live but first, nbc's gabe gutierrez is in one of those cities in jersey overwhelmed by the flooding and fires good morning >> reporter: hoda, good morning. this home behind me is still burning. the one next to it apparently exploded for a while, it was difficult for firefighters to get here because this entire neighborhood was under water. thankfully, no one was inside this home at the time, but across the northeast, at least 46 people have been killed, and today a massive cleanup effort is under way this morning, the northeast is shaken after the remnants of hurricane ida swept through, catching many off guard. >> we lost everything. >> reporter: torrential downpours, unprecedented flash flooding and tornados, battered businesses, homes, public transit. >> what we've got to recognize is the suddenness, the brutality of storms now. it is different. >> reporter: central park,

record rain. 3 inches in just one hour. >> i've been here for almost 20 years and i've never seen the park like this >> reporter: in the city, at least 13 people are dead, including a 2-year-old in queens trapped as the flood waters rose in this basement apartment >> it's very, very devastating >> reporter: in new jersey, stunning loss, the storm claiming at least 23 lives here. >> sadly tragic, historic 24 hours in new jersey. there's no other way to put it. >> reporter: a porch camera capturing the moment a home exploded after it was evacuated due to rising water. luckily, no one hurt in the blast. this storm has left destruction in its wake since first hitting the south on sunday. now in states across the northeast, a flooding emergency. video showing a minor league baseball stadium submerged, cars under water, livelihoods under threat >> the back is filled, basements filled

>> reporter: from suburban, new york, to outside philadelphia, urging water rescues and in southern new jersey, a terrifying ef-3 tornado. the national weather service now says it packed winds up to 150 miles per hour ashley thomas is 8 months pregnant, her home gone. >> everything was just crashing down on us >> reporter: and this morning, the connecticut state police mourn the loss of sergeant brian mohl, who died after his cruiser was swept away >> we lost another member of our family every troop is devastated. >> reporter: back here in new jersey, this is what is left of that home that apparently exploded now that the waters have receded in this neighborhood, we're seeing cars tossed around here in new york city, city officials say they had to tow more than 500 vehicles and had to rescue some 800 passengers from the subway system there. across this region, many residents say they were caught off guard by the intensity of this storm >> gabe gutierrez, thank you let's welcome in the governor of

new jersey phil murphy, you've had a difficult, busy 36 hours you guys have really been through it, the flooding, the tornados and you've had a chance to survey the damage, governor. what is your number one concern as you wake up this morning? >> good morning, hoda. our death toll climbed sadly to 25 overnight and we have at least 6 missing across the state. my biggest concern right now i folks have to appreciate the fact that we're still -- while the weather may be good and the flood waters may have receded, we're still not out of the woods. we still have a lot of damage that we're dealing with. we still have flood waters that are higher, significantly higher than normal. you're looking at a big baseball stadium there in new jersey. we're still in this thing and folks need to take this seriously. at the same time, we mourn the loss of those lives and we're going to clean up and we're going to stay together and we'll

get back on our feet, but it may be a long road >> you said 25 people have died so far that number is shocking. do you expect that number to go up you mentioned six people missing. >> hoda, sadly, likely, yes. i would guess it would it went up by two persons overnight. we know, as i said, of at least six people who were missing. and i have to say this, that the tornado did not take any lives as awful as that was, as destructive as it was, and i visited with some of the families yesterday, everybody went down into the basement and they lived all of these deaths are related directly or indirectly to flooding, either in cars or homes. it's an absolute tragedy bless their souls. >> a lot of folks obviously were caught off guard which accounts for the 25 deaths you were talking about. as you look at it today, was

there any possible way to give better warning, to let people know that this thing was going the be worse than maybe someone thought? >> so we shouted out unequivocally that tornados were likely and flooding was likely, th significant historic rain storm. we declared a state of emergency before anybody else in our neighborhood. having said that, this was historic. you've got 8 to 10 if not more inches of rain across several hours. and i think back to the warnings, i don't know if it's human nature or not, but tornado warnings get heeded immediately. people hear that, they go to their basement. and i think too many people, sadly, with when they hear flooding, they think, it's water. i can deal with it. and bless their souls, we have 25 people who tried and they lost their lives. >> governor phil murphy, we appreciate you spending time with us.

we're sending our prayers out to you. >> thank you, hoda. thanks for having me. meantime, president biden heads to louisiana today to get a firsthand look at that state's catastrophic damage from ida. many communities there are still under water and nearly 900,000 homes and businesses remain without power five days after the storm hit. nbc national correspondent miguel almaguer is in louisiana. good morning. >> reporter: the trail of destruction you see behind me is wide stret. it's across so many different communities. when the president arrives later on today, he will find people short on supplies as the death toll climbs. when he arrives today in louisiana, the president will find mangled cities, neighborhoods still under water, and now a troubling rise in the death toll. just before ida tore across the southern end of the state, more than 800 nursing home patients

were relocated north to this facility, what looks like a warehouse for their safety. but now officials citing serious concern have launched an investigation after four died. three deaths classified as storm related. the troubling news comes as more than a million across the region, including seniors living alone, remain without power and air-conditioning for a fifth day. many in desperate need of electricity to use medical devices. how much longer do you think you can last? >> i can't. i can't last. i can't. >> reporter: is this life and death for you? >> yes, it is. >> reporter: with the shredded power grid slowly being restored, authorities have confirmed three new carbon monoxide deaths at home as many used gas generators without ventilation. >> the people of louisiana are resilient and resourceful. we're going to stand with you for as long as it takes for you to recover and rebuild.

>> reporter: as the scope of the damage comes into focus, we are now seeing some of the hardest hit communities like lafitte for the first time. >> it's heartbreaking when you have grown men, fishermen who call you with tears in their eyes and they've lost everything. it's tough. it's a tough time. >> reporter: the agony of ida stretches far beyond the bayou. today, lines for gas, food, water, and ice are hours long in scorching heat. >> it's so hard. all of this, thinking about where we are to go to eat and, you know -- i don't know. i can't believe it's happening. >> reporter: this morning, the storm's devastating impact and now the agony of its aftermath. it's going to take weeks if not months to clean up this destruction as you can see here. the president as he arrived later on today will hear from some of those survivors who rode

closer to home arrivalist predicts nearly 43 million people will travel this holiday weekend, but that's down 10% from their 2019 labor day forecast >> we were feeling good going into the summer and then delta came >> reporter: peter and sara monahan of maryland say they take an annual family trip to disney but decided to cancel their trip this year because of the delta variant. how did the kids take it >> they were disappointed. we had plans to go last year that we canceled when the pandemic first hit especially for our youngest, it was a bit of a letdown, to say the least. >> reporter: the white house says the delta variant currently accounts for 99% of new infections just over half the country, 175 million people, are fully vaccinated but many kids are not yet eligible and more than a quarter of u.s. adults have not received a single dose. >> if you are unvaccinated, we

would recommend not traveling. >> reporter: if you do plan to travel this weekend or maybe attend a local gathering, health experts recommend outdoor gatherings as much as possible, wear masks indoors, and consider the covid case rates where you're headed. >> labor day, july 4th and other christmas and thanksgiving holidays we saw increases in cases. >> reporter: back in maryland, the monahans still hope to soak in the last bit of summer sun. what are your plans now for labor day weekend? >> be at the beach for a few days which is not bad >> reporter: yeah. go to the beach a few days it's not disney, they said at the airport itself, the tsa reports a dramatic drop in the number of passengers coming through checkpoints over the last few days. and we're still about half a million or more passengers below where we were two years ago. by the way, if you're going international in the coming weeks or months, check the individual countries you're going to and the requirements for vaccinations and masks

they are changing by the day guys, back to you. >> tom costello for us there at reagan national. thank you. we'll get to your holiday forecast in just a moment, but first, tom llamas joins us with another big story. >> we are following the new fallout over a controversial new law in texas banning most abortions after six weeks. a divided supreme court allowed it to take effect, a decision that could have implications in dozenings of other stapts across the country. hallie jackson has the latest. good morning >> reporter: good morning. the legal challenge to that texas law is now in the hands of a lower court with no timeline on when that ruling could come, but a lot of folks are looking ahead to a ripple effect now from the nation's capital to the state capitals from protests to praise over that controversial abortion law with the supreme court for now declining to block it. so what's next >> this is not just about texas, right?

this fight is at our doorsteps >> reporter: both sides seeing it as a potentially existential moment for aboarings access across the country with intensifying questions for what this means for roe versus wade, the 1973 landmark abortion rights decision. house speaker nancy pelosi now announcing a vote soon on a protection in the law, but there is virtually no path to the senate, unless democrats change rules, which appears unlikely. at the white house, a combative exchange >> who does he believe then should look out for them >> he believes it's up to a woman to make those decisions. i know you've never faced those choices nor have you ever been pregnant >> president biden, pledging a whole of government push, asking the justice department to look at what can be done federally. and the supreme court down the road could still rule on whether

the law is unconstitutional. abortion rights activists looking to use texas as a blueprint with republicans in florida and south dakota signaling they'll review their laws to see if it can be strengthened the texas law, which bans abortions after about 6 weeks and provides incentives to people who sue someone who helps provide an abortion, is crafted to try and make any legal challenge difficult by making enforcement up to private citizens instead of state officials. >> we do hope that other states will model their laws after the texas heartbeat act. our legislative team has been working with a couple other states on what we did differently. >> so who could face lawsuits under that texas law we're talking about anybody who is seen as helping with the procedure from the provider to somebody who pays for it, even somebody who drives the patient to a clinic like an uber driver. as for the supreme court here in washington, the stage is set next term for a major ruling that could affect protections under roe versus wade with a review of mississippi law that bans most abortions after 15 weeks.

tom? >> wide implications as well thank you for that it is 7:18 okay it is so good to see al roker back in studio he's been a busy, busy guy we're heading out into a holiday weekend. what do you have >> we're going to start out -- look at this northeast flood disaster, upwards of 7 inches. hopewell, new jersey, same in coatesville, 7 1/2 inches in new york city. storm drains in new york city are only designed to handle maybe 1.3 -- i should say 1.7 inches of rain per hour. you get 3 inches of rain per hour, that's what happens. and the climate connection, it for every one degree celsius of warming in the atmosphere, it can hold 7% more water and there's why we see these bigge storms, both rain and snowstorms more likely becoming much larger events and when you add to the -- we looked since 1958. 55% more of a chance of having these big, big rain events in the northeast. 42% as you get into the midwest.

i'm sharon katsuda in contra costa county. covid rules for big and small events are changing throughout the bay area. bottlerock organizers are requiring proof of vaccination or a negative covid test within 72 hours of attendance. they're recommending masks in the outdoor spaces but only requiring them indoors. purchases will be touchless. public health and infectious disease experts say with the protocols in place the delta surge makes any festival risky. covid one with reason why you might not want to head outside. kari hall, you're saying it's going to be hot and maybe a little smoky. >> we'll see a little bit of it all for the inland areas where our temperatures will reach into the upper 80s but we're looking at upper 90s between sunday and labor day. it will gradually start to cool off heading into the middle of next week, but, of course, the focus is on this weekend where in san francisco highs will reach into the low to mid 70s.

first, a check off your 7:30 headlines. breaking news overnight, six people injured after a terror attack at a new zealand super market. police say a knife-wielding suspect went on a stabbing spree at a store in auckland. the sri lankan person was known to authorities there as an isis supporter and was being followed around the clock. police shot and killed the assailant within 60 seconds of when the attack started. three people are said to be in critical condition. general motors has announced a temporary shutdown of most of its u.s. assembly plants because of the worldwide shortage of chips. factories in michigan, indiana and tennessee will be shut down for two weeks. that will reduce production of some of the most popular pickups and suvs including the chevy silverado and the gmc sierra. ford, nissan and toyota have also cut production because of the chip shortage. we want to show you some wild video now. space company firefly launched

its alpha rocket for the first time last night, but the unmanned flight exploded. it happened a couple of minutes after takeoff. it was attempting to reach orbit when it suddenly exploded in the sky above the pacific ocean. firefly later confirmed the rocket experienced an anomaly but said it is too early to draw conclusions about what had caused that. now to a controversy from the paralympics games in tokyo. >> a shot-putter who won gold saw his medal taken away. taken away. the reason? he was just minutes late for the competition. nbc's anne thompson is here with that story. >> can you relate? it's like who hasn't been late? but this time, it really cost him. this controversy, stripping an athlete of a gold medal because he was three minutes late to an event, is raising new questions this morning. supporters of the paralympics star muhammad ziyad zolkefli

feel the rules may be too harsh while others say rules are rules. this morning, a shocking disqualification at the tokyo paralympics causing controversy around strict olympic rules. officials say malaysian shot putter muhammad ziyad zolkefli became ineligible to compete after arriving three minutes late to his event. the 31-year-old turning in the longest throw of the competition, 17.94 meters, which would have been good enough to win a gold medal and set a new world record. organizers say zolkefli and two others were originally allowed to compete despite their tardiness to the event. but a referee later determining there was no justifiable reason to excuse zolkefli from following the official rules requiring athletes who arrive late to the call room to be given a dns, did not start result. zolkefli was three minutes late

to that room. the olympics has a long history of some athletes being stripped of medals, sometimes for failing performance-enhancing drug tests like lance armstrong, others for sportsmanship like a wrestler in 2008 who was stripped of his bronze medal after angrily putting it on the floor. but this three-minute late violation seems to be a new one. coming into the tokyo games, zolkefli's successes at rio in 2016 and in other international competitions had already made him a sporting hero in malaysia. now with his hopes for another medal gone, he posted on social media, "i apologize to all malaysians. thank you for supporting me." >> so who originally made this request for him to be disqualified? >> it was ukraine. >> who was it? that's the question. >> so they actually asked that zolkefli be stripped of his

medal due to the late arrival. and the gold ended up going to their compor in the event who placed second. that's why there's a lot of outrage online that's been directed at the ukrainian team. they don't feel like they're playing fair, either. >> and would you want to win the medal because you reported someone else was reported late? >> plus, he was allowed to compete. so if they would have stopped him before and said, sorry, you're late, but it's one thing for it to have gone through and been over with. >> and if he hadn't won the gold, let's say he finished fourth or fifth, would they have complained? no. >> thank you so much. coming up, what should happen to the "queen mary"? in major need of repair, is the iconic ship worth saving at a huge cost to taxpayers or should it be towed out to sea and sank? >> we're live with the latest on that debate.

northeast wondering if they're prepared for the long-term impact of climate change gabe gutierrez has the latest on the storm and recovery efforts from new jersey. good morning >> reporter: the home behind me is still burning the one next to i would apparently exploded. for many firefighters, it's difficult to get to this area because this entire neighborhood up until a short time ago was under water. we spoke to the homeowner here who says that he evacuated and is now in a shelter with his family but across the northeast, at least 46 people have been killed and so many residents are trying to come to terms with the scope of this destruction. this morning, the northeast is shaken after the remnants of hurricane ida swepat through and catching many off guard. >> we lost everything. >> reporter: battered businesses, homes, public transit. >> what we've got to recognize is the suddenness, the brutality

through right over there, obliterated that fence you see the aboveground pool wrecked. it came sweeping into this backyard, where i am standing here there used to be an above-ground trampoline look at where it ended up. 30 feet away that's how strong that water was. it pushed it almost into the house there. the fire department got about 150 phone calls in that period after the flooding people panicked because their homes were filling up with water. on this block alone, ten homes their basements completely flooded. we're talking about 8 to 9 feet of water, almost into their first floor. this morning, as thousands of people are drying out, cleaning up, we have some tips for you on what you can do to save what you have and also protect your home after a flood. this morning, up and down the eastern seaboard, hundreds of thousands of homes are still drying out after torrential record rain

and haven't experienced anything like this jeremy, talk to us about your concerns i know mold is high on that list >> we have two young daughters so we want to make sure it's safe to move back in there we brought in all jersey restoration company to take care of the mold. they ripped down all the drywall, they spray it with antimicrobial stuff. so we put our trust in the professionals. >> that's good to hear that you are getting something professional help. thank you for talking with us and sharing some tips. we're going to take you inside their basement so you can see how it looks this morning and how close the water came to the first floor. so take a look this is the first floor of their home this is where the water line came, so really, just inches away from getting into the main living space i'd take you down in there, but these steps are not stable you can see the muck and mud, all of that debris strewn all over to ground luckily, the water is out and they are starting to dry out they used industrial pumps they had nine feet of water almost but if you are experiencing

flooding and you only got a couple inches of water, use one of these shop vacs we picked it up at a hardware store. it's designed to suck water out of a space they're about $100 a good thing to have on hand the other thing to consider is once you get the water out and you get your belongings out, you don't want to keep any cardboard or paper products. those are breeding grounds for mold and mold can grow as quickly as 24 to 48 hours. so once you have what you're going to salvage, begin the process of drying that out you need floor fans. that's going to be huge. dehumidifiers are going on help, as well. those start around $150. the way to make sure this is effective, keep it six to eight inches away from the wall. the last thing you want to do is scrub those floors, vinyl, linoleum, any sort of hard surface. make sure up to 1 cup of bleach

to 1 gallon of water make sure you're using gloves, good sponges and the key is ventilation. keep those fans going, have windows open as much as you can. this is going to be key to helping you prevent the spread of that mildew and mold. guys, back to you. >> and vicky, what are some tips for dealing with insurance compies, especially if you have this kind of damage >> yeah. this is key to remember. a lot of homeowner's insurance policies don't automatically come with a flood policy so you want to check and see if you're in an area that is flood prone or you're concerned it's going to become an issue as we see more of these water events happening. consider adding one of those policies, that flood coverage. if you have it, get on the phone, get online as soon as possible to file your claims be persistent because it's going to be tough to get through as so many people are trying to file those claims the good news is either they're going to send an adjuster to your home with you or you might be able to do it remotely.

good morning. it is 8:56. new concerns this morning about the effectiveness over time of the covid vaccine. uc san diego researchers measured response for health care workers there in the wake of the delta variant surge following the end of the statewide mask mandate.
