area. >> "today in the bay" cierra johnson is live in san francisco. this goes for everyone, even if you're vaccinated or not. >> reporter: good morning, yeah, that's exactly right. the last couple days a lot of health leaders in some of the bay area counties have been alluding to the fact that this could come and it is officially here. as of 12:01 tuesday, while you were sleeping, the indoor mask mandate in several bay area counties is officially back in place. take a look at your screen, we have a breakdown of where you can expect to wear those masks indoors. so alameda county, contra costa county, marin county, san francisco, san mateo, santa clara, and sonoma counties as well as the city of berkeley, they all took part in a joint statement bringing back mask wearing indoors. now this order was issued mainly in part to that surge of covid cases in the highly contagious delta variant. as it stance now in the state,

it's currently half of the state is currently under an indoor mask mandate. take a listen to an infectious disease physician from ucsf speak to the severity of the current delta variant. >> i think if it were just infection, you know, it would be one thing, but the fact that hospitalizations are going lot nervous and worried. >> you may be wondering what about napa and solano counties? as of now they are not part of that indoor mask mandate, with solano county public health releasing this statement, quote, adding restrictions on businesses does not align with our data since the virus spread is predominantly happening at home and in private social settings and not in businesses. that, again, from the solano county public health. we've seen a lot of chatter online, i personally have seen a lot of chatter online, expressing confusion and concern of why those who are fully vaccinated would have to wear a mask indoors.

i did research, according to the cdc's vaccinated people are far less likely to get covid than those who have not been vaccinated, but they can still spread the virus easily if they are infected with that delta variant. again, that is according to the cdc. as we recall a couple months ago, the same rules apply for wearing the masks indoors, going into a shop or gym, your workplace, you need to mask up before you go inside. live in san francisco, cierra johnson, for "today in the bay." >> all right. thank you. so right now, in addition to california, there are seven other states which currently have some form of mask mandate in place. louisiana's mask mandate goes into effect tomorrow. when it comes to face coverings some states have different policies for vaccinated and unvaccinated people. >> with the surge of the delta variant, covid-19 once again becoming one of the top priorities for the biden administration. for more we turn to "today in the bay's" tracie potts live in washington. what's the latest in the white

house response? >> well, today we're going to hear more about that, laura. the president will deliver remarks on his administration's efforts to fight this pandemic and get more people vaccinated. this as the u.s., again, hits 100,000 new infections in a single day. the focus of the white house now is reducing those numbers, reducing the spread as the delta variant ramps up. >> americans are seeing the risks and impact of being unvaccinated and responding with action. >> reporter: meantime the white house covid-19 data director says 70% of adults in the u.s. have had at least one dose of a covid vaccine, a month after the president wanted to hit the milestone on july 4th. the director says that this seven-day average of newell vaccinated is the highest since july 4th. so cases are increasing, but now so are the percentages of people

getting vaccinated. >> maybe people getting the word out. thanks so much. here in the bay area, kaiser permanente is now requiring all medical staff to be vaccinated. the health provider says right now nearly eight in ten of its northern california workers have received their shots, but hospital leaders want to hit 100% by the end of september. they're really hoping this push will spill over into the community at large. >> we're targeting the populations that have been hesitant and right now we're seeing that is our young people, it's our latin x community, people of color. >> according to kaiser data more than 30% of unvaccinated adults say that they would be more likely to receive their shots if current vaccines receive full fda approval. with all the talk about mandatory vaccines we turn to the special series we're running this week, moving you forward, back to the classroom. >> "today in the bay's" kris sanchez is coming the vaccines and schools. this half hour we're focusing on colleges and university, really a lot to digest here.

>> and the guidelines keep changing. people are frustrated by that now what? we know that science is evolving and the caseloads are evolving, so we should expect that things are going to change around. we checked with our universities here in the bay area and here's what we found. vaccinations mandatory at cal state east bay and cal state campuses, including san francisco state in the bay area. the uc system made them mandatory at cal and other campuses. stanford is requiring covid vaccines of students and staff, the california community college system, the chancellor is urging the local districts to adopt vaccine mandates. there will be exemptions possible, but we expect they will be very few and far between. >> and you visited cal state east bay. >> here's the good news. that campus is going to look a lot closer to normal. right now, that that vaccine means more students can head

back to campus. staff can return as well. classes at cal state east bay begin two weeks from tomorrow on august 18th. when they do, about 40rs of courses will have face-to-face instruction with most students enrolling in a blend of face to face and online learning. some of that online learning good for nontraditional students. academics not the only reason the campus is coming back to life. >> in addition to the courses, we will have more and more activities. athletics is coming back, our wellness center is open, student union will be open, students living in our student housing so we'll have a lot of life on campus. >> which is great for the kids already in school, but what about those that are applying? things are so different these days. >> you're looking at me because i have a high schooler. we're not at that college admission step right now, but -- >> a lot of families are and they can't visit the campus. >> they can't visit. there were so many changing requirements throughout the pandemic, the act, the sat, now

san jose unified is allowing students to change some grades to pass, no pass. what does that mean in terms of admission. all of that going on. you also have that worry of can my student, who struggled through a year plus of pandemic learning, can they recover and still be successful in college. here's what the dean of academic program says. >> i think you can recover from all kinds of things include one bad year. i've seen many more bad years and worked with students to get them back on track. it's a process. >> so the best advice is to connect with your counselor and adviser at the high school level and call the college that you're interested in and ask them what the best course of action is because it is going to be a little bit different. what we heard from, you know, cal state east bay and certainly other voices is that they want to help your student succeed but you have to kind of take the initiative. >> very different times. >> very nerve-racking. >> tough for kids. >> back to school right around the corner. thank you.

breaking news at the summer olympics in tokyo, we've got a live look at the olympic torch. here's that spoiler warning. turn away now. mute your tv if you don't want to know how simone biles did. >> raj mathai is live in tokyo. you were there at the competition. first of all you're lucky to be able to see simone biles perform. you got to see her compete in person. tell us how it was. >> i did. it's different from watching it on tv or watching it from an nbc newsroom. it's spectacular. simone biles won the gold med al here, even before the event started she won. competing here especially with her well-documented mental health issues, the ability to be able to compete is a huge victory. sitting in that arena, you could feel the energy. we're going to show you the full broadcast later on coming up tonight on nbc bay area but let's take you behind the scenes, show you some of the photos that i took and among the things that actually stands out, it's not quite as empty as you

might think. there are a few thousand people in there journalists, support staff and all the teammates from the other countries and teams. as for simone biles, she was strong. physically and i would imagine here mentally. lot stronger than she's been the last couple weeks. she lit up with a huge smile after she completed her routine. even before the scores were announced she had won but the final standings, a bronze medal for simone, while the chinese gymnasts win gold and silver. on the men's side from stanford we got to say brodie malone also in the competition tonight in the horizontal bar, finished in fourth place. one other note, team usa basketball, draymond green and steve kerr, an assistant on the team, they beat spain today, so next up for the americans australia or argentina. the semifinals are on thursday. and how about this guy, alex massialas, a guy i've been

following from san francisco to the 2012 games in london and then tokyo. he failed to medal after a disappointing performance, those were his words, now a bronze medal in the team event. well done. he says he loves how fencing is no longer just that new york sport. >> i've always been proud to be from san francisco, you know that. you know, we got everything here. i don't care. >> nice to see him. a family affair, the massialas family runs the fencing club in san francisco, here you go, sabrina, alex and dad greg, also their coach, pretty cool, all three are olympians and you can see now they are on their way back. in fact, they left tokyo last night. they are back in the united states. how is this, marcus and laura, the team usa fencing, the whole team, guys and girls, they stopped where for their rest and

>> take a look at these temperatures. we've been talking about the fact that they may have to deal with some heat exhaustion, even though they may have trained for that. high temperature of 96 degrees. it could feel as high as 106 degrees from the humidity and then we'll see those off and on storms continue. here, we're looking at still a range in temperatures anywhere from the mid 60s near the coast, to some low 90s for the inland areas. we're going to see more of these warm temperatures as we go into the next several days as we watch our weather patterns just settle in and we're going to keep it steady here. heading over to you, mike, watching a crash in petaluma. >> it's at the top of the map here. up there, off lakeville highway, outside of the downtown part of petaluma, but it is there and may affect your roadway since we only have a couple lanes there. that's the note. it's been there and some debris reported in the area. no problem toward the bay bridge or at the bay bridge. a smooth flow of traffic. in the east bay, northbound 680 at crow canyon road, reports of an object in the roadway.

video game makers like tencent which makes this game, fell hard. then just like that, the article was removed from the internet. this is more than just an oddity. the chinese government's been cracking down on a lot of things yptocurrency, maybe now video games. speaking of cryptocurrency, here's a little clip of gary gensler talking to cnbc recently. he's the new head of securities and exchange commission and it's thought he might lead a crackdown on cryptocurrency like bitcoin. genz her is going to make a major address and people who like cryptocurrency and like making money off cryptocurrency are going to be watching very closely. while in the past he has said he wants to regulate things like bitcoin, it's not like he doesn't think bitcoin and crypto and the blockchain are bad ideas. he taught cryptocurrency and blockchain at m.i.t. we have an expert there running the sec. huge day for rocket scientists

at boeing. a rocket that competes with spacex and its dragon, except boeing's never put people in its capsule and not going to today either during a test flight because boeing hasn't been able to get starliner to work right. a previous test failed badly. nasa will be watching today. meanwhile, spacex is taking astronauts to the international space station three separate times. nasa pays for these rides so boeing is understandingbly they want in on the action and need to get everything working as well as spacex has got things working. obviously the boeing scientists are good, make nice airplanes and been involved with the u.s. space program for a long time. >> right. >> launch should be around 11:00 our time. unmanned, but if this doesn't work, nasa will say this isn't somewhere we want to go. trending this morning, a look at the latest version of "middle earth." two decades after the trilogy,

oh, my goodness. looking over here, moving smoothly right now and green sensors are what do abound throughout the area. the south bay where there was a crash reported on 280, that is not a problem and no ring around any incident down here. pulled the ring in there. a smooth flow of traffic toward the tri-valley. highway 84, sorted itself out. from time to time we've been seeing slow sensor reads through the area. an easy drive here for highway 4 and vasco road at speed. kari, clear view we do have the east shore freeway moving smoothly. the taillights over to the bay bridge. >> that's a nice view. all right. let's take a look at something that's not so nice. our drought as it continues and i wanted to show you how widespread it is all across the west. as we are seeing some of the darker shades of red showing the highest category of drought exceptional and, of course, we've been monitoring that happening here in the bay area as well as california.

about 46% of our state is now in that exceptional drought. we're going to touch back on this in just a few minutes. let's get a look at our high temperatures for today. first starting in the south bay, los gatos headed up to 83 degrees. we'll see a high of 83 in east san jose and 88 degrees in gilroy. for the east bay, we're going to see those temperatures heating up in antioch back up to 97 degrees, 90 danville and for the coastline we have upper 60s and low 70s for the most part, san francisco in the mid 60s and our north bay temperatures reaching 98 degrees in ukiah and some low 80s for santa rosa. these are the same temperatures we're going to see, but slightly cooler headed towards wednesday and thursday. by friday you see the temperatures going right back up and by early next week we're still seeing some slight changes in our temperatures for the inland areas while san francisco, holding steady with highs in the mid to upper 60s over the next few days. now let's turn to our climate in crisis, and some very alarming

video we've gotten that actually shows that our drought is unveiling a little bit of some california history. now this is a rare opportunity near fulsome lake as those water levels drop it'sn ancient city that's been under water since the 1950s. now it's usually under about 60 feet of water, as the folsom dam went up and the american river diverted. with the water levels dropping you can see some of those artifacts that were from the town, from the walls to some of the things that were left behind before that town went underwater. it's a very rare opportunity to see this at folsom lake. they're saying if you go there, do not take anything. leave it just the way it is. they're studying what happened there and some of those arfy facts. you can see this story and other stories in our climate in crisis at nbcbayarea.com. back to you. >> thanks so much. >> so cool to see that.

the east bay to convince one school district to drop its mask mandate for the students. >> bob redell joins us live in danville. what are they asking, bob? >> well, frankly they want the school district, the san ramon valley unified district to drop the mask mandate f of california. the group's called let them breathe, they're going to rally at 8:30 before the school board regular meeting at 9:30. it's a group of around 12,000 parents. they're from all over the country trying to get the school districts to lau students to go maskless on campus and suing governor newsom and state health officials to do away with the mask mandate in k through 12 and want school boards to pass a resolution stating masks are not only ineffective but harmful. the organization's founder says masks are interfering with children's mental health, social development and academic achievements. >> we want the school boards to have local control back to do

what's right for their communities and families need that opportunity to make their own choices, make their own health care decisions because we are seeing our children suffering behind the masks. >> reporter: the cdc and california department of public health recommend mask wearing as an effective way of reducing the transmission of covid. doctors and scientists say wearing a mask does not cause hypoxia or make you breathe in your own carbon dioxide. they point out that health care providers have been wearing them for years with no problem. last month the san ramon valley unified district posted this, we realize that our strong feelings around the issue of masking an not everyone will agree with the district's compliance with the mandate, we will not override or ignore the direction given to school districts from the department of public health. first day of school is a week from today. live in danville, bob redell, "today in the bay." now we want to get back to

"today in the bay's" kris sanchez who joined us a few moments ago. talking about the mandatory vaccine for school employees. >> when you make vaccine verification you see an cease in the vaccination rate and that's what we've seen in health care setting and school districts are considering similar action. marin public health will discuss whether to require the proof of vaccination, can't require the vaccine n their public schools as some of the private schools have. also this afternoon, some east bay teachers and parents will demand mandatory vaccination and testing as a condition for in-person learning. to return to that. as you may have heard us report, san jose unified requires all teachers and staff to be vaccinated and the teachers union wanted that and they have surpassed 90% vaccination among the staff. >> as part of the whole prevention plan tore schools as well, they're making the masking policy, but it's murky for

parents and students. >> so there are some really loud voices as you heard from bob, really loud voices saying we need to ditch the masks but parents who are still okay with kids masking at school for now. part of the conflict is that the state made the masks mandatory at school, but then enforceable at the local levels. since parents can really put pressure on the school districts and hope that, you know, enforcing it at the local level means not enforcing it at all. we will tell you there are two lawsuits pending against the state by two of those organizations that bob mentioned, protesting that mask mandate. i don't think that's going to be resolved before the first day of school for any of our school kids. i would expect that you should just expect your kids to mask up. >> there we go. indoor masks in those counties we mentioned as well. >> yeah. >> we had the tier system so we had to keep track of it then at least. we've got to keep going on now. thank you very much. 5:36. happening today, walnut creek

city leaders are expected to decide whether to increase security in the broadway plaza nordstrom. the police department is pushing for approval following a recent series of grab and dash thefts now being tied to organized retail crime groups. voluntary overtime costs are expected to surpass $200,000. if approved, nord strom would pay the money back to the city. 5:37. developing now, slight setback for firefighters on the frontlines of the dixie wildfire. evacuation orders going up for people in greenville and plumas counties. fewer structures are threatened and containment has grown to 35%. the dixie fire has burned 250,000 acres since it started three weeks ago. pg&e is working with the u.s. forest service looking into the possibility that its equipment sparked a smaller fire that merged into the dixie fire more than two weeks ago. a new cal fire report puts out last year's historical wildfire season into perspective here. the agency says more than 4

million acres burned statewide, about the size of l.a., orange, santa cruz and santa clara counties combined. wildfires killed 31 people including three firefighters and released an estimated 112 million metric tons of carbon dioxide. the cost to fight the fires topped $1 billion. pg&e will brief its state utility leaders today on its handling of public safety pour shutoffs meant to reduce wildfire risks. today is day two of a three-day hearing looking into how utilities are managing the shutoffs. critics argue that it's been too widespread and common place. pg&e leaders are testifying this afternoon. 5:38. time to get a look at our morning commute and a bit with mike, but the forecast with kari, it's been pleasant lately. >> that continues today. not too many changes for much of us in the bay area. as you're getting ready to step out in concord it's nice and clear. refreshing 56 degrees.

then it will heat up again by lunch time. we're in the upper 70s and headed for the 90s today. 92 degrees. livermore reaching 91 and in san jose, expect a high of 80 degrees. oakland reaching 72. san francisco up to 66 degrees. we'll talk more about what's ahead for the rest of the week coming up. mike, you're seeing a little bit of crowding on the peninsula. >> i think it's what we typically see because of traffic breaks, slowing for crews to clear from north 101. it was bunching up approaching marsh and then we know north of palo alto and marsh where we're looking we have that construction zone in for san mateo. overnight we've had construction in spots, both north and southbound through the stretch between mountain view and san bruno. before moffat airport, not public airport, i guess and sfo, those two runways there, where they have marked the beginning of construction middle lanes overnight all clear now. no slowing, no problems. we did see slowing in san mateo

expect it again today. we'll talk about that coming up in a few minutes. >> show you oakland traffic. here we go. 880 a smooth drive, but yes, as expected we have well populated lanes, the taillights heading north past high street and many up toward the bay bridge. the bay bridge sees more traffic, a steady flow but no problems. see the clouds along the area just above the east shore freeway. visibility is fine here but watch the golden gate bridge. you will have trouble from time to time as far as the fog goes. all lanes of highway 4 in antioch are back open after a shooting. chp says it happened about 8:00 last night. the section between somersville road and hillcrest avenue was closed for hours. no word on the number of people injured or the extent of their injuries. last week two were shot along highway 4 in concord. one woman died. so far no word on the arrest in either incident. southern california conservative leaders on the

the president's goal of search out of ten americans with one dose of vaccine, but it came too late to stop delta and it's led to some confusing and contradictory moments. a few weeks ago we were all celebrating the cdc's new mandate. >> if you've been fully naitd, you no longer need to wear a mask. let me repeat, if you are fully vaccinated, you no longer need to wear a mask. >> that was then. may 13th. this is now, you must wear a mask in public indoors in the bay area. in florida the opposite. the governor telling our sister station in miami, he might defund schools that ask children or teachers to wear masks. senator lindsey graham says he has covid despite being vaccinated. breakthrough vaccinations are very, very rare, but it happened in graham's case. the key to vaccines, you're far less likely to get severely ill or die. graham was at a party with

fellow senators recently. none have tested positive. the senate doesn't require masks. the house does. nancy pelosi's insistence. you may recall pelosi and minority leader mccarthy got into a spat. mccarthy don't need masks in the chamber, pelosi called him a moron. neither a great example of mature talk but the graham case seems to prove pelosi right. other things to watch, ohio conducts some special elections including a primary to replace a congress person and donald trump has endorsed one of the candidates. this is a test of his political influence. he had also endorsed a candidate in a primary in texas a few weeks ago who lost. that election was replacing a texas congressman who died of covid. and the bipartisan infrastructure bill continues to move forward. amendments are added hammering out what they're paying for. the most amount of money for passenger rail since amtrak was created. high-speed internet to farmers and a nationwide network of electric charging stations to name a few of the items.

in for santa clara valley as well as the coast and bay. it is pretty good for the north bay, the east bay as well as the south bay. so as some of the smoke comes in, it's possible that we could see our air quality getting worse, especially later on this evening. this is a near surface smoke model and where we see the brighter shades of blue, that indicates where that smoke may be moving through. from san francisco over towards parts of the east bay, down to santa clara valley where we're expecting some of the moderate air quality today and then it could continue to get a little bit worse over the next couple days. we'll watch this. we have new fires that have developed from some of those lightning strikes over the weekend and the panther fire is getting more intense and may send some more of that smoke into especially the north bay. as we head to the south bay, right now, taking a look at our high temperatures today, it's going to be very much like what we experienced yesterday afternoon with some low 80s in san jose. for the east bay, we're seeing highs in the low 70s in oakland,

mid 80s for martinez, and then some upper 90s for antioch today. in san mateo, expect a high of 74 degrees and 67 in the mission district. our north bay highs reaching 87. our weather pattern remains consistent even this storm system slowly approaches the pacific northwest. we're going to see a little bit more of the clouds and fog and a stronger ocean breezy kicking up some cooler temperatures from the coast and slightly cooler temperatures for the inland valleys. as we look at brentwood, we're up to 100 degrees today. talk about a wide range in temperatures. 60s near the coast. it will cool off for thursday and then we're right back up to the upper 90s for friday and saturday. yeah, cool weather continues there. while we are going to he so our temperatures changing slightly over the next few days, in san francisco in the mid to upper 60s. mike, how is it looking for the morning commute. >> it's going to be tough to see but looking through this camera we were looking over here, the

southbound side of 101, just past the overcrossing which you can barely make out reports of a fire alongside the roadway. didn't see anything in the shot, didn't see any flashing lights but it is reported south of the camera. the headlights you saw, they are starting to build the volume northbound 101, sees typical slowing just about 5:40 when the volume starts to build, it's tuesday, we expected more backup but it is moving and there. we saw that appear on the map as we took it here. 237, right around -- not around -- right around the exit near muirfield we're going to check on that and see what chp has to report in that area and through the south bay, but no major slowing or problems. a little build for the bay bridge across the westbound direction. crash west 80 around san pablo dam road off to the shoulder. we'll track that until it gets a further update. a crash cleared, but a second crash reported in the area. it may be actually a crew that needs to clear a vehicle from

shooting in 2018. police say it happened during a home burglary attempt. a 54-year-old man died at his had house on misty glen court june 21st of that year. the car is a black lexus es 350 from around 2012. police reportedly believe the tri-valley was the shooter and the victim did not know his attackers. two days of a hearing, day two of that in the kristin smart case. paul flores is charged with murder in the 1996 disappearance of the cal poly student. her body has never been found. his father rubep is charged as an accessory after the fact. witnesses are being called to testify before the judge decides if there's enough evidence to move that case to trial. a preliminary hearing is expectd to last three weeks. new video shows cars stacked and packed in south florida as people wait in long lines for drive-through covid tests. there were six lines at this drive-through site in miami-dade

county. people are turning out tore for testing in droves as florida breaks records for daily new cases and hospitalizations. more than 10,000 people in florida are now hospitalized from covid and some hospitals are running out of beds with the sunshine state leading the country in per capita hospitalizations. one florida critical care specialist says he's seeing heartbreak play out every day. >> so tragic for us to see it because at that stage, it's too late. it's too late at that stage to effectively fight the virus. as good as the vaccines are in preventing severe disease, in preventing disease in the first place, even with all the modern miracles of technology, in 2021, there is a very high mortality rate for covid patients that become so sick they land in icu. >> while some states are bringing back mask mandates, even calling for required vaccinations, florida's governor is banning new mask rules. here in the bay area, several vaccination sites remain
