right now at 5:00, firefighters dealing with a new fire in lake county causing more evacuations and adding to a smoky skies all across the bay area. a live update on our air that could be unhealthy. the taliban tightening its grip. coming up a new timeline of when u.s. troops may be fully withdrawn. this is "today in the bay." a very good thursday morning to you. thank you for joining us. i am laura garcia.

>> i am kris sanchez. i am here for marcus washington. we want to turn back to the wildfires burning across northern california having an impact here in the bay area. >> let's start out with vianey arana who is tracking conditions we are seeing here at home. >> it has been hazy and smoky, and a lot of people said they could smell it, and mike said it smelled like a barbecue. this is an image from cupertino from pg&e during the day yesterday, and later we will get a look at what today looks like. even though it's supposed to be sunny and clear, because of the smoke and the air quality conditions we will see another day of the orange look depending on where you live. these are the air quality sensors right now which pick up how our air quality is doing. notice we are green down in the south bay and a couple yellow

spots in the inland and east bay, and we are expected to see the smoke linger today and into tomorrow. that could all change depending on if there's a new fire that starts, and the conditions of the winds as well, and the northerly winds will shift, and now with the shift of the winds we are going to hopefully see some of the smoke being pushed further and away from the region. the air quality advisory and what to expect this weekend, we'll talk about in a few minutes. the cache fire started yesterday and quickly destroyed some 50 homes. >> this morning most of the evacuees are being allowed back into their homes. one person was injured. as of last night the fire burned 80 acres and was 20% contained. cierra johnson will join us with a live report from lake county at 5:30 this morning. in the meantime, there are two other fires near the bay

area. and sharon katsuda is live with all the latest developments for us. good morning, sharon. >> reporter: the smoke is not too bad out here right now, and you can't smell it right now but this is where the smoke is coming from. let's start with the caldor fire. it's 0% contained, and you see that the billowing smoke makes it difficult for firefighters to make air drops. the blaze went through the area of grizzly flats. cal fire said at least 86 structures have been destroyed and nearly 6,000 structures are threatened. the fire, again, is 0% contained. in butte county, the so-called dixie fire now burned more than 660,000 acres, and it has been going on for more than a month

there. emergency teams battling the fire on the ground and in the air. they do expect the fire to grow. shelters have been set up for any residents needing to evacuate. the fire now destroyed more than 1,200 homes and is only 35% contained. pg&e says power has been restored to many customers affected by the power shutoff that went into effect late thursday night, and you should be getting the power back later this evening. i am sharon katsuda for "today in the bay." >> thank you, sharon. you can get updates on the power outages and air quality and smoke even when we are not on the air, just download our nbc bay area app. there's growing concern that americans and afghans desperate to leave are not getting out fast enough. the taliban may be blocking

access to the airport in kabul. >> we have jay gray. >> yeah, it's a tough situation that continues right now, laura, kris, and president biden is deflecting criticism and it's becoming clear this morning that the taliban is tightening its grip across the region. at the airport in kabul, more u.s. troops and now more evacuation flights. >> this is an all hands on deck effort and we aren't going to let up. >> but away from the airport, checkpoints have intensified, with reports of shots fired and afghans mauled by taliban fighters. three protesters were gunned down during a protest against the regime, and officials now

acknowledge they don't have the manpower to ensure safe passage to the airport for the americans or tens of thousands of afghans that could be eligible for asylum. >> we will do everything we can to try and de-conflict and try to create passage ways for them to get to the airfield. >> as the tense situation continues to unfold, president biden, in an interview with abc news, depends his decision to withdrawal troops and says he knew the reaction on the ground would be severe. >> the idea that somehow there's a way to have gotten out without chaos ensuing, i don't know how that happens. >> but the administration insists intelligence reports indicated the collapse would take weeks or months and that nobody knew the country could fall in just days. jay gray, nbc news, washington. >> accredited agencies need household items and cash

donations to help with refugees. to see how can you donate, go to nbcbayarea.com and click on the story on the front page. the so-called ghost gun was an automatic rifle and it was seized yesterday. both the person and the gun were tied to a shooting in the district last month. getting ghost guns off the street is one of the top priorities. the guns that are untraceable because they are assembled from separate parts. the district attorney is suing three gun part sellers and he wants to make the sale of gun parts illegal in california. >> guns are flooding our streets. enough is enough. we must take action. they are harming our communities and taking innocent lives, and putting law enforcement officers at risk, and it's an epidemic

that we know is disproportionately impacting communities of color. m.i.t. updated the matrix in the living wage calculator, which is what you need to make to make ends meet dependinging on what county you live in. if you live in san francisco and are single, it's $28 an hour. in alameda and contra costa county, it's now a little under $22 an hour. and then aid slowly trickling into the area in haiti, and a u.s. navy warship is on its way to provide relief. 2,000 people died with 300 still missing. hurricane grace is expected

to make landfall today on the caribbean coast. this is now a category 1 storm. the u.s. national hurricane center says grace has winds of up to 80 miles per hour and could get even stronger before making landfall. >> those people really need a break. you can see the conditions there still pretty soggy. vianey joins us now. you have been keeping track on this as well. >> i have. the national hurricane center says it's making its approach to yucatan, mexico. this is what we are seeing when it comes to hurricane grace. as of 18 minutes ago, it's making its approach to yucatan, and you can see the wind speeds, 75 miles per hour moving west at 17 miles per hour. we are expected to see some

bands of rain out of this, and we will keep a close eye on this because it will impact those living in the yucatan area. there's a red flag warning in effect until 3:00 p.m. i want to widen this to give you a perspective of the fires we are seeing right now in the state of california, so we have got the dixie fire now at about 35% containment. the caldor fire, 0% contained. >> such a big region. we're looking at the big region for the commute. south bay, east bay, all looking good. like yesterday, we saw a little slowing, and there could be movement for some equipment right here, and it doesn't make

good morning. it's 5:13. we are under a microclimate weather alert dealing with air quality concerns across the bay area. we had northerly winds put some smoke down but we could get some clearing. when can we expect that? i have the full forecast coming up. the quality of the live through oakland, it's fine. we are going to watch as there is a build and maybe something else to watch for the south bay, coming up. very happy thursday to you. we will start with the rough stock market. we were hitting record after record and now a pullback. straight out to the futures, they are betting on another big dip this morning as trading gets under way at 6:30 with the

opening bell. a pullback across the board. the dow lost nearly 390 points, and better than 1%. that's the worst performance in more than a month. nasdaq down about 2% for the week. this all comes as the federal reserve talks about tapering. the fed buys government debt, kind of made-up money, really. it's how the central bank injects money into the economy, it heats it's up. and the fed talking about tapering that, and that upset the market and that's why you see all the red arrows. and then aeye debuts on nasdaq, and it shows what an automated car sees as it drives through the embarcadero. this is from a robot's point of

"the wall street journal" is reporting this morning that amazon may open a big department store, the kind you see in the big cities and high-end shopping districts. stores are suffering as more buy online, and amazon is going the opposite direction, and they have like a 7-eleven store, where you go in and walk out and not even have to pay the cashier. they are now talking about more on the lines of a small macy's. >> i heard they over took sales from walmart. >> but will people show up in person. part of the reason we shop at amazon is to not go out in person. >> yeah, and then i can see my amazon driver. he knows everything about my

and hazy conditions and smoke. a lot to get through today. current conditions as you head out the door, we will be in the 70s and 60s by 11:00 or 12:00, so here's a closer look at the oakland commute. you will not need a heavy commute by any means. you have moisture lingering nearby, and that's going to kick up the moisture levels a notch. this is why we are under a microclimate weather alert. the sensors are picking up greens and yellows and we had northerly winds the past two days that pushed down some of the smoke, but a change in the weather pattern, it will push this more away from the region so this will hopefully bring improvement, if not today or tomorrow, but at least over the next couple of days. daytime highs will remain in the upper 60s in san francisco. we have 70s in palo alto. down through the south bay, 82 in san jose, and 85 in martinez.

concord in upper 80s. they will see more of the warm weather today throughout the bay area, and we don't have any immediate red flag warnings near the oakland and fremont and san jose area, but i want to give you a wider perspective of what is going on with the northern california wildfires. notice right here, i have got not one, not two, but five active wildfires, the dixie fire is over 35% contained, and the caldor fire burning about 53,000 acres, 0% containment. and we could see this pattern more often than not. let's look at what we have been seeing with our climate in crisis. the conditions have only gotten worse in the past few days. here's a look at the current fire season compared to last year.

so five-year average to date, we have burned about 708,000 acres, just alone in the state of california, which is an unfortunate number. if you had not already heard, july was a record warm month, so we could see an intensifying drought. that would bring on more and longer and intense fire seasons, so instead of a fire season we could see fires year round. this really is pushing our acreage up in 2021 compared to last year. so that just gives you a perspective of how we are doing according to cal fire. let's get a quick check of your traffic conditions. check out climate in crisis at nbcbayarea.com. we have better news over on the traffic front. moving smoothly. easy drive. highway 37, already at 5:20 in

right now at 5:30, a new fire forcing hundreds to evacuate in lake county as the flames rip through one neighborhood. this morning we are following its destructive path. as the pay area is feeling the impacts, waking up to another morning of smoke and haze and you can maybe even taste it. we will tell you how long the unhealthy air quality is expected to linger. this is "today in the bay." >> very good thursday morning to

you. 5:30 right now. thanks for joining us. i am laura garcia. >> i am kris sanchez. marcus washington is out today. folks are working outside. >> yeah, we do have a microclimate alert because of the air quality, and the air quality is expected to remain between moderate and high moderate which is why it's an advisory and not a spare the air alert. the reason we saw worse conditions in the past two days is because we had northerly winds pushing the smoke down into our region, and that brought on hazy portions of the sky throughout the bay area. this is the current air quality monitor right now, and we are still going to see the drifting smoke and there's a good chance for the north bay and inland east bay that we will continue to see that smoke as this fire

changes. this is sort of a continuing situation depending on the wind speeds. we have the marine layer right now. we are expecting that to push some of the smoke further inland away from the region, which means we could get better clearing at least on saturday night. tomorrow we're probably going to see the hazy conditions but this is good news at least for some clearing. full forecast in just a few minutes. to our breaking news now. firefighters trying to get a handle on the cache fire burning two hours north of san francisco. right now it's only 20% contained. we have live pictures from lake county right now where you can see already the destruction, but also some of the those fires that are still burning. >> yeah, the fire actually started yesterday about noon quickly destroying 50 homes, most in a mobile home park. many of them are being allowed back if there's anything left. here's a look at what is left of the mobile home park we are talking about. they have burned out car shells,

and the shell of what was somebody's home. firefighters are still at the scene trying to put out hot spots. we talked to one evacuee about what it was like. >> it was like the movies, actually, and you are supposed to evacuate quickly and everybody was bunched up and the roads were blocked and it really scary. >> firefighters tell us water in the area is sparse because of the lack of rain and a pump in one nearby creek was useless because the creek had no water. >> wow. >> there's also a lot of concerns about strong winds sparking other fires that led to power shutoffs this week which are mostly now restored. the purple triangles is where the power is still out in the north bay. it's 5:33 now.

the cdc director appears this morning on the "today" show to stress why it's important to get that third dose to get ahead of the delta variant. >> the vaccine is starting to wane in its effectiveness against infection. we have also seen that we actually need more protection from the delta virus, and we are seeing in other countries they are waning infections against more infection outcomes. >> there's hope the booster will protect people from future variants. looks like boosters will roll out september 20th and people will become eligible eight months following the date of their second shot. you can watch that full interview with the doctor coming

up on the "today" show. and requiring proof of vaccination in l.a. at all large indoor events. venues like sap will be affected by the new proposal and the requirement under the new state guidelines. events with 1,000 or more will have to ask for proof of vaccination or have a negative covid test. >> i think it's a proposal we should consider seriously, and it's the right thing for our community to show that people in groups are vaccinated. >> if passed it goes into effect immediately. already there are 20 states nationwide that banned proof of vaccination requirements so you don't have to show your vaccine card anywhere. they are here up on your screen.

in nine states, legislators passed laws banning to have to show proof of vaccination. and now some parents are taking florida governor desantis to court over his ban over masks. the lawsuit centers on an executive order he issued july 30th to prevent school districts from requiring students to wear masks. some parents say the order violates the florida constitution, including a requirement for providing safe and secure public schools. some schools are getting around that by making masks part of the dress code. >> human trials set to start today if from moderna for hiv because of the technology. that technology has been in the makes for more than a decade.

the national institute of health reveals the study is in phase one, which means its measuring the safety on humans. the trial is set to end on 2023, and after that it's on to phase two to collect more data on its effectiveness. and teachers deadlocked on talks are organizing a rally for today. the march is scheduled for 5:00 this evening. napa county's largest school district is looking to help students still learning english. there's a new study to help boost language support in its study. 23% of 8th grade or high school have lesseninglish instruction. something to consider if you

are heading to lake tahoe, there's a ban for wood and charcoal fires. in the tahoe basin, fire restrictions have been in place since june. very smoky up there. i was there just a short time over the weekend, but the smoke we are seeing here, of course, so close to all the fires -- >> yeah, you don't want to camp this weekend but do get out and enjoy. >> we could see improvement in the air quality heading into saturday evening, so we will have some cooling as well. but you are right, depends on where we are going. this is what we are seeing, the worst of the air quality in areas like napa valley, santa rosa. if you are going to get out and support some of the wineries, i am sure they made adjustments for the wine tasting to be indoors. so napa, 79 degrees through friday, and we will get a little

cooling and the best place to go if you are trying to get away from some of the smoke will be around the coastline. the increase in the coastline, we are seeing conditions improve there, and stinson beach, in the upper 60s, and half moon bay and monterey, we will be in the 70s and 60s. if you are hanging out around the bay area through the tri-valley, the south bay, temperatures this weekend will be remaining in the 80s and 90s. here's a closer look at your 10-day forecast. friday we will start out in the 90s and saturday and sunday we will be in the 80s, and then by next weekend we have a high pressure system building over the desert southwest. this is going to push a little further into our region and bump up our temperatures. get out and about and enjoy this weekend. as you start to notice, if you are getting irritated by the smoke or lingering hazy

conditions, be sure and check on that. we have to be mindful of how we feel, and south bay, folks getting out on the roadway, and there's slowing north 101, and there could be a disabled vehicle in the area. i will see if i can get more information on that. san jose state coming back online and we will see more commuters today. northbound 242, slow in the southbound direction, and northbound has the closure. slowing in the opposite direction may indicate the commute build as well as distraction from moving crews that would be right on schedule as well. no other disturbance for contra costa county. a little build for the bay bridge incline. no problems from our live view here. emeriville here looking over san francisco. >> the lights look nice. thank you, mike. coming up, votes already coming in for the recall election and the polls are getting tight. the surprise candidates rising

weather alert as an air quality advisory remains in effect. temperatures climbing in the upper 70s and 80s for inland east bay and some 90s for the interior valleys. i will have the full forecast coming up in two minutes. as the chp reports comes in, we see slowing northbound 101, thes in department we showed you causing a backup on 101 through san jose. we will show you how that is shaping upcoming. special election takes place september 14th, and that's the final day you can send in your mail in ballots. keep newsom hovers around 48%, and the poll looks at replacement choices and shows

estimated and ranged from weeks to months and even years. following our departure. there was nothing i or anybody else saw that indicated a collapse of this army and this government in 11 days. >> the intelligence community was telling the pentagon it would take 18 months for the taliban to take control. of course now we know the entire campaign took 11 days. the taliban warning afghans to stay away from the airport in kabul if they don't have the legal right to travel, like an american special visa. this after 12 people reportedly died some from gunshots and some from stampedes according to the

taliban. the taliban promised a peaceful transition but that's not what is happening. and the president of afghan left to avoid bloodshed. and then back here at home, a trump associate charged with cybercrimes despite the fact that the then-president biden pardoned him. trump pardoned him, and that only accounts for federal crimes. the same prosecutor, by the way, is investigating the trump organization. in the spirit of crystal clear transparency, i will point out i know him on a personal level and it's been many years since we last spoke. you can follow me on twitter, i'm @scottmcgrew. i see myself more of a

let's get to the forecast. >> i did work as a seafood restaurant when i was in college, and my mom used to stowaway my clothes from work because they would stink. >> yeah. >> that memory popped up in my head, and it was way back there, but my mom used to go back there, that's what she would tell me when i walked in the house. let's talk about the air quality. we have the northerly winds pushing the smoke down from the fires, and now we have an increased marine layer and that will push the smoke further inland, and that's good and that means we could see improving air quality starting saturday night. we're not seeing a spare the air alert and the reason for that is the bay area quality management district are looking for the air quality to remain between moderate and high moderate, and we know that could change. fires are a changing situation. let's look outside live at san jose. can't see the skies outside

let's look at the 7-day forecast in san francisco. smoke expected to linger. by saturday and sunday, we could see breezy winds because of the nearby system. this could be a good or bad thing. the good thing is it will push the wind out of the area, and the bad thing is anytime we see an increase in winds there's a fire danger. it's congested in san jose. we have the san jose state coming online today, and we're looking at the live cam where there's the backup. there was a crash, and it was not a big deal, and the crash near oakland road is the issue. word is it got quickly over to the center divide. you saw the backup there, and that's the extent of the backup and that could ripple back over near 280. we will watch for any changes in the south bay, but so far that and everything else looking like a normal pattern. back to you. >> thank you. happening now, welcome back

welcome back. developing now, santa rosa police need help finding this man on your screen. they say he's wanting in a stabbing that left another man near death. he broke into a home and stabbed the person while he was sleeping, and they do know each other but police did not reveal how. and then a man was volunteering for a food giveaway event in march when she was hit and pinned between two cars.
