u.s. forces have more than one week. the blowback this morning from lawmakers on both sides of the aisle. a controversial vaccine mandate coming to san jose. will it force you to change in plans? this is "today in the bay." a very good now wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. with air quality at its worse level on record and fears the caldor fire may soon breach the lake tahoe basin, firefighters on the front lines are in a desperaten the flames. it's a tough one to fight. here's the latest on the fire. it's 11% contained and it has burned 122,000 acres. cal fire says 637 buildings including 461 homes are destroyed. some 17,000 structures are still threatened. and as those conditions worsen we want to bring in meteorologist kari hall looking at this.

so kari, keeping your eye on the air quality for us this morning, so how is that looking? >> yeah. i hope t doesn't reach the tahoe basin. we've seen smoke drifting in and out of the bay area. we're going to see some improvements in spots like the bay and the coast and the south bay. still looking pretty good but a hazy sky. parts of the north bay dealing with some moderate air quality after getting a break today, so once again it's drifting around. it's really no surprise that the tahoe area has the worst air quality in the world. take a look at how it ranks across the world a it's pretty bad out there. hopefully we see improvement. we'll talk more about our temperatures and more fire danger coming up in a few minutes. >> thank you. turning to the crisis in afghanistan, u.s. forces now have six days to transport potentially tens of thousands of people from afghanistan. >> this after president biden announced he's standing by his deadline to vacate the country by the end of the month.

"today in the bay's" jay gray live in washington, d.c. president biden's plans really getting some pushback. >> yeah. it is, laura and marcus. world leaders as well as lawmakers from both parties here in washington had urged him to push back the deadline a bit, citing growing concern over possible terror attacks and the stepped up pace of the evacuation flights. president biden says the deadline stands for now but acknowledges that situation is still very fluid. >> reporter: transport flights are leaving the kabul airport every 45 minutes now and 24 hours more thann evacuated. the 31st. the sooner we can>> reporter: p standing by his deadline for u.s. forces to leave afghanistan, acknowledging there are growing terror threats targeting the evacuation mission. >> every day we're on the ground is another day we know that isis

is seeking to target the airport and attack u.s. and allied forces and innocent civihlis. t all of that can be accomplished between now and the end of the month. >> he will have blood on his hands. people are going to die. and they're going to be left behind. >> reporter: satellite images show the crowds that continue to gather around the airstrip. chaos there and the constant pressure of taliban fighters on almost every street corner in the capital city making it difficult and the pentagon says at times dangerous for thousands of stranded americans to get to the airport. >> it's a tenuous situation. we already had some gunfighting break out. we run a serious risk of it breaking down as time goes on. >> reporter: another reason the president is sticking to his deadline while also asking advisors to prepare contingency

plans to stay longer if necessary. >> reporter: and another factor in all of this the taliban warning that there would be consequences if the deadline was extended. now taliban leaders saying publicly, i want to quote this, we are not in favor of allowing afghans to leave. still a very tense situation on the ground. >> thank you for following it all for us live in washington. breaking news for you, j&j says a second dose of its vaccine provides a strong boost of protection from video. that means booster shot may be coming soon for millions of americans. the drug company will submit its data to the fda evaluate similar studies from moderna. when givenfold. another bay area city has approved a proof of vaccination requirement. this is after san jose voted

unanimously to require proof for events with more than 50 people at city owned facilities. >> are these policies helping or hurting. "today in the bay" cierra johnson joins us with a look at the new policy and impact as well. good morning, cierra. >> yeah, good morning. i can tell you when city council held that meeting yesterday they were met with some opposition, booing, folks holding signs against the move and maskless to share their thoughts. san jose city council decided that they would move forward and require vaccinations to attend events. 50 people or over in city-owned buildings. this is what we know right now. again, those vaccines are required for both attendees and staff for events of more than 50 people in those city owned facilities. this would impact buildings in san jose like the sap, the convention center and the san jose center of the performing arts. th

this is so venues can have time to move, mayor liccardo understand their frustration and reiterated their virus is still spreading. >> want to take the modest steps to ensure that we don't have some kind of mask -- some kind of mass infection. >> reporter: and this decision comes as new data reveals that san francisco has only seen a small percentage of the people it typically does for the live events like concerts, festivals and sporting events. so according to data reported by the chronicle, the group predicts hq found fewer than 1 million people attended those type of events in the first half of this year. a mere 6% of in-person attendance for the same events during 2019. but, with stadiums expanding their capacity and the vaccine available, more cities like l.a., austin and miami are seeing an increase of visitors.

take a look at your screen. we're using concerts as an example. an example of the percentage of people that visited in the second half compared to 2019 so l.a., 66% of the people this year, visited a concert in 2019. austin, 59%, miami 45%, and san francisco 50%. so while it does seem that we're inching closer to the return to normalcy, there are more cities enacting the vaccination requirement as we all know, not everyone is vaccinated. so we may not see those same numbers like we did in 2019 if those rules continue. live if san francisco, cierra johnson for "today in the bay." >> maybe more people decide to get the vaccine soon hopefully. thanks. running counter to the county policy as expected, benicia leaders haves the only county without a mask mandate and the chief health officer argues it's not effective.

residents told a different story during the hearing. this is ahead of the vote. masks will be required in public indoor areas for anyone over 4 years old and for as long as is needed. work on the infamous millennium tower on hold. a project sdooesed to stabilize the sinking high rise is making the project work. our unit broke the story yesterday. project managers estimates the building has tilted an additional five inches over the past few weeks due to drilling around the base of the building. the plan is to drive several dozen steel rods down to bedrock and use that support to keep the building from sinking further. some sad news this morning, surrounding a legendary figure in san francisco's social scene. harry denton has died. if you lived in san francisco for any amount of time you probably visited one of his many night starts that started with harry's on fillmore and eventually included other spots like harry denton's on stewart

street and his starlight room at the sir francis drake. he was always the man about time and at the center of the clubs he actually ran. he suffered a stroke eight years ago and was living in a nursing home in seatle. the chronicle he died sunday. he was 77 years old. new this morning, a mountain lion sight in the north bay. someone spotted a big cat near ridgeview drive in petaluma. this isn't the first time mountain lions have been spotted in that area. police reported about three other sightings in the area around petaluma. >> see them running around and the thing about it, kari, that is a scary sight, but the scarier sight is when we're seeing the smoke coming in from the fires in our area. >> it's good it has been clearing and it's going to be a good day for hiking. keep an eye out for some of the mountain lions and things walking around. our temperatures in spots like

half moon bay will reach into the 50s to start and 60s this afternoon looking pretty good. better air quality today for the coast as well as the south bay, but it's going to be moderate for the north bay and inland east bay. that's where our temperatures are mainly reaching into the 70s and 80s. very nice today, but it's about to heat up and we're going to talk about that in a few minutes. mike, you're seeing a hazard in the east bay. >> i am. but i saw slowing in san francisco. there was construction from i-80 down toward the 280 interchange that did reportedly clear on the caltrans grid. over here we're talking about the hazard. kari said eastbound 580 reported at 24. there may be a partial lane blockage there. be careful leaving away from the bay bridge. over in oakland, south 880 no update on the scene where there's a crash. a car was reported in lanes there. closure from north 242 and

eastbound 80. should be clearing before 6:00. the bay is movinothly despite smaller crashes. back to you. in just a matter of days light rail trains will be running again in the south bay. the vta announcing plans to return toes trains to service this weekend. it's been halted since the trajing rail yard mass shooting in may. test runs are taking place this week but are not open for passengers. trains are expected to be back in time for the niners/raiders game at levi's stadium on sunday. red hot giants meanwhile now have clinched a winning season after blowing out the mets yesterday. you can see the giants again on nbc bay area later this week. so they head to atlanta friday to take on the divisional leading braves which that game is coming up for you right here on nbc bay area on friday. that's at 4:00 p.m. protecting yourself from smoke as wildfire season rages on. air quality in a lot of places is getting worse. at 5:25 our team is walking you

as vaccines going from emergency use approval to full approval by the fda. new employees he need to get their first shot before starting work at cvs. united airlines the first to say its employees needed to be vaccinated. hawaiian quickly followed. united has moved up its deadline. alaska said it might require vaccines if their aapproved but hasn't updated the policy now that we've seen the first approval. once again markets hit new records tuesday. maybe not as much action today. world bankers meet for a one-day meeting on friday. president biden will meet virtually with cyber experts to talk about security. many silicon valley companies will be represented including officials from apple and google and major banks. we see a similar virtual meeting about infrastructure. it was ten years ago this week that tim cook became the ceo of apple taking over for the late steve jobs. jobs made his mark on apple, but in the ten years that cook has

>> there you go. the album is coming out. >> kari, are you kari this morning? >> i might be the meteorologist formerly known as kari. who knows. let's get you started with a look at our forecast for today while i'm still kari. our temperatures are in the mid to upper 70s for a high this afternoon. it's going to be another really nice one. morgan hill heading up to 80 degrees today. we've enjoyed the low 80s for much of the east bay and take it in one last day without the air conditioning because as the seven-day forecast comes up at the bottom of the screen it's going to be heating up as we get closer to the weekend. 72 for a high in hayward and for the cloip it's still i low 60s, daly city, and half moon bay, mid 70s, palo alto. 64 for a high today in the mission district. clearlake heading toward 85 while napa will see a high of 75 degrees there. a shift in the wind direction makes a huge difference. a westerly wind brings in the

cool ocean air and it's going to keep also fresher as far as the air quality. then when we start to see a southerly wind in spots for the inland areas, thece smoke stopping it right here at 4:00 this afternoon and there's not a lot of smoke in san francisco and along the coast. also coastal parts of the north bay and the inner bay. then going into tomorrow, we're going to start to see that smoke starting to return just off towards the north and east of here that could move into spots like fairfield and concord, the inland east bay and eventually into the tri-valley by thursday afternoon into friday. we see all of the smoke and the changes and the smoke patte going into the weekend. this is as temperatures heat up. take a looks at antioch and our high temperature going from the mid 80s today to 101 on saturday. then it's going to be slow to cool off, but we do see relief in that extended forecast for

the middle of next week. overall, our inland areas will be seeing temperatures near 100 degrees from friday all the way up through sunday and then cooling off by tuesday while san francisco will also have some warming but will be mixing in more smoke with the sunshine. mike, you saw a couple of slow spots. >> just a couple. and the autopsy altamont pass is not a surprise. the one in san francisco still going on because of construction. now we have a reopening. not all the lanes are reopened but north 242 can access concord out of walnut creek. there's the slowing because of the earlier caltrans construction that registered over 20 minutes ago but still there. at least this disabled vehicle is no longer there. eastbound 580 getting away from the bay bridge. back to you. next here on "today in the bay," nbc bay area responds. >> properly you wear them and care for them properly. i'm consumer investigator chris chmura. we'll show you how next.

debate over fights on campus heating up at a south bay school. the violence trend that left a student unconscious. plus -- >> there was no evidence that he had anything to do with what happened to laci. >> years after being convicted for the murder of his pregnant wife, scott peterson's legal team fighting to get him a new trial and this morning we hear from family coming to his defense. plus, grape harvest is getting under way this morning but as wildfire smoke continues to hurt some of the crops, we hear what bay areas are doing to protect the vineyards. we're talking about the air quality with the caldor fire burning intensely. >> we've seen some improvements in our air quality in spots especially near the coast as well as the south bay, but

moderate air quality as a lot of that smoke from the north bay over toward the inland east bay down to santa clara valley starts to settle in. it's actually been not too bad for us, but you head just over to the east around lake tahoe, and they have some of the worst air quality in the world, the worst air quality. take a look at how it compares to some other spots around the charts there.is way off it's veryin. this is possibly what we could see moving our way as we go into the next couple days. check out the new video we got with the caldor fire burning outside of the tahoe basin but some of the fire officials are worried this could start to make a run for the tahoe basin and, of course, where people live in that area and it will have a huge impact to an area we all love and are hoping that this fire stays away from. little containment at this point, about 11%, and it does continue to spread. we're going to see some shifting winds over the next few days.

we'll continue to monitor that >> thank you, kari. happening today, some south bay parents will meet with their children's school principal that comes in the wake of a surge in an campus violence and demands to bring back police presence. >> reporter: kris sanchez joins us live in san jose this morning. explain to us what's sparking the big concern. >> reporter: so some of the parents in the east side union high school district told us they feel without the school resource officers patrolling campus some students feel embolden to get into fights and mix things up on campus. we have a video, it's a little hard to watch, even though we have obscured the identity of the students here, in this particular doesn't a freshman was knocked unconscious during a fight and it's not the only fight at silver creek high since school started two weeks ago. when two of the fights escalated, administrators had to call for police and -- because

there are no longer school resource officers on campus. the superintendent who is new to the district says that the district is working with police when necessary, but they're also taking a social justice approach with the guidance of 24 new cons lors on the campuses. >> others are saying please don't let an isolated incident or the incident of one site change the approach we've been taking. >> reporter: so the fights on campus caught on camera provide one snapshot. data provides a different snapshot. the east side union high school district has 30 schools with about 22,000 students and in the last full school year, that students were on campus, this is prepandemic, there were five students who were arrested on campuses and 31 who received police citations, which according to san jose spotlight analysis represents 1% of the district's population. parents will have the opportunity to talk about these issues with the principal of

silver creek h today. they will meet via zoom. in san jose, kris sanchez, "today in the bay." all right. thank you. 5:33. now to the pandemic, and a pop-up testing site is opening in the east bay as covid cases surge fremont is holding a vaccine drive-through that remains open through next month. it starts at 2:00 at the softball complex parking lot. convicted murderer scott peterson is schedule to face a judge today. peterson is serving life in prison for killing his pregnant wife laci peterson 17 years ago. but this morning his legal team will continue fighting to get him a new trial. now they're citing evidence of alleged juror misconduct in his original case. the "today" show's natalie morales sat down with peterson's sister-in-law jany who has been leading the charge to prove he's innocent. >> how do you explain he told amber his wife had died? >> there's nothing i can say to justify or explain that statement, but also there was no

evidence that he had anything to do with what happened to laci. >> you don't believe an adult adulterror makes motive for murder? >> i don't think you can take that leap. laci's family and the district attorney declined to comment. watch the "today" show right after "today in the bay" and find out who the peterson defense team says should be investigated for murder. a hillsborough mother is expected to enter a guilty plea in connection to the college admissions cheating scandal. marci is expected to make a deal with prosecutors. she's the ceo of a liquor company. she will pay half a million to get her son into usc even though he would never play with the team. she's expected to spend six weeks in jail and pay a in the . something you need to hear

if trying to make it in the bay. san jose is the only city in the country where it's more expensive to buy than rent. a study from san francisco based landlord rental company found that after mortgage payment, property taxes, insurance, hoa fees and maintenance, it is 67% more expensive to buy a house in the south bay than to rent. the median monthly payment anner on makes is $5400 and $3200. compare the rest of the country where it is 12% cheaper to own than rent. working camerases may have made a difference in last year's fire in wine country. the napa valley register reports the high-tech fire detection camera system was in place and it caught the start of the fire. the county leaders say it was still in early testing stages and not connected to an active monitoring system.

the system by the way still being fine tuned and cal fire did use the footage as part of its investigation. pg&e is taking new steps aimed to help reduce the threat of wildfires. the utility announcing the installation of 200 more weather stations across california. now 35 are newly installed in the bay area. the weather stations captured temperatures, wind speeds and humidity levels. the installations are now among 1200 across the state. sonoma county has 73, most in the bay area right there. and santa clara county has 46. good news to know with fire season starting earlier and earlier. we're in the thick of it right now, kari. >> yeah. those weather stations are critical because a lot of times you have wind in the mountains, but we don't feel it in the valleys where all the weather stations are. it's just like okay, we need those weather stations where the weather i work this morning here's a live camera, a live look at 580 in

dublin. i guess it's about time to get up and out the door. we're going to see the temperatures in the mid right now. maybe even turning on the heat in the car up you until later this afternoon. you can turn that off and enjoy some pleasant temperatures. headed towards the low 80s for our warmest spots in the inland valleys, near the coast low 60s for highs today. we'll talk about changes ahead. mike, you're seeing a highway closure. >> going on still in the south bay. folks coming in through gilroy westbound 152 stillas been sinc morning. cooking oil after a crash there. westbound is closed. east bay away from 101 our viewers will do that traveling through the area you're fine. the alternate towards ferguson that is causing more slowing as it's not a freeway, it's a surface street. that will be an issue for folks coming into our area. also slowing in san martin for north 101. no surprises, same for 101 up to oakland road. this is a minor crash. the lawrence expressway off ramp

the tail end, the skyway gettin construction on 101 that may cause the east bay to back up as well. we'll talk about that coming up. new this morning, scary moments for drivers in southern california. this is after a small plane made an emergency landing on the freeway. so this happened yesterday on south bay interstate 5 near delmar outside of san diego. the plane it struck a car, breaking the wings from the impact. well, we can tell you that driver of the car says she's just relieved that everyone is okay. >> we broke the fall. we had a couple people behind us drive up and they saw it come down and it landed on our car. >> amazingly, no one wassen in -- was injured here. a recent candidate endorsing his reval. former respect doug ose who bowed out after suffering a heart attack he shared the debate stage with three other candidates including kevin kiley. now he's endorsing kiley saying

the big concern would be wildfire smoke. we've been spared that this year because the wildfires just haven't gotten that close to us. but, of course, the season, the fire season, is still young. we're here in the vineyards in livermore where workers will be out here very soon picking up five tons of this. you're looking at grapes. this is a white varietial from portugal. we did speak with the winemaker who said he's excited about this year because the weather has been mild here in livermore. there's not much in the way of heat waves. you will remember this is what the livermore valley wine harvest looked like last year. take a look at the video, there was lots of smoke from the fire burning thousands of acres south of livermore. the concern for wine makers is smoke taint. it was last year. it's going to be a future concern. what smoke taint is, it can permeate the grapes and give the grapes an ashtray kind of flavor. >> we have to figure out how to deal with smoke every year if

that's going to be a constant thing. livermore hasn't been significantly affected by that yet, but doesn't mean we won't be at some point in the future. >> how do you deal with it and how did you deal with it last year? >> we were fortunate. we didn't -- there weren't many effects from it. so nothing we had to do. a lot of wine makers were -- had to hold off on picking and not bring in certain vineyards because of it. so it's really -- scientists are trying to figure out ways we can salvage grapes that have smoke taint. >> reporter: now the winemaker hopes to have the juice from the ver della grapes within a bottle for customers by thanksgiving. that's a quick turnaround when you consider a charge takes about a year, reds a little bit longer. laura and marcus. >> we'll start setting the table then. thanks, bob. 5:49.

this morning, happening today, how would you like to visit a garden that hasn't been seen by the public in more than 50 years. sounds like a good first day too. look, yeah, you have your chance to do that today. might be the first if you wait too late. if you visit the garden in san francisco's fort mason that area has been closed off for that long and in 2017, the park's conservancy began renovation. today it will be unveiled in a grand reopening. that event gets under way at 11:30 this morning. trending this morning, a happy eunion for a 15-year-old dog that became stuck in a mud caked storm drain. >> this happened in arlington, texas, over the weekend. neighbors could hear animal sounds all over the neighborhood so it was zoey you could hear calling out for help. firefighters quickly went to work to remove her from the drain. it took ten hours to break through the ground and find little zoey. owners say that zoey is shaken

degrees. it's all about the wind direction and how our temperatures will change over the next few days. we get a westerly wind that brings in the cool ocean air. as we go toward the end of the week we're going to start to see the winds shifting for the inland areas and instead of a wind coming from the west it's going to be coming in from the south. that's going to heat up temperatures and also bring in more smoke. let's take a look at our near surface smoke forecast because it's been nice to have at times a clear blue sky, some improvements in our air quality, especially for parts of the coastline into the inner bay. going into tomorrow, still looks pretty good but notice what happens by late tomorrow afternoon. you start to see some reds and yellows here. that indicates some unhealthy air quality and that's all because of the shift in the wind. the wind gets lighter and that smoke really starts settle into the inland areas. and as that happens, it's going to heat up. take a look at napa. some 80s today. but then 90s tomorrow.

and then mid 90s for the weekend. keep that in your plans if you're heading up there for the weekend. some of our inland valleys close to 100 degrees. we're going to see that for a few days before it cools off by the middle of next week. san francisco into the mid 60s but smoky and highs in the low 70s. mike, you're seeing an alert for the east bay. >> breaking news over here, westbound 80 your commute direction in san pablo, there's a crash. the rider reported in the lanes. that's all i know about the injury itself. i'm tracking that, very concerned. we have your outer lanes, right and left lanes blocked, so your two middle lanes get by and that's what is causing the slowing there. then past that everything is smooth towards the bay bridge where there's slowing on the incline and getting off of the bay bridge. the construction crew did finally clear the last of the lanes. south 101 is improving. no backup at the bay bridge. no early start there the rest of the bay moves smoothly. back to you. happening now, getting into uc berkeley could get even harder.

welcome back to "today in the bay." new this morning, a person is dead after a dump truck crashed into an apartment building in southern california. it happened in anaheim yesterday afternoon. police say the driver lost control and then slammed into a car, stopped on the freeway off ramp before careening across the street. it hit two more cars going through a carport and into an apartment. finally into a second building. the man who die lived in the first apartment building. one woman who was displaced was upset and shocked. >> oh, i was so mad. i was so mad because the

freakin' truck is in the bedroom. >> police now investigating if the driver -- it was the cause of him to lose control of that truck. an update in north bay, sonoma county is moving forward on its push to go green. supervisors have set a date for next month to vote on banning styrofoam food containers and others for takeout packaging. if passed the ban would take effect in january. now while most bay area cities and counties now have ordinances banning styrofoam, sonoma county has experienced delays. this morning work on the infamous millennium tower in san francisco is on hold at least for now. a construction project suddenly stopped this week. it turns out the project has been making the problem worse. our investigative unit broke the story yesterday. project managers estimate the building is now tilting an

additional five inches just a matter of weeks after drilling started around the base of the building. the plan is to send several dozen steel rods down to the bedrock and use tha support to keep the building from sinking further. trending this morning, tributes to rock and roll legend drummer charlie watts died in a london hospital yesterday surrounded by family. so earlier this month a spokesman said that watts was unlikely to join the band on tour this fall following a medical procedure. no word on the exact cause of death. band member mick jagger and another drummer stewart copeland both paid tribute to watts on twitter following his passing. he was 80 years old. one dance team making the bay area proud showing off their talent on the national stage. >> they're doing great. they're from chapis dance studio in fairfield performed in the live quarterfinals. we told you jodi hernandez is
