arrived in kabul to evacuate u.s. embassy personnel. the taliban pressing ahead capturing more cities and now closer in on the afghan capital. president biden facing pressure to do more to stop it as america's longest war comes to an abrupt end. we are covering it for you and we start with kelly cobiella on the ground in kabul. >> reporter: peter, good morning. the taliban is moving closer to the capital kabul. there are reports of heavy fighting in the city 20 miles away. the militant group moving fast taking all regional capitals in just a week. overnight, the first of 3,000 forces landing at kabul airport for a limited mission. to get embassy workers out. >> i expect by the end of the weekend, the bulk of the 3,000

that we talked about yesterday will be in place. >> reporter: the u.s. embassy is ordering its staff to destroy sensitive documents and computers according to the memo obtained by npr. the prime minister addressing the country in days this morning saying i know you are worried about your future. i, as your president, focused on reducing violence. on the ground, taliban advancing at lightning speed. in one propaganda video, they claim to be in control of the road to kabul. allowing government forces who surrender to pass. they ambush a military convoy and capture government soldiers. the militants now firmly in control of the afghanistan's second large of the city kandahar and consolidating territory in the south, north and west. the taliban took its first capital one week ago. now their territory looks like this. closing in on kabul.

the taliban takeover was quicker than anticipated. not surprising. the pentagon warned the last four presidents a situation like this could happen. was it inevitable? if so, why did we spend the last two decades there training up the afghan forces? >> let's take the second part of the question first. it also answers the very poignant question of the veterans you showed a moment ago. why we were there for 20 years. this is going to be an ugly looking exit, i fear. to every veteran, including those in my own family, i would say you were in afghanistan to prevent another 9/11. to prevent a terrorist attack. for 20 years, you stood on the wall and defended the country. there is some measure of success in that, but as it ends now, peter, to take the first part of

the question, was it inevitable? i don't think so. i think we could have done a better job training the afghan security forces. we could have cut off the ability to pakistan to constantly resupply the border. we could have launched any number of efforts along the way. >> admiral, this weekend, we are seeing additional 3,000 troops arrive in kabul right now. this is a unique and limited mission the administration says right now. it is also a dangerous one as they try to evacuate americans and embassy personnel there. how fast can they do this and can they do it safely? >> they can do it in weeks, not days, and i think they can do it safely. those 3,000 troops will stiffen the afghans. the mission at this point is to control kabul so we can conduct this in an orderly fashion as we leave. u.s. allies and interpreters and afghans that work for us, we can

stiffen this perimeter and hold it, i think, for a matter of weeks and get our people out. fe harbor for terrorists that could threaten the united states? >> there is a tactical problem which 9/11 is a high-five moment for jihad around the world. i'm worried about attacks in and around 9/11, peter, and strategically, your point is correct. afghanistan is an ungoverned space and riding the high of pushing the u.s. out. look for al qaeda and boko haram and al shabaab all to make moves. >> admiral, thank you very much. >> thanks. another story this morning. covid. cases continue to sky rocket as more hospitals reach their breaking points. this is happening as the flood

of patients is so severe in oregon that the national guard is deployed. the cdc panel is joining the fda to recommend vaccine booster shots for some americans. vaughn hillyard is in miami with the latest. vaughn, good morning. >> reporter: good morning, morgan. we have seen a 76% spike in covid cases nationally in just the last two weeks. this in part led to the decision to let some americans get a third shot this weekend. this morning, an extra boost for those most vulnerable to covid-19. fda and cdc overnight saying fully vaccinated immunocompromised americans who received the moderna or pfizer vaccine to get a third shot. th cdc director saying at the time it is surging, for some people with compromised immune

systems and organ trans plants. this comes as hospitals in the south are pushed to the breaking point. >> you see a field hospital at the medical center, we are pretty much at the collapse. >> reporter: mississippi out of icu beds. building out an emergency operation in the hospital parking lot. in florida, the number of new cases exceeding 21,000 a day. >> three educators here and broward county schools passed away in a 24-hour period from covid. none of the three was vaccinated. >> reporter: and the florida governor resisting the call i am mending mask mandates. >> the governor is literally fighting people who are trying to make residents and customers safer. >> reporter: one week ago, this

tropical depression. it ran into some of the higher elevations through cuba to break it apart. it is still forecast to move west/northwest at 13 miles per hour. however, now, it will stay a little farther west of the western coast of florida. key west under tropical storm warnings because conditions are deteriorating there. you would see a storm move in the gulf of mexico and strengthen with the warm waters, but there are factors in place to keep it as a tropical storm. either way, we are looking for a significant rainfall through the big bend of florida and panhandle of florida with 3 to 5 inches of rain widespread. up to 10 inches is possible in the big bend and panhandle. now let's go to what is called tropical storm grace. this storm system is moving west at 22 miles an hour. it is expected to this time stay just to the north of cuba. that could really impact its chance to weaken. just like fred. if it stays as a tropical storm

as we get to the end of the week, we are going to have to keep an eye on southern florida. rain certainly will be an issue. we have to watch how strong it gets to determine how much wind is a factor. we will watch those storms. morgan. >> we will watch everything. we will get to the rest forecast in a minute. the chief of police in seattle fired two officers. the married officers broke the law by crossing the outdoor barriers established by the capitol police. he called the officers at the capitol that day an attack on the profession. they stayed on the grass about 40 yards away from the capitol building and had no idea the protests had turned violent. the wildfires in western u.s. are threatening of homes and businesses, but

putting a strain on resources. u.s. forest service is in crisis mode and running out of firefighters to battle the fires. 21,000 firefighters on the ground, double the number last year. nearly one-third are battling the dixie fire in california that is the single largest fire in that state's history. let's get back to dylan for the forecast. >> we are keeping an eye on the fires. conditions are dry out that way. we are looking for a chance of thunderstorms. you get the lightning without the rain and unfortunately, that's the situation that could trigger for fires. the smoke is very thick and very dense and creating poor air quality across the northeast. combine that with the heat. in redding, 99 degrees. portland, 91 degrees. going into the start of next

week, we get relief from the heat. 89 in boise. reno staying close to 100 . 57 degrees right now in san francisco. we've got some fog. you can see that just over the bay bridge, and expect to see that smoke advisory remain in effect this weekend. due to drifting smoke from the nearby dixie fire to our north, locally unhealthy for inland bay and north county. we're dealing with moderate air quality, could see it drift to surface level into the afternoon. as far as your daytime highs goes, we're going to be in the upper 80s, low 90s for the south bay, upper 90s for the interior valleys. and that's your latest forecast. >> dylan, thanks so much. nice to be with you. we have more to come. days after cuomo's resignation, the state assembly ending the investigation. we have more to come.

good morning, everyone, and thanks for watching "today in the bay," i'm bigad shaban. a startling link between last summer's wildfires and covid cases. researchers at harvard university estimated there were 20,000 extra covid infections and 750 deaths associated with exposure to wildfire smoke last year. now exposure to any kind of smoke has been shown to impair white blood cells. for months, you might remember wide areas of the western u.s. were thick with smoke and

chemicals from burn structures. researchers say it's all the more reason to avoid smoke, get air purifiers, and protect yourself against the virus by getting vaccinated. the study was published in the journal of science advances. first responders in the east bay will now be required to get a covid vaccine. that's the new mandate coming from contra costa county. the requirement starts on september 17th, that's next week, and applies to all law enforcement, firefighters and emts who work in high risk locations like hospitals or jails. the workers can opt out, though, but they'll have to get a covid test every week. all right, vianey arana is with us. >> we're going to warm up, but we're monitoring the smoke conditions because of the nearby smoke from the dixie fire, and that is the reason there is an air quality advisory in effect for the weekend. so right now in san francisco, 57 degrees. you can see some of that fog

over the bay bridge, and let's talk about that smoke advisory. so right now to the north bay, all the way down to santa clara valley, moderate air quality, high level smoke mixing down to a surface level into portions of the north bay and east bay. for now, it seems like the majority of the smoke is staying above the 3,000 feet mark, which is good for us. even then, just be cautious and aware that anytime the wind shifts, that smoke can quickly shift with it. we're going to continue to monitor that very closely. no spare the air alerts as of now, but daytime highs are going to be noticeably warmer in some spots including areas like san jose and morgan hill. upper 90s, it's going to be hot. a bay area woman fully vaccinated gets covid and die, it's a rare case that rocked the tight knit community in the north bay. we'll have more on that.

morgan, good morning. state lawmakers are outraged with the decision. we want accountability through impeachment process. the first interview post resignation, cuomo said he did the right thing by stepping down. he would not drag the state through the mud in the impeachment and then win. this morning, legislators are reeling after the state assembly decided to drop the impeachment probe. the state assembly speaker says it is moot since he will step down august 24th. the constitution doesn't authorizing the legislation to impeach and remove an elected official no longer in office. >> the purpose of the impeachment investigation was to investigate whether there were grounds to remove the governor. so it would be a tremendous waste of government resources and millions of dollars. >> reporter: speaker hastings

said it uncovered evidence allegations against the governor which could result in articles of impeachment had he nod resigned. this concerning acquisitions of sexual harassment and misuse of the nursing home data during the pandemic. cuomo denied wrongdoing. his critics are pushing back on the decision. including former aide lindsey boylin. the first of several to accuse of harassment. she tweeted the public needs to know the governor's misdeeds. the assembly member outraged as well. >> he blamed victims and exits with zero accountability. that is not good enough. >> reporter: by dodging impeachment, cuomo still has the option to run for state office and possibly another shot at

>> you know, by far, one of the best ways to keep them safe is everybody around them to be vaccinated. for them to get vaccinated is important as well. for the kids under the age of 12, it will take time. right now, according to the timeline of data submitted from the human trials and authorization might happen, it looks for kids 5 to 12, some time around thanksgiving or maybe october they can start getting shots. for kids under the age of 5, we're probably talking early next year and kids under the age of 2, we're talking later in the winter of next year. it is happening, but not as fast as some would like. we want to make sure it is safe and effective, morgan. >> for parents, this cannot happen soon enough. this next question from adam in georgia. should covid testing become routine for children in school? >> peter, i got back from the olympics and they are doing more

testing. they prove to be effective. we know routine testing in schools is difficult. instead, the cdc is saying test based on symptoms. if somebody has been in a pod or cluster that has been exposed, they should be tested. if they experience symptoms, they should be tested. as far as routine testing on a daily basis, that is not recommended. if cases go up, it might start to move in that area. >> dr. john, besides the vaccine, spiro the teacher from illinois asks what can we do to keep kids healthy? >> it is important to keep them healthy through the school day. keep them in school and healthy. what we know is them getting back to school is extremely important for social development and educational development and physical development and parents. it is important for parental development. you want to do it safely. social distance. cdc says three feet is adequate

for classrooms. make sure they are masking indoors, not outdoors, unless crowded environments. what do you need to do? you want to bring certain things with you.o that way they are not ocket the had their hands in. hand sanitizer. cleaning wipes. think about what we have been doing for the last year. you want to make sure they do that as time goes on. before you send them off to school, take temperature is important. that doesn't mean take their temperature all the time with a thermometer, keep an eye on them. make sure they don't have a fever. pack their lunch. when they come home from school, and this is what we have been doing in the emergency room. change your clothes and take a shower. >> i like that idea of a clean
