shaded in red will be included in the red flag warning continuing until 8:00 this evening. the red flag warning coming with temperatures in the valleys, which are headed to the 90s today. we will see the smoke returning in the forecast. as we go through our hour-by-hour wind speed forecasts, some of the gusts in napa at 34 miles per hour, and the reds and purples indicates higher wind gusts, and that could be closer to 50 miles per hour. and that's what we are expecting over the next few hours before winds gradually calm down as we go into today. it will be windy and very dry. i am tracking that as well as the rest of the microclimate forecast. a update coming up in a few minutes, marcus. >> thank you. and possible pg&e shutoffs, as they are weighing the shutoffs for ten counties

including napa and solano county. the shutoffs are supposed to happen as early as 5:00 a.m., and the power could remain off until late tomorrow. and the nbc bay area app is a great resource for alerts about red flag warning and it's free to download. eight people dead after a shooting at a university in central russia. this happened today. in addition to those killed, 28 are injured. officers shot and detained the suspected gunman. putin is expressing his condolences to those victims. and then the first covid investigation results for children between the ages of 5 and 11-year-old with pfizer releasing data on phase 3 trials. the company says its vaccine

provides a strong immune response, and that's about 85% effective. subjects receive one-third the dose of people over 12 in two shots three weeks apart. results for children under 5 will be released before the end of the year. get ready for new proof of vaccination requirements kicking in in the south bay and new requirements also taking effect statewide. today in the bay's kris sanchez with what you need to know before heading out the door this morning. >> reporter: anybody interested in going to live events could be affected by this in san jose. any flavor of entertainment you want you will have to show your proof of vaccination here in the city of san jose. the proof of requirement kicks off today at any city-owned

property that seats 50 people or poor. not just the shark tank but san jose city hall, and performing arts center, the tech museum and the children's discovery museum to name a few. that applies to everybody 12 or older and they have to provide proof of vaccination, and there's no option to show a negative test instead in san jose. the option to show a negative test within 72 hours still stands, but the vaccine proof needs to apply to any event with 1,000 or more, and any outdoor event with 10,000 or more. >> i think it's good that they are trying to be safe and to make sure that everybody is, like, safe from the virus. there's a crowd of people at the concerts. >> it makes me feel better going to events because i know there

the political countdown now under way, chris. >> yeah, marcus, democrats are projecting confidence they could pass president biden's agenda while keeping the government open. but it's not clear how they plan to do that with the razor thin margins. with democrats hoping to deliver president biden key legislative victories. >> we have so many issues in september, including reconciliation, and debt limits and spending by the government. >> as leadership tries to keep democrats onboard to pass a bipartisan $1 trillion improvement bill and a separate $3.5 trillion tax and spending priorities, it seems to be intensifying. >> let me be crystal clear about this. republicans are united in opposition to raising the debt

well. in washington, chris pallone, marcus, back to you. >> chris, we'll keep watching. thanks. developing in texas now, the secretary of homeland security will travel to del rio today where federal agents are speeding up efforts to return around 15,000 migrants to their native homelands. flights started yesterday. a majority are carrying haitian immigrants after the 2020 earthquake. activist argue they should be awarded temporary status into the united states. and then a roadblock for some seeking a pathway to citizenship. >> democrats cannot include immigration reform in the spending package. immigration attorney, richard hobbs, is calling on the

president to reject the recommendation. >> the president of the united states can direct the vice president of the united states to overturn the decision because it's only a recommendation. that's what we need to do. >> the democrat immigration reform plan would provide a path to citizenship for an estimated 8 million undocumented immigrants. happening today a criminal trial is scheduled to get under way. this is for a danville police officer accused of killing an unarmed man in 2018. hall is facing manslaughter charges in the death of a man he shot and killed after the police attempted to stop his car. officer hall fired nine times into the car after the suspect drove through a roadblock. he's also being investigated in shooting a homeless man this

past march. and then a deadly double shooting outside a 7-eleven. two women were shot along century boulevard. one of the victims died. no word on what led up to the shooting. anybody with information should call police. poor air quality may be returning to the bay area, and when it does that could be an added dimension for schools trying to maintain good air circulation. it's 5:10 on your monday morning. we have the air quality advisory. fire danger is moving here. >> yeah, we are going to see the high fire danger today. in oakland, we will see hotter temperatures later this morning and into the afternoon. we are going into the mid-70s

bottom of the screen as we talk about some of the wind gusts we already measures in some of our mountains. a lot of us in the valleys can't feel the high wind gusts. take a look at mt. st. helena. some of the stronger winds will continue at least through about 10:00. look at where we have the reds and purples indicating high wind gusts, while spots like napa and santa rosa will have some of the high winds. we're not looking at a lot of that for some of our valleys, but i think around mt. diablo it will stay gusty. the winds gradually calm down as we head into the afternoon and evening and that's when the red flag warning will be allowed to expire. our temperatures today head towards the mid and upper 80s. going to be warmer than the weather we had over the weekend, reaching 93 in concord and 73 in oakland, and low 80s in san

mateo. san francisco reaching into the mid-70s. north bay highs reaching into the 90s today, and then we will do it all over again tomorrow. looking at good air quality today, and then the smoke will return as we go into tomorrow morning. starting out in the south bay and then rolling northward. this is some of the fires we have over the southern sierra, around sequoia national forest that will be moving in starting tomorrow as our dry weather continues throughout the week. then go into the weekend we may get much needed rain over some of the fire zones. we are going to be watching out for that across parts of central and southern california. looking at our temperatures, still pretty warm throughout the week now. the calendar will say it's fall starting on wednesday but it won't feel like it. it does get cooler this time for the weekend. mike, you are seeing the gathering continuing in the east bay. >> yeah, not because people don't like the east bay, they love it and live there and then

earnest yo in gilroy said volaris airline canceled his flight to cancun because of covid-19. he said he tried to use his credit december 13th just after 10:00 pacific time. here is the hitch. volaris told him they operate on central time so the voucher expired. he felt cheated and asked us to step in. we didn't see anything on their page about time zones, see we contacted an airline. we did not get an official statement but a few weeks later

reaching over 45 miles per hour and our vegetation is extremely dry, even after a little rain we had over the weekend. what do we need to get a red flag warning? it's issued 12 to 24 hours in advance and the relative humidity has to be 15% or less with frequent wind gusts at 25 miles per hour, and they have to happen at the same time. as we look at our wind speeds today, gusty in the north bay especially going until 9:00 and 10:00, and we are getting this at the same time our temperatures are heating up and relative humidity numbers are dropping. for more on this let's head over to bob redell who is live as the sun rises and strong wind gusts are expected. >> reporter: as a result pg&e expect to shut off power to roughly 7,100 customers in ten counties locally here in the bay

area. the shutoffs would impact the unincorporated areas of two counties. just over 1,200 customers at the most in napa, and 800 at the most in solano. last night pg&e took sonoma county off the pspl, that's public safety power shutoff list. the utility is concerned the high winds could spark a wildfire. the red flag warning was issued for the north bay mountains and east bay hills and valleys, and that's because of the high offshore winds that could increase the wildfires. some will not forget when the

five will be released later this year. new data from the cdc finds moderna's vaccine is more effective from presenting hospitalizations than pfizer and johnson & johnson. moderna vaccine was 93% effective from the data collected, and the johnson & johnson vaccine came in at 71% effectiveness. the average daily number of u.s. deaths over the past week is now more than 2,000. "new york times" analysis finds that is the most since march 1st. the new daily cases, they are declining. the same analysis finds that a daily average of 148,000 -- this is an 8% drop over the past two weeks. hospitalizations are also down 8% in that time. developing this morning, we're following up on the sad news over the weekend in the search for gabby petito as authorities seek her now-missing

court when testimony resumes in the criminal fraud trial. theranos touted the blood machine could do complex medical tests with a single drop of blood. a whistle-blower said the data was cherry-picked and holmes knew it was wrong but still took money from investors. b street between first and third avenues have been closed to traffic since the pandemic took hold last year. that closure is slated to end the end of the month. supervisors are considering to push out the ban on evictions. it prohibits no-fault evictions tagged to the pandemic for residential renters in unincorporated areas.

a moratorium for businesses would be extended but only if the state agrees to do so as well. the climate in crisis contributing to a slight unpleasantness in napa's water these days. you may sense a moldy smell or even taste that won't harm you. the city recently switched to a new water source, lake hennessy, due to lower supplies. that water as an algae that once it gets removed in the treatment process, it leaves a musty taste or smell when it dies. this year there may be more of it due to the lower lake water levels out there. firefighters have their hands full fighting fires in two parts of sequoia national park. the windy fire and the knp fire east of nevada. it's believed lightning sparked those fires last week, and together they burned 40,000 acres with zero containment.

north bay. in the south bay we have mid-80s. this is going to be warmer than the weekend and we are watching out for the fire danger. we'll talk more about that in a few minutes. mike, you are updating a problem in the tri-valley. >> yeah, you are jammed up just past -- south of bernal and that's causing an issue going into livermore and pleasanton. one lane blocked but three vehicles there, and they can't get the tow truck there. folks, if you get on to foothill road you still have to get into the backup there. meanwhile the dublin interchange, typical slowing so that's one avenue if you want to get over towards the nimitz. the rest of the bay, a normal drive with a backup at the toll plaza. >> thank you, mike. san francisco getting ready to welcome back a major convention. why businesses are hoping it will help them some of the boosts they need.

let's get a look at our forecast can kari. >> yeah, it's going to heat up quickly today, especially for our inland areas. here's what to expect. we still have the red flag warning that continues up until this evening. our inland areas are going to head towards the 90s today, and we are going to see more smoke starting tomorrow. let's look at our relative humidity. one of the things that has to drop in order to have a red flag warning. some spots in the inland east bay and north bay will have single-digit relative humidity, and that's extremely dry air and then we will see the humidity gradually coming up tonight. this is happening at the same time our temperatures are warming up. some highs will reach into the low 80s in milpitas, and high 80s in morgan hill and gilroy, and then 90 in danville today.

oakland reaching up into the 70s, and 72 in daly city. redwood city, a high of 85 degrees. mid-70s in san francisco. our north bay temperatures reaching 93 in ukiah. we are good with our air quality today, then starting tomorrow morning we will see the yellows and oranges on here indicating moderate to slightly unhealthy air quality. we will start to see the smoke coming back tomorrow and it just spreads northward. look at the direction from where this smoke is coming from. this is not the dixie and caldor fires, they are fires from the sequoia national forecast and the sierras. this will have impact on our air quality, and then go into the weekend this storm system developing off the coast and could bring in much needed rain for the critical areas in the fire zones. that doesn't happen until saturday. we'll continue to see the warm temperatures, and for our first day of fall, it's definitely
