don't see her playing her part. >> bus with san francisco's mayor london breed's night on the town that have some demanding answers. and on high alert, we are live in washington where leaders are taking -- are not taking any chances ahead of a divisive rally planned for tomorrow. this is "today in the bay." and a very good friday morning to you. 6:00 right now. thanks for joining us. i'm laura garcia. >> i'm marcus washington. >> san francisco's iconic cable cars are back on track again. starting tomorrow all three lines will be up and running after a power outage at the cable car barn shut down service for the past nine days. you remember they only recently started rolling again after an extended pandemic shutdown. it gives you something extra to do in the city. >> this in time for the weekend. meteorologist kari hall has that forecast for us. the trolley doesn't have any windows in it so the weather is

a big concern for a lot of people who want to get on that. >> yeah. it's going to be chilly. i think a lot of people like to hang off the back and enjoy all of the views. it's going to be jacket weather indeed. as we get a look at our air quality, we've had a lot of the smoke moving in, some moderate air quality, but these green sensors indicate that our air quality is pretty good. hopefully you'll be able to spend more time outside today, even though there may be drifts of smoke. take a look at these temperatures heading into the upper 60s for hayward and oakland. some low 80s for concord. 75 degrees from morgan hill and santa rosa today will reach a high of 76 degrees. nice cool down for this time of year. we'll talk about all of the changes ahead in the forecast coming up in a few minutes. all eligible students in one of the bay area's largest counties may be required to be vaccinated for covid. >> is correct. we're talking about contra costa county, a recommendation expected as early as today that all students 12 and up and all schools in the county be fully vaccinated. a county commissioner, a county supervisor tells "the east bay times" that the county health director is considering making this recommendation for the students. it would then be up for the local school boards to adopt and implement that recommendation. yes, contra costa county would be the first county in the bay area to make such a recommendation. now two of the bay area's largest school districts are already considering a vaccine mandate for students 12 and up. west contra costa unified is still coming the issue but has not set a date to vote on it. oakland unified which is in alameda county, tells us they could bring it up for a vote as soon as next week. >> what's going to happen to our students who don't want to get vaccines. >> in terms of implementation, timeline, what exemptions, those

are what i want to hear from my colleagues. it is just a proposal this point. >> staff and teachers would have to be fully vaccinated. the consequences for not getting vaccinated, that issue still being discussed. starting next wednesday back in contra costa county, this county will require proof of vaccination or a negative covid test within with the past 72 hours for customers going into restaurants, gyms and other indoor businesses. the county is concerned about the delta variant. [ inaudible ] as "the east bay times" points out the county is seeing rates similar to february. marcus? >> several other schools across the state are considering vaccine mandates including sacramento unified. l.a. unified made that mandate. >> correct. unfortunately -- go ahead. >> i was just going to say tell us about that new data they just came out with.

>> well, there's no direct data on vaccine mandates yet since those just went into effect in los angeles. however, county officials say that the mass mandate and increased testing for employees and students is helping protect students. the public health director says over the last three weeks covid cases declined across all pediatric age groups by about 40%. marcus, laura? >> interesting numbers to look at. thanks so much, bob. san francisco mayor -- 6:04 -- she's in hot water with a lot of people facing scrutiny after spotted inside a crowded night club but it was not so much for what she was wearing but was not wearing that has all the questions this morning. >> "today in the bay's" kris sanchez joins us this morning. the mayor, is she even speaking out about this? >> we have not heard back from mayor london breed at this point and it has been a few days since she was spotted out without a mask in a situation where

perhaps some people think she should have been wearing one. let's take a look at a photo. mayor london breed in the middle. it was posted to and then removed from the black cat's nightclub's instagram page. the city's indoor mask order does allow for people to remove their masks while eating or drinking and there are drinks, in fact, on the table. now when enacting the mandate the mayor's office says the order requires all individuals, regardless of vaccination status, to wear face coverings indoors with limited exceptions. "the chronicle" reports breed was dancing and singing and posing for pictures telling a reporter she felt safe because she gets tested often and everyone had to show proof of vaccination to get into the club in san francisco. now a gym owner subject to the same mask mandate is frustrated. >> she thinks it's fine and safe to remove her mask then let that be the rule for everybody. you're not impervious to covid any more than i am. let the rules for you be the

same that it is for me. >> you will remember when governor gavin newsom was seen at the the french laundry after the statewide order went into effect that became a major point for recall proponents. that failed earlier this week. we have reached out to mayor breed's office for comment but have not heard back. laura. >> thank you very much, kris. happening now, in washington, security is high around the capitol a day before a planned far right rally. why the rally is not expected to be very large by washington's standards. leaders say after the january 6th siege they can't take any chances. chris pollone live on capitol hill with the latest for us. chris? >> laura, good morning. yeah, this planned protest is to offer support to people who are arrested for storming the capitol back on january 6th.

and the security forces that are watching this believe that they won't see the tens of thousands of people that were here on that january day but they can't take any risks. >> reporter: in washington, security fences once again encircle the u.s. capitol building and the supreme court. the city bracing for a rally in support of people arrested during the january 6th capitol riots. >> they're going to come saturday again. they have their plans to come. everybody will be ready, more ready, for them. >> reporter: a former trump campaign official has organized the rally he's calling justice for j 6. >> people have not engaged. >> reporter: matt says the event is to support nonviolent offenders charged in the january 6th riot, people he calls political prisoners and says it will be 100% peaceful. >> i'm pretty confident we won't see a repeat of occupying the capitol.

not confident we won't see violence. i am confident that law enforcement is more prepared. >> reporter: members of congress are being asked not to go to the capitol saturday and it's all hands on deck for the capitol in washington, d.c., police forces. online chatter suggests a small turnout. >> every social media post and extremist post i've seen i've been watching the last couple weeks said stay far away from this event. proud boys told their people don't come, qanon, all the extremist forums that cheered on the capitol attacks seems to believe this event is a false flag or a honey pot. >> reporter: if all goes well capitol officials say the fences will come down soon after the rally ends. >> similar rallies are planned in at least a dozen states across the country over the next few weekends. live in washington, i'm chris pollone, back to you. >> before you go, has former president donald trump said anything about these protests? >> yeah. he has. he issued a statement yesterday

which read, our hearts and minds are with the people being persecuted so unfairly related to the january 6th protest concerned the rigged election. in addition to everything else it is proving we are a two tiered system of justice in the end justice will prevail. we have to remind you that election officials from across the country in many states have said that the election was not rigged and they have no evidence it was. >> we'll be watching and bracing for tomorrow. hopefully it's calm. thank you. developing right now in virginia, heavy rain causing flash flooding in virginia's capital. rising water shut down this interstate. extreme weather also led to trapped vehicles and water rescues. in some cases floodwater spilled over dams. of course you have situations like that so much water that they're getting there, not enough water here in the bay area. meteorologist kari hall of course tracking our forecast for us and how are we looking today?

>> yeah. looks so much better and calmer today as well as our temperatures are coming down as you're stepping out the door in oakland. we're going to see our temperatures in the mid 50s, some clouds, even a little bit of some drizzle but it does clear out and then as we go into today our temperatures head for the upper 60s. we've been talking about some much needed rain moving into the pacific northwest and this is also going to move closer to the bay area going into the weekend. for the most part we are mostly going to stay dry but we could see spotty showers from san francisco on northward. we'll go hour by hour coming up in a few minutes. you've been watching some breaking news. >> i have. the good news, the live camera in walnut creek, south 680 it was bunched up, that's what i was going to show you when i started taking this camera shot and we lined it up. now it's moving much more smoothly. that crash, the camera is about here north of the walnut creek interchange, south of that the traffic alert has cleared. all lanes in a very rapid recovery heading south. that means, though, not a holdup

"the wall street journal" has published another major headline story about facebook. yesterday, it showed how facebook knows instagram is psychologically damaging to teen girls. today human trafficking and drug cartels. employees flag accounts for their bosses but the company's

response is weak. too much to summarize. the overall article is worth reading and noting. "the wall street journal" is doing work. apple and google have removed an app created by the russian opposition parties ahead of the russian legislative election. apple and google have not responded to questions but the app's not there. it was designed to help russians who oppose vladimir putin's united russia party. united russia wins pretty much every time because in part opposition parties split up the vote amongst themselves. this app helped those who wanted to vote against putin coordinate their votes. russia has three days of elections starting today. now putin not up for re-election and not the presidential cycle but memberers of his party are up for re-election. not clear why the app was removed from the stores, but we know the kremlin had objected to it. other news, queen's gambit back

in the news. a real life chess player in russia is suing the makers of the tv series because there's a quick mention of her claiming she nef faced men in a tournament. the woman is never seen in the series, just mentioned in the background but she says it hurt her reputation because she absolutely did face men in chess tournaments back in the '60s. she was one of the very first women to be named grand master. i was shooting an interview yesterday, different tv show, talking to an expert in global supply chains, christopher mimbs of the "wall street journal" had a comment and i just wanted to tell you about it, starting today he says, start holiday shopping it will be a nightmare in december. the won't be anything available and you beat me to it and heard the same thing. >> oh, yeah. "nightly news" talking about it last night because with christmas less than 100 days away expert says more than ever holiday shoppers may want to get

their fault if you forget to ask for that ketchup. a surprise consnerts san francisco -- concert in san francisco had some rocking. >> a surprise concert at the independent for a couple hundred lucky fans. the show was announced on twitter. fans had to race to the box office with proof of vaccination and cash to land a ticket. you only had to pay $20 because tickets were $19.81. a salute to the band's 40th anniversary. like the wristband and the t-shirt saying metallica hadn't played a live show in 738 days. probably love the crowd reaction. >> we are heard to spread joy to the [ inaudible ] who have missed coming here to see some live shows. i speak for all of us, i know, when i say we are super grateful

into the pacific be northwest bringing rain around seattle and portland and this will continue to push into northern california and as we go through the timeline here's where and when we could see the rain. stopping it right here at 4:00. saturday afternoon. you see green. that is what the radar could look like. it does show that up around ukiah, coastal sonoma county we could see the showers passing by. late saturday night into early sunday morning we could see some spotty showers moving through. and looking before sunrise to some showers that will be moving in and out of here, if you have sunday afternoon plans it's looking all clear but temperatures are going to be cooler, it's going to be breezy. behind this system going to be moving by fairly quickly. it's not going to bring us a lot of rain but going to be beneficial to the dixie and caldor fire areas as well as a lot of the other fires burning across northern california where we could see a quarter to three quarters of an inch of rain. but for santa rosa, we could see

up to about a tenth of an inch of rain that's pretty good too. the rest of the bay area getting sprinkles. looking ahead, we are looking at equal chances due to the systems that we've seen mainly that will be moving to the north. looking at la nina developing so an equal chance we could get near average rainfall but does look like due to the forecast we could also see some above normal temperatures. so that's just an early outlook. mike you're tracking breaking news and hear that has cleared. >> after we have a clearing for a crash things do kind of move to other parts of the bay. looking over here toward 580 that is clear fine heading toward that dublin interchange. another avenue here, south 680 does show slowing. that traffic that was held up in walnut creek once the crash cleared from all lanes over there north of lavorn now slow as you head toward the dublin interchange for 580 and 680. a little slowing for 880 around where the lane shift happens.

san francisco. some mid 60s for a high there. and up to 75 in martinez. feeling nice and comfortable. we'll talk about what's going on as well as some weekend events coming up in the forecast in a few minutes. >> sounds good. check back with you. today, we may get some definitive word on whether everyone will need a covid vaccine booster or some of us. an fda panel is looking over several studies. "today in the bay's" kris sanchez monitoring the critical meeting for us now. kris, you've got a look at what we should watch out for. >> it's been about ninz months since the first covid shots went into the arms of our health care workers and there's been a lot of debate about whether we'll all need an extra shot to keep up our immunity and protection. that's a discussion before this fda advisory panel meeting as we speak. they are considering whether we all need a third dose. pfizer says its own study shows a booster is necessary after six months. israeli scientists say their

data shows that those boosters are effective. that's the same position of the "new england journal of medicine" however in the lansid former scientists wrote there is no need for the general population. the former cdc director spoke on the "today" show about part of the debate. >> the delta variant did not arrive here in the united states. it arose in another country. if we truly want to get this pandemic under control, we have to do so much more than we're currently doing to help vaccinate the world's population. nations moving forward with the third dose before so many countries have even had a first dose, will put that in jeopardy. >> so we are monitoring the fda's hearing that is happening right now and we will monitor the cdc's hearing that will happen next week because both of those agencies have to decide what's happening next before we move forward. laura? >> thanks so much. also on the "today" show, the former director of the cdc will discuss the fate of booster shots at 7:00 right after "today

in the bay." just in to our newsroom n menlo park after vandals targeted about a dozen cars. our crews saw at least three cars with windows shot out. police say this started around 8:00 last night along o'keefe treat in the willow area. more damaged vehicles were found at a second location near willow road and gilbert street, but that's also where police made two arrests. two men are facing felony vandalism charges. officers found bb guns in their waistbands. the elizabeth holmes' fraud trial will resume. a theranos winchester is expected to return to the stand. on wednesday she talked about the company's high failure rate on its blood testing machine and cherry-picking data that offered the best results. holmes' attorneys are trying to deflect blame on the former lab directors and scientists. stick with nbc bay area for continuing coverage of the elizabeth holmes' trial.

we are washington walking you through with team coverage and analysis. >> california is tackling the housing crisis here. governor newsom signed two laws promising to add tens of thousands of housing units statewide. the governor's office calls it california's housing accelerator. one measure makes it easier to build denser housing such as duplexes in areas only zoned for single family homes. another streamline zoning for new large-scale multiunit housing such as commuter villages near transit centers. it provides funding for transitional housing for the home homeless. happening today, the town of moraga rolling out a neighborhood watch but not due to high crime. >> instead, this is in response to a recent coyote attack. teaming up with the state department of fish and wildlife for a program called wildlife watch designed to prevent an attack on pets and humans and wild animals.

>> designed to try to prevent crime and other disturbances in the neighborhoods while the watches are designed to build community awareness with coyote and other types of wildlife. >> a single coyote bit five people in the area around moraga and laugh fayette last year. the animal [ inaudible ] was caught and later euthanized but had a lot of people on edge. a statewide effort returns to help tackle our climate in crisis. tomorrow is the 37th annual coastal cleanup day in california. from 9:00 a.m. to noon. taking place in one form or another in just about every county statewide. the cleanup efforts often include lakeshores, riversides and inland areas. all bay area counties have cleanups going on which you can link to from the coastal commission's web page. do what you can to keep our coasts clean and beautiful. >> speaking of the coasts let's take a look at this. as we -- oh -- sitting on the dock of the day, but this is in

sausalito, pictures looking into the city. that's like a good morning shot with a cup of coffee or tee tea and looking into the city. >> just walking. all right. look, you know, right there, starting out a little hazy in the bay and san francisco. kari has a look at that forecast for us today. how is it looking out there? >> yeah. i think that fog will linger near the coast in san francisco pretty much all weekend long. not a lot of sunshine and if you're going out to the giants game either tonight or tomorrow night, only expect those temperatures in the low 60s. a lot of fog and drizzle. breezy wind so bundle up to head out to the game. and then on sunday, we've got comedy in the park. this is happening at golden gate park at robin williams meadow. it is amazing. and so much fun to be outside but just be prepared that it may be sprinkling on you just a little bit as we see a lot of mostly cloudy skies.

to tahoe they're opening back up and saying come back. our temperatures today will reach into the mid 70s. it's going to be a beautiful weekend there. highs in the upper 60s. and then by the time it starts raining there on sunday it's time to head back to the bay area. if your weekend plans take you to l.a. it's going to be sunny, highs in the low to mid 70s, comfortable there. and for sonoma we're going to see more clouds moving in. also a couple of spotty light showers especially light on saturday and into early sunday but overall looks pretty good as we'll see our temperatures remaining comfortable. we'll talk about all of the changes ahead and how hot it gets next week ahead of the rain that we'll see. that's coming up in a few minutes. mike, any problems for the morning commute? >> no. kari, south lake tahoe welcomes people back and tahoe and north shore. highway 50 has not reopened yet fully between kiber and meyers and may remain closed until the 27th. just keep that in mind.

88, 89, they've fully reopened. you can access around the lake. we're looking toward the south bay. getting closer to home. nice easy friday job. over in hayward, fremont, union city nice easy drive as well. disabled vehicle out of the altamont causing more slowing. there's construction picking up here so that burst of traffic from walnut creek blending with the crew, clearing more slowing there and a crash clearing from 580 towards castro valley. look at that, contra costa county looking like the standard slow spot. happening tomorrow, vta light rail will fully be up and running in the south bay. the green line to winchester station will be reactivated after nearly four month shut down during the deadly mass shooting at the vta rail yard. that line schedule to make trips starting at 5:30 a.m. free fares will continue through the end of the month. much more ahead this friday morning on "today in the bay." including protecting kids, the big announcement is expected

such a recommendation if this does, in fact, happen. the recommendation being that all students in the county 12 and up be fully vaccinated when they go to school. county supervisor tells the east bay times that the health department is considering making this recommendation and it would be up to the local school boards to adopt and implement that. two of the largest school districts are considering a vaccine mandate for students 12 and up. west contra costa county unified has not set a date to vote on it. oakland's unified which is in alameda tells us they could bring it up for a vote as soon as next week. >> what's going to help to our students that don't want to get the vaccine. >> implementation and timeline and extensions there will be, those are questions i want to hear from my colleagues. >> staff and teachers would also have to be fully vaccinated. the consequences for not getting

vaccinated that issue still being discussed. starting next wednesday, back here in contra costa county, this county will require proof of vaccination or a negative covid test for path three days for customers going into restaurants, gyms and other indoor businesses. the county is concerned about the delta variant. toward the east bay some of our warmest temperatures reach up to 84 in antioch, livermore 82 and 79 in danville. oakland in the upper 60s and low 60 near the coast. i think it's going to be hard to get rid of the fog today and some more sunshine for palo alto, mid 70s there, foggy, misty, drizzly in san francisco and chilly temperatures but we're going to warm up to 88 in ukiah and 73 today in napa. we've been talking all week about this rain and now we see it on the radar as it moves into the pacific northwest. the timeline of this rain brings it into the north bay by early tomorrow afternoon. about 4 to 5:00 we start to see some spotty showers moving by. make sure you have the nbc bay area app because it will give you alerts as the rain approaches your location. gives you a head's up if you're out there enjoying the day on saturday. we're going to see much of this rain quickly moving by and before we wake up on sunday it's in and out of here. if you have sunday afternoon plans that rain will have

take on what happened after she was spotted maskless in a situation where some folks say she should have been wearing a mask. you decide for yourself. the photo of mayor london breed in the middle. it was posted and then removed from the black cat's nightclub's instagram page in san francisco. the city's indoor mask order does allow for people to remove their masks for eating and drinking and there are drinks on the table. when enacting the mandate the mayor's office says the order requires all videos regardless of vaccination status to wear face coverings indoors in public settings with limited exemptions but the chronicle reports breed was dancing and singing and posing for pictures without a mask. telling the chronicle she felts safe because she gets tested often and everyone had to show proof of vaccination to get into the club. some business owners who are subject to the same indoor mask mandate say they are frustrated and it seems like a double standard. now if or when mayor breed
