"today in the bay's" cierra johnson joins us live in san francisco this morning.

cierra, this goes for everyone vaccinated or not. >> good morning. yeah, that's exactly right. the last couple days several health leaders have been alluding to the fact that these indoor mask mandates would be reinstated and officially at 12:01 while many of you were still sleeping, many counties did make it official, reinstating those indoor mask mandates. take a look at your screen. we have a breakdown of where those mask mandates are implemented. alameda, contra costa, marin, san francisco, santa clara and sonoma and the city of berkeley are all part of a joint statement bringing back that indoor mask wearing. this order was issued mainly in part to that surge in covid cases in the highly contagious delta variant. as it stands now, half of the state is under a mask mandate. take a look at an infectious disease physician speak to the

severity of the current delta variant. >> i think if it were just infection it would be one thing, but the fact that hospitalizations are going up, hospitals are starting to fill, that's making a lot of people nervous and worried. >> reporter: you may be wondering what about napa and solano counties, they are not part of the indoor mask mandate with public health releasing, quote, adding restrictions on businesses does not align with our data since the virus spread is predominantly happening at home and private social settings and not in businesses. i've seen a lot of chatter on social media, a lot of viewers sharing their thoughts why are folks that are fully naitd still required to wear masks indoors. i did a little bit of research and according to the cdc, they say vaccinated people are far less likely to get covid than those who have not been vaccinated, but those vaccinated individuals can spread the virus easily if they're infected with

that delta variant. again, that according to the cdc. so beginning when you wake up right now, if you're going inside of a gym, a movie theater, any of those stores or a workplace, you are required to wear a mask. we're live in san francisco, cierra johnson, for "today in the bay." >> thank you very much. more details right now in addition to california, there are seven other states which have some form of mask mandate in place. in the meantime louisiana's mask mandate goes into effect tomorrow. when it comes to face coverings some states have different policies for vaccinated and unvaccinated people. with the surge of the delta variant, covid-19 once again becoming one of the top priorities for the biden administration. we turn to tracie potts live in washington this morning. what's the latest from the white house and their response? >> we'll find out later today. the president is delivering remarks on the state of the pandemic and his administration's efforts to

fight it amid these growing cases and the push for more vaccinations. this comes as the u.s. yet again hit a grim milestone, 100,000 new infections in a single day. we've been there before and now we are there again. the focus of the white house now reducing the spread as this delta variant ramps up. >> americans are seeing the risks and impact of being unvaccinated and responding with action. >> reporter: meantime the white house covid team says 70% of adults in the u.s. have had at least one dose of the covid-19 vaccine. it's a month after the president wanted to hate that milestone on july 4th. the director of the white house data team says that seven-day average of newly vaccinated is the highest since july 4th. so they have started to see a lot more people interested in

getting this vaccine. marcus? >> hopefully that helps with preventing the spread of the delta variant. tracie potts in washington, thank you. here in the bay area, kaiser permanente now requiring all medical staff to be vaccinated. the health provider says right now nearly eight in ten of its northern california workers have received their shots, but hospital leaders want to hit 100% by the end of september. they're really hoping this push will spill over into the community at large. >> we're targeting the populations that have been hesitant and right now we're seeing that is our young people, it's our latin x community, people of color. >> according to kaiser data more than 30% of unvaccinated adults say that they would be more likely to receive their shots if current vaccines receive full fda approval. with all the talk about mandatory vaccines we turn to the special series we're running this week, moving you forward, back to the classroom.

>> "today in the bay's" kris sanchez is coming the vaccines in schools. this half hour we focus on the schools as well as the universities and colleges. talk to us, because it's a lot for a lot of students to kind of digest. >> it's a lot and a lot for families because the guidelines have changed throughout the pandemic and it can feel frustrating, but these things have to evolve. we checked with our bay area colleges and universities, here's what we found. vaccinations are mandatory as you may have heard at cal state east bay and all cal state campuses including san jose state and here in the bay area. the uc system mandatory at cal and its other campuses. stanford university is requiring covid vaccines for staff and students, and the california community college chancellor is urging local districts to adopt mandates though the state office cannot. there will be exceptions, but they are expected to be few and far between. we visited cal state east bay which is going to look more like

a regular university now that more students and staff can be back on campus because of that vaccine. classes at cal state east bay two weeks from tomorrow begin and when they do, about 40% of the courses will have face-to-face instruction, though, most students we're told are enrolling in a blend of face-to-face and online learning. that online learning really good for some nontraditional students. academics is not the only way that the campus is coming back to life. >> in addition to the courses, we will have more and more activities. athletics is coming back, our wellness center is open, student union will be open, we'll have students living in our student housing. we'll have a lot of life on campus. >> which what is the kids need when away at college. what about the ones trying to get in the admission process? >> if you have families with high schoolers this has been stressful. some of the requirements are still in the air, the act, sat, some districts are allowing

changes to pass/fail instead of a grade. the dean of academics at cal state east bay told us if your high school has struggled through a year of the pandemic learning they can still be successful in college. >> i think you can recover from all kinds of things, including one bad year. i've seen many more bad years and worked with students to get them back on track. it's a process. >> the best advice if you have a high schooler looking toward college or you have a young college student, connect with the counselor or an adviser to make sure that you're on the right track. they do want to help. they want you to see it and as the folks at cal state east bay say they want to graduate you and get you off the payroll. >> they have to get in. >> exactly. >> all those applications are getting under way. thanks a lot. >> breaking news, 6:08, this is from the olympic games in tokyo. want to give you a live look at the olympic torch right there. the flames still burning and we do have a spoiler alert to tell you about this morning.

if you don't want to hear about it put your tv on mute for 30 seconds and come back. it's about simone biles and how she did. >> let's check in with raj mathai who is live in tokyo. this is so cool. you were actually at the competition. you got to see simone compete in person. >> yeah. not just see it, i just felt it. everyone in that arena, few thousand of us, support staff, journalists and the other people there, you felt that energy inside that arena. simone biles has been taking so many of us on this emotional journey for the last couple weeks. her mental health issues we can all relate to or many people can, because it's so real. just because you're an olympic champion doesn't mean you don't go through these things. tonight you will see the full competition. let's take you behind the scenes. i got my own camera out and took photos to share with you all here. this is the balance beam finals. you see all the athletes lined up and see the crowd there. again, it's not full, but you did feel that energy inside this arena.

as for biles, she was strong. physically and emotionally, even we're going to hear from her in a minute. her smile actually lit up that arena as soon as she was done with the competition. look, i bumped into her in the elevator on her way to the "today" show. here's the deal, a bronze medal for simone biles while the chinese gymnasts win gold and silver. >> we're not just athletes or entertainment, we're human and have real emotions and sometimes they don't realize we have things going on behind the scenes that affects us whenever we go out and compete. i've worked five years for that. why would i quit? i've been through so much over the past couple years in the sport. i don't quit. that's not what i do. the girls could see it and i knew they would get the job done and heat exactly what they did. they won silver. >> very nice to hear from simone biles. we'll hear the full interview in a short time with hoda kotb on the "today" show. other local headlines, team usa basketball, steve kerr and

draymond green a big part of the team beat spain, move on to the semifinals and play either australia or argentina. and usa women's water polo led by maggie steffens from danville, three goals, beat canada 16-5. usa water polo will face russia in the semifinals. we've been here almost three weeks now. weather is a huge part of these olympics. we've got heat and humidity and typhoon conditions an rain. if you watched some of the track and field we're seeing it all. the 400 meter hurdles, anna cook ril, can't beat the rain but can beat her opponent. she was born in san ramon, how about that, before growing up in north carolina. she advances to the finals with a lot of big guys cheering her

on. >> that's the tampa bay buccaneers, the super bowl champions. her brother anna cook ril's brother ross plays for the buccaneers. the teach watched her run. anna saw this video and said it made her cry while she was in the dining hall at the athletes village. my life in tokyo, marcus and laura, taic a close look at this. 35 million people and the subway is meticulous, clean, on time. people are courteous. it runs every three to five minutes. we took it actually to the gymnastics event tonight. one of the coolest part, the subway, there's no guide, no conductor, engineer on board. the front is open, the back is open. it's all electronic so you can sit there and see gorgeous views of tokyo as you're commuting to your destination. i sat right there in the front row and put my camera right up against the glass. it's a phenomenal subway system.

temperatures that you're going to see as you're watching the olympics today and what they'll be talking about. sunshine, but the rain is back over the next couple days. it is going to be super humid. here in the bay area, we are looking at some wide ranging temperatures. we still have those mid 60s expected for the coast, 70s for the bay and low 90s for the inland areas. as we head through the forecast, most of the same. we'll talk about that. folks lining up at the bay bridge. >> it was a weird sort of staging here. the lineup formed on the 880 overcross first and you see it going off of the overpass there. then it just started in the last three minutes, started filling in. these other lanes off the rest of the toll plaza. the metering lights were turned on just before 6:00. similar to yesterday, and just like yesterday, we had really just a slow build there. nothing major, although from time to time we see a little burst of traffic. it's not bad. getting there is fine. contra costa county, alameda county towards west 80 and 580

obscure chinese newspaper caught people in the video game industry off guard. chinese state media ran an article that called video games, quote, opium for the mind. that seemed to be an official state condemnation of video games and shares in chinese video game makers like tencent which makes this game, fell hard. then just like that, the article was removed from the internet. it's more than just an oddity. it's important, the chinese government has been cracking down on a lot of things lately, businesses, cryptocurrency, maybe now video games. speaking of cryptocurrency, here's a little clip of gary gensler talking to cnbc recently. against her is -- gensler is the new head of the securities and exchange commission and it's thought he might lead a crackdown on cryptocurrency like bitcoin. he is going to make a major address and people who like cryptocurrency and like making money off cryptocurrency are going to be watching very closely. while in the past he has said he wants to regulate things like bitcoin, it's not like he

sometimes tuesday has a heavier volume, not right now. a little build for concord. 242 or 680 moves smoothly. the bay bridge, the only real backup we have and light because the metering lights were turned on before 6:00 a.m. >> we're going to go totter side and a live look at the golden gate bridge. the fog draped over some parts of the bridge. may have low visibility. let's talk about air quality because we've seen a little bit more smoke coming in for the coast and the bay. we will see some moderate air quality today as well as santa clara valley as we get more of that wildfire smoke. as far as temperatures, we're back to where we were yesterday. overall, a big spread in temperatures with a high of 65 in half moon bay, as hot as 100 in brentwood and concord a high of 92, napa reaching 85 and 80 in san jose as we go through the forecast we are going to see our temperatures coming up and down slightly. it's going to be cooler by the end of the week. with highs in the mid 80s.

a bit warmer for friday into the weekend while san francisco will see highs there in the upper 60s. now let's talk about our climate in crisis and the drought unveiling a little bit of some california history. we have a rare opportunity to see a town that's been under water since the 1950s. this is happening at folsom lake as the water levels drop, we are seeing the ruins of an ancient town that used to be where the people would go and do some gold mining. this is where the american river flowed and then when they built the folsom dam, it actually put that town under water. they're saying if you go to folsom lake and see the artifacts which may include some of the rock walls and parts of the buildings, do not touch it. leave it there. and so you can check out this story at nbcbayarea.com. click on the climate in crisis tab. >> all right. thanks. making it in the bay, may soon get easier. here on "today in the bay," the south bay city now considering

the surge of migrants trying to cross the u.s./mexico border showing no signs of letting up. preliminary data shows more than 19,000 unaccompanied minors were picked up at the u.s./mexico

san francisco, san mateo, santa clara, sonoma and the city of berkeley. napa and solano counties are the holdouts. local health leaders say everyone must mask up including those who are vaccinated because they can still spread the virus easily if infected with the delta variant. even though they're far less likely to die from covid. despite this, not everyone favors the masks. masks and vaccinations, growing divide in this country. and in a few hours, parents will rally in the east bay to convince one school district to drop its mask mandate for those students. "today in the bay's" bob redell live in danville for us. this is happening with the clock ticking right down to the new school year. >> correct. school starts here in the unified school district a week from today but there's no indication that school district is actually going to drop its mask mandate. at 8:30 a group of parents will rally outside of district offices behind me before the

board meets at 9:30. this group of parents called let them breathe, about 12,000 parents from all over the country, not all 12,000 obviously going to be showing up today. but they're trying get school districts to allow their students go maskless on campus. the group is also suing governor newsom and state health officials to do away with the mask mandate in k through 12 and want school boards to pass a resolution stating masks are not only ineffective but harmful. the founder says it's interfering with health, social development and academic achievement. >> we want the school boards to have local control back to do what's right for their communities and families need that opportunity to make their own choices and health care decisions. we're seeing our children suffering behind the masks. >> reporter: the cdc and california department of public health recommend mask wearing as an effective way of reducing the transmission of covid-19.

doctors and scientists say wearing a mask does not cause hypoxia or make you breathe in your own carbon dioxide you exhailed. they point out health care providers have been wearing them for years with no problem. the san ramon valley unified school district posted we realize there are strong feelings around masking an not everyone will agree with the district's compliance with the mandate. we will not override nor ignore the direction given to school districts from the california department of public health. reporting live here in danville, bob redell, "today in the bay." >> all right. thank you. we want to bring in "today in the bay's" kris sanchez. she's been with us throughout the morning, a big topic a lot of people are talking about. the mandatory vaccines for school employees. >> that's right. because the issue is sparking so much attention between districts and parents. >> you know, there's no question that making vaccines or vaccine proof mandatory increases vaccination rates. we've seen that in the health care setting. that's why some school districts are considering similar action. today at 1:00 marin public

health will discuss whether to require proof of vaccination in their public schools. they do that instead of requiring vaccination itself. some of the private schools in marin county have done that. also this afternoon, some east bay teachers an parents will demand mandatory vaccination and testing as a condition for return to in-person learning and as you may have heard, san jose unified requires all teachers and staff to be vaccinated and that prompted a 90% plus vaccination rate. the teachers union demanded that. >> the masking is part of the prevention plan for schools. >> it is getting a little murky for educators and parents. there are loud voices calling for the districts to ditch the masks as we heard in bob's report. but there are a lot of parents who are still okay with the masking for now. if we can get over this surge and start to get back to normal. part of the conflict is that the state made masks at school mandatory, but enforceable at the district level which means

the district could choose no enforcement at all which would mean, what, no masking really. >> we have this countywide. >> right. but if you can't enforce it statewide, that's kind of the teeth in the thing. >> murky. >> right now there are two lawsuits as bob mentioned, pending against the state by groups protesting that mask mandate. what might make all of this conversation a little bit easier is if we transition from the fahd authorizing for emergency use versus approaching it. a lot of people say once it's approved by the fda, then we will go ahead and get vaccinated. i did look it up, so pfizer submitted their request for approval on may 7th. we expect maybe later in the summer moderna submit it in june, johnson & johnson plans to submit later on this year. so perhaps when we see that, but whether that's going to happen before the current surge is over. >> and the school year. >> i'm not planning on it. i don't know about you but i'm not planning for the masks going

away. >> i have a little bag of clean masks by the door. whenever we head out. >> part of our everyday life now. >> all sizes and colors. >> developing right now, there's a slight step back for firefighters on the front lines of the dixie wildfire. new evacuation orders for people in greenville and plumas and fewer structures are now threatened an containment has grown it 35%. the dixie fire has burned nearly 250,000 acres since the it started three weeks ago. pg&e is now working with the u.s. forest service looking into the possibility its equipment sparked a smaller fire that merged into the dixie fire more than two weeks ago. a cal fire report puts last year's wildfire season into better perspective. the agency says more than 4 million acres burned statewide. that's about the size of l.a., orange, santa clara and santa cruz counties combined. wildfires killed 31 people,

including three firefighters and released an estimated 112 million metric tons of carbon dioxide. the cost to fight the fires topped $1 billion. pg&e will brief state utility leaders on its handling of public safety power shutoffs meant to reduce wildfire risks. today is day two of a three-day cpuc hearing looking into how the utility is managing the shutoffs. critics argue it's been too widespread and commonplace. pg&e leaders are testifying this afternoon. and 6:39 for you right now as we take a live look at the golden gate bridge. where is the bridge you ask? the fog is around, of course. foggy start to our morning in the city. how is it looking elsewhere? >> elsewhere looks pretty good. and that fog has been rolling in and out so we're seeing it in this morning and taking a look at it, some of our valley spots like antioch where our temperatures start out in the low 60s, but it heats up fast and we're going to be back in

90s. we'll get a look at our microclimates coming up. >> traffic volume builds through san jose. just starting to see some brakes like on the sensors i showed you. same thing for the richmond side for the bridge to san raphael. volume build, more slowing. new this morning all lanes of highway 4 in antioch now back open. this is after a shooting. chp says this happened about 8:00 last night. the section between somersville road and hill crest avenue. it was closed for hours. there's no word on the number of people injured or the extent of their injuries. last week two people were shot along highway 4 east of fort chicago highway in concord. one woman died there. no word on arrests in either incident. in the south bay questions this morning, this is after an early morning car fire. this happened just before 4:00 a.m. at rancho milpitas middle school. firefighters found the car up in flames near the basketball court. not clear how it got there or even who that car belongs to.

officers were seen checking out the campus with the flashlights, but so far, no official comment from police. southern california conservative leaders on the local level plan to gather virtually today to support efforts to recall governor gavin newsom. in the meantime five of the more than 40 candidates hoping to replace the governor will debate tomorrow. governor newsom is choosing not to participate. political analyst larry gerson says while newsom has no plans to engage the candidates, he must engage democrats in order to retain control. >> democrats outnumber republicans two to one in this state, but republicans have the edge on the enthusiasm gap and that makes this very unpredictable. >> special election ballots will be mailed to voters in two weeks. the election is scheduled for september 14th. 6:46 right now. the nation has finally reached president biden's goal of 70% of

the nation vaccinated. >> scott mcgrew, this comes as the delta variant spins out of control. >> we've gone back to masks in the bay area. louisiana too. in florida more people in the hospital for covid for now than during the height of the pandemic. we've reached the president's goal of seven out of ten with one dose of vaccine, but it came too late to stop delta. it's led to some confusing and contradictory moments. a few weeks ago we were all cre brating the cdc's new mandate. >> >> if you've been fully naitd, you no longer need to wear a mask. let me repeat, if you are fully vaccinated, you no longer need to wear a mask. >> that was may 13th. this is now, you must wear a mask in public indoors in the bay area. in florida the opposite. the governor telling our sister station in miami he may

defund schools that ask children or teachers to wear masks. senator lindsey graham says he has covid despite being vaccinated. breakthrough vaccinations are very, very rare, but it happened in graham's case. the key to vaccines, you're far less likely to get severely ill or die. graham was at a party with fellow senators recently. none have tested positive. the senate doesn't require masks. the house does. at nancy pelosi's insistence. you may recall pelosi and minority leader mccarthy got into a spat recently. mccarthy says they don't need masks in the chamber, pelosi called him a moron. neither a great example of mature talk but the graham case does seem to prove pelosi right. other things to watch, ohio conducts some special elections today, including a primary to replace a congress person and donald trump has endorsed one of the candidates. this is a test of his political influence. he had endorsed a candidate in a primary in texas a few weeks ago who lost.

that election was replacing a texas congressman who died of covid. and the bipartisan infrastructure bill continues to move forward. amendments being added, hammering out what they're paying for. the most amount of money for passenger rail since amtrak was created. high-speed internet to farmers and a nationwide network of electric charging stations, just a few of the line items there. we'll be watching all of that is happening in washington. follow me @scottmcgrew. >> thanks. >> the nhl laying out what is expected in that investigation into san jose sharks' player evander kane. his estranged wife accusing him of betting on hockey games and throwing games he played in to win that money. kane is denying everything and says that he will cooperate with investigators. the mercury news reports the league hopes to have the investigation complete before the start of training camp next month. you got to watch this. to baseball, trending, two bizarre moments at the game.

upper 60s in san francisco. mill valley reaching 74 and 99 in clearlake. it's going to be hot today in brentwood with highs near 100 degrees and just a little bit lower tomorrow. i think thursday is going to be the most comfortable day if you're looking for spending more time outside, but then it does heat up again for the weekend, for friday into saturday and that's the kind of temperature changes we'll see across the bay area for our inland areas. little bit warmer today and slightly cooler as we go toward the end of the week. while san francisco is going to continue to see the highs in the mid to upper 60s. overall mike, seems like it's a light tuesday commute. >> it is, but there is still a mute. san jose north 101, we've seen the build slowly and lightly build over the last 20 minutes. southbound 880 hit and held south through hayward and union city, cleared by the time you get to the dumbarton bridge and then towards milpitas no problem. same thing for 680. that's a smooth drive coming out
