downtown lafayette. we are live there at the scene with the latest on what may have kept firefighters from tackling it. then a new push for short-term rental policy changes in one south bay city. why supporters think it will prevent violence. there's confusion -- >> the confusion over the booster shots, and we will break down the timeline with the big "if" hanging in the balance. this is "today in the bay." welcome to thursday morning. 5:00 right now. i'm laura garcia. >> i am marcus washington. that fire overnight that destroyed an east bay business, firefighters say it was so jam-packed that they had to leave the building. >> today in the bay's bob raw

is live. did everybody make it out okay? >> reporter: yeah, the woman that owned the business was outside when the fire started and flagged somebody down to call 911. if you look at the front door, there are firefighters in there right now and there's a lot of debris, and if they had to enter the building they would have to step up two to three feet and walk over the stuff that is jam-packed inside. it's like a hoarder according to the battalion chief. you can see in the video there was a lot to burn even side. the fire really got going. the chief did send in some of the firefighters at the start, but because it was too dangerous with all the stuff inside he had to pull them out. fought the fire from the outside. we're here on the 2400 block of golden gateway, and it's off mt. diablo boulevard, the main drag here in lafayette. this was actually a business that does customs. not sure what that means.

the chief did call for a second alarm for more manpower to keep the fire from spreading to a auto shop next door. the cause is still under investigation. the fire department, now you can see, you get a good sense inside if you look in the back room where the firefighters are doing moppup, you get a sense of the debris that was inside this building. it looks like a home, but the fire department tells us that was a business. they will be out here for another hour, hour and a half. reporting live in lafayette, bob redell, "today in the bay." police sources tell us that a woman was shot and killed here. it's still unclear what led up to the shooting. we are asking police for confirmation and more details. of course, once we get that information we will pass that

along to you. new this morning, violence prompting several bay area cities looking at how to handle short-term rentals. >> hi, there, laura, we know short-term rentals could provide a place to stay for those evacuated for a short time, and also homeowners that want to make a little money off their property but after the deadly shooting at a house party there was a teenager shot and killed there, city leaders are looking to tighten the rules for short-term rentals. in particular to avoid for-profit parties that draws sometimes hundreds of people. the sunnyvale city council will consider bigger fines for hosts that break the rules. currently hosts are required to remain on site limit guests

to four adults per night. almost two years after the deadly mass shooting at a house party in the city of orinda, five people died there, and they have already reworked their short-term rental ordinance, and they are requiring the hosts to remain at the property during the stays that have to be at least two nights. airbnb responded saying they condemn the violence happening and they will work with the people involved. >> kris, thank you. the director of the fbi promising sweeping changes following emotional senate testimony from some of the nation's top gymnasts. athletes blasted the agency on the handling of the larry nassar case and those along the way that failed to stop nassar from

abusing other women. there were powerful statements on capitol hill. >> yeah, gut wrenching. aly raisman and three other top usa gymnasts came to washington looking for answers and justice. while their testimony before the senate judiciary committee put a spotlight on many adults that failed them over the years, they say much more needs to be done. these four gymnasts told senators yesterday that the fbi ignored their claims of sexual abuse by nassar over a year, and aly raisman delivering searing testimony in front of the committee yesterday. she said the olympic -- she says she's disappointed that nobody

from the department of justice chose to attend yesterday's hearing. >> i felt a little more hopeful of how supporting the senators were, but it was disappointing nobody from the department of justice came, and it seems like they did not feel like it was worth their time, which was really concerning. >> the fbi director, christopher wray, said two agents that lied about their actions were no longer with the bureau, one fired and the other retired. >> chris pallone in washington, thank you. it's 5:06 right now.

the fda will meet tomorrow and while the plan may get the green light it's not clear who may be adviced to get them. the fda is waiting to take a stance on the issue waiting to see the full data. >> a lot of patients are coming in to our clinic sites asking for the booster, and we have to say no to those individuals. >> many experts argue the effectiveness of the vaccine may be waning over time and booster shots invulnerable populations would help. new developments this morning in the dixie fire. pg&e already facing new charges. right now it's believed a tree near a power line may have sparked that power line, and

pg&e issued a statement saying it had not been notified about the suit. firefighters are getting close to full containment. cal fire out with its final assessment on the damage from the hopkins fire. this started late last sunday. it destroyed 46 structures 30 homes, and burned 250 acres near ukiah. authorities arrested who they believe intentionally started that fire. air quality advisory is now extended through today. meteorologist, kari hall, keeping her eyes on these unhealthy air-conditions we have been facing. >> people with breathing problems and anybody sensitive to the wildfire smoke is being bothered by all the smoke moving in. this is a step down from the

spare the air alert, so the general population will not be affected as a lot of the smoke drifts aloft, it gives a hazy look to the sky and the air quality for all of the micromy microclimates today. san francisco, mostly in the mid-60s. even down to the south county we are seeing a cooldown with morgan hill reaching 80 today, and 76 in san jose and 81 in livermore. we are also watching out for an approaching storm system still well to the north of here, and it could hit some of the fire zones with much needed rain. we'll talk about that timeline coming up in a few minutes. we have a system-wide delay reported by bart. in specifics as to the problem on the track, and so plan on that. check out the bart website.

when you get to the station watch for the updates on the overhead signs. kari is talking about the ongoing issue for highway 37, it's closed east bay because around roughly 4:00 a pedestrian was hit and killed on highway 37, and traffic is stopped and the tow truck is heading over there to take care of the vehicle that still may be there, and it's light traffic so add a couple minutes -- actually, add ten minutes so you can relax as you leave novato and head over to vallejo if that's your drive. the westbound direction is open. no backup at the bay bridge. a little slowing westbound highway 4. i believe there's a crew clearing from the interchange as well and the rest of the bay looks like a smooth drive. back to you. >> sounds good. thanks, mike. it's 5:10. it's about time for the first cup of coffee. >> i'm wearing mine.

our heads if space right now. four regular people not trained astronauts launched into space and they will be circling the earth for the next three days. now, i know there have been a lot of people going into space stories lately, but this is noteworthy because none of them are trained astronauts and they are orbiting. we talked about this before, you remember when jeff bezos and branson went up into space, and i cannot get the scale of that because of the picture. other news, the child of elizabeth holmes will -- the trial of elizabeth holmes will return tomorrow. yesterday we heard from a theranos lab worker that testified she warned the lab machines were not accurate. the

case a few years ago. she failed to convince a jury of her side. she writes in the times, and when they are made to answer for their actions, they find their ways back into the fold quickly. she gives the example of rule breakers like musk, the founder of tesla. the holmes trial continues tomorrow. kamala harris teamed up with janet yellen to push president biden's funding for a new bill that would help families and women pay for child care. the free market works for most things but is terrible in supplying reasonably price chil.

mcentire from a collapsed building. she will be okay. it happened in her home state of oklahoma when the stairs came down as she was touring it and it blocked the exit. they climbed out a second story window. she tweeted incident yesterday saying thankfully nobody was seriously injured thanks to the quick response from the atoka fire and police department. reba will be okay. >> yeah. also trending this morning, a main lobster woman that has been doing her thing longer than most people have been alive. >> she started trapping lobber when she was eight with her father. she briefly tried other jobs, of course, and then soon realized her real passion involved tails and claws.

lingering in the air, and some fog over san francisco, misting and drizzling there as we are going to see that continue today. looking at our near surface smoke model it looks like most of the coastal areas will clear out with the moderate air quality and hazy conditions, but it will be hazy from the south bay to the east bay and north bay. we will see that air quality watch continuing for the north bay. as we look at the bigger picture, that smoke coming down to areas north of us, we have separate fires burning. we have much more of an ocean breeze. 76 in gilroy. for the east bay we're going to see temperatures in the low 80s and some of our warmest spots up to 72 degrees in antioch. oakland headed to some 60s. san francisco, a lot of upper

50s for today. keep that jacket on. for the north bay we're looking at a high of 76 in novato. 71 in santa rosa, and 87 in clearlake. we're getting ready for the weekend rain chances. most of it is further to the north of us although some parts of the north bay may have spotty sprinkles. but the north bay falls apart before the sprinkles get here. this will hopefully help with more favorable weather conditions. most of us are looking at very light amounts of rain, maybe up to 0.1 of an inch in santa rosa, but some are getting sprinkles between late saturday and sunday morning. more clouds are moving in on saturday. showers early on friday -- rather, sunday, and then we will see the temperatures reach into the upper 70s. mike, you have been tracking

oakland. both districts are expected to vote next week. in terms of west contra costa, they are voting on students 12 years and older being vaccinated by october 31st, and those that do not make that deadline would have to switch to remote learning. oakland will vote on similar age requirements next wednesday. health leaders in marin county are preparing to vaccinate kids 5 to 11 with the fda approval expected next month. marin has the goal of giving that first dose to 75% of children in the county. >> in order to do that we are working closely with the marin office of education to have school-based clinics as well as one-day larger clinics to make it easy for families to access

the vaccine. >> reporter: with more schools and communities looking to inoculate some of the younger students, l.a. unified school district making national headlines as they have already implemented that mandatory investigation for covid. they have an end of october deadline for students to show that they are, in fact, vaccinated. they had outbreaks when school opened, and they are looking to mitigate the risks in that situation. for san francisco, cierra johnson for "today in the bay." >> thank you. the recall is now over, and now some state democratic lawmakers believe the real works begin to reform the recall process. the recall procedures for the state have been on the books for more than 100 years, and some argue it's time for a change. the costs for the recall, a

little less than $300 million. critics say besides costs there are problems with how the replacement vote works. bay area lawmakers announced a new hearing in sacramento and it's possible they could decide a new measure as early as next year. and newsom is making it clear he plans to run for governor next fall. he reaffirmed as much to supporters in oakland. one political expert believes the republican party needs to find a candidate that appeals to young voters. >> people under the age of 45 or 30, when they go register to vote they are not registering as republicans, they are no party preference or democrats and that means the republican party in this state is not in a good position. >> newsom is calling the election a gift, saying it's

time to start working hard for the state again. new this morning, making the streets of oakland safer. oakland's police department saying since the beginning of the year they recovered more than 830 firearms, and that's around three guns a day being taken off the streets. some of the recoveries were because of the reports from the community. in the east bay, today in fremont police will release details about a shooting that left a man dead between fremont boulevard and auto mall parkway. the man was wanted for attempted murder and a gun was recovered nearby, and he could be tied to a shooting that injured somebody at a nearby mobile home park. blazing wildfires around california, sierra nevada are threatening the state's sequoia trees. it's threatening the giant forest which has more than 2,000

sequoia trees. the sequoia national park has been shutdown and evacuations are under way. schools in south lake tahoe are reopening after the caldor wildfire. cal fire now puts containment at 71% with full containment expected within the next couple of weeks. here we go, heading into the weekend, meteorologist kari hall is tracking what we could expect from the forecast. kari, how is it looking for us? >> it looks great. let me show you the live shot -- wow, that was -- >> good morning. we have a look at the bay bridge. you can see the drizzle coming off of the light post there. that's what we will have to deal with not only this morning but the next few days. there will be a lot of clouds drifting by. as we just mentioned, hey, hit the road and head to south lake

tahoe, they need your business. it's also starting to return back to normal. take a look at the forecast. it's going to be warm and sunny for tomorrow. temperatures just slightly cooler on saturday and then i guess when it starts raining it's time to come back home anyway and the temperatures going to be much cooler. here at home we are looking at nice weather for the giants game for tomorrow night. upper 50s. we do need the heavier jacket, of course. it has to be orange. as we look at our comedy day if the forecast for sunday, this is at robin williams meadow, and it's a great event, i have been to it, it will be cloudy and temperatures in the 60s, and it may be drizzling at times so be prepared for that. we'll see mid-80s by the end of the weekend. we'll talk more about that rain headed our way coming up in a few minutes. mike, what is the update on all of the traffic issues this morning. >> unfortunately, kari, we still

have the traffic alert from the deadly crash that happened on east 37. they had to close it back on the 121 so folks can take that alternate and not get stuck on the narrow read way there. the counter commute does show up at mayor island. we have slowing, still, sticking around for westbound highway 4. the incline is slowing a bit, and a crash leaves debris at mix boulevard and south 680. watch for that. it's getting a little easier to bounce from sin city to wine country thanks to a new airline, avelo that started flying five months ago. starting today, flights depart from sonoma airport on mondays,

increasingly organizing for change and pushing for equal recognition according to one professor. >> aside from the cultural heritage, there's also a thriving economy because of the participation of the latinos. they have an incredible high labor force participation and it exceeds a lot, and they are part of the united states economy, and in fact, particularly latinas -- >> now, the profession says it's worth remembering there are a large number of latinos that can trace their origins back before the united states was a country. if you are wondering, do you

the way we started this week with temperatures in the 90s. how about 81 in concord today. martinez reaching 75. still low 60s near the coast, but check out redwood city today, 72 degrees is just perfect. san francisco, low to mid-60s. we'll see those temperatures in the north bay anywhere from the upper 50s in bodega bay to 88 degrees for ukiah. we are looking at hot temperatures for the inland areas but this is going to help cool off of us off go into the weekend. a storm system approaching from the pacific northwest move into northern california late saturday night into early sunday. most of the rain falls apart as it moves in, but it will hit some of the fire zones as we have ten active fires burning across northern california. some of the spots could get anywhere from a quarter to three quarters of an inch of rain. spotty drizzle for most of us as we go into late saturday and early sunday. for areas around santa rosa, and

northward possibly 0.1 of an inch. most of the bay area will get spotty sprinkles. that's early for sunday, so watch out for that light rain moving in. temperatures cooling down to the 70s and then heating back up as we welcome in fall. mike, you have been watching several issues for the commute. what is going on now? >> looking from novato to vallejo, and we're at half an hour now extra for your drive if you are heading from vallejo counter commute. highway 4, bay bridge incline, typical pattern there. 680, a backup approaching a crash. everything else is right on schedule. back to you. >> thanks, mike. happening now, at least three people are dead and dozens more injured. this is after an earthquake in southwest china. this is video of the damage.

that 6.0 quake happened early this year, and 88 people at least are injured and rescue workers going door to door searching for people in the damaged homes. and tech workers considering leaving the lone star state due to the abortion law. vaccine exemption, do the arguments allowing them hold up? we'll be right back.
