san francisco's iconic cable cars back on track again, starting tomorrow, all three lines will be up and running after a power outage at the cable car barn shut downs service for the past nine days. remember they only recently started rolling again after that extended pandemic shutdown. >> this is all just in time for the weekend. want to check in with meteorologist kari hall. i know a lot of people going to be out and about trying to get on the trolleys, but will probably need their jackets for some of the day, right? >> yeah. we are going to have chilly temperatures as well as mist and drizzle. we're waking up this morning as we watch our air quality pretty good right now but it will turn moderate through the day as you're making weekend plans to spend time out there, there may be drifts of smoke but temperatures cooling down with highs reaching into the mid-70s today in martinez. some mid 60s in san francisco and clearlake today reaching 86 degrees. we are going to have some spots that are pretty warm, but overall, we're getting ready for some much needed rain.

we'll talk about where that rain hits as you make weekend plans coming up in a few minutes. >> thanks, kari. all eligible students in one of the bay area's largest counties may soon be required to be vaccinated for covid. "today in the bay's" bob redell live for us in san ramon. now this would be the first for the bay area? >> correct. we're talking about contra costa county looking at making this recommendation for all students 12 and up in all schools in the county. county supervisor tells "the east bay times" the health director is expected to make this recommendation as soon as early as today. the students be fully vaccinated. it would then be up to the local school boards to adopt and implement those recommendations. contra costa would become first county in the bay area to make such a recommendation. two of the bay area's largest school districts are already considering a vaccine mandate for students 12 and up.

west contra costa unified says it's still coming the examining the issue. alameda could bring it up as soon as next week. >> what's going to happen to our students who don't want to get vaccines? >> in terms of implementation, timeline, what exceptions there will be, those are big questions i want to hear from my colleagues. this is a proposal at this point. >> reporter: staff and teachers would have to be fully vaccinated. the consequences for not getting vaccinated, that issue being discussed. starting next wednesday in contra costa county, this county will require proof of vaccination or negative covid test for the -- within the past three days for customers going into restaurants, gyms, other indoor businesses. the county is concerned about the that variant.

the county is seeing rates similar to this past february. live in san ramon, bob redell, "today in the bay." >> all right. thank you. >> it is 5:03. mayor mayor facing scrutiny after spotted inside a crowded night club. but it's what she was not wearing drawing all the questions. "today in the bay's" kris sanchez joins us live this morning. has the mayor said anything about this yet? >> well, we have not heard from mayor london breed at this point and it's been a few days since she was spotted out and about maskless. that is, mayor london breed in the middle of the photo posted to and then removed from the black cat's nightclub instagram page. the city's indoor mask order does allow for people to remove their masks eating or drinking and there are drinks on the table. when enacting the mandate the order requires all videos, regardless of vaccination status, to wear face coverings

will limited exceptions. "the chronicle" reports breed az dancing and singing and posing for pictures without a mask. a chronicle reporter said she -- the mayor said she felt safe because she gets tested often and everyone had to show proof of vaccination to get into that club. now a gym owner who is subject to that indoor mask mandate is frustrated. >> she clearly thinks it's fine and it's safe to remove her masks and let that be the rule for everybody. you're not impervious to covid anymore than i am. let the rules for you be the same that it is for me. >> so you might remember when governor gavin newsom was seen maskless at a dinner at the the french laundry during the stay-at-home order it became a major point for recall proponents. we know the recall failed. we have reached out to mayor breed's office for comment and have not heard back. >> so interesting and controversial. everyone is talking about it. thank you very much. taking a live look at capitol hill on this friday

morning, where in less than 24 hours, a potentially divisive rally is planned. >> happening now, security is high ahead of that event which supports the people who were accused or actually arrested in the capitol siege. "today in the bay's" chris pollone is live this morning. sounds like leaders there not taking any chances this time. >> yeah. they really can't, marcus and laura. good morning to you. they say that things escalated so quickly on january 6th they're not taking any chances this time. as you mentioned, crowds expected to be a lot smaller than on that day, but they're not taking any risks. >> reporter: in washington, security fences once again encircle the u.s. capitol building and the supreme court. the city bracing for a rally in support of people arrested during the january 6th capitol riots. >> they're going to come saturday again. they have their plans to come. everybody will be ready, more ready, for them. >> reporter: a former trump campaign official has organized

the rally he's calling justice for j 6. >> people have not engaged. >> reporter: matt says the event is to support nonviolent offenders charged in the january 6th riot, people he calls political prisoners and says it will be 100% peaceful. >> i'm pretty confident we won't see a repeat of occupying the capitol. not confident we won't see violence. i am confident that law enforcement is more prepared. >> reporter: members of congress are being asked not to go to the capitol saturday and it's all hands on deck for the capitol in washington, d.c., police forces. online chatter suggests a small turnout. >> every social media post and extremist post i've seen i've been watching the last couple weeks said stay far away from this event. proud boys told their people don't come, qanon, all the extremist forums that cheered on the capitol attacks seems to believe this event is a false flag or a honeypot. >> reporter: if all goes well

capitol officials say the fences will come down soon after the rally ends. >> similar protests are planned in at least a dozen states across the country over the next several weekends. live in washington, chris pollone, back to you. >> hope everything ends safely there. thanks, chris. we have a follow-up on a freeway shooting that created a traffic nightmare in the east bay. nbc bay area's sky ranger was over highway 24, near the caldecott tunnel. there was a backup before 5:00 last night. chp says someone shot at a car several times. no injuries were reported and no one was arrested. we have an update to a deadly shooting in san jose. police have arrested a 15-year-old. the shooting happened wednesday night on cullmore and story roads where a woman died at the scene. investigators say the two were related, but it's not clear what led up to that shooting. it's 5:08.

as we get started with our friday today, meteorologist kari hall has been tracking what we can expect from that weather today. of course, kari, some places is going to be cool and need the jackets, other places warmer. but air quality is a big concern. >> yeah. we're air quality. no spare the air or alert quality. a little bit hazy. as we're getting a live look outside in san jose this morning, we're starting out with our typical clouds and we'll see the clouds quickly clearing going into the morning. temperatures right now in the upper 50s. and it will slowly warm up. overall it's going to be a nice day with highs reaching into the mid 70s in the south bay, upper 60s for the inner bay and for our inland areas, some low rain that's set to move in for the weekend. we go hour by hour, spotty showers coming in as early as tomorrow afternoon for the far north bay. we'll be looking closer at the

timeline and how much rain you can see where you live coming up in a few minutes. how is it looking for the morning commute? >> overall it's looking great. look at all the green. we have three active crash scenes causing slowdowns and this is important because we don't expect any slowing, really, especially at this time on a friday. fremont still slow south 880 past thornton. the crash still in the lanes. no major injuries. we see more traffic towards milpitas causing the slowdown there. peninsula an earlier crash southbound 101, i think everything is clear but look, the northbound side is slowing down. the commute starts heavier volume towards san francisco or a crew that may be clearing nothing active on the caltrans list there. 280 is clear. 680 here slows towards south main past that walnut creek interchange. there is a crash moving to the shoulder. we'll check on that as well. slowing for construction into concord off westbound 4. back to you. >> thanks, mike. 5:10. coming up a viral tiktok challenge that's now leaving

"the wall street journal" has once again published another headline story about facebook. yesterday it showed how facebook knows instagram is

psychologically damaging to teen girls. today is about human trafficking and drug cartels. the journal says employees flagged their accounts for the bosses but the company's response is weak. it's too much to summarize in just a few moments. it's worth reading and noting "the wall street journal" is doing some excellent investigative work on facebook. apple and google have apparently quashed this app created by a russian opposition party ahead of the russian legislative election. apple and google have not responded to questions, puts the app is not there. it was designed to help the russians who oppose vladimir putin's united russia party. united russia wins pretty much every time in large part because the opposition parties split the vote amongst themselves. this app helped those who wanted to vote against putin's party coordinate their votes. russia has three days of elections starting today. now putin is not up for reelection. it's not the presidential cycle but members of his party are, so

the lower house, it's not clear why the app was removed, but we do know the kremlin objected to it. other news, queens gam bit is back in the news. a real-life chess player in russia suing the makers of the tv series because there is a quick mention of her claiming she never faced men in a tournament. the woman nona is never seen in the series, just mentioned by an announcer. but she says it hurt her reputation because she did face men, she says, in a chess tournament. she was the first woman to be named grand masser. an old article from '68 showing she beat several male competitors. marcus and laura, i was shooting an interview yesterday for a different tv show and talking to an expert on global supply chain, christopher mimbs of the "wall street journal" who had a comment, start your holiday shopping now because it's going to be a nightmare in december.

after "today in the bay." >> okay. extra large. next story, maybe a christmas gift early for a lot of rock fans. a surprise concert in san francisco had some people rocking and rolling. metallica played a concert at the independence for a couple hundred lucky fans. the show announced on twitter. they had to race to the box office with proof of vaccination and cash in hand to land a ticket. those tickets, $19.81. why is that? this is a salute to the 40th anniversary, 1981. well the wristband and t-shirts say metallica hadn't played a live show in 738 days. >> i feel as excited right now as i felt when i was standing in line to get into the venue, the very first time that i saw them in 1985. >> if you were one of those people to see that concert now pretty cool, right.

a metallica mask, marcus and laura. >> and then kari will open up our show with the forecast. >> we have to to happen while out there enjoying the concert. we're going to have nice weather as you make weekend plans. our temperatures today reach into the mid to upper 70s. up to 80 degrees in san jose. 81 in east san jose. but we are enjoying some nice and seasonable weather. it's not too warm or cool. except for the coastline. it's going to be chilly there. we're reaching up to 80 in walnut creek today. martinez looking at a high of 75. and 74 in fremont today. you've had to deal with the clouds and fog and mist and drizzle throughout the day and half moon bay staying to 60 degrees, 72 in redwood city, san francisco also foggy again today. but we will get a little bit more sunshine in the mission district. we're heading up to about 64

degrees there. our north bay temperatures reach 72 in santa rosa, and 73 in napa. as you make plans this weekend, keep in mind that we are going to see some showers moving especially farther to the north. and we're going to see this storm system that's moving into the pacific northwest make its way closer to the bay area for the weekend. let's go through the timeline. we're going to start to see a slight chance of some spotty showers as we look at santa rosa on up to ukiah at about tomorrow afternoon about 3:00. then going into the evening, the rain chances start to spread near the coastline and closer to san francisco. we're looking at some spotty light showers and most of it clears out before sunrise on sunday. if you have outdoor plans on sunday it is looking all good. but it will be nice and cool for even our inland areas with highs reaching into the mid 70s. rainfall totals at about a tenth of an inch of rain or less. it's good to see that coming in. looking ahead to the next few

months the climate prediction center putting out the three-month rain outlook it shows we have an equal chance of getting normal amounts of rain. our temperatures will be warmer than normal as we look at what will happen for the bay area going into the next few months which is basically what we've seen. so as we go through the forecast the next seven days, cooling down but look at how much warmer is it's going to be next week. yes, it's officially the first day of fall when i can really without shame, drink my pumpkin spice coffee. how is it looking for the commute. >> you know you don't have any shame over there. we're looking over here toward an issue, there is slowing in a few key spots, this one walnut creek. look at this, south 680 from 24 past red gear road. we're down to one lane so the jam and the traffic break right there and the build. you saw more sensors slowing heading south down toward alamo for southbound 680. that will hopefully change status quickly but we have that as we have slowing for

restaurant rage. apparently stemming from new york city's covid vaccine requirement. >> oh, my god! >> someone captured this incident outside of a restaurant on the city's upper west side. according to police, the hostess had asked three diners from texas for their proof of vaccination. the chaos ensued. three people now facing charges. the city's new indoor mandate went into effect this week. schools across the bay area and the u.s. say that a tiktok challenge is to blame for a rash of thefts and vandalism on campus. san ramon valley says their schools were vandalized in a bathroom and devious libs challenge. they encourage posters to damage school property. >> the damages so bad that they actually have to close some

dots i door. it may turn moderate as we go throughout the day. we're looking at something that's going to help improve our air quality throughout the weekend. rain, will be sweeping through with a chance of showers just to our north, some of us may get spotty sprinkles but overall we've enjoyed comfortable temperatures and it will cool down into the weekend. today clearlake headed towards 86 degrees, 64 in san francisco and mid 70s for the inland east bay heading over towards martinez. we're going to get a look at our microclimates and talk about when we could see that rain moving into the bay area that's coming up in just a few minutes. >> thanks, kari. today could be the day we get a definitive word on whether we all need a booster shot or just some of us need that booster shot of covid-19 vaccines. >> there are several studies that an fda panel will consider today and kris sanchez joins us with a look of what to watch out for. >> so you guys, it's been about nine months since those first covid shots went into the arms

of our health care workers. remember they were the first ones to get the shot. there's been a lot of debate about whether we will all need booster shots to keep up our protection and that's the discussion that's starting to get started as we speak. they are considering whether we will all need a third dose of the covid vaccine, where we stand right now is that pfizer says it's internal studies show a booster is necessary after six months to keep up immunity. 2 million got boosters when they were first allowed for people with immunocompromised situation. in israel their early data shows that the boosters are effective, however, there are other studies including the "new england journal of medicine" that says the booster was effective, however, scientists in the lance sid science does not appear to show a need for a boost in the general population.

we talked to a disease expert. >> i think what's going to happen is they're going to say, let's give third shots for those over 60, people in long-term care faculties and maybe health care workers. >> the former cdc director will speak with the "today" show this morning when that gets started, when we get that tape we'll bring that to you as well and we're monitoring the meeting, that fda panel meeting, so you don't have to. we'll tell you what happens. after "today in the bay" on the "today" show former director of the cdc will discuss the fate of the booster shots at 7:00 right after "today in the bay." and elizabeth holmes' fraud trial will resume this morning. today a theranos whistleblower is expected to return to the stand. on wednesday, she actually talked about the company's high failure rate on the blood testing machine and cherry-picking the data that offered the best results. holmes' attorneys are trying to deflect the blame. the former lab directors and

scientists. stick with nbc bay area. we're washington through every step of it right here on-line as well as on air. our team coverage as well as analysis will walk you through it all. you can find most of that information when we're not on air at nbcbayarea.com. a possible new answer to help tackle california's housing crisis. governor newsom signed two new laws promising to add tens of thousands of housing units statewide. the governor calls it california's new housing accelerator. one measure makes it easier to build denser housing such as duplexes in areas only zoned for single family homes. another streamline zoning for large-scale multiunit housing such as commuter villages near transit centers and provides funding for transitional housing for the homeless. happening today, an east bay town rolling out a neighborhood watch not due to high crime but in response to recent coyote attacks.

moraga teaming with the department of state and wildlife designed to prevent attacks on pets and humans from a wild animal. >> the neighborhood watch is designed to try to prevent crimes and other services in the neighborhood. designed to provide community awareness and prevent conflicts with coyotes and other wildlife. >> a single coyote bit five people in the area around moraga and lafayette starting last year and the animal was caught and euthanized but it had a lot of people on edge. a statewide effort returns tomorrow to tackle our climate in crisis. it's the 37th annual california coastal cleanup day. runs from nine to noon in just about every county statewide. the cleanup efforts often include lake shores, riversides and inland areas and all bay area counties have cleanups going on that you can link to from the coastal commission web

page. let's go on a field trip right now as we take a live look outside and this is in sausalito this morning. that is beautiful. can you imagine a nice date just looking at the city. >> yes. >> that would be nice. >> what is that like hint, hint? >> she just got married. >> i know take all of us then. >> date night. >> it's a family -- >> date night. >> meteorologist kari hall tracking the weekend forecast, something we're all looking forward to, kari. >> yes. and we are going to have lots going on this weekend. let's kick it off with the giants game and we're going to have chilly weather out there in san francisco. take a look at these temperatures in the low 60s. a lot of clouds, fog, mist and drizzle along with the breezy wind. just be prepared for that in the city this weekend. and also, for sunday, comedy in the park we'll be watching out for a chance of more of that drizzle on sunday at golden gate park. it's going to be a great event to check out.

just make sure you're prepared for the cooler and wetter weather. as we make plans to maybe pack up the car and head to south lake tahoe, come on back. we're going to see the temperatures in the mid 70s for today. and cooling down as the weekend goes along. upper 60s on saturday and when it's time to head back to the bay area we'll see some off and on showers and temperatures continuing to cool off. if your weekend plans take you to l.a. it's going to be so comfortable. highs in the low to mid 70s all weekend long. a lot of sunshine. and then for sonoma valley we'll be watching out for some more clouds, a couple of spotty sprinkles on saturday, but overall it's going to be a great weekend with sunshine today as well as sunday. now we're going to talk about when we could see the rain and where that's coming up in the forecast in a few minutes. mike, how is it looking for the morning commute? >> we have a problem here in contra costa county, 680 south of 24 from walnut creek to alamo

the crash blocks all but one lane. four lanes blocked. involved in this crash is a double trailer rig. that means it probably sort of accordion there. no major injuries. this is a major problem for that portion of 6680. through concord okay, the volume not too bad. a little bit of slowing in pittsburgh. there may be a fender-bender visible there. a little slowing for highway 37. we're watching for that build in san jose also we have the only other section slowing. all the other crashes have cleared. here is your commute on a friday. back to you. >> thanks, mike. happening tomorrow, the vta will fully be up and running in the south bay. the green line from dougherty valley -- diridon station to winchester station will be reac vivated. the green line is scheduled to make trips starting at 5:30 a.m. those free rides for light rail service will continue through the end of the month. coming up next on "today in the bay," the case of a missing

city, half moon bay, while redwood city headed towards 72, san francisco mostly in the upper 50s, but you head over downtown there's a few more peeks of sunshine and a high of 62 there. and some mid 60s in mill valley today. sonoma reaching 76. here's what's going on. we've been talking all about this rain that's going to be moving closer going into the weekend. right now it's raining over seattle and portland and will continue to make its way intoby afternoon. so we're going to start out with spotty light showers by tomorrow afternoon from santa rosa northward and then moves closer to the coastline. some spotty light rain once again. this is off and on and not all of us will see those showers but there's that chance that just briefly before sunrise on sunday morning, we could get a quick round of rain passing by. most spots getting about a tenth of an inch of rain or less but this is going to be really crucial for those fires that are still burning across northern california. we've got ten active fires right

"wall street journal" reports the former boeing test pilot is expected to face federal charges in connection with the safety probe. the max jet was involved in two different crashes in 2018 and 2019 leaving 346 people dead. the pilot served as a lead boeing contact to the faa. nbc did reach out to the pilot's tern for comment but so far have not received a response. developing now a south carolina murder mystery is getting even more bizarre. prominent attorney alec mur doff was -- has surrendered after investigators say he allegedly tried to stage his own murder. he's charged with insurance fraud and filing a false police
