first to the big story, the one we're all talking about. governor newsom started the recall election as governor newsom of california and end it as governor of california as well. newsom getting enough voters to vote no on that recall petition. ballots are still being counted but 64% of california's registered voters rejected the republican backed recall effort. 36% voted to replace him in office but in 2018 newsom won by 52% in his initial election as governor. >> the governor declaring victory in sacramento. a speech that was part stump and raw emotion. the governor went to party headquarters after nbc news announced he defeated the recall election and talked about what the results mean, a defeat for trumpism, victory for science and women and fair elections. toward the end of the speech he choked up a bit by referencing one of his political heros, bobby kennedy.

>> tonight i'm humbled, grateful, but resolved in the spirit of my political hero, robert kennedy, to make more gentle the life of this world. thank you all very much, thank you to 40 million americans, 40 million californians, and thank you for rejecting this recall. >> a gentler side of the governor you don't see very often. a defeat might have ended his political career, but that didn't happen. >> the leading republican candidate larry elder didn't give what you would call a traditional concession speech. elder did not congratulate the governor but did admit they lost the battle but followed it with we will win the war. >> we are forcing them now to pay attention to the problem of homelessness. we are forcing them now to do a better job on schools. we are forcing them now to do a

better job on clearing our forests. forcing them now to do a better job on energy. we are forcing them now to pay attention to the things they should have paid attention to two years ago. >> elder, whose campaign had made unsubstantiated claims of voter fraud before the ballot counting even started, made no mention of that during his speech. with a hint toward possible run for governor in the next election cycle, erld finished his speech by saying, stay tuned. democrats and republicans gathered on opposite sides of san francisco to watch the results come in and depending on who you asked there were differing opinions on the election and california's future. >> thank you all who worked, who talked to your neighbors and made sure we got the vote out. >> the california dream is over and happening on his watch. you would hope he would take some humility out of this and try to list an little bit more.

in the last two weeks, nearly half a million children nationwide tested positive. according to the data from american academy of pediatrics that's about 240% increase since early july. as of last week there were over 4.3 million cases among children in california. america's top doctor doubling down on the covid vaccine being available soon for children under the age of 12. dr. anthony fauci tells cnn that fda may have data in place to approve the pfizer vaccine by this fall. he hinted at late october in other recent interviews as well. also yesterday pfizer's ceo revealed vaccination data 5 to 11 will be schmidt by the end of this month. firefighters making progress on the two largest wildfires burning in northern california. more are allowed to return home from the dixie fire. containment is 75%. the caldor fire is now at 69%

containment. smoke from those wildfires is making its way back into the bay area. air quality, we have another advisory for today. still dark, but we expect that we will see hazy conditions throughout the day. let's bring in meteorologist kari hall who has been tracking where we're seeing that unhealthy air. yesterday was mostly to the north but what about today. >> it's going to be to the north today. most of the bay area seeing hazy skies but not really dealing with unhealthy air quality. so that air quality advisory once again for the north bay as we're waking up heading out this morning to seeing some of the hazy conditions mixed with the fog. we can see the fog stretching into parts of sonoma county and the yellow dots indicating moderate air quality as we get started. near surface smoke model looks like much of the bay area is going to be clear until you head up to santa rosa and areas to the north. then going into the day tomorrow, once again, the light blue shows the hazy conditions

as smoke comes down from the northern california fires and kind of settles in. we are going to have cooler temperatures so we'll talk more about that coming up in a few minutes. mike, you have notes for contra costa county. >> i do. we typically see the longer commutes start over in antioch and that's fine coming off the bridge out of vista and the bridges ben knee shah and carquinez. your closure scheduled to clear before 6:00. counter commute eastbound highway 4 from 608 to 242 a couple lanes blocked for construction there and there are deer on the wandered on to the freeway. one person called that in. a note for the next few minutes as chp checks out and makes sure everything is okay. everything okay for the bay and peninsula and the south bay and longer drive out of the altamont. coming up next on "today in the bay," simone biles heading to capitol hill, about how a usa

picture it's so quiet out there. that one lone driver out there. we are tracking some cooler temperatures, mike waiting to see if anybody shows you. >> i put one, richmond san raphael bridge, one. >> that's me racing into work. >> all right. 4:47. kari has a look at our forecast for today. cooler temperatures coming our way? >> yeah. i'm looking forward to giving the air conditioner a rest. it's been really hot in the inland valleys and now as we take a live look outside in san jose, it's all clear, but it's going to look a little bit hazy today. we should see things clearing out for areas south of the golden gate bridge but take a look at all of the air quality, the smoke that's going to be moving into parts of the north bay. that's the reason why we do have the air quality advisory. once again mostly for the north bay today, but then going into the day tomorrow there will at times be a little bit of smoke drifting in because we have so many fires burning to the north with the river fire, the monument fire, there is quite a

bit happening just to the north of redding. we're going to be watching that over the next few days. as our temperatures cool off, our temperatures heading toward 80 degrees today in san jose. it's coming down about five degrees from yesterday. morgan hill heading up to 86 there. and 87 in walnut creek. as oakland today tops out at about 69 degrees, we're going to have cooler temperatures near the coast, 73 in san mateo and san francisco mostly in the mid 60s today. about five degrees lower than yesterday. 90 for a high in clearlake and 11 in sonoma. we do have a lot of changes ahead. this week's outlook shows we will start to see some rain moving into the pacific northwest as it moves into parts of the far northern california areas, some of the models are keeping it together with a chance of some quick moving showers by sunday afternoon. it does show some very light amounts of rain but most of the

heavier rain will be eureka and north ward, great considering we have a lot of fires burning in those areas as well as over the dixie fire and caldor fire, which could really help out with containment. going through our forecast for us, we are going to cool off. once again, we're watching out for the showers moving in from the north and whether or not we'll get a few sprinkles here in the bay area on sunday. highs in the low 80s and then it starts to warm up early next week. i do think we'll see a lot of mist and drizzle in san francisco and near the coast for the weekend so if you are heading there it's going to be chilly. and mike, you have that deer update. >> yeah. watching the wildlife, kari. a smooth drive for the rest of the bay, some folks may be coming home doing just fine. if you have that type of wildlife i am worried about you, i guess. vasco road a smooth drive as folks leave brentwood, discovery bay, byron, all the way down to 580, basically at speed. be careful. it's dark through that area. altamont pass starting to build. over here that construction,

northbound 242. eastbound highway 4 that will continue. both of the counter commute directions. the deer across lanes, the good news, no bad updates from chp and your drive through contra costa county is fine, including heading over toward the richmond san raphael bridge. >> i see it's still green. thanks. a late night move by the justice department seeks to block texas' abortion ban which is the strictest in the nation. last week attorney general merrick garland filed suit. the doj is asking for an immediate injunction arguing that law blocks women from exercising their constitutional is rights. the new law restricts abortion to about the first six weeks of a woman's pregnancy, usually before a woman knows she's pregnant. it's not clear how soon the federal court will respond. some of the nation's biggest olympic stars are in washington, d.c., using their voices to shine a light on investigative failures by the fbi. the recall effort. on the ballot, should governor newsom be recalled? nbc called it after the polls closed. 64% of voters are rejecting the measure, 36% voting to replace him. ballots are being counted but all precincts are partially reporting results. a live look at the state capitol where things are quiet this morning. they will be staying as they are as governor newsom gets to keep his job at least through the fall. >> his main opponent meanwhile suggested there may be voter fraud.
