face for not wearing masks indoors. plus, she's america's newest golden girl and she's right from here in the bay area. >> i love everything on university av. i could spend all my time on that street. >>d medalist val arie allman. >> we'll go live to tokyo as we're heading down the final stretch of these summer games. the news at 4 starts right now. thanks so much for joining us on this special olympics edition of nbc bay area news. i'm janell wang. >> and i'm jessica aguirre. we're going to take you live to tokyo in just a few minutes. but let's start with this. they are aware of it, but they won't follow it. danville bowl in contra costa county says it will not enforce the new indoor mask mandate saying that customers can make their own choice. is it a business prerogative or a tone-deaf decision in a county where covid cases are spiking?

nbc bay area's sharon katsuda joins us. the positivity rate in contra costa is 8%. what do the owners have to say about that? >> reporter: you know, the owner's son runs danville. and check it out. people are still coming here with this decision. you can take a look. most of the people, the patrons, are not wearing their masks. some have chosen to continue wearing their masks. and the son's owner -- the owner's son tells me that he's getting a lot of community support on his decision not requiring people to wear their mask when coming here to bowl. the contra costa county health department is hoping people will stay in the lanes and follow the indoor mask mandate reinstated this week due to the rise in covid cases. the danville bowl says customers here will have a choice. and it will not enforce the mask

mandate. >> my mask is right here and not on the table. >> reporter: it seems community members are mixed on the bowling alley decision. they definitely share their frustration over the changing covid restrictions we've all experienced the past year and a half. >> i think it's his choice and it's my choice whether or not to go in. i mean, it comes down to personal freedom and personal responsibility. so i understand like this has put businesses in a crunch. >> scientists and doctors and you know, the intelligent community tells us. you know, so we're just following along and seeing what methods are going to work. >> reporter: while everyone we talked to said they'll follow the mandate to wear masks indoors, many danville bowl patrons came out to back the business that says it's not following the order. the contra costa county district attorney's office says businesses can be fined if they don't follow the mask mandate and vingz can even be fined not wearing a mask indoors at a business such as danville bowl even though the business says it's a customer's choice.

and individuals can be fined $100 for the first offense. businesses can be fined $250 for the first ere. and you can see that people are still bowling here. someone told me that they will take those fines, they don't care, they're just happy to have the choice whether to wear a mask or not. the d.a.'s office also tells me that it's not necessarily the sheriff's department or police that need to hand out these citations, it can also be someone from the health department coming over to a business to hand out those citations. reporting live in danville, i'm sharon katsuda, nbc bay area news. >> thank you, sharon. now, with covid cases on the rise a number of south bay leaders and local clinics announced a new campaign to try and increase the number of people fully vaccinated. county leaders say they are trying to jumpstart the vaccination program in hopes of getting at least 80% of all south bay residents to roll up their sleeves. the new push comes as santa

clara county announced its seven-day case rate has bounced back up from the low 20s to 225 today. now, for some people in the community the 80% target seems a bit low, particularly because the current vaccination rate is about 78% and the goal was 85%. >> the 85% was a target that we'd set before we knew about so many of these variants. >> among the changes being made as part of the new vaccine push, many south bay clinics will now allow walk-ins, meaning you don't have to have an appointment to get your shot. the white house and fda criticizing a san francisco hospital's new vaccination policy. as reported yesterday, zuckerberg general hospital is offering the supplemental pfizer or moderna shot to anyone who received the single dose johnson & johnson vaccine. today the fda has released a statement saying americans who have been fully vaccinated do not need a booster shot at this time. they also say using vaccines outside the approved scope is

not authorized under the emergency use authorization. the white house agrees but is acknowledging localities can make their own decisions. the press secretary says there's plenty of vaccine to go around. >> we will have enough supply to ensure if the fda decides that boosters are recommended for a portion of the population to provide those as well. >> the fda says it and other federal agencies are engaged in a science-based rigorous process to consider if or when a booster might be necessary. now the delta variant is driving up more demand for more covid testing sites throughout the bay area. and one testing provider says the last time they saw demand this high was last year right before the holidays. the company curative is teaming up with sfrils, alameda county, sonoma county and cities along the peninsula to set up free testing sites which include kiosks and some mobile vans. curative says it's tripling orders for new test kits. the company also switching some staff from giving vaccine shots to taking nasal swabs.

>> i think i'm kind of starting to realize i actually did it. >> reporter: another silver for the u.s. after courtney friedrich guts it out in the women's 3,000-meter steeplechase. off the track -- >> he struck him out! and team usa survives. >> reporter: -- the u.s. baseball team beats the dominican republic to stay in the running for a medal. and buckets for women's basketball. advancing to the semifinals in the team's quest for seven consecutive golds. in the skate park it's young faces dropping in to the new sport including california dweller sky brown, who rolled into a bronze for great britain. >> sticks the kick with indy. >> becoming the third 13-year-old to win a skateboarding medal. >> reporter: and more skateboarding action is coming up. we've got the men's park final. that's the last event in this olympics for its olympic debut. and i'm actually wearing the skateboarding jersey. you can see the bottom of it here. this is actually france's. and of course i'm wearing the u.s. to represent. but it's got lots of geometric

biggest story at the olympics for what they didn't do, what they did do and what they were able to accomplish and also the enlightenment they brought us. >> they've going from tokyo to the south bay. raj mathai joins us to explain. >> reporter: konichiwa from tokyo. team usa gymnastics now back in the united states. the next time we will see them in the bay area at least will be september 26th. this is pretty cool. it's one of those post-olympics gymnastics extravaganzas. these exhibitions they put on. simone biles, suni lee, all the members scheduled to appear. again, that's september 26th. we actually caught up behind the scenes with suni lee. 18 years old. she's coming home with the gold medal in the all-around individual. that's a big deal. we talked to her not only about her gymnastics but the impact she's having, especially in the asian-american community. >> i have a lot of people messaging me and telling me that i'm their inspiration and how much they look up to me. it just means the world to me that i can inspire people because obviously i look up to like simone and a lot of other people. so it means the world to me when

president biden just extended the federal eviction moratorium until october and the state's moratorium expires at roughly the same time. so tens of thousands of people in the bay area who are behind on their rent only have about eight weeks to figure things out. now, the state did set aside more than 5 billion federal dollars to pay overdue rent, but only a fraction of that money has been spent. the question is why? nbc bay area's melissa colorado went to find some answers. >> the pandemic left me pretty much broke. unemployed. >> reporter: and now ken calberg of hayward is behind on his rent. after losing his job as a food server, calberg owes his landlord six months of overdue rent. he's not alone. according to an analysis by the non-profit cergo ventures, 15% of the households in alameda county, nearly 40,000 families,

are on the hook for unpaid rent. zblk there's a lot of us that put our hands out for some help and we just haven't heard anything back yet. >> reporter: kellberg is referring to california's $5.2 billion rent relief program, the largest in the country. the state is urging all low-income tenants to head to housingiskey.com where they can apply for the help. the state promises to pay eligible tenants all of their unpaid rent and even throw in additional money to pay for future rent. so what's the holdup? >> inevitably there are going to be bumps in the road and communication has been one of those bumps. >> reporter: someone dealing with those bumps, kellberg's landlord sxo says 8% of his te relief. >> unfortunately, nobody's hearing anything. so we don't know what the timing is. >> reporter: if you think ralph watkins is counting down the days until the eviction moratorium is up so he can kick

kellberg out in the fall, you're wrong. >> i'm not waiting for that. we're waiting to see how we can work through the process and get the tenant assistance program. >> reporter: according to the state's dashboard the program has shelled out $242 million to renters and landlords, with 1 billion now in the pipeline. but that's out of $5 billion. so there's still lots of money left to help californians pay their back rent. but the clock is ticking, with the biggest eviction moratoriums expiring now in less than two months. >> i sort of think of it as potentially our last great opportunity to stabilize families and communities before we see a potential eviction cliff. >> reporter: a spokesperson for the state's business consumer services and housing agency says they're doubling up case management staff to handle the influx of applications. what's more, the state has already streamlined the application process by requiring less paperwork from tenants. more than 100 community partners across the state are helping spread the word. rent relief is just a couple of

clicks away. apply before it's too late. >> we're all kind of scared right now. >> reporter: melissa area news. >> it is a tough situation to be in for sure. nbc bay area responds to a penins out $10,000 because an overseas airline failed to deliver on the refund it offered. >> so he asked consumer investigator chris chmura's team to get involved and of course you did. >> does italy sound good right about,000? >> oh, italy sounds phenomenal. >> yeah, exactly. before the pandemic charles in redwood city bought tickets from the german air carrier lufthansa. he paid 10,434 bucks to fly from sfo to italy. well, then the pandemic hit. charles says lufthansa cut its schedule including his flights. so he canceled his trip. and responded to a lufthansa e-mail offering a refund. here's the thing. charles only got back what he paid in taxes. $276. after eight months of back and forth over the remaining $10,000 he called us. we reached out to lufthansa.

a month later lufthansa credited the remaining $10,158 to charles's credit card. now, in a statement lufthansa hinted that he jumped the gun here and canceled the flight. lufthansa said it reimbursed charles anyway as a gesture of good will. now, there is a lesson here. make sure you don't act too early when an airline modifies your reservation, its schedule and your reservation. let them take the lead at first. then when they make changes immediately request a new flight that fits your schedule. or demand a full refund. you can do that. now, many people whose flights were canceled because of covid-19 did not get the option of a refund. they got airline vouchers. many of which are about to expire. right about now. we don't want that to happen to you. so we found a strategy to extend the life of those vouchers. we just made a step-by-step how-to video showing you how. you can watch it and all of our

here. clockwise -- counterclockwise circulation around this pushing down some haze from the wildfires to the north. winds in the mountains will pick up 15 to 40 miles per hour. very isolated gusts. but also some fog returning as we roll through the morning as well. les take you to that wind. you can see tomorrow afternoon some of this yellow and red here to the north bay, peninsula and east bay. for the mountains that's wind gusts of 20 to 40 miles per hour. not that bad for the lower elevations. 10 to about 20. again, isolated wind gusts for the mountains. at the same time this is happening we're going to see some haze from the wildfires that are off to the north moving throughout the bay area. it does not look unhealthy at this point. but again, when you look off toward the distance, you're going to see that. but as we move through friday morning i wanted to show you we could get a little unhealthy smoke moving close toward santa rosa, also guerneville. as you can see on the key here, that red color is unhealthy. so we'll keep you up to date on that. now let's move it right into tomorrow morning.

you're up early getting yourself ready to get out the door for work. temperatures are going to start off in the 50s with widespread cloud cover. even down there toward the south bay. we're looking at 57 here for san francisco and the north bay 54. 85 in concord, 76 up to napa, oakland 69, over to half moon bay 63. my seven-day forecast, keeps san francisco in the 60s for highs, 50s for morning lows as we head through the next seven days. that's good for our fire danger because that cooler weather at the coastline really is helping us from getting into any heat waves the next seven to ten days. so we'll stay with the trend of 80s and 90s as we head through the extended period. let's bring it out to tokyo. we saw raj with that fan earlier. and we know why he's using it. feels like 102. and we'll stay with those hot, hot temperatures all the way through the closing ceremony on sunday. i like your idea of two fans.
