and crews on high alert. the new state mandate taking effect today and what happens to those unvaccinated. crisis at the border intensifies. reform legislation is coming to a halt. negotiations may go from here. this is "today in the bay." a very good monday morning to you. thank you so much for joining us. i am laura garcia. >> i am marcus washington. our big story this hour, red flag warning punctuating fire concerns here in the bay area. i want to bring in meteorologist, kari hall, with a look at that for us. >> we did have a nice weekend with cooler temperatures and a few spotty showers, but now we are going towards gusting winds and very low humidity. that's the reason why we have the red flag warning that continues until 8:00 this evening. a high fire danger with our very dry vegetation means any fires that spark could spread quickly,

so we could have quick-changing conditions for today. this is mainly for the north bay hills and east bay, and as our temperatures head up we are heading towards the 90 this afternoon. we will see the smoke returning in the forecast. let's go hour-by-hour as we look at our relative humidity, one of the critical elements for a red flag warning. we see the relative humidity dropping in the teens and 20s, and then look how dry it gets around napa and fairfield and the north bay hills in the diablo range, in the single digits going into the afternoon, so when you have that dry vegetation and hot temperatures we have to be really careful for today. we are watching that as well as the hot temperatures are ahead. we'll look at that coming up in a few minutes. >> thanks, kari. parts of the area bracing for any possible shutoffs due to

the high fire risks. sonoma county was removed from the list last night. the shutoffs were supposed to happen as soon as 5:00 a.m., and up to 2,000 customers in the different counties will be affected. the power will remain off until late tonight. and then we can send out updates to you about the psps and the red flag warnings in effect, and it's free to download. a shooting happened in russia, and in addition to those killed 28 people are injured. officers shot and detained the suspected gunman. breaking statewide this morning, new information a lot of parents everywhere have been waiting for. the first covid vaccination results for children between 5

and 11 years old. pfizer releasing that data. a phase 3 trial, the company says the vaccine provides a strong immune response, and that's about 95% effective. subjects received one-third of doses with people over the age of 12, and that data will now be submitted to the fda. results for children under the age of 5 will be released before the end of the year. get ready. proof of new vaccination requirements kick in in the bay today and statewide. kris has what we need to know before we head out the door. >> reporter: if you are headed over here to the sap center for the events happening here at the shark tank including sharks'

games, you will have to show proof of vaccination. it will be for any city-owned venue, libraries, community centers, the convention center, the performing arts center, the tech museum, the children discovery museum as well. this applies to anybody 12 or over. they must show proof of vaccination. in the city of san jose, there's no option to show a negative covid test instead. state rules are standing, and the option to show a negative test still stands. outdoor event with 10,000 people or more you have to show proof of vaccination or a negative test. >> i think it's good that they are trying to be safe and to make sure everybody is safe from the virus.

there's a drought of people at concerts. >> it makes me feel better about going to these events because i know there were precautions taken prior, and i happily have shown my vaccination and been totally fine with it. >> reporter: now the statewide requirements could change depending on the covid cases and the vaccination rates, but at least for now they will be in effect until november 1st. >> all right. good to know. thank you, kris. the biden administration hoped to roll out booster shots to all americans starting today but that won't happen after an fda panel on friday recommended against a third dose for everybody, and they did recommend boosters to those with high exposure to coronavirus.

intensifying. >> let me be crystal clear about this, republicans are united in opposition to raising the debt ceiling. >> congress has raised the nation's debt ceiling more than 75 times since 1960. in a letter to colleagues on sunday house speaker nancy pelosi quoted experts letting the nation fall on its debt would be a catastrophe. >> it's totally irresponsible. >> this time democrats want to increase the debt ceiling for their reconciliation bill, which they are passing on a party line basis. >> and congress must pass a spending bill by month's end to avert a government shutdown. and this week house democrats are expected to introduce a bill that would fund the federal government through early december, a measure to raise the

debt ceiling as part of that is possible as well. in washington, i'm chris pallone. marcus, back to you. >> chris, thank you. in texas federal agents are speeding up efforts to return 15,000 immigrants to their homeland. activist argue that the haitian migrants should be awarded temporary protection in the u.s., but it's not a option biden is considering. and then democrats cannot include immigration reform in their $3.5 trillion spending package, ruling the sweeping move would violate chamber rules. immigration attorney, richard hobbs, is calling to the president to reject the recommendation. >> the president of the united states can direct the vice

president of the united states to overturn the decision because it's only a recommendation. that's what we need to do. >> the democrats immigration reform plan would provide a path to citizenship for an estimated 8 million immigrants. and then a man was killed by danville police, and officer hall fired nine times into the car as the suspect drove through roadblocks. he has plead not guilty.

when air quality is poor, windows have to stay closed and the classrooms have to rely on air purifiers to reduce the chance of kids being exposed to covid. and kari has been watching and following the conditions. seems like it doesn't give up? >> yeah, one thing to the other. we had nice weather over the weekend but now we are dealing with a red flag warning that will continue for the bay area hills as well as the inland east bay valleys, we could see some of the wind gusts reaching 40 to 55 miles per hour. take a look at our temperatures and where we are headed for today. it will be hotter than the weather we had recently. heading to 92 in antioch today, and 92 in santa rosa. mostly 80s for the south bay and mid-70s today for san francisco. we'll talk more about the fire danger coming up. mike, you have a possible fire in the south bay?

400 points after the index notched three straight weeks of losses for the first time since 2020. the benchmark hang sang plunging 4% as the embattled development in china grows driving down other stocks. fed chair, jerome powell, will hold a press conference on wednesday. investors are looking on insights about the fed's monetary policy. the chinese version of short video app tiktok will limit users under 14 years old to 40 minutes a day. in a blog post parent company, they added that as their youth mode, and teens under 14 will be able to access the app between

hour-by-hour wind forecast, and you see the dry conditions as the winds around napa pick up to around 20 to 25 miles per hour. most of us in the valleys are not going to feel a lot of these high winds, but notice the reds and some of the brighter colors, that shows where we are having the higher wind gusts. if you are around mt. diablo this morning, you are hearing the winds howling. we have already seen the gusts up to 55. our temperatures heading up to 88 degrees in los gatos, and 93 in vallejo as well as concord. we are seeing the temperatures really starting to crank up today, even near the coast. reaching 73 at half moon bay as well as the mission district. our north bay temperatures reaching 93 in ukiah, and napa today, 87 degrees. now, our air quality is still good today. this is our smoke forecast. and then early tomorrow morning,

we see reds and yellows indicating slightly unhealthy air quality. we will see the smoke coming in, but let me show you where it's coming from, kind of rolling up from the south. fires are burning across the southern sierra, and some of the smoke starting to come in. as we go through the forecast throughout the week, it's all clear. temperatures are going to be warm. we will have to watch out for that, and then by the weekend take a look at our model showing some of the rain moving in, as the storm system moves across the coast and southern california, there could be rain over those very critical fire areas and hopefully that will have to help out with containment, but we have several more days of the hot and dry conditions. our inland areas head towards the low to mid-90s the next few days. the first day of fall on wednesday and it's not at all going to feel like fall up until this weekend when the temperatures come down slightly. mike, keeping an eye on the

first, kari, the red flag warning is intensifying. >> yeah, this is where we have the red flag warning in effect for the marin hills and north bay mountains over toward the diablo range, all the areas shaded in red included in the red flag warning, so the criteria is usually issued 12 to 24 hours in advance of extremely low humidity and 15% or less, and the high winds, and they have to occur at the same time. looking at the forecast for today, as well as the relative humidity, we see the bright red that shows extremely dry conditions and the relative humidity numbers that could drop into the single digits for parts of the north bay, and look how

it progresses this afternoon into the evening with dry conditions, with relative humidity numbers. it goes above and beyond that red flag warning criteria. let's head out to bob riddell live who is in dublin with more on the red flag warning. >> reporter: as a result of this, pg&e said it will be shutting off power to around 7,100 customers in ten counties. locally only two counties would be impacted. we're talking about the unincorporated areas of napa and solano, around 800 customers there. last night pg&e took sonoma county off the list. the shut offs could happen anytime after 5:00 a.m. and the power would not be restored until 10:00 tonight, and they call them the public safety

utility shutoffs. last night at 11:00 the national weather service issued a red flag warning for the north bay mountains and the east bay hills and valleys because of the dry offshore winds that would increase the risks for wildfires. the highest peaks could experience wind gusts of up to 50 miles per hour. we spoke to a family here in dublin that are aware of the high fire danger. >> we will probably keep an eye on the set of winds and how that tracks tonight and if needed i guess we have to be ready with our essentials. >> we have done some additional staffing at the region level. we have our aircraft that are available for early up, and that means should an incident occur overnight we are able to get our aircraft up a few hours earlier

is more effective of preventing hospitalizations than pfizer and johnson & johnson. johnson & johnson came in at 71% effectiveness. other pandemic headlines right now. the average daily number of u.s. deaths over the past week is now more than 2,000. "new york times" analysis finds the most since march 1st, but new daily cases are declining. 148,000. hospitalizations are down 8% also in that time. and then making one downtown street closure permanent. the closure is slated to end at the end of the month but support for it has been mostly positive. this morning we are

holmes, will be back in court tomorrow when testimony resumes in the criminal fraud trial. last week a whistle blower blames holmes new the technology was flawed, but her companies still took hundreds of millions of dollars from investors. and then supervisors will consider pushing out the county's current ban on evictions. it prohibits no fault evictions toyed to the pandemic for residential renters in unincorporated areas. the moratorium for businesses would be extended but only if the state intends to do so as well. and then a slight unpleasantness in napa's water these days. you may sense a moldy smell or taste that won't harm you. the city recently switched to a new water source due to lower

supplies. that water has an algae that gets removed in the process, and it could leave a musty taste. firefighters have their hands full fighting fires in two fires in sequoia park. this is video of the knp fire. it's believed lightning sparked the fires last week. together they burned about 40,000 acres. they have zero containment so far. there are reports that many sequoia trees have been saved. good news there. >> let's look out there this morning. >> wow. >> beautiful shot of the golden gate bridge this morning. kari hall is following what we can expect in the forecast today. what can we expect, kari? >> we are going to have hot temperatures today as well as

the high winds that have been also pushing that fog away from the coast. for the north and east bay hills and inland areas as well we will see the red flag warning continue for today as our highs reach up to 90 degrees. air quality is good today but we will start to see that smoke returning for tomorrow. taking a look at our air quality -- or our relative humidity forecast for today we have been talking about some of the relative humidity numbers how dry the area is dropping down into the single digits, and if we make it through today without incident it looks better as far as relative humidity. still going to be hot. temperatures reaching in the low 90s in the inland areas. we'll talk more about the fire danger coming up. mike, you are tracking a crash at one of the bridges? >> yeah, here at the carquinez bridge just before the toll plaza. the crash has moved all of the vehicles -- i believe there are three involved -- to the center

right now at 5:44, we are under a microclimate alert as we watch the weather conditions for today. as you are stepping out the door in walnut creek, it's in the upper 50s. we will see a lot of sunshine as temperatures heat up quickly. your lunchtime temperature, 81 degrees. we will get even hotter today. we will talk about that and the high winds in the forecast, coming up. looking at the bay bridge,

we see a smooth drive and traffic slowing on the span itself. getting out of san francisco, looks like a good samaritan helped a person off the roadway. now i see a little buildup at the toll plaza heading to san francisco. marcus, you are talking about the city right now. dreamforce conference is kicking off tomorrow after taking a break last year because of the pandemic. it will be scaled down to hundreds of attendees. most of the event will be outside and people will have to show proof of vaccination and get tested each day they are here. the dreamforce convention is welcomed. >> that's the heart of our business because of our location. >> businesses in the south of market area near moscone center have been hit hard by the lockdowns and lack of tourists traffic, so they hope the

like, what wind? well, it's mainly in the hills. it will gradually calm down this afternoon into the evening hours. as we go through the forecast, our temperatures heating up. 85 in downtown san jose. gilroy today heading towards 87 degrees. we will see low 90s back towards the inland east bay. concord heading towards 93 degrees. we will see low to mid-70s in san francisco. a lot of sunshine today. headed toward napa and clearlake, temperatures in the 90s there as well as north bay highs. stopping here at 7:00 tomorrow morning, we see reds and yellows popping up and that's moderate to slightly unhealthy air quality. we will see more smoke coming in and it rolls northward. we are going to look at the direction of where this smoke is coming from. it's coming up from the south

and we have seen seeing the fires burning over the southern sierra as well as the sequoia national forest, and that's where the smoke is going to be coming from. we are going to see dry conditions all throughout the week across the region, and then by the weekend we will see a low developing and it could bring in much needed rain, and higher humidity critical for the high fires, and hopefully no new fire starts here in the east bay, and our temperatures reach in the low to mid-90s. we are going to see the winds calming down after today, but it's going to be hot as we welcome in fall. up until this weekend, san francisco will see temperatures in the mid to upper 70s. we'll drop back in the 60s and what we are used to with the fog by friday and into the weekend. mike, you are seeing a backup happening at the bay bridge. >> yeah, you have to watch for an extended amount of time. i do, believe me, i stare at the cameras.
