thousands of u.s. troops are now heading back to the region. the taliban gains more and more ground. two more cities falling overnight. the country and herat, the biggest prizes captured by the taliban so far. >> all this comes weeks before the last remaining u.s. forces were set to depart with an august 31st deadline set by president biden. now all eyes are on kabul where the returning american troops are going to be evacuating americans from the u.s. embassy with taliban fighters making their way toward the capital city. >> we have it covered from every angle from the white house to the pentagon's response and in kabul where kelly cobiella is live on the ground for us. kelly, good morning. >> reporter: good morning to you. yeah, the ground shifting again overnight with big taliban gains.

and the capital becoming increasingly isolated just three weeks before the deadline for full troop withdrawal. this morning, kandahar, the birthplace of the taliban and a former hub for thousands of u.s. forces is under taliban control. nbc news confirmed the military ground in afghanistan shifted so fast the pentagon is sending 3,000 troops to the kabul airport temporarily to make sure embassy staff get out safely. >> we believe it's appropriate to the security situation that we see now and can anticipate possibly in the future. >> reporter: on thursday, taliban fighters stormed into herat in the west. no one is defending us, the man recording the scene says. and raise their flag in the main highway to kabul just 80 miles away. the state department again urging all americans to leave immediately. "the new york times" reporting the u.s. is asking t for any future government aid. back in june, u.s. secretary of

state blinken said a possible taliban takeover would not lead to an immediate deterioration. >> i don't think it's going to be something a friday to a monday. >> hey! >> reporter: but it's happened in a week. kabul one of just two major cities still under government control. these afghan who's worked for nato say they've been abandoned and begging for help. >> we have the language. we translate it. we issue them. he is a tourist. we put them in the jail. because of that, they arrest us, they will kill us, everyone. they will kill us. >> reporter: today the u.s. and its allies issued a joint statement calling for an immediate end to attacks on cities and warning the taliban that a government imposed by force will be a pariah state. this is a warning that the taliban has heard before and they're still fighting. savannah? >> all right. kelly, rapidly changing situation on the ground there in

kabul. thank you, kelly. >> that situation in afghanistan has president biden facing questions about the road ahead and his decision for that complete withdrawal of u.s. forces. our chief white house correspondent peter alexander joins us with that part of the story. good morning to you. >> reporter: craig, good morning. i'm told president biden made this decision after he was briefed yesterday morning with the taliban accelerating its advance towards kabul. the white house and all my conversations here making cold calculation that after 20 years this is the afghans' war now. just this week we heard president biden insisted he has no regrets about withdrawing u.s. troops, a move the pentagon had opposed warning this could happen. the taliban takeover is happening much faster than the administration had anticipated. top republican mitch mcconnell speaking out, slamming the president's policy, kaufling it reckless, urging him to send more troops back in afghanistan and to keep them there. officials here say that would put more american lives at risk. it would not change the dynamic in afghanistan. so far the talks between the

afghan government and the taliban engineered by the u.s., they've gone nowhere. sources tell us they're still pushing for a diplomatic outcome, craig, but they're not counting on one. f honor recipient and nbc military analyst. colonel jacobs, good morning. it seems the administration was caught off guard by how quickly this deteriorated. what is your take on that? >> this looks a great deal like the taliban advance in 1994 and 1995 when they took province after province and eventually controlled the whole country after the russians had left. this is just accelerated. and it's been exacerbated, of course, by our announcement that we're withdrawing. we started to withdraw troops. but this isn't recent. we've been withdrawing troops for a long period of time. there is a certain amount of inevitability here. ultimately, it's going to be

extremely difficult for the afghan the taliban takes the provinces around kabul, the president says he controls afghanistan when in actuality he'd really only be the mayor of kabul. the united states has recognized it is impossible to control the arc of what is happening in afghanistan, which is why we plan to evacuate all the americans from there. savannah? >> and i want to ask you about that in a moment. first, i mean the trump administration had planned to have all forces out of afghanistan. the biden administration continued that policy and is now executing it. but now you have some critics who say we should have had a residual force on the ground. you heard what mitch mcconnell said. what -- how do you see that argument playing out? >> yeah, i don't think that works militarily. anybody who spent anytime in combat will tell you that a small residual force is not going to be able to do anything. i was among a very small number

of american advisors in vietnam in 1973, i was with the vietnamese airborne division after the large majority of american forces left, and we were still fighting the north vietnamese army. we were not going to make a difference. it wouldn't make a difference here either, savannah. >> let's talk about this evacuation. 3,000 troops to help execute this evacuation of americans and some afghan civilians. that does seems like a pretty big footprint. >> it is a big footprint. don't forget this evacuation plan is a plan that's been on the books for a long, long time. we have plans to do absolutely everything you can think of with the military force from the defending taiwan to protecting against a russian invasion of poland and everything else. one of them is a plan to evacuate all of our forces in a phased manner from afghanistan. the plan calls for a troop list

of more than 3,000 troops in order to protect the egress. traveling from kabul, to the air base, securing the air base and a trail party to leave. so 3,000 troops just about the right number. they practiced it before. >> in the moments that we have, you have to go back and think about 20 years ago and 9/11 and what the original objective was in afghanistan, which was to get rid of the taliban so it couldn't harbor terrorists like al qaeda. do you consider that mission to be accomplished, that the taliban is once again on the rise, and that is to say nothing of the viciousness of the taliban and the harsh reality of the people of afghanistan now? >> well, our mission there morphed. it was to get the taliban and leave. and it morphed into the mission of trying to get the afghan government to be a viable control of the entire country. when that changed, and our

mission changed, our commitment changed. but we didn't have and don't have the political will to support that second mission. to stay there with enough troops and long enough to get the afghan government to control the entire country. it's clear that didn't work and it's not working now. that's why we're leaving. and as you mentioned, both sides of the aisle, both administrations decided that it was not a viable mission for american troops to stay there in afghanistan, which is why they only had a very small number of people complaining that we're leaving now. >> retired colonel jack jacobs, thank you as always for your time. appreciate it. >> you're welcome. now to that breaking news overnight back here in the fight against the coronavirus. as expected, the fda is now authorizing booster shots for vaccinated americans with weakened immune systems. and that decision coming amid a new wave of the virus with hospitalizations up 31% in just

the last week alone. some hospitals are now struggling mightily with staff shortages h we're in dallas with that. morgan chesky is in dallas with that. morgan, good morning. >> reporter: yeah, craig, good morning. this really is a tough situation. this summer surge hitting the hospitals with unprecedented force. between texas and florida combined, they make up nearly 40% of new hospitalizations. and officials are now hoping this new booster shot can protect the vulnerable. this morning the fda giving the green light to booster shots, authorizing an extra dose for those with weakened immune systems. the qualifying group is small, about 3% of the u.s. population. but the cdc says they make up more than 40% of hospitalized breakthrough cases. but dr. fauci telling craig yesterday, booster shots for other americans may be coming. >> no vaccine, at least not within this category, is going to have an indefinite amount of protection. inevitably there will be a time where we'll have to give

boosters. >> reporter: the news coming as the delta surge is being felt on the front lines. a massive spike in covid calls stretching san antonio ems too thin. >> today for 26 minutes we had not one ems unit available the entire city. >> reporter: and hot spots like memphis, the sudden rise threatening the city's 911 system. now on pace for its busiest month ever. >> when you may call for an ambulance, we may not have one available. >> reporter: some cities taking new measures. new orleans requiring proof of vaccination or a recent negative test at virtually all venues, including bars, restaurants, and nightclubs. >> look for your vaccination card and be prepared to show it. >> reporter: san francisco going one step further, becoming first city nationwide to mandate full vaccination for nearly all indoor activities. meanwhile, the mask divide only deepening. in florida, a mask optional school facing consequences on day two.

through of this dangerous heat. another blast of punishing heat from the pacific northwest to new england, some parts of the country seeing their hottest day of the year thursday. >> i might be melting a little bit. >> i'm burning. >> reporter: washington, d.c., hitting 96 degrees. portland, oregon, 103. in reading, california, temperatures soaring to 106 degrees. seattle seeing a high of 95. a blistering reality in a region where summer highs normally hover around the 70s and 80s. and many residents don't have air conditioning >> when you're seeing shelves all throughout the city get sold out of ac units, i'm like, you know, this is probably not ideal. >> reporter: it's so bad this man is closing his restaurant until the heat wave passes >> if i can't take my dog out on a walk, i'm not going to have my employees come in and work >> reporter: the hot spell according to experts is tied to climate change >> what we're seeing is a gradually warming climate.

>> reporter: the severe weather taking a dangerous turn in maryland 15 kids had to be rescued after hiking along the potomac river in the extreme heat. >> the temperature was over 100 degrees at the time. so we were able to converge on there with ems and our swift water rescue crews >> reporter: in new york, six people were transported to a hospital after being struck by lightning at the beach with a fast-moving strong people are asked to limit electricity use to avoid power outages. >> best way through this is if everyone is aware of the danger created by the heat. >> reporter: all across the region, people sweating it out and ready some relief. >> the rest of the day is going to be indoors in the a.c >> reporter: and it's no the just here in the u.s the italian island of sicily recorded a temperature of 120 degrees. if confirmed, that will be the hottest day ever recording in europe, savannah >> wow >> all right thank you.

for more on the heat and the threat from fred, we'll say good morning to al. hello. you guys are a plaid explosion today. i love it. >> we are mad for plaid. >> i'm kind of contrasting as well >> look at that. look at that we did not coordinate, obviously. let's take a look at what is happening right now. we're going to get some relief in the meantime, portland, 103 houston has not hit 100 degrees today. and when you add in the heat advisories for the east coast, we're talking 74 million people from new england all the way down to newburn, north carolina. a little bit of a break. first, one more day of triple digit feels-like temperatures from philadelphia, raleigh, augusta, on into nashville, memphis and charleston then this front pushes through temperatures are much cooler and you look into the beginning of next week and look at the temperatures getting into the 80s much more comfortable with lower humidity now the latest on fred still a tropical depression. we expect it to start to intensify once it starts to get into the gulf waters moving north.

tropical tropical storm warnings are up for southern florida. the system will cut across the keys sometime late saturday and then rocket on up into the southeast and into the mid mississippi river valley before it does, you'll be looking at rainfall amounts three to seven inches locally. could be upwards of 10 inches. flash flooding possible. look how far that heavy rain goes up. guess what got another system behind it could be following in its footsteps. invest 95l, chance of formation 70% in the next few days tropical depression could form sometime this weekend. we'll continue to track that as well but we're going to get to your local forecast coming up in the next 30 seconds.

is following the story with the latest developments. >> reporter: good morning. after months of passionate drama, jamie spears told the court he is willing to step down as his daughter's conservator after what he calls an orderly transition. while it's welcomed news for britney spears and her fans, the fight is far from over. ♪ i'm stronger ♪ >> reporter: this morning, britney spears may be one step closer to freedom. according to a new court filing, her father jamie says he is willing to step down as her conservator when the time is right. for the past 13 years he's been part of the conservatorship in charge of her $60 million estate put in place after several public breakdowns. the unexpected development comes weeks after britney's new lawyers petitioned to have her father removed. jamie's lawyers writing he does not believe that a public battle with his daughter over his continuing services as conservator would be in her best interest.

of the pop star's lawyer matthew rosengart called the decision vindication for britney and asked jamie to step aside immediately, adding we look forward to continuing our vigorous investigation into the conduct of mr. spears. jamie spears' lawyers did not provide a timeline for what they call an orderly transition and maintain that he saved britney from disaster, supported her when she needed it most, protected her and her reputation from harm, and facilitated the restoration of her career. >> things are way better than i ever anticipated. >> reporter: her father's latest filing is widely seen as a win for britney. she's been active on social media during the ongoing legal process. the 39-year-old singer speaking out during an emotional hearing in june, pleading for her 13 year conservatorship to end, alleging she's been forced to perform take anti-depressants and prevented from removing an iud meant to prevent pregnancy. he loved the control to hurt his own daughter. 100,000% he loved it, she told the judge.

jamie remains in charge of britney's finances but is not been in control of her personal affairs for past two years. and he says he had nothing to do with his daughter's alleged poor treatment. once jamie spears actually steps aside, what does that mean for the free britney movement? >> it means that she's a step closer to truly being free. but only one step. remember, jamie spears steps aside, another conservator takes his place. >> reporter: the legal battle over the timeline for jamie's departure is just beginning. he's contesting britney's petition to immediately remove him. the next status hearing is scheduled for late september. britney's lawyer saying he looks forward to taking his father's sworn deposition in the near future. savannah? >> all right. thank you. we want to bring in liz day, a

"new york times" journalist and co-creator of the "framing britney spears" documentary. good morning. good to see you. >> good morning. >> you've been on the story a long time. were you surprised at this court filing in which jamie spears says not immediately but eventually he is willing to step aside? >> i was really surprised. this was the first time that jamie publicly said he's willing to step down. that has never happened before. >> but he was defiant. i was really struck by a particular paragraph in the declaration. it said if the public knew all of the fact of ms. spears personal life, not only the highs but lows, all of the addiction, mental health issues she struggled with, all the challenges of the conservatorship, they would praise mr. spears for the job he has done, not vilify him what did you make of that? >> yes his defensive tone was very clear throughout the filing. he also took a lot of attack towards britney's mother who is supporting britney in court lately. >> so what do you think happens next even if jamie spears eventually

or ultimately is out of the picture, the first step is to bring in a new conservatorship she still has to fight in court, does she not, to get out from under the arrangement completely >> yes if jamie is removed, britney is still under a conservatorship. so this is not over. you know, even for just jamie to step down, we don't know when that's going to happen he said when the time is right and it appears as if he wants to resolve some issues surrounding their money and his management of britney's money but britney's lawyer wants to depose jamie there is no telling how this is going to end >> last check, we had heard much from britney in light of this latest information how do you think this plays out with her and the big question whether or not she decides to start performing again >> yeah, brittany had said in court filings that she is no longer working until her dad is removed. so if her dad is gone, does that mean britney is going to start performing again a lot of people hope so.

afghanistan. the profitses falling like dominos to the taliban kabul becoming increasingly isolated nbc news confirmed that kandahar, the second largest city in this country, birthplace of the taliban and hub for the u.s. forces during the warfel overnight afghan troops have been defending it for weeks with the help of u.s. limited air support. kabul is one of two major cities in this country still under government control along with the commercial hub of sharif in the north. thousands of afghans have sought refuge in the capital. many living in the open air under the hot sun and really dependent upon resources like water and food from volunteers and with the security situation changing so rapidly on the ground, the pentagon announced yesterday they're sending 3,000 troops into the country to be

stationed at kabul international airport. a limited mission is how this described to help evacuate a significant number of embassy staff and also to help process some of those immigrant visas for the regular afghans who have worked for the military and other government agencies over the course of the war. there is a palpable anxiety in kabul. the worry is growing that perhaps at some point the capital may fall savannah >> really disturbing kelly, thank you very much for that report. now to a new study this morning suggesting what we thought about our metabolism slowing down as we get older that may be dead wrong nbc news medical contributor natalie azar is here with details and how they could have us rethinking our diets. this is "science magazine.

it sounds like it's a pretty legit study. >> yep >> how surprised were you by the findings >> i was definitely surprised. and a lot of experts who weighed in also said wow this is really surprising but it's also great news because it actually means maybe we have more control, right, over our weight destiny than we previously thought. >> what did the study find >> after the age of 20, we get this what is called middle age spread our metabolism slows down, gain weight researchers studied over 6,000 people from the ages, get this from eight days to 95 years internationally. they followed them for 40 years and they basically calculated their metabolism and this is what they found. they basically said there are four distinct phases of metabolism in your life. take a look at this graphic. when you're born, the newborn baby has the same metabolism as its mother but year one that is the fastest it will ever be. 50% higher than when an adult. from 1 to 20, there is a very slow decline, 3% per year. contrary to my son eats all the time

my daughter eats all the time. no so. and from 20 to 60, it stays stable after 60, you know, the bbc reported it tanks. it doesn't tank. it goes down by 0.7% per year after the age of 60. >> a lot of folks gain weight as they age we thought it was metabolism if it's not that, what is it >> i'm going to be very, very clear about this it's complicated of course we know what you eat and how much activity you engage in, exercise is one of the biggest boosters of metabolism where you live, how much you sleep, all of these things obviously impact your metabolism there is a lot of drugs that can slow down metabolism it's a complicated thing i don't think we can just say that it's age related anymore. >> what does this mean for the multibillion dollar diet industry what does it mean for all of the ways that we thought we should lose weight? >> you know, the short answer is market for the diet industry this doesn't change the fact

that we do have an obesity epidemic in this country it just changes the way we need to look at metabolism as we age. i think this is really sort of the starting point for a lot of very, very interesting research because some of the people in the study had metabolisms that were 25% above the average and some were 25% below the average. why? scientists need to study that. maybe that can translate into medications other other interventions that's can make a difference for us. >> this is a story when i heard about it, i said, how did we not know this? >> this is so fundamental how our bodies make and use energy we know now. >> have a good weekend sg, you have the morning boost >> that was the morning bummer i can't blame my metabolism anymore. now i'm ready for a boost.

in a city where violence is a reality, brown says vigilance is a responsibility what are some of the dangers that these young men are up against? >> i have kids who have been shot i have kids who attempted to sell drugs before and needed to be talked out of it. we have kids that are below the poverty line we have kids who live in homeless situations. >> how have you managed to reach these young black men when so many others have not been able to >> i think the first key is honesty. you have to have honest tough conversations. you have to reach those kids first in order to teach them. >> when you're a teenager, high school student, especially on this side of the river, you don't necessarily think you got that many options. bryce and his staff and the program teach you that you have tons of options. you have all of the options and that you're worthy of those options. and then they teach you how to go get them. >> one of those players brown coached is ronny jackson

>> it's bigger than football with him it's more about life >> a standout running back, he escaped shootings and lost family to homicides. coach brown mentored him, even provided meals as he worked his way toward a scholarship and a life beyond algiers. >> most players like myself, it was hard to get a meal i was trying to make sure i could get a meal at night so i could put something in my stomach. coach never made me feel like that again you know, he made sure i was always fed, taken care of. not just me, but anybody on the team that needed help or love or who didn't have a father figure in their life. >> with every young life and future precious, the possibility and the occasional reality of failure weighs heavily on coach brown. >> by no means will i sit here and tell you that we've been 100% we've made mistakes and we lost some and we weren't able to reach. but that doesn't stop our drive. that doesn't stop our purpose.

>> reporter: and while trophies are a tangible measure of success, the tenacity of coach brown and his players is the ultimate victory >> we still putting kids in college. we're still saving kids' lives we still doing our mission we're doing a good job at it i think that that's the reward in all of this and it keeps that fire burning in you >> a lot of students, you know, actually look up to coach bryce even ones that don't play football they look at him as a real estate leader. his attention and attitude, you feel the love. you feel the caring. >> coach brown has a saying, he instills in his players, it's called give them the real. and that authenticity carries over in the interviews and in the book as well it's a pretty solid book and it's already caught the attention of a guy named george clooney. clooney's production company announcing that they're going to be adapting it for the big screen very soon yeah

just, like, the nostalgia of being about a in that space and seeing the posters everywhere and my clothes i used to wear and just the feeling like we know when you're home you revert to your teenage self and so the kind of juxtaposition of that looking backward and feeling more and feeling slightly more mature, i think the album came right between i think that's why i got inspired with this feeling kind of young and old at the same time >> one of the things that we enjoy about having you at the hoe is we have been able to see up close your career evolve. obviously "dear evan hansen," "pitch perfect" and a legit recording artist what is it like to be in this particular moment in your career >> i just feel incredibly fortunate. i feel really lucky there are people that want to hear my perspective and hear my music. you know, i feel privileged already to be an actor and get to spend a lot of time transforming into other people and telling other people's stories.

and i grew up in the theater focusing on that so now to have this outlet where i can bring my own emotional life to the forefront and focus on my story and, you know, what is my vernacular and what is my music sound like and how people really respond to that is very lucky not so many people get to do that so i'm just really trying to take it in day by day and i think people are going to really find a lot of joy in this album hopefully. >> ben, so on this album, you have some really lovely songs, romantic songs, love songs what was the inspiration for those? >> it's no secret that inspiration for a lot of the songs is my partner noah galvin who i've been with for the last couple years there we are he is just the most wonderful person i can't say enough about him we were friends for many years sort of dallied a little bit with being together over the years. and i was pretty stupid about it and didn't really see the light until the end of 2019 when i finally clicked in and realized how special he was

and we've been together ever since. so, yeah, a lot is about finally finding that person. >> i love that ben, you're also here with very special announcement what do you have going on? >> well, i get to go on tour from february to april of next year >> yes >> and i'm so excited to perform live again finally it's my favorite thing to do in the world. i'm going all over the country i'll be up and down the east coast, middle, west coast. i get to play the hollywood bowl, madison square garden, i am just -- i couldn't be more thrilled and excited and i get to bring the amazing jake wesley rogers with me he's going to open for me. he is very talented. one of elton john's proteges and it's so exciting >> well, you're a rock star, ben. you're legit you're a rock star let's not wait any longer. of he's going to treat us to a performance of "imagine. take it away ben platt. here we go ♪ your eyes give life and new
