right now at 5:00 on the eve of a historic recall election, a live report on the final pushing governor gavin newsom and leading replacement candidates are making and the new poll showing where the race stands. plus vaccines for younger children. the new timeline on how soon approval could come for children under 12 and the updated guidelines for parents of those children, what you need to know. all new wildfire sparks over the weekend north of the bay area. but with the fires burning nearby, what can you expect for your bay area air quality? we'll talk about it. this is "today in the bay." first want to say a very good monday morning to you. thanks for joining us. i'm laura garcia. >> i'm kris sanchez. marcus has the morning off. we want to take a live look outside this morning. meteorologist kari hall is here

tracking the air quality. out the window this morning doesn't look too bad at this point, but we know it could be thick later. >> yeah. it's mainly for the north bay we'll really have to watch out for that. our current sensors pretty good for our microclimates, all of the green dots indicate good air quality right now. looking a little bit hazy for parts of the tri-valley as well as the south bay. as you're waking up and heading out, moderate air quality expected today for the north bay. the bay and the coast as well as the east bay, down the santa clara valley. not bad for the south bay but we'll see the changes today. take a look at these highs reaching 94 in concord, 91 in santa rosa and palo alto today heading up to 83 degrees. so we'll talk about all the changes as our wind shifts and our temperatures go up and down. that's in the forecast coming up in a few minutes. >> all right. we'll check back with you. thank you very much. the final push in the recall election of governor newsom and the candidate tas want his seat

are out on the campaign trail trying to win the undecided voters. bob redell joins us live in the east bay. what is the most recent poll show, bob? >> good morning. you'll recall that governor newsom started this election cycle with weak support, according to the polls, but a recent polling shows that he actually might survive this effort to remove him from office. take a look at your tv screen. the most recent tracking from uc berkeley shows 60% of people surveyed want newsom to stay in office. 38% want him removed. the rest, the 1% are undecided. should be noted democrats outnumber republicans 2 to 1 in california seen as giving newsom an upper hand. the final campaign push will include a swing by president joe biden who will fly to long beach, california, tonight to rally on behalf of newsom. voters who choose to recall newsom must choose among the

list of 46 replacements. the man leading that list is larry elder, a conservative broadcaster from southern california. he will be campaigning throughout the day around that part of the state. yesterday he outlined the reasons why voters should vote to recall governor newsom. >> crime is up. homelessness is up. the average price of a home in california just hit $800,000. 150% of the national average. he shut down the state while having his own kids enjoy in-person private education. >> doesn't believe in minimum wage or any corporate tax, doesn't believe in an assault weapons ban, doesn't believe that tobacco should be regulated, doesn't believe a woman has the right to choose. >> reporter: republican leaders in the state are confident the recall will go their way, but if newsom holds on to his seat, they do worry about the power he could use after election day. so again, that election recall election, is tomorrow. you can go to the polls to vote.

you can also still drop off your ballot at one of your local ballot drop boxes. laura and kris? >> yeah. i was just telling kris i need to get that done. thanks so much, bob. we have an entire page dedicated to the recall election. on our website just head to nbcbayarea.com click on newsom recall. it's up in the trending bar. new this morning, north korea claims it successfully tested a new long-range cruise missile. the country's state-run media says it flew over 900 miles before hitting its target. it was the country's first test since march. analysts say it was the first such weapon with a nuclear capability. south korea has not yet disclosed if it detected the latest test but it confirmed it is conducting a detailed analysis with help from the united states. secretary of state antony blinken is due to appear before congress today to answer questions about the withdrawal from afghanistan. the house foreign affairs committee is hearing -- hearing is likely to be the most aggressive questioning of

blinken's career. republicans see it as their first chance to confront a biden administration official about the chaotic withdrawal. experts believe republicans will press him on what's happening to help u.s. allies left behind. the united states now moving past 41 million confirmed covid cases with 1 million more cases reported last week. the number of deaths is now at 663,000. in california, more than 4 million covid cases since the start of the pandemic has led to nearly 67,000 deaths. new information this morning about a vaccine rollout for children under 12. the fda is promising to speed up its review, reaching a decision in a matter of weeks instead of months. in the past dr. anthony fauci has suggested pfizer approval may happen at the end of september with moderna soon after that. the fda is also remind parents not to vaccinate their children if they're not eligible younger kids may need different doses and experts are working that

part out. >> developing right now, more than a dozen wildfires are keeping cal fire crews busy across the state this morning. firefighters have slowed progress from the latest threat which was a fire that started in mendocino county, hospital kins fire, burning north of ukiah. good news, all evacuation orders issued yesterday were reduced to warnings and the fire is 10% contained. it's burned 300 acres. south texas coast is under a storm surge watch. tropical storm nicolas set to make landfall tonight. people in galveston spent the weekend putting sandbags and barricades up in place where heavy flooding is expected. the storm is expected to bring up to 10 inches of rain to parts of the coastal texas. we are bracing for some smoky conditions perhaps today and we see you have some weather on your radar. >> yeah. we're looking at the tropical

storm nicolas that continues to move closer to southern texas and some of the rain bands moving in going to deal with a lot of flooding. they're expecting this could intensify as it moves closer. as we bring it back home it will look hazy today. the air quality not bad for san jose. as we're starting out with temperatures in the low 60s, going to cool down another degree or two before sunrise and then warm back up by noon. a perfect 75 degrees and it will be nice and warm this afternoon reaching into the mid 80s. we'll have mid 90s in the tri-valley and napa today reaching into the mid 80s. we'll talk about cooling ahead, even rain chances farther down the line coming up in a few minutes. mike, how is it looking for the commute? >> overall things are great. we have just that little bit of slowing here coming off the richmond bridge, merging down with the east shore freeway, eastbound 580 at the tail end before the two freeways merge. there's a crew there. everything else looks good until the last couple seconds. word of a crash up here in hayward north 880 approaching

winston. sounds like there may be a number of lanes, a few of your left lanes blocked as you're traveling north past the 92 interchange. seeing the sensors turn from green to yellow. this could be early slowing through hayward. it is. we'll see how long it's going to be there. back to you. all right. thank you very much. we've got a live look from wilmington, delaware, where the president is set to take off on marine 1. he's heading to utah before eventually coming to california. in california he's stumping for governor newsom in long beach, southern california and then going throughout the bay area. [ inaudible ] hoping to see some progress on all the fires that we've had in california. all right. the chp is still not identifying the two drivers struck and killed during an argument on interstate 80. this happened with an early morning crash yesterday morning west of university avenue where investigators say the two men were arguing on the freeway about who was responsible for a

crash. that's when another car struck them in the middle of the lanes. that driver did remain at the scene and the chp says that person is cooperating with officers. happening now, highway 17 is getting a face lift. crews are starting a repaving project and installing ramp improvements from 280 to the summit. the tradeoff will be months of late night slow downs in santa clara county. most of the work will be happening between 8:00 p.m. and 6:00 a.m. on weekdays. the project is supposed to wrap up in 2023. >> that's going to be so rough. we have some of our colleagues that make that drive in the overnight hours. >> exactly. >> all right. well now we know. coming up, another community making some tough choices. keep a pandemic perk or open up the streets. why today could be a pivotal one on the peninsula. >> maybe a tough choice for some people living in texas. do they want to move back to silicon valley. plus -- ♪♪

66 degrees. we'll cool down a couple more degrees around 7:00 to 8:00 and then all sunshine today, although it will look a little bit hazy as our temperatures warm up. we'll talk about our microclimates and the air quality coming up in a few minutes. >> stay in the east bay, not contra costa county, but this is alameda county. look at all the cars now filling in the lanes right near the dublin interchange. we'll talk about the speeds through this area and another crash that i found, actually big changes in the commute heading through the east bay. >> it's 5:13. good morning. very good monday to you as well. all eyes on inflation again this week as we get the latest numbers showing what american consumers, you and i, are paying in the stores. friday we got numbers showing what factories are dealing with. inflation continues to worry even as economists assure us it is temporary. tesla and toyota pushing back against a proposed bill in washington that would give car buyers a bigger break for buying

electric cars made by union workers. you are to get a rebate on many, but not all electric cars. this would add extra money on the top. tesla and toyota don't like it because they're not unionized. facebook over the weekend announced it would buy up the unpaid invoices held by small businesses run by women and minorities, in other words if a small company is owed money from its customer or client and it's waiting on the payment, facebook will pay that company now, the customer owes the money to facebook. small businesses sometimes have trouble staying afloat week to week, but they're waiting on payments that come month to month or even quarter to quarter. wall street has gotten hammered lately, much concern about that inflation we were talking about. at the start of september i did mention september's often the toughest month on stocks. things look better this morning after a five-day losing streak on the s&p 500. and the ceo of salesforce says he will help salesforce employees move out of texas if that's what they want.

this as texas enforces stronger laws on abortion rights and voting. texas undergoing political change turning blue and people in tech moving to texas was a part of that. it's interesting to watch will they stay and continue to push texas towards the blue or will they leave and maybe part of that was the plan all along. >> interesting to see. texas is texas. >> yep. >> it's an interesting place. trending this morning, the queen of pop britney spears now engaged. >> you like it? >> yes! >> that's cute. britney spears and her boyfriend sam asghari announced their engagement on instagram on sunday posting a series of pictures and videos of brittney flashing her four carat diamond ring. it has the word lioness engravd on it. the two men five years ago on the set of her slumber party music video.

laura's finger -- >> oh! >> made it an icebox. >> kari, tell everybody. >> congratulations. let's get started with a look at our air quality this morning and it's not too bad stepping out the door, but we'll start to see a little bit more haze and smoke, moderate air quality, as especially for the north bay as well as the east bay, some of the inland areas and the valleys, but not too bad for the south bay. let's head to the south bay and take a look at our high temperatures for this afternoon. reaching 86 degrees in san jose, now 90 in gilroy. still going to be hot in some spots reaching 96 in antioch and 92 in danville today. and daly city still cool. 65 there while san mateo reaching up to 75. ingleside reaching 67 degrees and 61 in the marina district. north bay temperatures up to 95 in clearlake. there will be some areas pretty hot and we'll start to cool off

as the week goes along. you notice that at the bottom of the screen as our seven-day forecast is up and take a look at what i'm watching for the weekend. showers moving into far northern california, but unfortunately, it looks like as it moves closers to the bay area it just kind of falls apart. we're not expecting a lot out of that. even though we wouldn't be all that unheard of to get some rainfall in the middle of september because this is when we start to come out of our extremely dry months into a little bit of rain here and there. so our temperatures at least will cool off even though we're not expecting a lot of showers between saturday and sunday. we go from the low to mid 90s to the mid to upper 70s for our inland areas this weekend. mike, you said a crash had all lanes blocked on the nimitz. >> it did. this is the crash we told you about heading up through hayward and in towards san leandro. it was about five, almost ten minutes when they had all lanes blocked. i was concerned and then they've all been cleared. the slowing we saw has actually started to clear up as well.

good monday morning to you. 5:23. the end of the road may be coming for extended el fresco dining in palo alto. council members will decide whether to reopen california street and university avenue to traffic starting september 30th. the street closure was first implemented during the pandemic. now with the delta variant some business owners are keying to keep these streets closed. >> especially now with

forward to. >> yeah. we started to see a little bit more smoke moving in, especially with some of the new fires that are burning farther to the north. we are looking at good air quality for many of our microclimates. yellow moderate air quality and we can see in the tri-valley and the south bay. as we go through this forecast it does look like the coast stays clear, but we are going to see for the north bay some more of that smoke starting to really filter in for that fire that is just north of ukiah into the clearlake area as well as northern napa county. we'll be watching that as well as more of the fires that are pushing the smoke down. most of the rest of the bay area will have a hazy look to the sky this afternoon. we're going to talk more about this as well as our temperatures that's coming up in a few minutes. >> thanks so much. 5:31. the recall push about to reach its dramatic conclusion as the hours tick down to tomorrow's election day. if this recent poll from uc berkeley is any indication

governor newsom is enjoying some of his widest support since the recall election was first called. the spread of no to yes voters here more than 20 percentage points with six in ten likely voters saying no to the recall. remember we have an entire page dedicated to the recall election. it's all on our website, head to nbcbayarea.com click on newsom recall. it's right up there in the trending bar. the nation's top doctor says that if you want to get on an airplane or go to school, you should be fully vaccinated. dr. anthony fauci throwing his support behind mandates for air travel and education as the delta variant continues to spread. "today in the bay's" thom jensen is live in san francisco. one similar with a similar mandate in place gives us a peek at what this could look like. >> that's right. dr. anthony fauci made these remarks on the podcast skim, and it comes just days after president biden also address the nation on the issue and, in

fact, putting in vaccine mandates that affect more than 100 million american workers. san francisco, of course, instituted vaccine mandates in certain businesses that where masks are likely going to come off like restaurants, bars, gyms and others. nationwide, infections are down 10% after other states and large metro areas enacted similar mandates around the country. for those who resist on grounds of personal liberty the surgeon general says think about this, vaccine mandates in the u.s. went into effect for revolutionary troops during the battle of valley forge in 1775, an effort to stave off the smallpox during a pandemic in north america that killed 130,000 people. >> requirements for vaccination are part of a long tradition that we have in this country of taking steps as a collective to keep people safe. >> reporter: now rules similar to san francisco's went into

effect in berkeley on friday. i did talk to one business owner who told me if the mandates expand to his industry he refuses to ask customers for proof of vaccination or testing. we didn't witness any restaurants or bars asking sit down customers for vaccination records or proof of testing when we were there. we reached out to the city for a response on whether or not they're going to enforce that and have not heard back yet. i can tell you in san francisco, just from personal experience, already a few times i've been asked for my vaccination card or proof of testing to get into a couple of places and i expect to later on this morning when we attend an event here also in the city. we're live in san francisco, thom jensen, "today in the bay." >> i've shown proof in san jose and it's not citywide mandate. >> happening tomorrow in san jose testimony resumes in the elizabeth holmes criminal fraud trial. the trial was brought to a halt last week shortly after opening statements. that's when a juror revealed he

may have been exposed to covid. we don't know the test results yet. the theranos founder and former ceo is accused of defrauding investors and patients. if convicted she could face 20 years in prison. stay with nbc bay area for continuing coverage of the elizabeth holmes' trial. we'll walk you through every step of the way with team coverage and analysis. we're following the latest both on air and online at nbcbayarea.com. take a look at this. we have new video this morning of a hiker being rescued on the peninsula. these are always so amazing to see. the chp posted the video saying that the hiker suffered an undisclosed medical condition yesterday east of half moon bay. thanks to gps the chp located that hiker, hoisted the hiker to safety. we don't know the update on that hiker's condition at this point, but we know they were rescued successfully. developing right now, more evacuees allowed to return to their homes in the burn area of the caldor fire. but in many cases these people

are returning to a little more than ashes and rubble in the area around grizzly flat. yesterday authorities reopened more evacuated and shut down areas including a major stretch of highway 50. the fire is now 65% contained. now containment in the dixie fire now at 65%, though firefighters are concerned about conditions taking a step backwards this week. over the weekend crews made headway on the frontlines. the fire is nearing 1 million acres burned. it's by far california's worst wildfire this season and the state's second most destructive ever. people want to know if the wildfire smoke will start creeping back into the bay area this weekend. let's ask the person who would know that answer. meteorologist kari hall you're tracking that. >> some drifts of smoke but mainly the north bay we'll have to watch because we are seeing some new fires that have started over the past couple days over the north bay. as we get a look at our overall air quality forecast it does look moderate for the north bay

as well as the coast and the east bay. pretty good for the south bay. but that's right on that line of going from good to moderate in santa clara valley, seeing moderate air quality. as you're stepping out the door this morning, temperatures in walnut creek in the low 60s, but then it's going to warm up. take a look at your lunch time temperature, 81 degrees as we head towards the mid 90s today. we're going to see some hot inland temperatures but keep it cool near the coast. we will see more changes as we go through the week and talk more about that in a few minutes. mike, you have a gas leak off the freeway. >> yeah. it's not a gas main. i want to make sure that's clear. it's a leak that was reported. the reason i call it out it's here in san jose. we see the slowing for north 101, likely unrelated. the activity is here. they sort of merge right there just west of the freeway in the area around the tire shop and on wooster where there's a report of the gas leak. we're tracking that in the newsroom and seeing there are apartments and houses in the

area. so far it looks like the on and off ramps are clear but the morning commute is starting to build for the first slowing through san jose right in that area for north 101 again. the freeway is open. there's an earlier issue there in the hayward that has cleared the shoulder just off of a street and that crew right here, coming down the east shore freeway looks like they are doing the final stages of clearing as folks start to build. no slowing through the incline where there is a little dip in speeds. back to you. >> thanks so much. good news for south bay commuters. expanded vta light rail service is available. the blue line is joining the orange line with a full service. the green line still partial, but it should be back to fully operational in the coming weeks. all vta light rail service was shut down for months following the rail yard mass shooting in late may. coming up advocates call it righting wrongs in the criminal justice system. the state program making a debut in the bay area. we'll show you what prosecutors are doing to reduce sentences considered unjust.

this afternoon. it's going to heat up quickly as our temperatures head toward the mid 70s by lunch time and we're going to see a little bit more smoke. we'll talk more about air quality, our temperatures and all of the changes ahead coming up in a few minutes. >> we'll see a lot more cars in this shot soon. actually you see look at the bottom of the screen one car starting to stack up. see them slowing as they approach the backup at the toll plaza. the metering lights have been turned on in the last five minutes at the bay bridge. the commute starts and see how it starts for you and your area coming up. happening today, the city of san leandro swears in a new police chief. abdul recently served as a police chief in monterey county's seaside, before that worked 25 years in the ft. worth texas police department. the swearing is this evening at 6:30. three bay area counties taking part in a pilot program designed to fix unjust prison sentences. san francisco, contra costa and

exercise and it's going to be smoky. >> for some parts of the bay area. only the north bay we're watching. the rest of the bay area is looking pretty good as we are going to still have a warm afternoon. so that walk may want to get that in early in the day. take a look at our temperatures east san jose up to 90 degrees and 92 in morgan hill. seven-day forecast is coming up at the bottom of the screen as we check out martinez today reaching 92. 93 in pleasanton. antioch 96. we're still going to have the wide range in temperatures and mid 60s near the coast and 82 in redwood city. san francisco reaching 70 downtown. our north bay highs reaching 90 in sonoma and 95 in clearlake. that's where we're going to see more of the smoke coming in from the fire north of ukiah and here's the way it looks on our model. it does show that smoke kind of pushing off towards the east. much of the bay area won't see a lot of smoke for today. just looking a little bit more hazy, especially tomorrow, but a closer look shows that by

tomorrow morning we're going to see that smoke moving right over clearlake, northern napa county and pushing off towards the east. the air quality not too much of an issue, but there are seven fires burning to the north of us and that does not include the extremely large dixie fire and the caldor fire. so it's a very active early start to our fire season and then as we go to the forecast, it does look like we could catch some relief here in terms of rain farther to the north. coming out of portland, moving in to far northern california. but this line looks to fall apart before it moves into the bay area. but it wouldn't be that unheard of for us to get some rain during september. this is when we start to come out of our extremely dry months and start to see some rain chances in there. but we're looking at still mainly dry conditions. what's going to help us out, cooler temperatures and improved air quality as we get much more of an ocean breeze and our temperatures go from the 90s to the 70s while san francisco is coming out of those low 70s today to the 60s on saturday and

atlanta. video posted online shows the destruction. at least four people were injured. authorities are looking into reports there was a strong smell of gas in the area. new details now, prince andrew is facing a new lawsuit tied to the jeffrey epstein case. court documents show the duke of york was served on august 27th. the lawsuit alleges that he abused a teenager, virginia giuffre, who accused prince andrew of rape and sexual assault. she claims epstein sex trafficked her to his former friend and prince andrew knew her age at that time. so far andrew's representatives are not commenting. turning back to our pandemic coverage this morning, there is growing backlash over president biden's vaccine mandate. in new york the mandate is forcing one hospital to turn away expectant mothers. this comes after staff members quit. 165 staffers at lewis county
