interview. we're live at the state capitol in albany. but we do want to begin in tokyo one more time. a summer games wrapping up with the closing ceremony the that was also unique. team usa finished strong over the weekend, landed atop the medal count, 113 medals overall, 39 of them, gold chris cimino -- keir simmons is in tokyo good morning >> hey, savannah good morning you guys left here at the right time, my friend. i don't think you can see how windy it is out here, but there is now a tropical storm over japan. it did not, though, derail the closing ceremony, which was a celebration and a sigh of relief fireworks and flag bearers, but no fans and few athletes at the closing ceremony of a games thag the finishing line.

then a stunning aerial display. while back at an almost in the empty stadium in tokyo, the flame slowly extinguished with a final message, arigato, thank you for an olympics that defied all the odds. and it will inevitably be more difficult odds for beijing in six months' time. but what about paris giving a taste of what life might be like in a few years' time? president biden keeping up the positivity, praising simone biles for her stance on mental health, but telling all team usa athletes, you restored the soul of america. >> keir simmons holding it down in tokyo. thank you very much. back here to the deepening covid crisis, especially in states with the lowest vaccination rates. daily cases are once again breaking records, leaving several cities to declare states of emergency and adding to concern and the debate over masks in some states the new school year is now getting under

way. we have complete coverage of that this morning start, morgan chesky who is in austin, texas, with the latest. morgan, good morning. >> reporter: good morning to you. of all the covid stats out there in texas, this one perhaps the most heartbreaking. 14 icu beds for 2.3 million people. that is the situation facing the greater austin area as this delta variant sweeps through the south and hits texas especially hard. local leaders cannot enact mask mandates due to a governor's order. but nationwide, other cities are starting to do so. but the biggest question today, when will the fda give full approval for the pfizer vaccine? with the unvaccinated fuelling the spread of the coronavirus, new worries this morning about how bad this latest surge will get. >> it's extremely dangerous for the unvaccinated because if they get infected and stay unvaccinated and don't wear masks, ultimately, they're going to wind up getting infected.

>> reporter: this as more cities move to implement stricter masking laws. some reimposing mask mandates this morning. requiring even the vaccinated to wear masks indoors, yet again. >> we can act, we must act and we will act. the pandemic is not over. >> reporter: causing some controversy over the weekend, former president barack obama at his 60th birthday party on martha's vineyard showing guests with no masks. they said the celebration was scaled back and did follow guidelines. more than 66,000 americans were hospitalized with covid-19 as of late sunday. arkansas, mississippi, louisiana and alabama among the lowest in vaccinations and highest in covid transmissions. over the weekend, florida recorded a new daily record for covid infections, logging nearly 24,000 cases, the highest number of any state.

the world's longest international border runs more than 5,500 miles between the u.s. and canada but shut down to nonbusiness travelers since march of 2020, as both governments tried to curb the pandemic this morning, after 17 months, canada is reopening its side of the border >> we will be opening nonessential travel to americans who have been fully vaccinated for at least 14 days >> reporter: while americans and canadians have been able to fly across the border, land crossings have been limited to only essential employees, business and commerce traffic, separating countless families and friends through the darkest days of covid-19 on the u.s. side, john and sydney kincaid haven't seen their grandkids just across the border in canada in nearly 18 months what has it been like? >> it's been awful, really we missed birthdays, christmas, first tooth, first day of school >> reporter: today, that changes. americans crossing the border

must use the arrive can app. upload proof of vaccination and a negative covid pcr test within the last 72 hours. but while canada is reopening to americans, the u.s., trying to contain the delta variant, is not opening up to the canadians until august 21st at the earliest for months, politicians and small business owners in both countries have insisted, demanded that the border should already be fully opened. >> it's a huge deal. small businesses in particular have been hurt in buffalo and certainly on both sides of the border >> reporter: in 2019, canadians made 20 million overnight trips to the u.s the u.s. travel association estimates shutting down the border has cost u.s. businesses $1.5 billion each month. but this morning, tom roberts is already packed today he plans to drive to the family cottage on the canadian side of lake erie. >> jumping in the lake and

one of the accusers speaks out publicly for the first time. nbc's kathy park is at the state capitol in albany. good morning >> reporter: good morning to you. the legal and political fallout surrounding andrew cuomo is only deepening. in just a few hours from now, the state assembly judiciary will be coming together to discuss the next step. another accuser is speaking out publicly for the first time and now his top aide is out. overnight, governor andrew cuomo's top aide resigning melissa derossa allegedly helped lead efforts to retaliate against one of the women who accused cuomo of sexual harassment she has not been charged with any crime and has denied any wrongdoing, writing in part, personally, the past two years have been emotionally and mentally trying. meanwhile, the state judiciary committee meeting today to discuss the impeachment probe against cuomo after that explosive attorney general's report alleged he sexually harassed 11 women. over the weekend, a

self-identified accuser speaking out for the first time >> what he did to me was a crime. he broke the law >> reporter: brittney is telling her story publicly after she filed a criminal complaint against the governor last week >> then they started to be hugs with kisses on the cheek and then there was at one point a hug and when he went to go kiss me on the cheek, he quickly turned his head and he kissed me on the lips. >> reporter: known in the ag's report as executive assistants number one, camisso, seen here with her face blurred also alleges he reached under her blouse and grabbed her breast last november. the albany county sheriff says the governor could face misdemeanor charges if they substantiate her criminal complaint. >> we're going to have our victim back in for a lengthy interview and sit down with the district attorney to move forward with a criminal charge >> cuomo's attorney says the allegations aren't true.

>> he did not grope her and there was evidence provided by several individuals to the attorney general about potential motives for her to have made that claim >> reporter: cuomo, who has not been charged with a crime, has denied any wrongdoing. and his legal team cast doubt on the ag's findings. >> that report is shoddy it is biased it omits evidence and it was an ambush and they haven't shared all of their evidence. >> reporter: the ag's office writing, to attack this investigation and attempt to undermine and politicize this process takes away from the bravery displayed by these women. and the judiciary committee has given the governor a friday deadline to turn over any evidence in his defense. his attorney seems to suggest that he will address these allegations personally very soon we haven't heard from him ever since that prerecorded response last week. sheinelle. >> kathy, thank you. now to a frightening scene

in nebraska over the weekend after heavy rains led to flash flooding in omaha. water rushed into an elevator of a downtown apartment building. look at that three people trapped inside. at first, the water was just at their ankles, but it kept rising folks in there called 911 pleading for help. eventually the water, look at that, reaches neck level one person had to stand on a railing to keep from going under. she's still smiling somehow. some friends managed to pry the door open before first responders arrived no one required medical treatment. now i know what to have a nightmare about tonight. >> that checks off every nightmare in the book. >> and how about that rain it was a big downpour. >> that whole area got about 2 to 5 inches in a short period of time that's why the water rises so quickly. we will see more areas today with similar situations. we have a stormy setup as the air is very hot and humid. the atmosphere holds a lot of moisture you can see a lot of thunderstorm activity down through springfield, illinois. it's this warm front that is allowing temperatures to get well above average the humidity is high and then

you have an approaching cold front that triggers these thunderstorms. now, the biggest threat today with these storms will be for the torrential downpours, gusty winds and large hail especially up in the chicago area, we could end up with about 2 to 3 to 4 inches of rain, depending on whether or not you get stuck in those heavier downpours. and you can see two areas for today in orange where we could see those wind gusts over 60 miles per hour and hail an inch or larger in diameter. tomorrow, we'll start to see these two areas combine, including chicago once again, most of wisconsin, all of michigan, down through indiana, illinois and northwestern ohio where we could see some strong storms, as well. can't rule out a tornado, but, again, the bigger threat will be for those damaging wind gusts. they could cause a lot of damage and the large hail as well we'll get to your local forecast in the next 30 seconds

good morning. i'm cierra johnson in san francisco. dr. anthony fauci made his rounds in some of those sunday political shows and he said we're just a few weeks from the vaccine receiving full fda approval. he also said that we could see the domino effect when that approval is secured, that could mean some universities, companies and private businesses making it mandatory to receive a vaccine. >> let's get a look at that forecast with meteorologist kari hall. >> a little bit warmer for some, especially in the inland areas today. as we are going to see the hazy skies and our temperatures headed towards the upper 80s this afternoon. a little bit warmer tomorrow and that warming trend continues through the end of the week where we'll see those highs reaching into the mid 90s by friday and just a little bit cooler for the weekend but still pretty warm. while san francisco will see highs in the mid 60s today and we will head out towards the low 70s by thursday and friday and could see more sunshine then but the fog rolls back in for the weekend and brings our temperatures down several more

that as the u.n. released a sobering report on the state of climate change, finding it is, quote, unequivocal that human influence has warmed the atmosphere, ocean, and land. the report says it could take hundreds even thousands of years to reverse those changes the senate appears ready to pass president biden's $1 trillion infrastructure bill as early as tomorrow. 18 republicans joining democrats last night, voting to advance that massive spending package. senate majority leader chuck schumer called it a very handsome, overwhelming vote. the bipartisan package has so far been able to withstand and in baseball over theme wings of both parties. it faces less uncertainty in the house when members return from their recess next month. and in baseball over the weekend, the texas rangers were down by 9 runs to the oakland a's so they sent brock holt to the mound and he had a record setting performance which many found quite hilarious.

ever in greece it has taken greece firefighters along with six other countries to battle this blaze it's been burning for five days. it's the largest in the country and temperatures are up to 113 degrees. the dry, hot conditions all help fueling that fire out there. we also have one of the largest single fires in northern california that's the dixie fire. it's burning nearly 500,000 acres, the largest complex fire was the august complex fire last august in 2020 so this is the largest single fire but i want to show you where the smoke is headed from this fire, across utah, across colorado, through the plain states where we are seeing very poor air quality. so the elderly, anyone with asthma or any respiratory issues, you want to stay indoors in this area not only because of the smoke but the heat and humidity is making it that much worse.

>> sunscreen, true or false, you need to wear sun screens indoors and on overcast or cooler days >> true. >> i'm going to say true i feel like you always have to wear sunscreen >> absolutely correct. so we are now working indoors and hopefully you're near a window if you're indoors all day. uv light can penetrate theuva wh windows. so uv light consists of uva which causes ageing and uvb which causes burning so glass can block some of these uvbs, but uva can make it right into the window to damage your skin the same for overcast days so 80% of the uv light can make its way through the clouds even when it's cool, you're not safe the strength of uv does not correlate with the temperature outside. slather on your sunscreen each and every day even indoors >> i messed up the last one because we want to ask the crowd before you guys chime in i screwed up next question, sunscreen is not necessary when using cosmetics with spf craig, what does our crowd said? >> false wow, that's almost a consensus >> crowd says false.
