breaking right now at 4:30, a wildfire breaks out between sacramento and lake tahoe just east of placerville in el dorado county. this time lapsed video shows the flames growing in the last few hours. authorities say the fire exploded overnight and it's now burning through the area of grizzly flats. our photographer on the ground says several structures have burned and mandatory evacuations are in effect for people living nearby. at last update the fire has burned more than 2400 acres. cal fire warns the fire fight is difficult because of staffing shortages from other fires that

are burning. this is new video just into our newsroom. an ambulance making its way to the area. sources tell us at least one person has been burned so far. good morning to you. i'm marcus washington. >> there is certainly a lot going on this morning. i'm laura garcia. we'll check in with mike in a moment. want to check in with meteorologist kari hall tracking the really dangerous conditions out there. >> we have the winds starting to kick up in that area as well as some of the smoke coming in, so as you're heading out the door this morning, looking a little smoky, these dots show our air quality sensors and the yellow shows some moderate air quality and around the area of the fire, of course, very unhealthy air quality right now. we're going to monitor that smoke as our temperatures actually cool off. we will have a stronger westerly wind coming off the ocean helping to cool us off around the bay area. mostly 70s and 80s for a lot of our inland areas. we'll talk more about what's ahead coming up in a few minutes. how is it looking for the early morning commuters. >> pretty calm overall. not really a lot of traffic out

there. green sensors for the most part. a crash reported west 80. your commute direction around powell may affect the off ramp, no slowing. crews heading out there and i'll track that. know that northbound 242 is closed for overnight road work as you're heading through concord off the split with 680. toward bay point instead of cuttings the corner take 680 to highway 4, a bit longer but no traffic right now. back to you. >> thanks, mike. to the developing situation in afghanistan, flights have resumed at kabul's airport as u.s. scrambles to extract some 22,000 afghans who helped american military. so u.s. troops are providing security with the taliban in full control of afghanistan. president biden yesterday defended his decision to pull u.s. troops from the region and blames afghan security forces for the collapse. president biden adds that as many as 6,000 soldiers will stay there to complete evacuations.

kabul is relatively calm today, but the taliban declaring an amnesty across afghanistan and urging women to join its government. this morning, as the crisis continues to unfold in afghanistan, many bay area families fearing for loved ones overseas. >> "today in the bay's" marianne favro has the latest on people who managed to make it out of the chaos safely. >> reporter: hundreds of afghans trying to flee on u.s. jets in kabul. some clinging to a plane as it takes off. more than 7,000 miles away at the maiwand market in little kabul, this man who has relatives in afghanistan, says the images are a vivid reminder of the sense of desperation following the taliban takeover. >> people are clinging to the plane that tells you they're scared and want to get out of there. >> reporter: his customers in fremont have been talking about the takeover all day and many share his view, america did not do enough to prevent it. >> when push comes to shove they get up and pack and leave, you know. all these people clinging to the

plane helped americans. >> reporter: his sister is in kabul where she's facing taliban home searches. >> taliban searching all the houses, search for the people working with the military or working with the government. >> reporter: he says his nieces can no longer attend college. >> they're crying and say we go to college and they will -- the taliban force us to go back home. >> reporter: he hasn't been able to reach his family in the last few hours and fears the taliban will repeat the violence of the past. >> when they were coming the first time, they scared a lot of people. they're killing people. >> reporter: heidi, ceo for the bay area nonprofit roots of peacers says hundreds of her organization's employees in afghanistan need protection, especially women and girls. >> not only these young girls are being raped, but they are being branded, branded with hot iron on their arms after being

people to show proof of a vaccine to enter bars, restaurants, concert venues and gyms, as new covid cases sky rocket. according to the sacramento be there are about 28 new daily cases per 100,000 people. a few more details, l.a. considering a similar mandate like the ones implemented in new york city and new orleans. san francisco is set to require proof of vaccination starting this friday. today marks one year since the start of the hennessey fire, which was one of the several fires in the north bay that soon morphed into the lnu complex wildfire. the lnu, czu and scu were complex fires that started from one of the most severe dry lightning storms ever in northern california. the lnu is the state's sixth largest wildfire ever. it burned 363,000 acres. six people died in the fire and it destroyed nearly 1600

structures. now governor newsom will be in santa cruz county to tour the site of the czu fire and joined by epa administer michael reagan to discuss what's being done. they're also talking about what is being done to tackle the climate crisis here in california which governor newsom has said is driving the state's massive wildfires. the czu fire burned about 86,000 acres in santa cruz and san mateo counties. developing now in haiti the search for survivors is intensifying following saturday's powerful earthquake. the number of dead stands at more than 1400. at least 6,000 are injured. the earthquake damaged or destroyed some 37,000 homes. the u.s. coast guard is working to help those in need but tropical storm grace is complicating those efforts. we have new video from overnight. the storm dumping rain on the island causing flooding and making it harder to provide safe shelter to displaced families. dealing with those

conditions there. certainly just a lot to deal with. >> looks like right now the tropical storm has made it past haiti towards jamaica right now and going to continue to moves to the west and then next in its sights the yucatan peninsula. we'll see whether or not it's going to move into the gulf of mexico and affect the u.s. as we monitor that, we're also going to see our winds picking up for today and that increases our fire danger, especially in these areas where we see the red. well that indicates where we will have some of the highest wind gusts. the winds have shifted and we are even though right now getting some higher humidity and better air quality, we will be watching the fire conditions as we go into later this afternoon into this evening. we've been put on watch that p.s. could be going up for parts of the north bay. that means your power could be shut off within the next 24 hours. we'll be watching that. mike, you're tracking a crash in the north bay. >> i am. it sounds like a car went off the roadway, down into the ditch

let's see how things are going over in the world of business with our friend frank. >> good morning. i am frank holland from cnbc. hope everybody is having a great start to your day. wall street is set to open up lower as the dow and s&p come off fresh record highs yesterday. the s&p has doubled from its closing low during the pandemic in march of last year. this marks the fastest double for a bull market in the history of the stock market since -- not since the history but world war ii. yesterday's gains despite weak economic data out of china and ongoing worries about the delta variant and rising cases. manufacturing and housing and earnings from home depot and walmart. spirit airlines says the cancellation of more than 2800 flights over an 11-day stretch this summer cost about $50 million in lost revenue. the costs soared as the budget airline paid to put stranded passengers on flights with other airlines and covered their hotel stays. spirit says the meltdown which

started in july has led to even more last-minute cancellations and will reduce flights a move called tactical scheduled reductions for this quarter which ends in september. tinder is rolling out i.d. verification for users worldwide, the feature is what it sounds like. people can use their government or other official i.d. to show that they are definitely who they say they are on the app. the feature will be launched in the coming quarters. tinder says it will be voluntary at first except in countries where it's mandated by law. tinder uses photo verification where users upload poses so the app can see that you actually are the person that you present yourself to be. >> what if i don't look like -- what if i don't look like the same person when i wake up in the morning. >> can you imagine those people who wore all the makeup and lashes. >> i thought you woke up like that. >> i do, but -- >> lot of transformation going on. >> of course you do. >> thank you, frank.

now we also take a look at our reservoir levels that continue to drop, so right now, we're only at 20% of the historical capacity for a lot of reservoir. only at 17% of capacity. and for the east bay mud storage we're at 59%, but the reason why we're looking at this, if we do gate lot of fires we don't have a lot of water to help put that out. that's going to be of high concern, especially as we go deeper into our wildfire season with the lack of rainfall. our seven-day forecast is up at the bottom of the screen as we look at our highs. one thing that's working in our favor is the cooler temperatures that will be coming in today. a stronger westerly wind and that's going to bring in our natural air conditioning. highs low to mid 80s for our warmest spots. we are seeing a storm system approaching the pacific northwest and with its counterclockwise wind flow once it gets off to the east of here,

northeast of here, it's going to shift our winds and much more of a northerly wind will start to kick up for northern california going into tomorrow. it's going to make it windy and the winds will blow offshore. a boost in our temperatures, not much warmer but the main concern is that it will be dry and windy and we know our vegetation is extremely dry. we will have to watch out for the fire danger through tomorrow morning into the afternoon. after that, our temperatures will be warm but gradually cooling off for the weekend and highs reach into the mid 80s. we can make weekend plans as long as the air quality stays in check. a look at san francisco we're going to see temperatures in the upper 60s here. breezy and with clouds and fog. mike, the big picture is looking good right now? >> the big picture, well, see behind me looking green and that's great. we have some changes. a little bit over here. off to the side out of the altamont pass, slowing for 580 on the sensors.

population is said to be a fraction of what it once was, down 90%. happening today protesters will gather in san francisco demanding citizenship for all immigrants. the daca is not enough rally will be held at post street starting at 11:00 this morning. organizers say daca is only a band-aid solution and want congress to pass a comprehensive immigration reform bill. for homeowners trying to make it in the bay they're doing better than ever when it comes to home equity according to data gathered by a real estate firm. this is reported by the bay area news group. now those numbers show that since the start of the pandemic, all bay area counties except san francisco saw gains in equity. rich households. that means more than 50% equity in their properties. soaring real estate prices have a lot to do with it across the nine counties, the percentage of equity rich homeowners rose from 57% in march of 2020 to 64% in
