethinking their vaccination requirements. that includes some places in l.a. and san diego counties. more businesses are following that lead of san francisco bars which recently started requiring proof of vaccination or a negative covid test. this is all due to the most recent surge in cases. the owner of one san diego night

spot says most customers agree. >> looking at the numbers and what's happening with the new delta variant we thought it would be safe for our guests and staff and our community that we actually make our indoor dance area where our events are to be vaccination proof only. >> san diego county recently saw its highest number of new cases since early february. this morning new for you, a new report indicating county health agencies focus their enforcement more on businesses ignoring covid protocols than those experiencing the outbreaks. a news group looked at six months of data ending in march and santa clara county 14 of 264 businesses experiencing outbreaks were fined, more than 450 fines issued to businesses that had no outbreaks at all. and in icu no fines were to 22. a spokesperson there simply says that teams that responded to the

outbreaks were not the same as those enforcing the health orders. critics argue businesses serving customers stood a far better odd. this is for those being fined than those actually behind closed doors where those outbreaks occurred. despite rising will reopen to the public today. all floors and departments will be open with limited staffing. many first floor services will require an appointment. changes are in store for bart riders today. among the biggest changes, that service lasts until midnight monday through saturday instead of 9:00 p.m. and on saturday, service starts at 6:00 a.m. instead of 8:00 a.m. officials say there will be more trains running on each line. >> of course during covid, bart has reduced service quite siggly and bart did that in response to the drop in ridership and our financial situation and we're really excited that ridership

has grown and with the federal relief funds that we've received, we're able to restore nearly all prepandemic service starting on monday. >> masks are required. sunday closures will remain at 9:00 p.m. following a 16-month long shutdown due to the pandemic san francisco's iconic cable cars are back. starting today, the public will be able to ride at no cost until the end of the month. this is part of a testing process as operators get used to handling the fully loaded cable car again. regular pay service gets under way in the fall. later this morning, mayor london breed will help kick off the service. >> jump on a cable car but keep your distance. >> yeah. >> and wash your hands regularly. >> the weather is the thing they want, good weather. >> good weather but we've seen the fog lingering in san francisco for the early morning hours. it's going to look better.

here's a look outside in walnut creek as we're starting out with temperature at 60 degrees and we're going to go from 60 to the upper 80s again today. it's still going to be warm in the inland valleys and look at our microclimates, low 80s for santa rosa and for oakland today, 72, 80 in san jose and 88 for morgan hill. we'll talk more about what's ahead for this week coming up. mike, you're seeing some flashing lights on the bay bridge. >> yeah. the bridge shot we have from emeryville look across the span does show some flashing lights. typically overnight, maintenance crews, i believe that's all that's going on here, sticking around a couple extra minutes doing a show for us there. look at the beautiful lights of the city as well. clear view right now, but as kari said low clouds creeping from time to time. we're familiar with that. the fire we talked about, bradford island not affecting 160 or the antioch bridge. smooth drive on the freeways as far as we can tell, told by chp and as far as we see on the sensors. a tiny bit of slowing out of the

right now at 4:42 on your monday morning as you're heading out the door in the north bay, you're getting a look at santa rosa. 55 degrees. patches of fog and we'll see it clearing out for the next several hours. a really nice day ahead. we'll take a look at all of our microclimates and the forecast coming up. looking at palo alto, clear look at the road because you can see a lot of pavement there. cars are moving smoothly at the limit here. past our camera at university. folks getting started for their business day. checking in, let's check with contessa. >> good morning. wall street is set to open higher this morning and looks like we have the dow headed for an opening up about 130 points right now. investors are kicking off the month of august with some big wins. the market coming off a six straight month of gains in july, despite the worries about inflation and the economic recovery in the face of the

spread of the delta covid variant. you've got the s&p 500 leading those gains up 2.3%. the dow rose 1.3%. the nasdaq up 1.2%. today we'll be focusing on reports on manufacturing and construction spending. zoom has agreed to pay $85 million as part of a lawsuit over privacy violations and zoom bombing. paid subscribers part of that class action will get a 15% refund or $25, which ever is greater and free users can get $15. zoom will also train employees on handling user data and privacy and develop security features to prevent unauthorized people from gaining access to meetings. disney's jungle cruise rose to a better than expected opening at the box office taking in $34 million according to comscore. the movie which stars duane the rock johnson has made nearly $92 million worldwide when you include the $30 million from people who paid $30 to watch it

>> seven seconds this morning i thought at least it's friday. >> sorry. monday. >> happy monday, everybody. >> all right. yeah, i was over the weekend to yosemite and when we got there on friday it was dumping down raining. i mean it was crazy. it was lightening. >> you knew that was going to happen. >> yeah. >> i was so excited to see it too. >> haven't seen rain in a while. >> it was a nice weekend there. here, it was all dry, it was hot in some spots and that's the kind of weather we're going to see again today. just a wide range in weather and conditions that we'll see around the bay area. taking a live look outside in san francisco not a lot of fog, at least here affecting the visibility for drivers coming across the bridge. enjoy today. that ocean breeze that we've seen kicking up will keep our temperatures cool for the inland areas. south bay upper 50s to start and at noontime, 71, just a few clouds here and there and upper

70s for the afternoon. as we head towards the south bay we're going to see upper 70s around milpitas but morgan hill in the upper 80s today, for the east bay reaching 88 degrees in danville as well as some upper 80s in walnut creek. oakland today up to 72 degrees and low 60s in half moon bay. redwood city reaching 76 degrees. some mid 60s in san francisco. our north bay highs ranging from 99 in clearlake to 74 in mill valley and along the coastline we're seeing upper 60s. as we go through the week we're going to see some cooling changes here as we continue to see some fog near the coast, some showers to the north of us, but overall, we're not going to see any major changes. thankfully no spikes in our temperatures. it's looking pretty good here even though for some of our inland areas we're looking at upper 80s, low 90s. i think wednesday will be our coolest day of the week as we get a stronger ocean breeze and it's going to be quite breezy at times, especially near the coast

with highs in the mid 60s. we will warm up a few more degrees, especially for san francisco by the end of the week, but it's just 70 degrees so i think we'll take that heading over to you, mike. you had a report of a hit and run. >> we with did. sounds dramatic but hit and run means someone involved in a crash, whatever the level of crash they've left the scene. don't do that. it's in freemont. important connecter. we'll show you your drive. green sensors around the bay that's exactly what we would expect to see on a monday at 4:51. this important connecter, i call this the freemont funnel where 680 and 880 funnel together, mission boulevard or state route 262. a crash reported at warm springs. that's a big intersection. a lot of shops there and early morning folks getting breakfast or coffee at a drive through in a little bit. right now we have the activity which may be a factor from what i understand, you can get by through the area no major injuries that's great news. an easy drive out of the

tri-valley and no major surprises for our drive times. back to you. happening today a father and son charged in a 1996 murder of kristin smart will appear in court. smart leaving a party with a fellow cal poly student who offered to walk her back to her dorm. flores and his father were arrested after evidence was is discovered in their homes linking both to kristen's murder and set to appear for a preliminary hearing later this morning. developing this morning, new progress for firefighters battling the dixie fire in blue mass and butte counties. more evacuees are allowed to return to their homes. the fire burned just under 250,000 acres. several dozen structures have been destroyed. this is the 13th largest fire in state history. also developing now, four people are dead following a helicopter crash in colusa county north of sacramento. the robinson r-66 crashed yesterday afternoon.

the identities of the victims has not been released. the faa is investigating the cause. from the bay area to brooklyn, they're honoring the heros and victims of 9/11. a team of south bay firefighters and military veterans are on a 40-day bike ride across the country. their goal is to reach new york city by september 11th in time for events marking the 20th anniversary of that day. the journey is 3,800 miles. 9/11 is so significant for many team members, they remember the smallest details. >> for many of us, we remember what happened on that day. we remembered where we were. we remembered the sounds and smells. for some, they still haven't healed from it. >> understandably. the group plans to ride an average of 100 miles a day while connecting with other fire departments along the way. coming up next on "today in the bay," spotted again, the

turk now to our olympics coverage and a fan favorite catching a lot of attention this morning. but it's not over his skills off the diving board. >> olympian tom daly going viral after he was spotted knitting in the stands. take a look at this. looks like a parent looking at his kids. that's a 27-year-old diver from great britain, seen knitting in the stands yesterday. later on on instagram he explained he's making a dog jumper. yeah. just doing that in his spare time after winning gold. daly said his love for knitting and crocheting has kept him sane throughout the pandemic and olympics. good for him. >> good for him. >> jinx. >> 4:57. coming up next on "today in the bay," raj mathai is live in tokyo with the latest headlines.
