right now at 4:30, back to school outbreak. another east bay school reporting covid cases just days after opening. the message to parents from school leaders. plus, the new push for proof of vaccination. leaders in one city say a new mandate is needed. the proposal being considered that may change the way you eat out or go to the gym. >> wildfires continue to sketch firefighters thin. forcing people from their homes. a new look at the number of people choosing to move to those areas with high fire risk. welcome to wednesday morning.

4:30, early. thanks for joining us. i'm laura garcia. >> i'm marcus washington. first let's start out with the lady in pink this morning, meteorologist kari hall with a look at that forecast. >> it looks like it's going to be a nice day. it got a little hot yesterday afternoon in some of our some c temperatures today. this week, though, by friday, we will be heating up and i'm watching the fire danger for the sierra once again. let's take a look at these high temperatures. how about 79 in san jose, 79 in santa rosa as well as martinez and 87 in concord. we'll talk about more of what's ahead as our temperatures go up and down. mike, you're looking at a crash in san francisco. >> kari, it's been there over an hour. about 3:00 this morning, we're told it's going to take an hour until they can get the tow truck on scene. green sensors around the bay. the crash is in san francisco north of 280 that's offs the split there. 101 northbound at cesar chavez, a crash involving what i'm told is a dump truck as well as a

dump truck with some debris from a construction site. they're both there. they need larger tow trucks and that's the reason for the delay. everything else is fine so you can take 280 and the extension, city streets or silver to get into the city. back to you. >> good to know. thanks so much. a covid outbreak in east contra costa school is expanding one week after students returned to the classroom. this morning liberty high school district is reporting five more covid cases according to the "east bay times." that brings the total to 15 cases. another 15 students and five staff members also tested positive, but they never came on to campus. the superintendent says they're committed to staying open. in the meantime nine students and one staffer has tested positive in the brentwood union school district and oakley says three students have tested positive at different schools. days after bay area health leaders reissued the mask mandate some leaders in san francisco say it is time to consider requiring proof of

vaccination for things like eating out, hitting the gym or even viewing entertainment. "today in the bay's" jean elle has a closer look at the vaccine push. >> reporter: hundreds of san francisco bars are requiring customers to provide proof of vaccination to get inside. new york is making it mandatory for entry into restaurants, gyms and entertainment venues. a mandate that may be coming to the bay area. >> we're exploring that. we're exploring that again right now. we've seen that a number of bars and restaurants and other entities are doing that and we're very supportive of that. >> reporter: san francisco's director of public health is the first bay area health official to say the mandate is on the table, but elected officials around the region say it's time to protect workers and customers. >> what i suspect is that counti and the health officers are probably going to move forward in this direction. look no further than the bars and restaurants in san

francisco. they did it on their own. >> reporter: in new york, some restaurant operators are concerned about having to enforce the new rule. >> to me it seems like the government is trying to get around it by having small business do the enforcing that the government should really be doing. >> reporter: in san francisco, the golden gate restaurant association says it's supported the indoor mask mandate and supportive of continued health guidance measures including an indoor vaccination requirement. should health officials deem it necessary to stop spread. matt haney is hoping talk of requiring proof of vaccination for entry will help encourage people goat the shot. >> i think that to go down to the local restaurant or gym you have to be vaccinated that will be enough incentive for more to get vaccinated. while most businesses are complying with the new mask mandate one sport says that the choice is yours.

the danville bowling alley says it will not ep force the mandate. in this post it says that people have the freedom to choose to follow government restrictions and masks will be optional for commerce e. pleasant hill police investigating a deadly shooting as they were responding to reports of a man trying to get entry into homes in the shadow mountain court area about 6:00 last night. this is near the contra costa county club. officers heard gunfire when they arrived and a man was found shot on a living room floor inside a home and later died. everyone involved is cooperating with the investigation and so far there's no word of any arrests. 4:35. happening today organizers planning a rally in san francisco for a man whose death touched a nerve when it happened last winter. 84-year-old vicha was originally from thailand and known by many as grandpa vicha. he took his walk around the neighborhood in january when

someone shoved hims to the ground and he died two days later. a 19-year-old has pleaded not guilty. members of the aapi community believe it was a hate crime and plan to gather outside the hall of justice. in plumas county new evacuations from the dixie wildfire creating new problems for firefighters due to the high heat and those strong winds. the latest evacuations are in an area near lake alminor east of redding. firefighters say the fire is 35% contained but the amount of acres burned is now up to 254,000. new analysis of data by "the chronicle" finds some of the area where people are migrating to most are also those areas where wildfire risk is higher. the map shows where people are moving to most since the start of the pandemic. darker shaded outlining areas are seeing more arrivals compared to traditional urban areas. some of those areas overlap with the gray shaded terrain,

indicating more wild land vegetation. many of those areas, homeowners are seeing their insurance spike due to the increase of fire risk. a strange new twist to a story we told you about last week. a bear cub rescued in the tamarack wildfire is now on the loose this morning after being rescued by a wildfire teams in alpine county when his paws were burned by the flames. he had since been recovering at a facility in south lake tahoe but yesterday managed to escape his enclosure by tunnelling under the fence. they're telling people to be on alert but say the bear cub is not a threat. paws must be better. did some digging. >> absolutely. digging for another great day with this forecast, how is it looking? >> our air quality has been good as well. we're still watching that with all of the fires that have been burnings across the region. we take a look at our smoke model and where we see the darker shades of blue in the north bay along the coast that's where we will at times have more

smoke, but notice the green. it is possible that we could see a lot more of that smoke moving in as we continue to see a lot of those new fires that are burning. we're going to be watching that especially with the new panther fire that's been burning up around redding. it's looking a little bit more unhealthy. as our wind shifts brings in cooler temperatures we're in the upper 50s in walnut creek and headed for the 80s today. we'll talk more about this coming up in just a few minutes. mike, how is it looking for the morning commute? >> we still have that crash in san francisco, still slowing because it is in the lanes with two larger trucks traveling north on 101 just off the 280 split. they need larger tow trucks because they're larger trucks. other side of the bay in the east bay, north 880 we have a crash as well. as you approach davis, there was a report they were going to run a traffic break. your two left lanes were the last update from chp as far as any issues for the crash, but we don't see any slowing.

. right now at 4:42, as you're heading out in the east bay it's starting out nice and cool. our temperatures in the upper 50s. seeing clouds overhead but will clear out today. we'll be a little bit cooler compared to yesterday. nice trend to take a break from the heat before it heats up again. more about that in the forecast in a few minutes. as you're heading out of the east bay, richmond to san raphael, a couple larger trucks getting supplies to crews that will be working as the sun comes up. we're watching for the commute and check a couple spots coming up. good morning. i'm bertha coombs from cnbc.

wall street looks like it's going to open slightly lower this morning. yesterday we saw stocks reverse their early losses to end the day at a record. the dow jumping nearly 280 points, the s&p 500 closing at its 42nd closing record high of the year. investors shrugging off a drop in the yield of the 10-year treasury bond amid concerns of the spread of the delta variant and comments from a fed official that central bank could start reducing its extraordinary financial support for the economy as soon as october. it's really the flurry of good reports on earnings that's fueling this market. this morning we'ring with a on economic reports on hiring in the private sect from adp and earnings from general motors, cvs health and uber. lyft meantime hitting a milestone as the ride sharing company reports a quarterly profit for the first time in its

nine-year history and three months ahead of target. lyft is warning that ride revenue will likely decline this quarter due it worries over the spread of the delta variant and the ongoing shortage of drivers. lyft and uber have struggled to increase the number of drivers prompting them to offer large incentive and payment guarantees. parents are feeling just as pressured to overspend on back-to-school shopping as they do during the winter holidays apparently. a new survey from credit card.com finds millennial parents especially have felt some more pressure to spend than their elders. nearly half saying that they're overspending on purchases versus 37% of genx parents. i guess they are. almost a third of adults plan to do some back-to-school shopping for the upcoming year. it is the second biggest shopping season behind the holidays. >> really? >> most wonderful time of the

not a lot of action across the span this morning. one, two, three. >> counting cars. >> a fun day. >> well, it is early. we get up early around here. 4:48. good morning. if you're just starting your day. >> let's get a look at that forecast for us today. >> it's going to be a little bit cooler for some areas. we're going to see more fog rolling in even though it's nice and clear right now. by later this morning closer to sunrise we could see the shot fogged in and we're seeing the clouds extending into san jose right now. our temperatures are in the upper 50s and clearing out today. slow warmup, by 11:00 it's in the 60s. want to talk about the air quality and the smoke. stopping it at 4:30 this afternoon, now looking at this near surface smoke model when we start to see different colors on here, it does show that we could see our air quality a little bit worse because of the fires that have been burning across the region and also with the fire burning to our north, kind of

getting brought into the marin hair and transported across the area. not seeing any alerts coming from the bay area air quality management district. looking at tomorrow, in the afternoon, it's possible that in the south bay our air quality could get even worse. that maybe something we'll have to closely watch as we see all of these fires blowing smoke across the bay area as well as northern california. where new red flag warning will be going up for the end of the week as the humidity levels drop over the next couple days. the humidity at about 5 to 15%, and the winds picking up with gusts up to 40 miles per hour. once again this is for northern california, parts of the sierra towards nevada. here in the bay area we're going to see our temperatures cooling off. humidity going up. our temperatures reaching into the upper 80s in concord. that's compared to the mid to upper 90s we had yesterday.

so nice cool down. oakland today reaching 69 and some mid 70s in palo alto. napa going to see a cool down today, but then a spike in temperatures tomorrow, cooler into the start of next week. our inland temperatures are going up few days. but it does look pretty quiet here. mike, you're seeing the crashes clearing from the roads. >> i was worried we weren't going to have them cleared until a shift change, but it's not even 5:00 and they did clear. 880 approaching the coliseum around davis into san leandro, the crash cleared. a volume of traffic on the nimitz in this area. the other crash in san francisco cleared, north 101 at cesar chavez. a bit of residual slowing that will clear up before 5:00. watching this reporting from home, it will be gone. smooth drive around the rest of the bay, no problems. typical slowing a out of the altamont pass. happening in less than 90

minutes, a busy san francisco intersection will close to traffic. south van ness at mission street will shut down at 6:00 a.m. so transit crews are replacing the roadway. the intersection will be closed until 6:00 a.m. next monday. transit leaders say that the project will take two months to complete if it was done in segments, several detours are in place. a judge scheduled to hear arguments in a lawsuit seeking to block governor newsom from using language in the recall election guide calling it a republican effort. the language refers to trump supporters trying to force the election which opponents are calling misleading at best and flat out false at worse. meantime a debate schedule for tonight will not include governor newsom. the four participants including doug ossi, john fox, kevin kylie and kevin faulconer. those not taking part may be as note worthy including cai larry elder. happening today, great day

to get outdoors and visit a national park. august 4th known as great american outdoors day. then president trump signed the act last year to help revitalize national parks. national park service says you can visit parks for free today to celebrate the legislation. here are some bay area national parks. if you go don't forget covid guidelines are in place. steph curry making a splash this morning with a massive new extension signed to stay with the team. the star player will not be going anywhere any time soon, thank you very much. he signed a contract that will pay him $215 million. if you were wondering this ensures steph will stay is at the top of the list as well. according to basketball reference curry will make nearly $46 million this coming season. that's about a million more than the salaries of the next four players on the list. but really, who is keeping score at that point when you make that
