has the u.s. considering delaying the exit. the next move for thousands of troops still on the ground. college students return to class in the city. san francisco state mandates that all students and faculty must be vaccinated. the restrictions in place for the folks who are not. a similar story for city workers in san jose. live with the consequences employees face if they don't get their shot. this is "today in the bay." and a happy monday morning to you. i'm kris sanchez. >> i'm scott mcgrew. marcus and laura are off today but kari is here checking the smoke and what to expect today. >> the air quality advisory goes back up today especially for the north bay and the east bay, but as we go through the week we're going to be watching a warmup and the inland heat and the fire danger. as we go through our near surface smoke bad for the north bay for people who are sensitive to the smoke, but starting out mainly clear for the south bay and parts of the east bay but we

will at times see drifts of smoke coming through. we're going to talk about how hot it gets in a few minutes. starting today, one of the bay area's largest cities will require its employees to be vaccinated. >> "today in the bay's" bob redell joins us. what if the san jose employees refuse to get their shots or show that proof? >> then they must test negative for covid on a weekly basis. a live look from the city of san jose where starting today all city employees must submit that proof of vaccination or submit to that test. if an employee won't get their shot and refuses the test then the city says they will put that employee on unpaid administrative leave. the city says 81% of employees have been vaccinated and says that it will eventually mandate vaccines for all employees unless they have a documented exemption. and when that time comes is our

understanding testing won't be ap option in lieu of the shot. tomorrow the san jose city council is expected to vote on more covid regulations at city-owned venues. mayor sam liccardo have proposed attendees and staff with 50 or more people at city facilities like the sap center be required to show proof of full vaccination and negative covid-19 tests would not serve as a substitute for not being vaccinated. reporting live, bob redell, "today in the bay." >> thank you very much, bob. meantime students at san francisco state resumes classes today with the start of the new school year. some of those same sort of policies regarding vaccinations. >> "today in the bay's" cierra johnson joins us live with what students and instructors need to know for the upcoming school year. good morning, cierra. >> good morning. that's right. the start of this school year is going to look different than past years because of the new policies that are in place regarding vaccinations for both students and some of those staff

members. here's what we know right now. all students and those unrepresented staff members are required to be vaccinated and submit proof of vaccination. the deadline to submit the proof of vaccination to sfsu was august 13th. students and staff that couldn't meet the deadline to submit proof or have received some type of exemption, they will face weekly tests. now another college resuming classes today, diablo valley college. according to that website, vaccinations are not required there to attend classes or work in any of the contra costa community district campuses, but it is strongly recommended that students get vaccinated. masks at diablo valley college will be required. that is according to that school website. so there's a lot to keep in mind at some of those older students, the college students, return to school. we have some of that information listed on our website, nbcbayarea.com.

we're live in san francisco, cierra johnson, for "today in the bay." >> thank you very much. city leaders in benicia are considering an indoor mask mandate. as the delta variant continues to surge, several bay area counties are putting similar rules in place. solano county not one of them. if approved benicia would be acting on its own without the county. benicia's mayor says he's disappointed that the city must take the next step but he says it is in the interest of public health and safety. >> i'm personally frustrated by having to do this again because i think that it -- had we, as a nation, or as a state, had everybody vaccinated and everybody wearing a mask, we wouldn't be here. >> according to state data right now 154 people are hospitalized with covid-19 in solano county. to the crisis in afghanistan, this morning more and more americans are out of

the country but the risk for those still on the ground in the region growing as well. it's gotten to the point that president biden is considering sending in more american troops and extending the deadline for them to remain in the country. "today in the bay's" jay gray is in washington with the latest on the situation. >> reporter: crowds and chaos continue to build outside the kabul airport. u.s. troops extending the safe zone there. >> the security environment is changing rapidly. >> reporter: senior administration officials acknowledging there's concern about possible terrorist threats targeting americans and afghan allies. >> the threat is real. it is acute. it is persistent and it is something that we are focused on with every tool in our arsenal. >> reporter: the pace of flights has intensified. the white house says 11,000 people were evacuated during a 36-hour period over the weekend. 30,000 since the process started in july. but there are still tens of thousands on the ground

desperate to get out. the president acknowledging for the first time publicly have been discussions about sending in more u.s. troops and keeping them in the region at the end of the month deadline. >> there's discussions going on among us and the military about extending. >> reporter: as the situation at the airport continues to fall apart. a state department memo obtained by nbc news indicates that each time the airport gates are opened 150 unauthorized people rush in. jay gray, nbc news, washington. developing this morning, firefighters are hopeful that milder conditions will continue this week as they get a better handle on the dixie wildfires burning. the fire has burned some 720,000 acres and destroyed about 1200 structures, many of them homes. some evacuation orders were downgraded over the weekend to warnings. the fire is still about 38% contained. east of sacramento the

caldor fire is past 100,000 acres and perhaps one small threat of good news, the fire now has some containment. 5%. the office of emergency services says about 25,000 people are still under evacuation order. the fire has destroyed at least 345 homes and six commercial properties. later today the california office of emergency services will provide an update on all of the current wildfires burning. in the east coast, the problem isn't fire, it's rain. faultout in new england from tropical storm henri which made landfall yesterday in rhode island toppled trees and power lines. more than 100,000 people are without power. hundreds of flights cancel. a state of emergency remains in effect throughout the region. >> we could use some rain not on that level at all but meteorologist kari hall, this is not our rainy season. >> and you saw all of the wind that was coming along with that with all of our friends on the east coast.

let's get a look at what's going on with henri right now. moving through much of new york as well as long island, moving into connecticut. we're going to be watching that with some high impact with some very heavy rainfall. here we're starting out with a little bit of a hazy sky and overall fairly quiet as you get ready to head to work in fremont. a look at our temperature trend. a slow warmup and perfect. at lunch time 70 degrees and sunny, but we will have to watch the air quality in parts of the north bay and east bay. good with some cooler than normal highs. san jose only heading up to 75 degrees today. we'll talk about an end of the week warmup in a few minutes. you have a good start on the peninsula. >> we thought we would take a look at our palo alto camera. having trouble speak right now. a lot of folks waking up on monday a smooth drive right here and a little bit of traffic. no major issues. we have overnight road work. the ongoing work going along the stretch 101 trying to get those

express lanes in place. it's a long-term project. south bay, no delays out of the south county. a crash north 17 coming up toward the summit. looks like everything is clear. the speed sensors are green. this crash will be a trouble spot however it's east bay on the shoulder that's around san marco away from 242 which is open overnight. we have the closure some time. over here the bay bridge first of all notice all the green sensors. the bay bridge we did have two traffic breaks on the lower deck coming through the treasure island tunnel. chp gave the all clear for the roadways. back to you. >> if you've driven over here the great mall of milpitas, montague expressway you've seen this colorful new pedestrian bridge and now it's finally ready to open. today the city is hosting a ribbon cutting ceremony and that will allow pedestrians and bicyclists safe and easy access to the transit center. >> over the road but are you over your job? a survey finds you're not alone.

time. we'll talk about a cool start to our weekend and the end of the week warmup in a few minutes. a great drive for speeds on the nimitz. you have company over here by the coliseum where they talk about wins and losses. we have those over the weekend. let's check out with more wins and losses with contessa. good morning. i'm contessa brewer from cnbc. wall street set to open higher following a choppy week for the markets. the dow implied opening up almost 160 points. the dow, nasdaq and s&p 500 were in the red last week. despite that rally we saw friday, of course investors are growing worried about a potential move by the federal reserve to pull back financial systems. they worry it could slow down an economic recovery and may be challenged by the spread of the delta covid variant. we could get answers from the fed when policymakers hold their jackson hole symposium thursday and friday decided it will be virtual because of the covid delta variant. in focus a report on existing

home sales. all right. general motors is expanding a recall to include an chevy bolt models sold worldwide to fix a battery problem that could cause fires. the recall adds about 73,000 volts from 2019 to 2022 model years to a previous recall of 69,000 vehicles made from 2017 to 2019. the latest recall will cost gm about a billion dollars. the company says owners should limit charging to 90% of capacity and park the vehicles outdoors until the battery is replaced. restaurants have been replacing their physical menus with qr codes during the pandemic and that change is likely permanent. stored 750% over the past 18 months. restaurants see that this technology is valuable beyond contactless service because they can change the menu on the fly,

they can account for inflation, meaning they can hike up prices on their menus on the fly and they see that these codes could keep track of customer data and past orders. i talked to a ceo who said look it's great because midweek i can lower my menu prices and on the weekend when demand is high it's easy to hike the prices up. >> i was a hostess in high school and wiping down the menus was the nastiest part of the job. >> yeah. >> all right. >> contessa, thank you. if you are looking for a. >> job a new survey says a lot of americans are with you. according to bank rate, more than half of all workers are likely to search for a new job within the next 12 months. among those employed and still looking for work, 56% say work flexibility including hours and remote work is most important. that ranks higher than pay or even job security. paid time off and a more

the smoke. we've had a little bit of a break for the past couple days and a stronger ocean breeze picking up today. that's helping to push the smoke away for most of us. take a look at these temperatures only some low 60s for san francisco today. low 70s for palo alto and yes, that's a high of 75 degrees for san jose. we have low 80s for the tri-valley and mid 80s for antioch. napa today heading up towards 74 degrees. and so that strong ocean breeze starts to calm down just a little bit as we head through the week. high pressure rebuilding and that's going to cause our temperatures to heat up. thursday, friday into the weekend it's going to turn hot once again. we better enjoy this break while we have it. let me show you livermore and our trend over the next few days. once again some low 80s and it was nice over the weekend. take a look at thursday, 92 degrees and we have upper 90s for friday into saturday. and some mid 90s for the rest of the weekend into early next

week. take a look at our overall seven-day inland forecast. cool, breezy, better air quality for today through wednesday and then thursday is when the smoke starts to settle back in. temperatures heading back up. for san francisco we're also going to warm up a little bit more as we go towards the end of the week and going to see less fog and highs reaching into the low to mid 70s. mike, we have an update for contra costa county. >> we do. it's a crash location instead of san marco we're talking past the off ramp closest to the crash eastbound again. no major injuries. damage to the car, may be debris. we're watching for that as you're coming up out of walnut creek toward concord and bay point. the commute is building right now actually over here. highway 84 a little more slowing shows up, more cars, a little more volume out of the altamont and a blip at the dublin interchange. the rest of the bay on schedule as well. back to you.

things are getting worse. the delta variant is surging. covid testing is surging as well. chris chmura shows us how to get as test now and now who pays for it. >> each day 1.3 million people are getting a covid-19 test and that is back up where we were in may. luckily getting a test is easier now than it was during the start of the pandemic. many doctors offices and pharmacies are doing them now and many drug stores will let you schedule online and drive through. it's also now possible to test yourself at home. for a while you could choose a big public testing site that was free. many of those are closed. though some are now reopening. here's what you need to do. contact public health to find out where they're reopening and when. if you have to take a test go to

your job ask your boss if there's designated a free testing site. ask your public health office where the closest free public testing site is. say you're feeling sick or worry you've been exposed. call your health plan and ask. find out what's covered and what's not and how it works and have them recommend a place where the full cost is included in your coverage. if you get a bill for a covid-19 test, you can dispute it. california's department of managed health care says you should first open up a grievance with the health plan. then if you don't like the response or takes longer than 30 days call the state. 888-466-2219 and start an official state complaint. >> thank you. the paralympics officially kick off tomorrow. yesterday the torch relay was restricted to an in place ceremony as covid cases continue to climb in tokyo. the event was held at a

inland heat as well as our fire danger. let's get a look at our air quality, what we're expecting for the north bay, the bay and coast and the east bay. we are going to see the air quality that's unhealthy for people who are sensitive to the smoke. pretty good for the south bay and santa clara valleys. we'll be coming our way as our temperatures heat up. i'll have more on that coming up in a few minutes. all right. thank you. just in chp investigating a shooting on a vallejo freeway that sent a woman to the hospital. new video shows the victim's car full of bullet holes. police say the shooting happened before 11:00 last night. the victim was westbound on 80 near highway 37. the chp says the victim was awake and talking when she was taken to the hospital. now, no word on her condition right now and police have not released a description of the suspect or the car they were in. in a matter of hours, fda regulators may grant full approval to pfizer's covid

vaccine and that move should also lead to more people getting vaccinated and everyone hope putting the pandemic behind us. >> "today in the bay" bob redell live. explain how approval differs from what we have right now. >> scott and kris, nothing changes as far as the vaccine itself. it's going to do it job, extremely effective. fda approval might convince some of those vaccine hess tent people to finally roll up their sleeves since this would eliminate one of the key reasons they've been using for not getting the shot. a number of people have voiced concerns about the fact that the vaccines are being administered right now under emergency use authorization. again, doctors, scientists say the vaccine not only extremely effective but very safe. approval also means more businesses, schools and other organizations can mandate them without any concern for legal challenges and doctors will have broader licenses to prescribe

some patients the third doses. >> there's more leeway, for example, for me as a prescriber to say i think you're immunocompromised. you may not fit exactly into the definition the cdc or the fda laid out. >> with formal approval from the fda, full approval the vaccine pediatricians could consider doses for some children just under 12. a big concern for kids are side effects like inflammation of the heart muscle. the cases are rare but have been noted in younger men between 16 and 30. reporting live, bob redell, "today in the bay." >> thank you very much. new questions are being raise the about who was the first victim of coronavirus in the united states and when. until now, it was believed a san jose woman was the first covid-19 death in the country. patricia dowd died on february 6th, 2020.

but a cdc chart of covid deaths showed one person died january 11th, two on the 18th, two more on the 25th in january before dowd. the san jose mercury news says the certificates span five states, none california. the reason this all matters is because it tells us the virus was in weeks earlier than we thought. the moraga police department is mourning one of their own. corporal kevin mooeny died saturday from covid-19 and related complications. the 58-year-old joined the depth in 2013 and rose to the ranks before arriving in moraga moony served in the sheriff's department for 21 years. he was a united states marine corporal veteran who served overseas and saw combat in iraq. he's a fierce advocate for victims and his colleagues will be missed. funeral services are pending. >> the leading cause of death

among officers in the united states is covid. >> they're not all vaccinated so everybody is making -- there's a new ruling putting the future of ride shares in california in limbo. an east bay judge has declared prop 22 unconstitutional. remember, that's the ballot measure voters approved allowing drivers to be classified as independent contractors. >> "today in the bay's" cierra johnson joins us with how drivers plan to respond today. good morning, cierra. >> yeah, good morning, kris, scott. it was back in november where voters passed a ballot measure that allowed uber, lyft, doordash to classify most of their drivers in their labor force as independent contractors and as you mentioned that judge there in the east bay striking that down. this could set up a new fight so that ruling comes as a bloomberg article comes out revealing a shortage of drivers as well as covid concerns have forced some ride share companies to raise

prices. bloomberg cites research that charges for uber rides, jumps 53% more in june than it did in january and food delivery service doordash tacked on additional fees. in response to that ruling, later today, leaders from the union, california drivers and their attorneys, they will all join to share their thoughts on the ruling. this will take place over zoom. it will begin at 10 and we will let you know what comes out of that briefing. again, it is not in person. it is over zoom so we'll try to work on getting that up so you are all able to view that as well. we're live in san francisco, cierra johnson, for "today in the bay"ing. >> thank you. when it comes to making it in the bay, marin currently has the lowest unemployment rate anywhere in california. the edd on friday released the july county by county jobless numbers. marin has the lowest rate anywhere at 4.5%. san francisco 5.2%, santa clara is at 4.9%.

the bay area added close to 15,000 jobs last month. the statewide unemployment rate is 7.6%. >> i see those help wanted signs everywhere. leaders are one step closer to making the town's no host short-term housing rental ban permanent. a temporary ban took effect shortly after the shooting that left five people dead at a halloween house party in 2019. now hosts must live at the property and be there for a two-day minimal rental. the "east bay times" reports that last week council members voted to make that temporary ban permanent, provided it's approved in a final reading next month it would take effect in october. a lot of people think tahoe travel plans because of the fire burning in the sierra and you can see why. the smoke is awful. also highway 50 to the south shore is closed after the flames proved too much over the weekend. one south lake tahoe ice cream store owner taking a huge hit in what's usually a busy time.

>> smoky, that -- my normal view of the lake and you can barely sees the lake right now. yeah. it's pretty grim. >> he says business over the weekend was more than 60%. it was so bad saturday they shut down early. we want to get to meteorologist kari hall and we know the weather has a big contributing factor to how long the smoke lingers. >> we know that fire is burning out of control as the moves closer to the tahoe area and you have a hard time getting there. when you get there it's smoky and you may be putting yourself in harm's way with the fire out of control. we'll be watching that. we know you want to get out the door in oakland and a look at your day and how the morning will shape up for you. we're starting out with clouds and peeks of sunshine and as we head towards noon temperatures in the mid 60s. for a high today, 68 degrees. hayward today reaching 72. and in antioch, reaching 86 degrees for a high.

we're still feeling nice, comfortable weather. we should for the most part see a blue sky except for parts in the north bay where we will see at times some unhealthy air quality for people who are sensitive to the wildfire smoke. napa reaching 74. we have a strong breeze coming off of the ocean and that's keeping those temperatures down. we will be warming up. more on that in just a few minutes. mike, you're checking in on san jose. >> 539, it's right at the time where we see the slowing and we do on schedule see some more clustering around 101 and hard to see from the lights because of the angle and all we have are the headlights coming at us. it's right here. we see the stretch from 680. just that 280/680 to oakland. good news that's the only thing going on for the south bay as far as any slowing on the sensors. green sensors along the peninsula. coming out of the altamont pass, more traffic off the 580, 205 merge and out of traci. vasco road now, starts to show

slowing. 5:39, that's earlier than we've seen in past months. may be an issue, a crash or a fire in a canal alongside discovery bay boulevard. a fire will be a concern if it spreads. over here highway 37, a mild build from mare island your traditional commute spot there. we saw blips as folks are adjusting to the build and there's construction, a painting crew coming out, so that will be east bay 580. a build for the bay bridge just started. what i did notice the slowing also corresponded to what looked like a traffic break westbound. you see the incline is clear moving smoothly. there was a big cluster of cars coming across towards treasure island. we watched here, look at this, getting into san francisco on the other side of treasure island everything is moving smoothly. i believe whatever happened, maybe debris, looks like it's cleared. back to you.

nice and cool, good air quality for now. our temperatures are in the low to mid 50s for the start of the day. it's also going to be a cooler afternoon compared to what we have ahead. we'll talk about that coming up in a few minutes. i showed you slowing in the south bay. we showed you slowing that was clearing for the bay bridge span. no problem at the toll plaza. that's good news for now. that will change coming up. happening today, disgraced filmmaker harvey weinstein will be arraigned in a los angeles courtroom. the latest grand jury indictment includes a sexual battery charge. this is the third time the prosecution has asked the grand jury to amend the indictment against the movie mogul and convicted rainist. a new york jury found weinstein guilty of raping an actress and assaulting a tv and film production assistant. he maintains any sexual activity was consensual. florida representative matt gaetz may be embroiled in

controversy but he is married. he's under investigation as part of a sex trafficking probe and tweeted he eloped marrying on catalina island in southern california. according to "vanity fair," senator rand paul performed that ceremony and about 40 people were in attendance. vice president kamala harris is ticking off a visit to southeast asia in singapore where she already met with the prime minister. she's there to strengthen ties with key allies in the region focusing to work on the pandemic and the pandemic, tackle climate change and prevent cyber threat. she will be back in the bay area friday and attend a rally supporting governor newsom in his recall battle. the two share a long, personal and political history dating back to days when both in san francisco. surprise twist in the effort to recall governor newsom. one of the leading contenders hoping to replace him is under investigation. the fair political practices

kari hall is tracking all of our weather needs. more kids going back to school. san francisco state, they might need a sweater. starting out cool and we'll have a nice school start to the weekend and get more sunshine by the end of the week, for spots like walnut creek it's only going to reach into the upper 70s and low 80s today. like what. it's still august and we're in the upper 50s this morning. cool start. a low warmup at lunch time. 72 degrees. we will still have that hazy sunshine but notice for the start of the day, not a lot of smoke in parts of the east bay, south bay as well as the peninsula. little bit of smoke starting to come into san francisco and much more of that smoke in parts of the north bay. this is the area that we'll have the highest measure of that wildfire smoke today. if you are sensitive to it, limit your time outside. although it does look like for the rest of the bay area we're going to still have a blue sky and it does clear out for tomorrow afternoon, especially in the north bay, we will catch a bit of a break before that

smoke rolls back in for the end of the week. but still, the large fires continues and much of the smoke is being pushed off towards the east. unfortunately, we may have some more of the fires spreading as they are still burning out of control at this point for some of those larger fires. take a look at our temperatures for today. upper 60s in oakland, mid 70s in san jose, a little bit cooler than normal thanks to that strong ocean breeze that's bringing in that natural air conditioning but that is going to get turned off as we go towards the end of the week. our inland areas heating up. we won't have that breeze. it's going to start to blow more from the north as we'll see the return of the smoke and hot temperatures for the inland areas. we're talking about highs in the 90s and up to 100 degrees. one of those spots hitting the triple digits brentwood, so we still have some nice weather for today, tomorrow as well as wednesday. thursday is when the heat starts to crank up and then we're up to

101 for friday into saturday. and still pretty hot for sunday. it won't be until about the middle of next week when the temperatures start to come down. looking at our inland areas, some low 80s for the first part of the week. looking pretty good. a breezy westerly wind at times the air quality improving but then as our temperatures heat up, that smoke will be settling in and temperatures reaching into the mid 90s. san francisco will get more sunshine by the end of the week, but we may also have to watch out for that air quality. mike, you're checking out silicon valley. >> i am. and so we'll share that view with everyone here northbound, 101 more slowing and more focus. this is the pattern. it was spread out over the last five minutes condensing here north of 680 and clearing by the time you get to oakland road. this will clear back to green probably in the next ten minutes and then another half hour we'll see more build again. that's the way it typically goes for silicon valley. that's the way it is this morning. same thing for this portion of

the east bay. highway 84 shows more volume cutting through and the corner off at the dublin interchange. you see slowing and popped up there. for the nimitz down through hayward out of san leandro. the build coming off the castro valley. still pretty much at the limit through pittsburgh and bay point and that leads to just over a half hour from 242 from the antioch bridge. vasco shows more slowing in another three minutes out of the brentwood area and toward 580. the last stretch by the coffee shops and stores that's where you get the slow downs as a typical pattern shows. at the bay bridge we've seen more traffic. no backup. that hasn't formed yet. on the span we see more slowing because more cars same number of lanes supply and demand works for the traffic flow as well. so there's more demand than no more supply added. there's one less option here. there's not the service lane. there we go. as we speak the car safely getting back into traffic. they pulled over for whatever

cuomo denies those claims. new york's lieutenant governor will take over the position when cuomo's resignation goes into effect at midnight. the moraga police department is mourning one of their own. corporal kevin moony died from covid-19 and the complications. he joined the department and rose through the ranks to detective. before coming to moraga, moony served in the sheriff's office for 21 years and a united states marine corps veteran who served overseas and saw combat in iraq. he is described as a fierce advocate for victims and his colleagues say he will be missed. funeral services are pending. san francisco police investigating a dispute caught on camera. it happened while the victim was in line at a car wash. video taken saturday morning at the bay shore car wash police say the man shown in this video tried jumping the line when the victim wouldn't let him, the man got out of his car, confronts him, you can see, the suspect

goes to grab something, uses it to shatter three of the windows on the car. police are trying to track down that driver. his license plate is clearly shown on the video. the victim and girlfriend didn't want to be identified but she's happy he recorded the whole thing. >> any time he goes out i tell him like if you feel like something is about to happen if you feel like you're in danger, start recording because mainly spanish speaker you're going to need the information. >> now the victim says it will cost about $800 to replace the windows but they're safe. what is back to square one this morning, a new search under way to find a permanent host of jeopardy. >> mike richards tapped to exceed alex trebek announced he is stepping aside, following scrutiny over comments he made in the past. the announcement came 24 hours after the taping of his first episode as host. tv critics say whoever steps into that role is walking into
