and happy monday morning to you. hope you're off to a good start. i'm kris sanchez. >> i'm scott mcgrew. laura and marcus have the day off. let's begin with the smoke in the bay area. you can see it, an air quality advisory. we can turn to meteorologist kari hall. it's still going to be pretty tough out there. >> yeah. for parts of the bay area. we are going to see some of that smoke drifting in, a bit of a hazy sky. as we go through the week does look like we'll see the return of the smoke as temperatures warm up. we're watching that as well as our fire danger as our temperatures heat up in the valleys. as far as where the most unhealthy smoke will be, parts of the north bay and the coast and east bay. but it will actually be pretty good for the south bay in santa clara valley so we're seeing some good air quality in some areas. the smoke drifting in for areas farther to the north a little bit closer to those fires. as far as temperatures, we have a nice ocean breeze picking up today that's going to keep the natural air conditioning in

place and we're talking about highs in the low 70s for hayward, san jose reaching 75 degrees, and 76 today in napa. but we will be heating up and we'll talk more about that coming up in a few minutes. >> thank you. to the pandemic, and new vaccination requirements in minutes we'll check in with "today in the bay's" cierra johnson looking at two colleges starting fall classes this morning. >> but first we want to check in with bob redell tracking the new vaccine mandate for san jose employees. what if those city workers refused to show their proof of vaccination? >> good morning to you, kris and scott. if they do refuse then they must test negative for covid at least once a week. live look here from the city of san jose. starting today all employees of the city must prove or submit documentation that they have been vaccinated or submit to that weekly test. if an employee will not get their shot and refuses a test, they won't do either, the city will put the employee on unpaid

administrative leave. at least 81% of employees have been vaccinated. the city says it will eventually mandate vaccines for all employees unless they have a documented exemption. when that time comes, it is our understanding that testing won't be an option in lieu of the shot. this is something the city is calling stage two, something they're trying to finalize. tomorrow the san jose city council is expected to vote on other covid regulations at city owned venues. mayor liccardo says 50 or more people at facilities be required to show proof of full vaccination. a negative covid-19 test would not serve as a substitute for having to the been vaccinated. reporting live, bob redell, "today in the bay." >> thank you. it's 6:03. students at san francisco state resume classes today and with the start of that new school year there are new policies about vaccinations, not all colleges are taking the same approach.

cierra johnson is live with a look at what students and teachers need to know. good morning. >> yeah. good morning. a last couple weeks we've had the younger students going back to school and today two colleges we know of starting back for their fall classes, but things are going to look different because one school is requiring proof of vaccination. another is not. san francisco state university, that school is requiring proof of vaccination. this is what we know about that process so far. all students and unrepresented staff are required to be vaccinated and submit that proof of vaccination. the deadline to submit that proof for sfsu was august 13th. students and staff who couldn't meet that deadline to submit the proof or received an exemption they will face weekly tests. another college resuming classes today. diablo valley college. according to the website, vaccinations are into the required to attend classes or to work in any contra costa county community campuses.

had everybody vaccinated and everybody wearing a mask, we wouldn't be here. >> according to state data right now 154 people are hospitalized with covid-19 in solano county. developing this morning, firefighters are hopeful that milder conditions will continue this week as they try to get a betterhandle on the dixie wildfire burning in plumas county. the fire has burned more than 720,000 acres, destroyed about 1200 structures. some evacuation orders were downgraded to warnings. the fire 38% contained. meanwhile, east of sacramento, you have the calder fire past 100,000 acres burned. maybe one bit of good news the fire has some containment, 5%. the office of emergency services says about 25,000 people are under evacuation orders. that fire has destroyed at least 345 homes and six commercial properties. later today, the california office of emergency services will provide all of

the current wildfires. developi coast, fallout in new england from tropical storm henri which made landfall yesterday afternoon in rhode island. the storm toppled trees and power lines and more than 100,000 people are without power. hundreds of flights were canceled yesterday. a state of emergency remains in effect throughout the region. >> you have seen fire, you have seen rain. let's check in with kari about what's ahead for us. >> for our friends we're talking to on the east coast around new york and new england, they're dealing with the slow moving storm and it is dumping a lot of rain. they're talking about 5, 6, 7 inches of rain. as we wake up to what looks like a beautiful sunrise as we get ready for a good day of air quality in the south bay, but we will still have some drifts of smoke coming in, especially as we head through the week. take a look at our temperatures right now at about 55 degrees. light jacket weather for the start of the day, and then some short sleeves as we make it up

to the low to mid 70s for an normal. what we expect for the middle to end august, up to 86 degrees in antioch and for san rafael looks for a high of 78 degrees, san francisco only 63. as the fog continues to linger near the coast and the breezy wind that keeps our temperatures nice and cool but we will be heating up by the end of the week. i'll have more on that in a few minutes. you're seeing the colors changing on the map. >> that's right. that will happen over the next hour. let's say. in san jose, the colors have changed counter to what you might think, moving smoothly. we've gone from the orange and the yellow to the green. now there was an issue in the area, a disabled vehicle pushed over just off the roadway, it hasn't presented a problem. lighter traffic for the next 20 minutes and then it will kick in by 6:40. same thing for the tri-valley. highway 84 and 880. we don't see the slowing through hayward anymore. northbound toward davis a crash on the shoulder and an injury. as the build happens here where

you're going to notice this and limit your time outside. although for much of the bay area it's looking pretty good for today. especially for the south bay, the santa clara valley not seeing a lot of that smoke. here we are tomorrow afternoon in the north bay we should see some improvements along the coast and much of the rest of the bay area. notice all of the very thick plumes of smoke moving towards the east. the caldor fire still burning out of control at this point and really choking the skies over south lake tahoe. we may see it spreading into the area as those winds pick up this week. we do have an ocean breeze that's coming in from the west that brings in that natural air conditioning and we're checking the calendar like what month is this. we're talking about highs in the tri-valley and the north bay. it's going to feel nice and comfortable. tonight we're dropping back into the lowweead toward the end of

week, high pressure builds, we're going to see our wind direction shift instead of getting that wind coming from the ocean, it's going to be more of a northerly wind that's going to heat up our inland temperatures as well as bring in more smoke. that starts on thursday and continues for the weekend. let me show you a spot like livermore. our inland areas are going to be heating up. we're going to be in the low 80s for the next few days and thursday starts to heat up, friday and saturday we had upper 90s, still hot on sunday and then comes down by the beginning of the to middle of next week. for our inland areas we are going to be on a warming trend after the middle of the week. we have a few more days to enjoy this nice weather with some of our valleys, temperatures in the low to mid 80s and then the 90s will be here and then for san francisco it's also going to warm up. we're going from low 60s today, fog and drizzle, to more sunshine although it may be a smoky sunshine with highs in the mid 70s by friday.

mike, you're tracking the wait at the bay bridge. >> last time we took a look there wasn't a wait. now there is. we talked about within the next five minutes. because of the slowing we saw on the span, we see that on the sensors. folks being held up at the metering lights they're going to be cleared from the bridge and that will make things move more smoothly. the idea there in case anything happens on the span. nothing is happening this morning. highway 37, what's happening there is a build. same thing for highway 4 out of pittsburgh and bay point. concord shows a smooth drive for highway 4 and south 242, 680 towards walnut creek. over here a little more slowing just a bit but not as much as we did a half hour ago. the big burst of traffic looks like it's smoothed out towards livermore or 580 out of brentwood, byron, discovery bay. 580, typical pattern out of the altamont pass. we still have a couple minutes more on vasco. nothing major there. also we're having the big build start over here for 84 as well

delta variant is surging and covid testing is up again. chris chmura shows us how to get a test now and who pays for it. >> each day 1.3 million are getting a covid test back up where we were in may. luckily getting a test is easier now than at the start of the pandemic. many doctors offices and pharmacies are doing them now and many drug stores will let you schedule online and drive through. it's also now possible to test yourself at home. for a while you could choose a big public testing site that was free. many of those are closed. though some are now reopening. here's what you need to do. contact public health to find

out where they're reopening and when. if you have to take a test go to your job ask your boss if there's designated a free testing site. ask your public health office where the closest free public testing site is. say you're feeling sick or worry you've been exposed. call your health plan and ask. find out what's covered and what's not and how it works and have them recommend a place where the full cost is included in your coverage. if you get a bill for a covid-19 test, you can dispute it. california's department of managed health care says you should first open up a grievance with the health plan. then if you don't like the response or takes longer than 30 days call the state. 888-466-2219 and start an official state complaint. 6:24. the paralympics kick off tomorrow. yesterday the torch relay was restricted to an in place ceremony as covid cases continue to climb in tokyo. the event was held at a

i'm scott mcgrew. >> i'm kris sanchez. laura and marcus are off this morning. but we are covering that smoke from all of those fires up north drifting into the bay area. look at this morning. we are waking up with a poor air quality and air quality advisory extended for another day. >> look at that dublin. that's terrible. meteorologist kari hall looking at how long the smoke is going to stick around. >> it's going to be quite a few more days. in some parts of the bay area it is improving. the air quality advisory is below a spare the air day. you need to limit your time outside. it's going to be heating up this week and watching the heat as well for our fire danger as well. moderate air for parts of the north bay, east bay and the coast and the east bay good air quality for the south bay. we are going to see the numbers below 50 which indicates the amount of particulate matter

from the smoke is lowering for some of us as well as lowering temperatures that's going to be cooler than what we normally see for the end of august. only mid 70s for spots like palo alto, hayward, san jose, with some mid 70s in the north bay, 60s along the coast and some of our warmest spots today will only reach the 80s. but all that changes by the end of the week. we'll talk about that as well as changes in our air quality as well coming up in a few minutes. just in to our newsroom the chp is investigating a shooting that happened on a vallejo freeway that sent one to the hospital. the victim's car and how many bullets hit the side of it. police say the shooting happened before 11:00 last night as the victim was going westbound on 80 near highway 37. the chp says that the victim was awake and talking when she was headed to the hospital so that's good news. we don't know what her condition is specifically right now. police have not released a

description of the suspect nor the car they were in. in a matter of hours fda regulators may grant full approval to pfizer's vaccine. the move should lead to more people getting vaccinated. everyone hopes. putting the pandemic behind us. "today in the bay's" bob redell live. explain how full approval is different from what we got right now. >> good morning to you, scott. we're under emergency use authorization. full approval would be full approval and would perhaps remove one of the reasons that people not getting the shot finally convince them to roll up their sleeves. the number of people have voiced concerns that the vaccines are being administered under the emergency use authorization. doctors and scientists say the vaccines are not only extremely effective but safe. now approval, full approval, means more businesses, schools and other organizations can mandate the shots without concern for legal challenges and doctors will have broader

licenses to prescribe some patients the third doses. >> there's more leeway, for example, for me as a prescriber to say, you know, i think you're immunocompromised and may not fit the definition that cdc or the fda or that is laid out. >> with full approval pediatricians can consider full doses for some children under 12 but a big concern for kids are the side effects like the inflammation of the heart muscle, the cases are rare but have been noted in younger men between 16 and 30. reporting live, bob redell, "today in the bay." >> thank you. continuing our coverage new questions being raised about who is the first victim of the coronavirus in the united states and when. until now it was thought a san jose woman was the first covid-19 death in the country. patricia dowd died on february 6th, 2020, but a cdc chart of covid deaths showed one died

january 11th and two more on the 18th before dowd. the san jose mercury news says the death certificates span five different states, none of them california. now the reason who was first matters because it tells us the virus was already in america weeks before we originally thought. a new ruling suddenly putting the future of ride shares in california in limbo. an east bay judge declared prop 22 unconstitutional. you might remember that ballot measure that voters approved that allowed drivers to be classified as independent contractors. cierra johnson joins us live from san francisco with how drivers plan to respond today. good morning. >> good morning. back in november that voters passed that ballot measure but that ruling by a judge to set up a brand new fight. now the judge said prop 22 violated california's constitution because it limits the power of the elected

officials to govern. this ruling comes as a bloomberg article reveals how a shortage of drivers combined with covid concerns forced some ride share companies to raise prices. bloomberg cites research that charges for uber rides jumped 53% more in june than january and those food delivery services like doordash tacked on additional fees. and now the ruling stays in place. uber and lyft are expected to fight this latest development and it could go all the way up to california's supreme court. in response it that ruling, later today, leaders from one of the union's will join the ride share drivers to their their response to the ruling at 10:00 over zoom and we will, of course, keep you updated with the response to this recent rule by that east bay judge. live in san francisco, cierra johnson for "today in the bay." it is 6:35 right now. orinda leaders are reportedly one step closer to making the town's no host short-term

housing rental ban permanent. a temporary ban took effect after the shooting that left five people dead at a halloween house party in 2019. now, hosts must live at the property and be there for two-day minimum rentals. the east bay times reports last week council members voted to make the temporary ban permanent. provided it's approved in a final reading next month it will take effect in october. new details on the long plan development of the former concord naval weapons base. the east bay times says council members narrowly approved an exclusive agreement with a large local developer. the project may eventually lead to 13,000 housing units along with extensive office and commercial space. this is the second time a developer has been chosen. the last time the deal fell apart during talks over wages. when it comes to making it in the bay marin has the lowest unemployment rate anywhere in california. the edd on friday released the

july county by county jobless numbers. marin the lowest rate anywhere at 4.5%. san francisco 5.2%. santa clara at 4.9%. the bay area added close to 15,000 jobs last month. the statewide unemployment rate is 7.6%. if you've driven on month you go expressway you've probably seen this. a colorful pedestrian bridge and now it's finally ready to open to the public. today there will be a ribbon cutting ceremony hosted by the city and it is a bridge that will allow pedestrians and bicyclists safe and easy access to the milpitas transit center and it's a busy roadway throughout so that's nice to hear. we'll check in with mike. 6:37. see if we can cut through the smoke this morning. >> the air quality is going to be an issue. the kids going to school may have to be inside with all the smoke that's been over the bay area. as we check out san francisco, starting out cloudy, may still

be foggy, misting and drizzling, but by pick-up times 12:00 to 2:00 in the mid 60s as well as some of that smoke coming through. take a look at these temperatures reaching 72 in hayward today, 74 in napa, san rafael reaching 78 today. and morgan hill 80. cooler than normal this time of year so we're going to enjoy it because we have some changes ahead with our temperatures heating up by the end of the week. i'll have more on that. changes in our air quality as well coming up in a few minutes. mike is saying the build is on. >> but it's a gentle build at the bay bridge toll plaza. we're looking at the middle lanes slowly building. i know, if you get there you have to wait it. it's a pain. we've seen it worse at this time of day. easing in. as this end of summer toward the fall we've seen that commute focus on the 7:00 hour instead of the 6:00 hour. we're seeing the build at the bay bridge and now just starting at the richmond side of that

good monday morning. right now 6:42. time to get up and moving and a live look outside in palo alto. the low clouds drifting by with smoke mixing in as well. our air quality will be an issue for some of us today and we'll start to see that hazy sunshine return by late morning with temperatures today staying on the cool side. a lot of changes in our forecast. we'll talk more about that coming up in a few minutes. >> i know these vehicles most aren't helping the air quality here but they are moving smoothly. this is oakland 880. traffic flows nicely.

the backup continues to build there. we will check in the south bay coming up. new video from overnight showing a flight filled with evacuees arriving in central england on the heels of the uk announcing plans to welcome up to 5,000 afghans fleeing the taliban. more americans are also getting out but the risk is growing as well to the point where president biden considering sending in more american troops. jay gray live in washington. this comes as a deadline for the troops to remain in the country? >> you're absolutely right. it's still a very tenuous and ever changing situation on the ground there. he does continue to defend his decision to ultimately withdraw those troops but the process is hard and painful and this morning, there's no indication it's going to get any easier any time soon.

the white house says 11,000 people were evacuated during a 30-hour period over the weekend and more than 30,000 have been flown out of afghanistan really since the process started in july. there's still tens of thousands on the ground desperate to get out. those are americans and afghan allies on the ground as well. over the weekend the president acknowledged for the first time publicly there have been some internal discussions about whether to bring in more troops and whether some of those troops might stay longer than the deadline that he has imposed. the situation at the airport it really just continues to fall apart. senior administration officials now acknowledging there's concern about possible terrorist threats targeting those americans and allies. >> the threat is real, acute, persistent and focused on with every tool in our arsenal.

>> the state department memo obtained by nbc news indicate every time the gates are open at the kabul airport as many as 150 people who are not authorized to be there just rush in. again, another example of how desperate and how difficult the situation is on the ground. >> sounds like it. over the weekend the pentagon issued an emergency use order that brings in commercial airliners. what role are they going to play and when does that start? >> yeah. >> it starts immediately and they're not going to fly into kabul or afghanistan in any way, but they're going to go to some nearby countries. the u.s. right now using those nearby countries to bring evacuees to kind of third-party transfer countries if you will and the commercial jetliners will go in and pick up the evacuees there and get them back to the u.s. so that's probably something that's going to last a while as

is kicking off a visit to southeast asia in singapore where she already met with the prime minister. she's there to strengthen ties with allies in the region, focusing to work on the pandemic and the pandemic, tackle climate change and prevent cyber threat. she will be back in the bay area friday and attend a rally supporting governor gavin newsom in his recall battle. the two share a long, personal and political history dating back to when they were serving here in san francisco. a surprise twist in the effort to recall the governor. one of the leading contenders hoping to replace him is under investigation. the fair political practices commission is investigating if larry elder failed to disclose all income sources the way transparency rules require. a new complaint alleges he failed to properly disclose his stake in his own closely held cooperation. state law requires political

winter. the consequences are dire and unfortunately our medical system as great as it is does not have unlimited resources. >> health leaders fear a shortage could lead to patients staying in hospitals longer creating a backlog in hospital beds. meanwhile it's focusing on developing oxygen for places -- or deploying higher demand including california. lots people rethinking their tahoe travel plans these days because of the fire burning in the sierra and you can see the reason why. not only are there flames encroaching, the smoke is super thick, highway 50s to the south shore is closed after the path of planes proved too much over the weekend. one south lake tahoe ice cream owner is taking a huge hit which he said happening during usually a busy time. >> it's really smoky.

that -- my normal view of the lake, you can barely see the lake right now. it's pretty grim. >> he says business over the weekend was down more than 60% and, in fact, things were so bad saturday they closed up shop early. it is a great reminder people have it worse than we did. in fact on sunday it was blue skies everywhere. let's find out what's ahead. >> all of that smoke was blowing over toward tahoe and you don't want to put yourself in harm's way especially with those flames spreading that way as well as the highway closed. you have a hard time getting there and when you do it's smoky. we've seen some of the smoke coming into the bay area. the low clouds over the golden gate bridge. some of the smoke being mixed into the fog create something slightly more unhealthy air quality for san francisco as well as areas to the north. we start out this morning, good air quality in the east bay as well as the south bay and that's where we do see the best of the air quality up until later this afternoon. north bay we'll really have to watch it.

if you're sensitive to the smoke we are going to see unhealthy air quality there today and it does clear out for tomorrow afternoon for most of us as we get a stronger ocean breeze that's going to kick those winds off towards the east and also take that smoke to the east of us as well. let's go through these temperatures. here we are at 5:00 this afternoon. and temperatures are only in the 60s and 70s for most of us. it's going to be much cooler than normal and that kind of gives you an indication of how strong that ocean breeze is that will be coming in today. but then as we go toward the end of the week, changes ahead. instead of getting westerly wind coming off of our natural air conditioning, we get more of a northerly wind and that's going to heat those temperatures up. it will also bring in more smoke and it's going to settle in and as we take a look at our inland spots an area like brentwood we're in the upper 80s for today through wednesday. mid 90s for thursday. take a look at friday and saturday, we haves to blast the

air conditioning once again as we reach up to 100 degrees there. a lot of our inland areas going from the 80s to start the week, nice through wednesday but thursday is when that heat starts to crank up and it will just be hot through the weekend. mike, you had a note about timing for your departure. >> we're looking at the build, but it's a subtle one. as the fog kicks in more folks will be commuting as their kids get out to school. san jose with the second burst which did start at 6:40, but smooths out again. the south bay a half hour before things get back. it still stretches up to oakland from north 101. 87 the speed sensors slowing like last week as well. northbound from about curtner to downtown and even heading up toward the airport there's a slower build. pretty soon by 7:35 we'll see 85 and 87 show slowing. that's the build for the south bay. the tri-valley just starting to resume with traffic volume building and we've been holding

steady from your westbound commute through the east bay. back to you. happening now kids at one school district will have to mask up while outdoors in addition to indoors. elementary and middle schoolers in palo alto unified are under a new mask mandate. high school students will have a chance about whether or not they wear face coverings. the superintendent says that more than 80% of students already wear a pacific while they are outside. students can take off their masks if they are at least six feet away from everyone else eating or drinking. next, a quick look at the top stories we're following including the breaking news that fda has fully approved the pfizer covid vaccine. we're live with new details coming in to our newsroom. making the vaccines mandatory, san jose city employees must be vaccinated starting today. the restrictions in place for employees who have not gotten the shot. you're watching "today in the bay."

been administered under emergency use authorization while within the past hour the fda has granted full approval to the pfizer vaccine which means that that reason is no longer there. so maybe the people who were hesitant will start to roll up their sleeves and get those shots. this also means that more businesses we're talking about scores and organizations might be more willing to mandate the vaccine because there will be less concern for legal challenges. the pentagon has said it would be mandating the shots for the country's 1.3 million active duty men and women once this pfizer approval came through. there is still emergency use authorization for people between the ages of 12 and 15 and for the administration of the third dose for people who have immunocompromised systems. the pfizer vaccine will be marketed according to the fda as comerenity. reporting live here bob redell "today in the bay.." >> i think we're going to call

it the pfizer vac. students at san francisco resume class with new vaccination policies. we continue with cierra johnson. not every bay area college taking the same approach. >> good morning, yeah, that's exactly right. it's the first day of school for two colleges but each has a separate role when it comes to vaccination and showing that proof of vaccination. let's start with san francisco state university requiring their students and their unrepresented staff members to be vaccinated and those individuals had to submit that proof of vaccination by august 13th. students and staff members that did not do that they have to show a negative covid test weekly. >> we may have lost cierra there. san jose, vaccination mandates for city employees start today as well. city workers, a live look you can see that smoke, city workers have to be vaccinated or get

tested regularly. this starts today. if you choose not to do either one you will be on unpaid administrative leave if you are a city worker. the city says at least 81% of its employees have been vaccinated. >> that's a good rate. smoke from the wildfires continue to seep into the bay area as we are looking live this morning look out our four windows. air quality in our region is not good and we are now under an advisory. let's turn to meteorologist kari hall. how long is this going to stick around? >> most likely until the fires are out which may be a very long time. and some of that smoke kind of mixing in with the fog that we're seeing this morning, hence the low visibility on some of the cameras, but for the south bay we will see some good air quality today, a lot of that smoke a little bit higher up as our temperatures have cooled off significantly. we're looking at highs in the low 80s in our warmest spots and low to mid 90s by the end of the week. how is the traffic flowing? >> not so bad. kicking in the volume in the east bay. here's the richmond side of the
