we speak to a family who made it out alive of the 12th floor of the southside, florida, building collapse. we'll get a preview of america's employment picture from cnbc. a busy friday ahead. and "early today" starts right now. glad you're ending your week with us. i'm frances rivera the northeast is still assessing the damage and loss after historic flooding. from maryland to connecticut, ida claimed at least 44 lives. president biden has approved emergency declarations for new york and new jersey. the record-shattering rainfall was a shock to the region. nbc's stephanie gosk joins us with a closer look at the damage >> reporter: hey there, frances. we can see four cars in this water behind me. there could be even more of them it gives you an idea of how quickly people rose. people had to abandon their cars to save their lives. >> half the tournament is currently underwater >> reporter: in the light of day, the storm damage on display. the danger far from over

water kept rising, the stranded rescued by helicopter. >> we lost everything. >> reporter: similar scenes in pennsylvania and new jersey. >> look at that tornado! >> reporter: where tornados also touched down this neighborhood outside philadelphia ripped apart. ida was no longer a hurricane when it hit the northeast, but it was no less a punishing storm, dropping so much rain so quickly, new york city was overwhelmed. more than 3 inches in central park in just one hour, smashing the previous record. waterfalls gushed into subway tunnels. in queens passengers had to jump on their seats the bus driving through a river that used to be a street emergency crews worked tirelessly to rescue people, but they couldn't get to everyone. >> they got stuck in the back and they couldn't come out drown in their basement apartment. new york city's mayo the city w caught off guard >> i think we now understand

that every attempt at projection, bluntly, is failing us from now on what i think we do is tell new yorkers to expect the very, very worst >> reporter: deluge drown philadelphia, too. this is the vine street expressway, or it was. the schuylkill river rose fast, sweeping cars along with it. in new jersey floodwaters filled a home that later exploded because of a suspected gas leak. that explosion captured by a camera across the street this nursing home had to evacuate all of its residents. what looked like rapids racing past the front doors >> it was very quick we put marks on the ground to know where the water levels were and by the time we got the first patient out of the facility, that marker was already gone >> reporter: i'm standing along the raratin river, which is well over its banks it's going to stay at major flood stage throughout the

night. frances? >> wow, stephanie, thank you labor day won't be the same this year for the resort town of lake tahoe, which is under the caldor fire. officials say the fire is now 25% contained. >> reporter: good morning, frances. fire officials are now saying that the forecast looks very good for south lake tahoe. the community of 22,000 that was under such incredible threat, even just 48 hours ago of course now that town is still under an evacuation condition. and as a result we're looking at a labor day weekend when typically 100,000 people would descend on this incredibly beautiful, this national icon of a recreation area. it's going to be absolutely empty instead. so we're looking here at a town that has been spared but also

faces the prospect of a very different labor day than anyone might've expected. it has been a tough week for president biden. it began with a dignified transfer of the soldiers killed in the kabul attacks yesterday he and the first lady traveled to walter reed hospital to meet wounded service members. and today he is headed to louisiana to survey the damage left by hurricane ida. tracie, what can we expect >> reporter: hi, frances the president is going to do a ground tour and an aerial tour today he'll speak with local leaders and people impacted by this storm, and emergency workers talking about how they rebuild and how they mitigate the impact for the next storm. the president speaking out not only about the damage and the federal help that he's sending 1,100 people from fema, the federal emergency management agency on the ground, providing water and generators and other assistance they're helping trying to get the power back on with the

record heat that they're seeing down there in louisiana. but he's also talking about what's causing storms like this and the wildfires out west >> the past few days of hurricane ida and the wildfires in the west and the unprecedented flash floods in new york and new jersey is yet another reminder that these extreme storms and the climate crisis are here. we need to act this isn't about politics. hurricane ida didn't care if you were a democrat or a republican, rural or urban, its destruction is everywhere. and it's a matter of life and death. >> reporter: the storm didn't just have an impact on the gulf coast. as it traveled north we saw tornados and rain and record flooding in the northeast. new york saw more flooding than it's ever seen in all. nearlyfour dozen people killed as a result of the storm and its

to make their case that the court should step in the law forbids abortions after cardiac activity is detected typically it's six weeks and allows citizens to sue anyone who assisted someone to get an abo abortion during that time. president biden says it unleashes unconstitutional chaos. defenders of the law call it incredible progress. florida and south dakota already making moves toward adopting their own. >> it clearly is going to send a signal to all the states that are interested in banning abortions. >> reporter: advocates of abortion rights predict a fire storm of similar legislation >> roe versus wade is a dead letter in texas today. >> you used the word sneaky to describe the texas law what's sneaky about it >> so what they've done is said we're not going to enforce the law, we're going to empower individuals to be able to sue people to stop them from having abortions. we're going to try to get someone else to do our dirty work for us.

>> reporter: the issue again heads to the supreme court in coming monthst on the high seas. colombia's navy says it captured a submarine. and on board they discovered almost two tons of cocaine the estimated street value is about $60 million. the crew of the sub managed to escape along a river just this year roughly 27 tons of cocaine have been found in captured submarines in the pacific. let's turn now to nbc meteorologist janessa webb with more on the weekend weather, especially given that it is a holiday weekend. how are we looking, janessa? >> things looking much better. i know everyone enjoyed a little bit of sunshine yesterday, and that's the theme for this holiday weekend. still watching ida for northern maine, its isolated moisture that will continue to make its way offshore the big threat today is these river gauges we have most of these rivers crested across new york city into the philadelphia area, but they're starting to recede
