i am laura garcia. >> i am marcus washington. the fast-moving dixie fire destroyed a small town in california. it started flaring up yesterday afternoon. look at the size of some of these flames. they just engulfed a large part of the small area of greenville. greenville has a population of just over 1,100. it's about 120 miles northeast of chico in the sierra. a large part of the downtown area that is completely destroyed. homes are leveled as well. the dixie fire has now been burning for about three weeks. it's already california's eighth largest fire ever. some bay area firefighters are lending their help on the front lines. 150 miles south of greenville, more devastation from a new fire that started yesterday afternoon. the river fire is burning in

placer and nevada counties. cal fire says the biggest challenge for firefighters right now is trying to stay ahead of the new spot fire. it has already burned at least 1,400 acres. let's check in with meteorologist, kari hall, and she has been covering the weather conditions up there. >> as we look at the weather conditions around those two fires, we have a cool start to the fire and calm winds and hopefully they are able to get more containment before our temperatures heat up, heading up towards the 90s to the river fire, and dixie fire, mid-80s. we are getting a cooling breeze for the bay area. we saw the pyrocumulus clouds developing near the dixie fire. this is a look at the video. where you get the heat from the fire, the flames create updrafts and then erratic winds cause the fire to spread in different directions as the cool comes out

of the clouds and spreads the fire in different directions, and it has been a problem for crews ask we will continue to monitor that as well as an air quality update. the white house is taking new steps this morning to make sure foreign visitors are fully vaccinated. let's check in with tracie potts with a closer look at new measures. good morning. >> we will learn more when the white house covid team will brief today. they are reportedly working on a plan that would require foreign visitors coming into the united states to prove vaccination, and that would cover pretty much everyone with limited exceptions to that. this coming from anonymous white house official about this plan they are working on saying the requirement is part of their phased approach to easing travel

restrictions for foreign citizens into this country. the biden administration kept those restrictions if place, severely cutting international trips to the u.s., citing the threat of the delta variant. nonresidents cannot come into the united states. pediatricians report 70,000 new infections among children just last week with the delta variant spreading rapidly and showing no signs of slowing down. >> that is the absolute scary part is how fast it happened. >> i hope that that will motivate more parents to obtain vaccines. >> hospitals around the country reporting they are seeing more children with health officials saying they are will prompt their parents to get

vaccinated if they are among the 90 million that remain unvaccinated, and hope they are protecting those children, who, as you know, do not have a vaccine available to them. >> frightening for so many parents right now. before you go, the biden administration says there's plenty of vaccine if we end up needing a third shot, but world health leaders want to give it away. >> the world health organization is trying to encourage countries with the vaccine to give to those countries that have none opposed to storing it or hoarding it for a possible third shot. right now they are looking at the data and they don't think the science is there yet to warrant a booster shot for people in the fall. still looking at the numbers and information. >> want to make sure at least some people in the world are covered at all.

tracie potts from washington, thank you so much. air travel from around the world seem to be adjusting their travel plans, so they are flying through sfo for a free vaccine shot not available in their home countries. most are receiving the single dose johnson & johnson vaccine. we spoke to one man from japan who is visiting the u.s. for six weeks on business, and he says he's thankful for this option. >> i could not get the shots in my city yet, so first thing i wanted to do was to get a vaccine here as soon as i arrived to san francisco. >> booking a shot at the airport clinic is open to anybody 18 and older with a photo id. those walk-ins are welcome. turning to the olympics and more covid concerns there in japan this morning. want to give alive look at the

olympic torch burning tonight. >> they have been so great to watch. our connection to the games, our own raj mathai. some of the real concerns are on the outside of the bubble? >> reporter: it's both sides, inside the bubble where we are the olympic bubble, we have to test negative in order for us to get back on the flight to san francisco next week, and that's creating anxiety. outside the bubble, tokyo releasing more numbers, a record high in terms of the daily covid case count. more than 5,000 cases reported and one death because of covid, and this is a city and region of 35 million people, so 5,000 case counts on a daily basis relatively low, but it's trending not in the direction you want to go up. let's wake you up on thursday with a smile. what is an olympico?

logistical issues. >> i understand the school wanting to keep that relationship with the students and maybe having the resources there still gives a sense of, you know, some security with the school, but i completely understand if they want to take it away, so. >> it's hard with all the -- all the political, social, economic, educational conflicts we have, that's a tough one. >> according to the non-profit justice policy institute, as of december of 2020, west contra costa, san francisco, oakland, loss altos and fremont ended their police officer resource program. >> we're talking about 30,000 students here. >> yeah, since december of 2020, another bunch of districts took the same action and just before the end of the school is when san jose unified did that, and the board moved forward to no

police on campus, and there will likely not be any alternative plan in place in time for the first day of school which is august 18th, because there's no board meeting until next week and you can't decide such matters -- you have to decide those matters in practice. in a letter to parents, the superintendent warned this could affect large events like football games and graduation. >> as you send your kids to the games, you want them to be protected. >> yeah, we kind of get to look into the future. we will use oakland as an example. last june board members ordered restorative justice and anti-bias training and allocated $2.8 million for a new program, and the aim is a police-free response, though administrators can call 911 in the event of an emergency like a bomb threat.

and then more traffic on the bay bridge. we will talk about what happened to cause this backup and the ripple affect. senator patrick toomey wants the san francisco federal bank to tell him more about the research they are doing about global warming and racial justice. not the results he's interested in, but he wants to know why they are doing it in the first place. toomey, a conservative republican from pennsylvania says he's worried the fed may be overstepping its bounds. and the fed told him no, they are not going to turn over documents but is willing the talk to the senator about his concerns. and the weber grill, that's a fine kettle of coal. it's been hard to get people to get back to work maybe because of the bigger unemployment checks that some states still offer. also the growing fears people

have as we enter the fourth wave of the pandemic. these are numbers we saw in the first wave in the pandemic, and the ages are getting younger. and then the president will announce new emission standards, very close to what california already demands. the ceo of gm, ford, chrysler meeting with the president at the white house. volvo and cadillac, jaguar, bentley and mercedes benz, a lot are high-end cars, and you will see aspirations are wealthy people get electric cars, the rest of us will look and think i want one, too. >> my mother-in-law will love the cadillac version. >> i bet she wouldn't mind the

see a little pavement because the movement is better. the backup formed early, about 5:30 and it's finally starting to move at what we would like to see. still heavier than all week, but that's the bay bridge toll plaza. and there was a crash on the span that blocked three lanes and the top of the screen, highway 37 east bay. kari, everything else looks clear. the skies have clouds. >> yeah, starting out cloudy and foggy and once that cleared out it will be replaced with smoke. the near surface smoke model, parts of the east bay, air quality gets a little more unhealthy today and very unhealthy for the north bay as we see numerous fires burning across the state. a slight change in the wind direction will change things for us and possibly we will see the

worst air quality we have had in a long time. it will be like it was yesterday, 90s in an ae talk, and further to the north we will see mid to upper 90s. the temperatures heat up even more going into the next few days, especially tomorrow. temperatures spike and then come back down. for san francisco we are going to see the highs continue in the upper 60s. let's turn to our climate in crisis. the state's largest reservoir has dropped to record low water levels. it has a hydroelectroplant that provided electricity, and now the reservoir you can see has bathtub rings, and no place for the house bodes to spread out as we continue deeper into the dry

i am laura garcia. >> i'm marcus washington. >> this is from a photographer at the dixie fire. it has been burning ferociously overnight in downtown greenville in plumas county. this is a video i am s this morning. such destruction. homes, businesses completely burning to the ground. everything people own going up in flames. firefighters are doing their best to just try and contain these hot spots. a lot to take in as you are waking up this morning, but it's so important because this fire actually took a turn for the worst. greenville population is only about 1,100 people and it's charred. the dixie fire is already considered to be the eighth largest fire in california's state history, and now an entire town is gone, reduced to ashes. >> firefighters spent yesterday

pitching a last ditch effort to save greenville but bone-dry conditions took a turn for the worst when it winds started surging up to 40 miles per hour. thousands of the homes still threatened. at least 67 homes in buildings confirmed to have burned before last night's firestorm. the dixie fire still listed at 35% contained. in the meantime, 2,400 additional people out of their homes from the river fire. it's burning about 150 miles south of greenville in placer and koufax. 1,400 acres have burned. firefighters say the biggest challenge right now is try to go stay ahead of some of the spot fires. happening now smoke from the wildfires expected to roll into the bay area soon. this is a live look outside across the bay area this morning. today in the bay's bob riddell live in dublin.

should people be concerned, bob? >> reporter: no, fortunately, laura, this smoke and haze are expected to stay high in the sky, and what you are looking is the fog, and that's not the smoke and the haze we are expected to see. the bay area air quality district management issued a air advisory for today and tomorrow. this is time lapse, by the way, what you are looking at of the river fire burning near koufax. as you can see on the map from cal fire, there are a number of fires burning throughout the state, and the reason i mentioned it's expected to fuel the smoke here in the bay area, you have three different fires. the winds are expected to push the smoke into marin, sonoma and

solano and contra costa. with more on our weather for today and perhaps when this inversion layer over to our meteorologist, conditions here and beyond, bob, because of the fire behavior and how the fires develop impacts our air quality. we have seen the past couple of days the wind shifting and bringing us cooler air and increasing the winds and causing the dixie fire to spread in a different direction. more of the smoke coming up. we are starting out with the clouds and fog this morning but once that clears out we can see more smoke and hazy skies over the santa cruz mountains as well as the east bay, and we will be monitoring that as it possibly could get more unhealthy tomorrow. we will talk more about that as well as our hotter temperatures, coming up. >> looking forward to that, kari. two big stories developing

on the covid front this hour. a perhaps covid delta plus variant. a lot to talk about. >> reporter: yeah, a lot to talk about, indeed. another morning full of headlines involving vaccines as well as viruses. let's start with new information coming out of some research done on the moderna vaccine. now the drugmaker moderna has released data showing their covid-19 vaccine booster shot produced a, quote, robust antibody response against the delta variant. the drugmaker says the shot produced a promising immune response against three variants, including delta, with the antibody levels approaching that

levels, and this is according to that company. the positive study news comes as there's a delta plus variant. it comes from a spike protein mutation that the original delta variant does not have that protein. this version is believed to be more transmissible than the original delta variant. we do know delta variant plus has been detected in several countries such as the u.s., uk and india, as well as here in the bay area. the santa clara county health department has been sequencing every case throughout the county, and so far officials there have detected 16 cases of the mutated variant known as the delta plus. the cdc is continuing to monitor

the situation as more information comes available to them. they will relay the information to you, but, again, 16 cases of the delta variant found in the southern bay area. we will continue to follow the story as well as more studies about any of the vaccines already available. live in san francisco, cierra johnson for "today in the bay." >> with the covid cases rising and kids going back to school, testing for the virus is in high demand. >> kris sanchez is here with more on that. >> public health officials are ramping up on making sure anybody that wants a test can get a test. this is the line at one testing location in san francisco. the public health director there says they are working to increase locations and broaden them out. santa clara, marin, and contra costa are among the counties

expanding capacity. as kids go back to school, here's what you should look for for when you should seek a test. >> the variant has more mild symptoms in kids, and we are recommending parents get their kids tested if they are even presenting with allergy-like symptoms. >> if you are vaccinated, symptoms will be milder than unvaccinated people, and the most common things are headache and sore throat and with kids a fever. we have a producer, and we were talking to him via phone because he's still at home, and he had symptoms, and you have to have two negative test before you can come back in the building, and he had to wait longer for the

results than the symptoms to go away, so it could take a while. >> what about the home testing kit options? >> they are really convenient, and we are getting warning and guidance like one contra costa school district and they are advising against those home tests for students coming back after isolating. when you get a test make sure it's a count -- a test that will count to get you back to where you want to go. more districts finalizing their rules. napa valley unified schools will require students in third grade and up to wear a mask and recommend masks for the younger students. meanwhile in marin county, students will have to show proof of vaccination and those not vaccinated will have to be tested weekly. and then the chronicle reporting 2,700 city employs are

still not vaccinated, and that is including some frontline workers. san francisco was the first major u.s. city to require shots or regular testing once vaccines receive fda approval. this is a skyline of san jose this morning as we get started with this thursday. head into the weekend, kari hall, we might want to be cautious. >> if you are sensitive to the smoke, if you have plans to go hiking or something like that, you might want to change some of those plans. taking a look at the forecast if you are going to l.a., looks good there. highs in the upper 70s and low 80s, and for muir woods, it's going to be warmer tomorrow. temperatures in the low 70s and low clouds. sonoma valley, hot tomorrow then cooling off the rest of the weekend. mike, you were following news? >> yeah, an alert for east bay

harder to make sure more americans get vaccinated. >> scott mcgrew, you say it's a shifting strategy. >> yeah, there was a huge reluctance to make people take a vaccine, because there are people out there that the more you ask them to do something the less likely they are to do that. and now that that didn't work, they are saying to get the vaccine or face testing. the commander-in-chief can have the pentagon inoculate every service member. nbc has not independently verified that. the u.s. government can set rules for visitors to the country. that too will happen. reuters reporting that visitors from foreign countries will be required to get vaccinated once we lift the travel ban. it's really completely moot

right now. this push to get people vaccinated starts to run into trouble once you get down to the local level. president biden calling out the two states with the highest number of covid patients, texas and florida, to work harder to slow the pandemic. we are at the end of the day states that are united most of the time. i want to play two sound bites for you, the first from the governor of texas saying he wants to make mask requirements illegal, and the governor of illinois saying masks will be required in schools. >> in texas there will not be any government-imposed shutdowns or mask mandates. >> i had hoped that appear state mask requirement in school wouldn't be necessary, but it is. >> the two governors with very different ideas as to the governor of florida, ron

desantis lashing out as that state has more people in the hospital with covid right now than during the pandemic, but no masks says the governor. >> the question is we can either have a free society or a biomedical security state. i can tell you, florida, we're a free state. people are going to be choose to make their own decisions about themselves and families and their kids' education. >> florida does have vaccine requirements for kids and dogs. some of the contenders trying to replace gavin newsom

the heat rises and causes smoke and particles to travel hundreds of miles away from the actual fire, and it can also generate erratic winds and cause the fires to spread in different directions, so it makes it very unpredictable and hard for crews to get more containment. we have had a lot of the smoke moving into the bay area and a lot of it coming in this afternoon and the yellows and reds indicate unhealthy air quality, and it could get worse by tomorrow afternoon in the north bay as the new fires burning to the north are coming straight down into the bay area. temperatures looking good with highs in the low 60s near the coast. for the inland areas, we have upper 70s and low 80s. it will heat up tomorrow with 90s in the forecast. slightly cooler by early next week. san francisco keeps the fog and cooler temperatures. mike, you are checking a problem out of san rafael. >> yeah, eastbound 580.
