good thursday morning to you. thank you so much for starting your morning with us. i am laura garcia. >> i am marcus washington. >> a fast-moving wildfire, the dixie fire started to flare-up yesterday afternoon. take a look at the size of these flames. just engulfing a large part of the small town of greenville. greenville has a population just under 1,000 people. about 125 miles northeast of chico in the sierra. there's a large part of the downtown area literally destroyed. homes have just been leveled. the dixie fire has been burning for about three weeks now. it's california's eighth largest fire. some bay area firefighters are trying to help on the front lines as well. >> 150,000 miles south of greenville, more devastation, the river fire burning in placer

and cal fire says the biggest challenge for firefighters right now is trying to stay ahead of up there as well, and there's haze and smoke that we could be seeing in the bay area. >> yeah, we've had a nice cooldown in the area, with a stronger ocean breeze. today in those areas we are going to see the temperatures still not too high, reaching into the mid-80s and low 90s around the river fire. we also have seen the humidity levels dropping as the winds increase for the afternoon. as we see winds turn we are going to see a lot more of the smoke coming in in parts of the santa cruz mountains and tri-valley, and we are going to see a lot more of the unhealthy air quality moving in early tomorrow.

i'll have more on this and the forecast coming up in just a few minutes. the white house taking new steps this morning to make sure foreign visitors are fully vaccinated. >> let's check in with "today in the bay" tracie potts who is live in washington with a closer look at new measures we are talking about. good morning. >> good morning. we could learn more about this when the white house covid response team is briefed later today, including the white house plan to make sure foreign visitors coming into the united states are fully vaccinated. this after travel restrictions start to ease. come of this coming from an anonymous white house official saying it would be part of the phased in approach to ease travel restrictions for foreign visitors into the country, and it's severely cutting international trips to the united states citing the delta

variant threat. nonu.s. residents that have been to certain countries, the uk and ireland and 14 days prior are prohibited from entering the united states. the delta variant is spreading and showing no signs of slowing down. >> that is the absolute scary part is how fast it happened. >> i hope that will motivate more parents to obtain the vaccine. >> the idea being that for children who don't yet have a vaccine available, if their parents get the vaccine it will provide them some level of protection. >> tracie potts this morning in washington. thank you. let's take a live look this morning at sfo. air travelers around the world,

the airport's medical clinic says more than 30 visitors each day show up for shots. most of them are receiving the single dose, johnson & johnson vaccine. we spoke to one man from japan visiting the u.s. for six weeks and said he's thankful for this option. >> i could not get the shot in my city yet, so the first thing i wanted to do is get my vaccine the first thing after arriving to san francisco. and first responders soon will be required to get a vaccination. anybody who chooses to not receive the vaccine will have to undergo weekly covid testing. two weeks from now supervisors will consider expanding it to all county workers. bay area schools get set to

reopen and things will be different for many of the students and not just due to covid. most students were learning from home, and some districts severed their ties with police departments and officers. >> through the social justice movement and following the death of george floyd, a lot of people put pressure on school districts to kick cops off their campuses. a lot of talk about police reform continues but with back to school upon us there's a practical matter what is happening on campus right now, and for some parents it's complicated. >> it gives some sense of security with the school, but i understand if they want to take it away.

>> with all of the political, social, economic, educational conflicts we have, it's a tough one. >> according to the non-profit justice policy institute, as of december 2020, west contra costa, san francisco, fremont ended their school resource officer program. >> let's talk about this. the list now also including santa clara schools, it has 30,000 schools. >> just before the end of the school year, you may remember the board voted to move forward without police on their campuses counter to the administrators. there will not be anything in place before school starts because there's no board

meeting. in a letter to parents, the superintendent warned this could impact school security and large events like football games and graduation. you need those there on campus. last june, ousc members ordered restorative justice and anti-bias training for staff, and eliminated and armed security officers from the campus. the aim is a police-free responses for ousd, but administrators can still call 911 in the event of an emergency like a bomb threat or shooting or something else, and however the district should call culture keepers, what they are calling, for mental well checks, and they are former school security officers who are trained in

nonviolent de-escalation. >> i think that's really important for a lot of those schools. you just don't want to take a student troubled, you want to help them in some type of way. >> yeah, they have reversed their position in fremont, and last november it voted to end its school officer program, and then in may the board reinstated the sro program, and this fall, six officers will return, and this is a result of public pressure. if you don't like what is happening in your school district, one way or the other, you have power as a parent and taxpayer to have a voice in what is happening in your community. >> thank you. 5:09. we want to turn to the olympics and more covid concerns there in japan this morning. want to take a live look at the

olympic torch burning throughout the night. we are getting closer to the end of the games. >> our connection to the games. raj is there in tokyo. the bubble seems to be working for now, raj, but some of the real concerns, i understand, are on the outside. >> reporter: yeah, interior bubble where i am is working well, knock on wood here. like we said, i have been here almost three weeks and the case counts continue to rise outside of the bubble, the general public here in tokyo and they have set a record for daily case counts. some of the numbers released a few hours ago from japanese officials. new cases, more than 5,000, one covid-related death, and severe cases, 135. this is an area of 35 million people, so these case numbers are relatively low, however we are trending in the wrong direction here in tokyo. let's bring you something now that is going to make you smile. as you wake up on this thursday morning, one of the best moments

tomorrow's big jobs reports will not be as robust as expected. growing fears people have as we enter the fourth wave of the pandemic. the white house today will announce the efforts to make all car sales electric, and right now it's around 2%. honda, ford motor, volkswagen actively supported the price war in the past have opposed it. american airlines also canceling flights as bad weather hit its hub in dallas, texas. spirit said it will get better but it will have to shut down its systems and reboot. the folks in the kansas city

airport don't have -- they want to go to milwaukee, and the folks in milwaukee are now canceled because it never came from kansas city. meanwhile, back in the first city everybody needs a hotel room including the flight crews, and they can't find them. there's not enough. have people all in the wrong cities and it just gets worst. target is offering a new deal, free college for its workers. it will cover the cost of tuition and textbook for part time workers. it will pay up to $10,000 each year for masters programs at those schools. this applies to people working remotely or taking in-person classes. target said it will cover costs for major core businesses including computer science and business. >> perfect. expect to see the triplets

critical connecter just off the freeway near octavia and van ness. you can use 121 to get up and over and 29 to get down to counter commute. the bridge, we have a crash near treasure island and that's a critical issue. we will track that and no slowing showed up just yet. kari, i want to show you live shot from emeriville just yet. i think the mist just hit the lens, and can't see the treasure island tunnel, but i am tracking a crash on treasure island. >> hopefully visibility is good. we have seen fog drifting around. as we also talk about what may be drifting around, smoke. here's a look at the near surface smoke model. where we see red shows very unhealthy air quality.

this is expected for parts of the santa cruz mountains and east bay. it's going to get really unhealthy tomorrow as we see the fires exploding and putting a lot of smo area. as we look at our today, the inland east bay, upper 60s for the peninsula, and low to mid-60s for san francisco, and upper 90s for ukiah, and santa rosa in the middle with upper 70s. we will see cool weather continue today and then heat up tomorrow. for the weekend it gradually cools off sunday into early next week. san francisco, we will see more highs in the mid to upper 60s, and a mix of sun and clouds but a lot of drizzle starting out this morning. as we turn to our climate in crisis, we have been looking at water levels, and our second largest reservoir for the state has dropped to record-low water

it's 5:30. i am laura garcia. >> i am marcus washington. a dramatic new turn this morning, an entire downtown gone in one community. this is from the fast-moving flames in the dixie fire, and ashes now in greenville. >> and bone-dry conditions took a turn for the worst when winds started surging up to 40 miles per hour. thousands of homes are still threatened. you can see little is left of even their downtown area. since the fire broke out in mid-july, 67 homes and businesses are confirmed to have burned before last night's huge firestorm erupted. the dixie fire is still listed at just 35% contained. in the meantime, 2400 more people out of their homes from the river fire. this is burning in placer near

koufax. at about 1,400 acres have burned. the biggest challenge right now is trying to stay ahead of spot fires. happening now, smoke from the fires expected to roll into the bay area soon. you are looking live in downtown san jose this morning. >> and you're live in dublin this morning. this could be a concern for people with breathing problems. >> reporter: this air, when it comes in, we are talking about the smoke and haze, it's expected to stay high in the sky, not at ground level and therefore not impact our breathing. this is according to the bay area air quality management district, which issued an air quality advisory for today and tomorrow, instead of a spare the air alert when the air quality is worse. you are looking at the fire

burning near koufax. on the map from cal fire, there are a number of fires burning throughout the state, and the three to the north of us are sending the smoke in the air. the winds are expected to initially push that smoke into napa, marin and then alameda, contra costa and solano. that haze expected to stay in the upper atmosphere and not on the ground level, so it's something you may be able to see but not feel. i'm feeling a little wind here. >> we have cool video, bob, we have seen coming out of the fires that have been happening, and it's been really amazing to see how the smoke and fire generates its own fire. you can see the circulation that happens there as the heat causes

the air to rise, and you have the winds come into the fire and it makes the wind rotating and causing the flames to spread and making it more erratic and dangerous for the crews to battle. we have seen the dixie fire shift directions and it's affecting different areas previously than we have seen, and the smoke is coming our way. the near surface model, it shows the north bay could get unhealthy tomorrow morning into the afternoon, and we will continue to monitor this. i will have another update in a few minutes. >> thank you, kari. 5:34 right now. there's a new perhaps faster-moving covid variant now popping up in the bay area in the south bay. delta plus. looking into what health experts are saying, and is the variant

leaving experts even more concerned? >> reporter: yeah, we know viruses have the tendency to mutate and that's what is happening with the covid-19, and now to the delta variant, and then the new mutation presented itself as the delta variant plus. so far the name comes from the spike protein mutation that the original delta variant does not have, and that's where the plus comes from. antibodies suggested to protect against the delta plus variant. it has been detected in the united states, united kingdom and india. right here in the bay area, the santa clara county public health department has begun to sequence every delta plus case, and so far officials detected 16 cases

of the mutated delta variant known as delta variant plus. with all of the viruses, as i mentioned, there's an anticipation of some type of mutation, and the cdc is cont continue to learn from it as more cases continue to present themselves and more research is conducted. live in san francisco. >> thank you. with those covid cases rising, back to kids going to school so testing is in higher dethat phapd, and vaccinated people have symptoms, but how do you know when to test. >> yeah, they are ramping up testing to make sure anybody that needs or wants a test can

get one. this is one line in san francisco where the public health director said they are going to increase more locations and work with physicians as well to offer that testing. santa clara, solano and marin and contra costa counties are also expanding capacity. earlier this week the feds promised help for states to expand testing, and as kids go back to school, this is when parents need to test. >> we are recommending parents get their kids tested for covid-19 even if they are presenting with allergy type of symptoms. >> if you are vaccinated, your symptoms will be milder than for those unvaccinated. the symptoms continue to be headache and sore throat and with kids you want to watch for fever. one of our producers had

symptoms, and our company protocol is you have to have two negative test before returning to work, and the wait for those results lasted longer, and so some folks don't have the luxury and hopefully they can speed up the testing so they can get back to work. >> what about the home testing options we are seeing out there? >> we did not have those in the beginning, and we just got guidance from one contra costa school district, they discourage in-home testing for kids that need to return to school after isolating, and make sure the test you are getting will help you get back to where you want to be. more districts are finalizing rules. napa schools will require students in third grade and up to wear mask and recommend masks for younger students.

and then napa vaccinated. that's including some frontline workers. some may be claiming religious or medical exemptions. san francisco was the first major u.s. city to require shots or testing. city employs 36,000 people. and then tracking the progress of rent relief from the pandemic. the department says $241 million has gone out in rent relief since march, and 20,000 households have received an

average of about $12,000. the survey shows close to 150,000 households in san francisco are behind on rent. and then getting started with our thursday morning, and we are getting closer to the weekend but before we get there we will see different things weather-wise. >> yeah, put it in your outdoor plans, if you are sensitive to smoke you tonight want to be hiking or spending a long period of time outside. if you want to hit the road and head to l.a., you will see improved air quality there, and temperatures in the upper 70s and low 80s. muir woods, highs in the low 70s tomorrow, and mid-60s as temperatures come down a few degrees. sonoma valley, 92 degrees for

friday and mid-80s for friday and low 80s for saturday. and then lake tahoe, highs in the low to mid-80s. we'll be watching our forecast as well. we'll talk more about that in a few minutes. mike, you are seeing a big backup at the bay area. >> yeah, there's a crash here by the tower westbound causing this big backup early. looks like they have more traffic squeaking by, but the three lanes are blocked and crews have arrived. crash on the bay bridge causing the metering lights on early. highway 92 or the richmond bridge, and east 37 as a closure. should be clearing up in a few minutes.

delay on the bay bridge. we'll track the crash at the tower as you are heading over treasure island, coming up. a suspected car thief in custody after a car chase yesterday in the north bay. sonoma county deputies posted this video. they say it started when the chp responded to reports of a reckless driver on the 101 in santa rosa. the driver tried to take off on foot and officers caught up with him nearby behind a department store. the white house is pushing harder to meek sure more americans get vaccinated. >> scott mcgrew, you say this is a sifting strategy. >> yeah, a reluctance in making

somebody do something, and the white house has new requirements, and the president is the commander-in-chief and has control over complete military, and he can have the pentagon inoculate every member. nbc has not independently verified that. and the government can set rules for visitors to this country. reuters reporting visitors from other countries will have to be vaccinated. much of the world is banned from traveling to the united states, including europe, china, india and brazil. this push to get people vaccinated starts to run into trouble once you get to the local level, and president biden calling out texas and florida to work harder to slow the pandemic. we are at the end of the day states that are united most of

the time. i want to play two sound bites for you. the governor of illinois saying masks will be required in school, and texas saying they are illegal. >> in texas, there will not be government imposed shutdowns or mask man indicates. >> i was hoping a mask mandate if schools wouldn't be necessary, but it is. >> two governors with different ideas how to protect their citizens. the governor of florida, ron desantis, lashing out. roughly 1 out of every 2,000 floridians are in the hospital right now, but no mask says the governor.

and purple and that indicates some of the most unhealthy air quality we have had so far this year, especially for the north bay, we will have to watch that with the new fires burning and a shift in the wind direction as we have explosive fires pushing smoke into the bay area. we also have a high fire danger in some of the same spots due to very low humidity and winds gusting up to 30 and 40 miles per hour, fanning the flames and making them spread more. dangerous situations as we monitor that here locally. we have a nice cooldown, and starting out the day with good air quality, and that could change. morgan hill heading up to 83 degrees today, we have mid to upper 80s for the inland east bay, antioch reaching 80s. north bay highs in the 70s and

80s, and still hot for ukiah as well as clear lake. as we go through the forecast, temperatures heat up tomorrow. mid-80s today and 90s for some of the hottest spots inland, we could see low 90s. in san francisco, still clouds and fog and highs in the 60s. mike, you have breaking traf traffic updates? >> yeah, it's only 5:53, and the backup has spilled into the toll plaza and coming off of the berkeley curve. the reason is the crash on the bay bridge. they slowed the metering lights down, and look how thin the traffic is coming over to the crash. two lanes open and two lanes closed on the span, and the backup at the toll plaza, we are seeing more build, and the rest
