school districts reporting covid-19 cases days after school starts. we're live with the new numbers from overnight. have your identification cards and vaccination cards ready. >> san francisco cracking down, the new restrictions if you're unvaccinated and when they t ha anywhere just yet. we're going to show you what it means for the air quality in your neighborhood. this is "today in the bay." it's friday morning. we're not going to mention that it's the 13th. good morning to you. thanks so much for joining us. i'm laura garcia. >> as we mentioned it. >> no more, that's it. >> we want to get to meteorologist kari hall because one look at the weekend friday is here, kari, and how is it looking for us? >> we've had a lot of clouds across the bay area and air quality has been an issue especially if you're sensitive to the wildfire smoke. taking a look at the air quality advisory we have in place some

of the most unhealthy air quality will be in parts of the north bay. temperature wise, we're going to concord, and 93 today in morgan hill. we'll talk ability what's going on with more changes ahead as the humidity levels trop. nbc bay area is your back-to-school station and this morning, a large school district in the bay area is reporting its first cases of covids days after returning for in person instruction. >> bob redell joins us live in san ramon sifting through some of the numbers. what have you learned, bob? >> good morning to you, laura and marcus. san ramon valley unified school district which just returned to in person instruction this past tuesday has reported seven cases among all of its schools. one of the cases at california high school behind me in san ramon and see on your tv screen we've compiled the numbers, two more at san ramon valley, one at loss ser rose million school.

you can find this information on the district's covid dashboard. it's not clear if they're among the staff or 30,000 who attend schools in the district. regardless, statistically speaking, seven cases among 30,000 students an hundreds of staff is low. those who have been infected will be required to stay home for ten days and they can return assuming they are not showing symptoms after that time period. what about the other students and staff who have been exposed. if ther vaccinate and asymptomatic they won't have to quarantine. but teachers and students who have been exposed but not received their shots will have to do a modified quarantine for ten days. they can continue in person instruction in the same classroom if they are asymptomatic. they must continue to mask and submit to at least two covid tests per week during the ten-day period. students must abstain from extracurricular activities like

sports and other activities. again, this is assuming they're all asymptomatic. if they do develop symptoms then they must stay at home. reporting live here in san ramon, bob redell, "today in the bay." >> all right. >> good perspective on the numbers. happening today parents can expect to learn more about the reopening of schools during the pandemic. at 10:30, state superintendent will hold a conference on the importance of getting a vaccine. then, at 11:00 a.m. the san francisco superintendent will have an event on what parents and students can expect as kids return to full in-person learning monday. >> no proof of vaccination, no service inside. city leaders are saying that new mandate to get into places like restaurants, bars and gyms that goes into effect next friday. there will be a strict order in the county and this is across the country requiring a full vaccination to participate in many indoor activities. restaurant owners with locations popular with tourists say that they are bracing for that pushback and some confusion.

>> it will cost us some business. hopefully the ones that don't have vaccine cards can show us proof or be filled by others that do have it. >> that comes to restaurants and diners without proof of vaccination can sit outside. more details now, beware if you are traveling. starting monday new orleans will require proof of vaccination or a negative covid-19 test for many indoor activities and that includes going to restaurants, gyms, as well as the saints as they play at the super dome. now we want to bring in nbc bay area's kris sanchez. >> more cities are requiring the proof of vaccination at a lot of indoor places. make sure you have it handy. >> we've seen a lot of our bay area public health officers stick together on their guidance so san francisco went first but there is a chance we're going to see some of those guidelines beyond san francisco. let's recap what we talked about a moment ago. starting next friday is when you

will have to show proof of vaccination at all indoor gyms and fitness centers. that's pretty new. in addition to other entertainment venues that were already requiring it on their own. also at all indoor events with more than a month from today, october sa employees will have to show proof as well. carry the paper card wherever you got your shot. i got mine at levi stadium. the digital might be more convenient for you. if you are a person trying to verify vaccination, you'll need more than the qr code on your phone. the reader because there are privacy measures built in which made me feel better. this is the app you need, the smart health verifier, which is free to download. the download is quick too. this is what it's going to look like when you hit the scan button at the bottom that qr code you slide it over your phone or whoever's phone you're trying to check and it's going to pop up green verified, the

name of the person you are verifying, what vaccine they got and when and where so you won't have to commit all of that to memory. >> that's for the restaurants to do. >> for the restaurants. if you're a small boutique owner you want to do it you don't have to invest in new technology. download it and it was pretty quick. i did it at my desk. >> universal. >> it's universal in california because california did build in the safety guards. i'm going to have to check to see like you were talking about travel to new orleans, see if that's applicable and you can take it there. >> you would think so. >> i would hope so. but, you know, some of this has been kind of piecemeal. >> everything keeps changing. >> yeah. >> i'll double check. >> checking in the newsroom later. now to the massive fire fight here in the west. the firefighters are really battling the dixie wildfire and waking up to what was supposed to be a rough night.

this is on the frontlines. certainly a tough fire to fight there. forecasts called for thunderstorms mixed with gusts and winds and there were concerns lightening strikes could add to the difficulty they're dealing with, with the new dimensions of the fight fighting effort. last night the fire was 30% contained with 510,000 acres burning. evacuees for the area are fearing for their homes and they have new tracking tools out there. the department of forestry has launched an interactive map that shows the status of homes in the fire's path. flames are destroying at least 700 of those buildings. at least half of those they are being told are homes. >> hearts go out to those people. you see all the destruction. in the meantime everyone is affected by this a little bit, we've seen smoke move into the bay area. as we take a live look outside across the bay area. walnut creek, richmond, san francisco and san jose. kari has been keeping her eye on

the conditions there as well. people heading to the sierra. a lot of people canceling plans. >> and part of that, too, is with the air quality being really bad, but also some thunderstorms have been firing up. as we take a look at the satellite and radar, it is fairly quiet this morning but there will be the chance that we could see some thunderstorms, some lightning and some new fire starts going into the next 24 hours. right now in san jose, it's all quiet as you're getting ready to head out the door. it's 60 degrees and mostly clear. our temperatures will be warming up today headed towards the upper 70s at noon and another warm afternoon reaching into the mid 80s. 92 will be the high in livermore as well as martinez. oakland today reaching 76 degrees. 88 in san raphael. and san francisco in the upper 60s. we'll take a look head to the weekend. that's coming up in a few minutes. mike, how is it looking with the golden gate bridge. >> i saw changes over the last few minutes, changed again. the sign read caution as the crew moved that center divide.

quadrupled since the low points of the pandemic. but it, too, is concerned about the future. the san francisco based company met with reporters and analysts on thursday and said if you add them all together airbnb guests spent a combined 83 million nights at its properties but said, quote, we do not yet know how willing people will be to travel in the fall as compared to the summer. and we anticipate that the spread of the new variants of the virus will continue to affect overall travel behavior. doordash benefitted from people staying at home. it expanded into drug store deliveries. the company says that expansion has cost it a lot of money. while business is up, it's not making a profit. billionaire bill gates will contribute his own money to build back america if the bipartisan infrastructure bill becomes law. he promised $1.2 billion for things like clean energy and ways to reduce emissions.

before the doughnut place opens. >> can't even get coffee. it's a hot coffee kind of morning and chilled coffee kind of day. might want to check out the pumpkin spice later this afternoon when it warms up. take a look at what else we're monitoring here. the near surface smoke we've had some unhealthy air quality at times. we've seen the drifts of smoke coming in and near surface smoke for the north bay will be the worst compared to what we will see across the bay area. notice that we could see some improvements in spots over the weekend but we're filled in with the hazy sky and for people sensitive to the smoke you need to limit your time outside and also look at some of your weekend destinations and where we see the bright red. yeah, it's going to be smoky over the central valley and tahoe region. it's going to be unhealthy to spend lots of time outside. our temperatures are still pretty warm. morgan hill today heading up to 93 degrees, 84 in milpitas.

for the east bay we're going to see low to mid 90s today and it's still going to be pretty muggy. temperatures even though they will be in the 90s it's probably going to feel like the upper 90s and hayward today reaching up to 77 degrees. 83 for a high in redwood city today and san francisco reaching up to 68 degrees downtown. our north bay temperatures reaching 92 in sonoma and 101 degrees in clearlake. and we're still looking at another hot weekend for the pacific northwest. if you have friends and family up around portland or seattle, i mean, another sweltering weekend. highs near 100 degrees. we're feeling this humidity here locally because of a weakening tropical system. it's really not too much to it right now, but it's going to enhance the amount of moisture we see across the region and does show that as we go hour byy showers, especially for the north bay later on tonight. that's around midnight. we could see some off and on

rain. we'll have to watch and see if it makes any lightening but it does show the chance of lightening will mostly be over the sierra for the weekend. our temperatures will be in the 90s. no changes there up until about tuesday when it gets a little bit cooler. also a breezy wind as we transition. we're going to see san francisco's temperatures reaching into the low to mid 70s for the weekend. that could mean a little bit more sunshine, but then the fog returning early next week. mike, do you have maybe a traffic break going on. >> getting word from chp there may be a traffic break. oakland, even though the traffic break is scheduled farther south through san leandro and hayward, this is the traffic break going on. as you're traveling away from the bay bridge through oakland, right around a street just into hayward, there may be a crash with a big other larger vehicle, may need to move to the shoulder. no slowing shows up on the sensors and then approaching the bay bridge. here's where there's a little

disparity in information. eastbound 37, i checked the caltrans site and they have cleared the crew that was scheduled to be there with the closure until 6:00 a.m. i'm leveling it as clear. the speed sensors on some of our sources have not lit up, but that might be because of folks who have blocked it off until 6:00 a.m. figuring they wouldn't get cleared early. friday a lot of folks want to clear from the work site early today, so we are looking at a smooth, easy, light drive perhaps for the morning commute. no major problems south bay along the peninsula. same thing across the dublin interchange and going across the bay. westbound 92, nice well populated san mateo bring with a clear view and clear drive. back to you. >> thanks so much. >> next on "today in the bay," was it a super spreader event. 500,000 packing lollapalooza, the warning numbers about covid infections. you can keep up with our team and their pets on social

we've had these hazy skies, especially that we see for the start of the morning and the end of the day and as we take a live look outside in dublin right now, air quality has been fairly good but will turn moderate through the day. particulate matter,ir and some the most unhealthy air quality will be in the north bay. these numbers below what they use the issue a spare the air alert day, an air quality advisory, so today it's going to be hazy at times, a little bit of smoke coming in as our temperatures reach into the upper 80s and low 90s. santa rosa headed towards 90s today, 92 in martinez and hayward reaching 78 degrees. 85 today in san jose. our weekend will be slightly hotter and we'll talk more about that as well as our air quality and what else is ahead coming up later. the fda has approved a third dose of the covid vaccine for people with weakened immune systems. the cdc group meets today and is

expected to issue recommendations of the booster shots. once that happens the shots can begin and booster shots of pfizer and moderna could be given out as soon as weakened i make up less than 3% of the adult population here in the u.s., but account for more than 40% of hospitalized breakthrough cases. the gap continues to widen in covid cases between unvaccinated and vaccinated californians. the poll by the department of health shows the covid case rate among unvaccinated californians is six times that of people vaccinated. as the end of this week, the average case rate among unvaccinated was 51 per 100,000 people per day. the vaccinated was about 8 per 100,000 people. and the numbers have grown from both groups in just a matter of a month. new this morning, the supreme court is rejecting a request to block indiana

un students. a group of students were seeking to block the school from enforcing a covid-19 vaccine requirement for the semester. the school is requiring students to be vaccinated unless they are exempt for religious or medical reasons. this marks the first time the high court has weighed in on this vaccine mandate. the ruling comes as several colleges across california are requiring students to get vaccinated. this includes the university of california system, stanford university, university of san francisco, and santa clara university and several other community colleges. stanford is requiring weekly testing for students and staff regardless of their vaccination status. running full steam with a little more than a month to go until california's gubernatorial recall election. >> "today in the bay's" cierra johnson is live in the bay to discuss the hot button issues the candidates are expected to try to tackle. >> reporter: good morning. i'm sure you can imagine what two of those hot button issues are, one would be masks, the

other would be vaccines and they will both be, of course, topic of discussion as the two frontrunners head into the final leg of their campaign before that recall election. before gavin even made his way to the bay area he will be in the bay area today. he did receive an endorse mns from president joe biden. the president took to twitter tweeting governor newsom was a key partners in fighting the pandemic and helping to build our economy back better. that was a paraphrase. he encouraged registered voters to vote no on the election recall by september 14th. now that tweet comes before a 72-hour period in the recall election. governor newsom is calling this weekend a, quote, weekend of action and will meet with volunteers today in the bay before spending the next four days traveling up and down the state hoping to convince californians to vote no on that recall. and as for the republican frontrunner larry elder, who

headed to cavalry chap until san jose in the final push of support, if you recall he ended up in legal battle with the cities as they defied public health orders to continue holding services. analyst larry gerston. take a listen to what he observed so far. >> it's clear so many people are unhappy with the governor. the fact that they're unhappy makes candidates like elder and others look much better and that's the biggest problem right now. republicans are favoring recall 8 to 1. democrats are against it 3 to 1. you have a problem here with those math figures. >> reporter: there are others vying for a spot. john cox and caitlyn jenner have filed paperwork to run. it's been a long stretch. folks have been busy trying to

spread their message in this effort. again, there will be candidates in the bay area and we will keep you updated as to their message and what goes on when they appear here in the bay. live in san francisco, cierra johnson for "today in the bay." >> a lot to follow. thank you. now. a follow-up for you when classes start at san jose unified school police officers will not be on campus anymore during regular school hours. that decision made by the board, but during a board meeting they decided they needed officers for special events and some patients not happy about that. >> when you have a school district you have more cops on campus than counselors, what's the message you're sending to the students. >> if you remove san jose pd from our campus i will feel extremely uncomfortable and unsafe. >> school resource officers will no longer have regular shifts at campuses, but they voted unanimously to have san jose police for special events after school at least through december 31st.

happening today, the suspect in the bizarre road rage incident in the oakland hills is expected to be arraigned. daniel wan is charged with attempted murder and assault. he was arrested on wednesday. police say he hit a pedestrian and attempted to strike three others. there's video of the encounter filmed by a neighbor. you can see the silver chevy bolt speeding toward the group of pedestrians there, they managed to jump out of the way. then the driver turns around and speeds back down the hill where he hit joseph lax. he ended up in the hospital with a broken tailbone. vallejo police are looking to reduce crime in its city with the drone program. the department has five pilots all trained and certified by the faa, but now they want to expand. the drones are equipped with an on board computer and video camera. the departments want to increase s transparency and do outreach with the community to help understand drone technology and public safety benefits. san francisco is expecting

d expanding its leak alert program in an effort to conserve water during the dire drought conditions. san francisco public utility commission says it will notify more people. right now it small multifamily properties when they have three days of nonstop water use which could signify a leak. the system will send it to commercial, industrial and multifamily buildings and screen for increases in water use of 50% and over within the last 90 days, and spikes in nightly water use. >> that's important because my parents house they didn't know there was a crack in one of their garden pipes until the numbers went up on their bill. what's going on. >> always check for a leak. conserve where we can. >> yeah. all right. conserving water is what they're asking everyone to do,

weather in muir woods. clouds and fog to start out the day, highs in the upper 60s. south lake tahoe, watching out for a chance of thunderstorms and lightning today. the rest of the weekend turns hot and mostly sunny. the jazz festival happening in san jose. we start out with temperatures in the middle of the afternoon tomorrow in the mid 80s, but a very nice and comfortable afternoon into the evening. also, the 49ers game tomorrow, at levi stadium. it's going to start out at kickoff at about 81 degrees, but comfortable. especially by the end of the game. mike, you were seeing a little bit of slowing in berkeley. >> i think it's because of the crew that happens to be around buchanan overnight. i think they cleared from the roadway so we are looking at five minutes, there was a little slowing and cleared up, so it was not an early start to any commute build. there is another incident reported around the caldecott tunnel on the shoulder, but again we'll get an update once the chp arrives for highway 24.

yesterday feeling the humidity as our highs reach into the low to mid 80s, reaching 84 in san jose and in gilroy today look for a high of 92, also high of 92 in los gatos. moving over towards the east bay, we're reaching 93 today in concord, oakland reaching 75 and heading up toward 83 in redwood city while daly city is 66 degrees and 66 in the outer sunset. our north bay temperatures reaching 87 in napa and 98 in ukiah. the seven-day forecast showing steady temperatures over the next several days. while we watch a couple tropical systems out there in the pacific. we have kevin that continues to weaken, but look at how close it is to southern california. it's just a tropical depression. and then for linda, still a tropical storm continues to strengthen as it it will stay out over the open water. the remnants of kevin moving in later this evening and it could bring in some rain as it also combines with the monsoonal

moisture that's been surging across the region. a chance of showers in the north bay later on today moving out by tomorrow morning but we will have to watch that closely because there could be a couple of isolated lightning strikes in there. but a lot of our models showing the highest chance of thunderstorms will be over the sierra and there could be once again that lightening of concern. looking at temperatures we're going to reach into the low 90s today and still humid. it will feel like it's in the upper 90s. but then as the humidity drops our temperatures go up. it will be pretty much the same all throughout the weekend and early next week. we start to cool down by tuesday. san francisco once again that's our place to go cool off. we have temperatures reaching into the upper 60s and low 70s. mike, metering lights have they been turned on yet? >> they have. but all week they've been turned on about this time. just like today, we've had lighter backups approaching 7:00. it's after 7:00 we've seen more traffic. that tends to happen in the weeks as folks get used to going

it is 5:55 right now. you're watching "today in the bay." a stunning revelation from the cdc. more than 90% of counties across the country are experiencing high or substantial rates of covid transmission. it's all the red and orange you see on the map. just two weeks ago the delta variant spread, the cdc updated recommending masking indoor in red and only areas and that applies to most of the united states. health leaders in the north bay say a vaccinated covid patient has decided from complications of the virus. marin county health says the person over the age of 75, but they won't reveal whether the patient had underlying health conditions. this is the first breakthrough covid death in the county. developing in new york, multiple injured after a lightning strike on a beach in the bronx. strong storms swept through the area leaving people on the beach

little time to reach shelter. life guards were able to clear all swimmers from the water and in the process of getting beachgoers to evacuate the area before the strike. six people were taken to an area hospital. video showing severe storms rolling into wisconsin this week. those residents grabbing their cell phones to record the thick storm clouds approaching fearing the weather might turn into tornadoes. another viewer captured what appears to be a small funnel cloud beginning to form. new this morning, data showing that arrests at the u.s./mexico border are at an all-time high. according to the latest numbers released by u.s. border patrol, 212,000 migrant arrests in july alone. a 21 year high. there is also a record number of unaccompanied children who crossed the border last month. that figure nearly 19,000. a ruling is in, inmates cannot possess marijuana while in prison.

california supreme court rejected a 2019 appeals court decision saying californians could have recreational cannabis applied to all californians even those in prison. the lower court decided inmates could legally have small amounts of pot as long as they didn't consume it. the supreme court's majority said that that reasoning went against the common sense of it all. on capitol hill congress is considering the support through lost act. if passed it would ensure work places provide three days off of paid leave to employees experiencing pregnancy loss including miscarriages. experts say up to 20% of pregnants end in miscarriage but there's no federal requirement to provide sick time and the bill proposes a $45 million annual investment in pregnancy loss research and a federal campaign to curb misinformation. one advocate explains other nations have taken similar
