help with california's devastating drought. also the extra charges could you see on your bill. this is "today in the bay." a very good friday morning to you. thank you so much for starting your day with us. i am laura garcia. >> i am marcus washington. i want to get a look outside for you this morning as we start the day. smoke from wildfires across the state here to stay in the bay area, an air quality has been issued for today and tomorrow. >> let's bring in meteorologist, kari hall. she's got a look at how things are shaping up. >> yeah, we're seeing a lot of changes due to the fawn fire around redding, and an air quality advisory in effect. looks good as far as the forecast for the san jose area. elsewhere, we are looking at moderate air quality, and you may want to head inside for a little while until we see things clearing up. feeling like summer with the

north bay temperatures reaching 87 degrees in san rafael as well as santa rosa, and 93 degrees in livermore. 87 in san jose. in palo alto, expect a high of 84. we will be cooling down this weekend. we will talk more about the air quality and things going on around the bay area coming up. mike, what is the update on the breaking news? >> i don't have good news on the breaking news. folks, just joining us, this is your backup on the toll plaza because the issue is not the metering traffic, the issue is the crash blocking two lanes on westbound 280. it's slowing coming down off of 580 westbound, and it's going to cause backups off the nimitz freeway as well. the crash on the span, still not clear. it has been a half hour now, and your alternates are bart, san mateo or richmond bridges. and we have an issue may could

be an issue for the nimitz. back over to you. when it comes to booster covid shots, the cdc is endorsing a third pfizer shot for certain people, and it includes everybody 65 and older. talk a little bit about what they are saying here, cierra johnson. >> reporter: the third shot of the pfizer booster would be for those that received their initial vaccine through pfizer. the initial endorsement went beyond allowing the older population to get the third shot and it also includes those working in high-risks areas, and it's those 65 and older and 18 and older with underlying health conditions, and then for those who have a increased risk at

their jobs like teachers and at prisons. the director explained about the broader recommendation. >> it's a broader booster recommendation than most people think. obesity is one of the things included and they consider that as a body max index of over 25. >> reporter: people at the long-term health care facilities were approved to get the third shot. this is for the folks that initially received pfizer as their vaccine, and if you received moderna and johnson & johnson, you can expect to hear about a booster from those companies in a matter of weeks. >> thank you. more bay area school districts are considering

revising the vaccination rules. there are loopholes in the new mandate. first it likely will not take effect until january when students return from winter break, and they are adopting a personal belief exemption. >> i think, yes, he should issue a state-wide mandate, but we need to have a way to provide a quality education to people not following that mandate. >> some parents say they want the district to use covid aid funding for other measures. sonoma county employees must submit proof of vaccination or submit to weekly covid testing. the rincon valley said 95% of

the police department is launching an internal investigation following a request from an outside coast. as gabby petito's case continues to grab headlines, and some people of color are wondering why they have not gotten more attention. >> so many black women and girls and, of course, men and boys, indigenous women, men, girls and boys go missing all the time and rarely it's ever able to capture the kind of media attention like the case of gabby petito. >> this morning on the "today" show they are highlighting several missing person cases you might not have heard of. that's happening after "today in the bay." and then a looming government shutdown less than a week away. the white house already is telling government agencies to

prepare in case an agreement is not reached but they are calling the move a routine step. nearly one year after the election, president biden's narrow victory in arizona is confirmed. maricopa county says a determination has just been made following the partisan review of results by florida-based company cyber ninjas. the audit grew out of arizona republican lawmaker's efforts to toss out biden's victory last fall. a new poll shows who may have the insight track on san jose's mayor's race. the san jose police officers association poll finds santa clara county supervisor, cindy chavez with the most favorable rating at 33%. she's followed by raul, perez, and mayhem. all three are on the san jose city council. the poll published in the

"mercury news" shows many are undivided. the latest state drought monitor paints a troublesome picture for the bay area. 2021 has been the state's ninth driest year to date. almost all counties are under exceptional drought conditions. marin county is now cracking down on water wasters. city leaders adopted new penalty ordinances. starting in december, customers who exceed the top tier of the water usage, they will be charged more for additional water. the goal is to motivate big water users to cut back. >> it's $5 per 748 gallons, which is basically double the normal price. >> currently marin water already has irrigation rules in place, and city staff out there looking

for water wasters. who's ready for football? >> me. >> let's take a live look at levi stadium there. and the 49ers are taking on the seahawks and shooting for a 3-0 start to the season. meteorologist, kari hall, is checking the conditions for us. >> yeah, looks like the smoke will be clearing out for the weekend as we get cooler temperatures. we're only looking at highs for the start of the game at kickoff, it will be in the upper 70s, very comfortable and a lot of sunshine as the sun sets and we'll be in the low 70s. going to be a great weekend for a football game, but still hot today. we are still dealing with the smoke for today. we're going to see napa's temperatures heading up to 88 degrees. we'll still see the 90s for the inland east bay as well as the

south county, but mostly 70s and 80s for the inner bay down to san jose. we will have, once again, a cooldown this weekend. we'll talk more about that coming up in a few minutes. mike, you are following breaking news. what is the update? >> unfortunately, this is a live shot and you see everything moving very slowly including the hov lanes because of the crash that continues to block two lanes and maybe three now heading across the bay bridge. look at the backup from treasure island through the toll plaza and into the approach from emeriville, and getting back to about university and albany and berkeley, and that's a slow drive for a friday. we may see more traffic on the richmond bridge, and perhaps the san mateo bridge. bart is operating smoothly, if you are heading south of oakland and across the san mateo bridge instead of the bay bridge, i would advice that.

if you are normally heading across the bay bridge, allow yourself perhaps an extra 20 to 25 minutes. back to you. >> thanks, mike. here's a live look in san francisco. if you are headed into the city this weekend from the east bay you may be forced to adjust your route. one of the busiest ramps will be closed. the one connecting 80 to the central freeway which brings you a little closer to market street. the ramp will be closed all the way from the split. the shutdown starts tonight at 10:00 through early monday morning. this is to repair damage from a truck crash about a year ago. 6:12. this morning happening again. retailers limiting purchases. next here on "today in the bay," the new reason for the limitations on toilet paper. also the holiday delay concerns nike is raising. and then a look beyond the exhibit "beyond van gogh" set to

happy friday to you. it's 6:15. as you are making plans for the day and heading out the door in cupertino, south bay temperatures starting out about 60 degrees, and it's going to be hazy and temperatures heat up quickly. we'll be in the 80s by 1:00. we'll look at our microclimates in minutes. you will be late across the bay bridge because of an issue on the span. others might be heading towards the richmond bridge alternate. starting to get crowded here as well. we'll show you the reason for the backup and the affect its happening on the east bay. we said the niners are playing the seahawks, and they are playing the packers, and i think it was wishful thinking by our director who happens to love them. waiting for the markets to open in about 15 minutes or so. they have been sliding as the markets are really wrapping up a

volatile week. september not a good month traditionally for the markets. we'll see how they open, but they are down so far. nike is cutting the sales forecast for the year and expect a supply chain crunch where products are stuck in transit. nike is feeling the pain of factories being closed in vietnam due to the covid lockdowns and that's where half of their shoes are manufactured. costco limiting purchases on certain items but not due to panic buying. shipping delays and truck driver shortages is to blame this time around. costco explains they have plenty of merchandise, but there are delays in getting the products. >> i thought it was just a shortage of toilet paper,

>> all the creativeness. >> beyonce. >> oh, she's french now, too. take it away, kari. how are we looking weather-wise? >> yeah, looks good here. we're starting out with good air quality. some spots dealing with the smoke drifting in as we look at the dots here. that's real-time air quality sensors. where we see good air quality, that's a green dot and you are seeing that up and down the peninsula, san francisco, parts of the north bay. yellow dots heading over towards fairfield and san jose. our air quality is going to be changing throughout the day. i think a lot of the smoke will mostly be over the north bay today. you can see how much of the bright colors we have over spots like fairfield and northern napa county moving over towards clearlake and ukiah, while we have light blue for the inland east bay and south bay. that indicates a hazy sky. we are looking at changes due to wildfire smoke coming in.

it looks to push in as we get a stronger ocean breeze picking up. looking at our temperatures today, still feeling like summer. i think we have to still turn on the air-conditioning for a while. we will see low to mid-90s for the inland east bay. danville heading towards 94 degrees. oakland will be in the mid-70s today. fremont reaching 76. san francisco reaching into the low 70s. for the north bay seeing temperatures in the 90s. all thanks to a cold front moving in, it could bring in showers to the north. we will all cool off going into next week. mike, you have been following breaking news. what is the update? >> i have better news on this breaking news. we do have hope that speeds will start to recover. we are seeing that a little bit on the span. we still have one lane blocked, westbound 80 just before

improving for the south bay at times. this could be changing hour-by-hour as we see the drifts of smoke coming in farther to the north into the bay area. take a look at the temperatures. air-conditioning still on in napa. low 90s for concord and livermore. we'll talk about events going on this weekend and the changes in the air coming up in a few minutes, laura. >> we'll make sure to check back with you. vallejo police investigating a deadly shooting on corcoran avenue. a man was shot and killed is what police are saying, and the man has not been identified and it's not clear what led up to the shooting or if investigators have any leads. we are getting a look at how case and vaccination rates compare here in the bay area.

take a look at your screen here because this map is a breakdown of the analysis done by a bay area news group. it shows the 14-day average, and now in the bay area, there's not a single county with a case rate of at least 20 per 10,000 residents in the last 14 days. at least 64% of each county's residents have gotten at least one shot of the vaccine. people opposed to the vaccine mandates are planning to take a stand into the streets later today. today in the bay's bob redell is live in walnut creek. >> reporter: good morning, marcus. one of two protests in the bay area today planned, one protest later tonight outside of walnut creek city hall. the people here sending the message of stop the vaccine mandate, do not comply.

that's their words. a second protest out in the south bay this morning outside san jose city hall, and that's to show support for police officers, firefighters and health care workers who have refused to get the vaccine in spite of the on the job mandate. starting september 30th, all san jose city employees must show proof of vaxx or get a medical exemption. gutierrez says he was willing to provide a weekly negative covid test. >> to me it's my faith, my belief in what i -- i know my body and what i want to put into it. my choice is not to be vaccinated. >> we are working with the police and fire department unions and we will continue to take into account some of their

proposals. the whole reason we are doing this is to keep our workforce safe. >> reporter: up north in sonoma county, that county is giving its first responders the option to get vaccinated or submit to weekly tests. all unvaccinated firefighters and law enforcement officers must start submitting to those tests starting today. reporting live in walnut creek, bob redell for "today in the bay." >> thanks so much, bob. 6:35 right now. happening today the trial of disgraced theranos founder, elizabeth holmes, resumes in san jose. jurors got a break following 12,000 text messages entered into evidence. experts say they reveal intimacy between holmes and her former partner. others argue there is too much ambiguity in many of the tests.

james mattis testified that holmes was clearly in charge of the doomed company. and then a family recovering after a dui crash. six children were inside one of the vehicles at the time. we have to warn you the video we are about to show is graphic. the impact was so great that two children were thrown from the vehicle. now, a good samaritan stopped the suspected drunk driver who is now facing charges. tomorrow first responders and local businesses plan to hold a car wash in oakland. that money raised will go towards the medical expenses. 6:36. developing this morning, a new reward to help track down a person responsible for shooting projectiles as buildings and homes and even buildings in the south bay. >> 20 incidents in the last six

months all along the highway 80 corridor. they believe somebody is using a sling shot to shoot ball bearings. the most recent victim was a woman driving in her car. her windows were shot out and luckily she was not injured. >> we don't know why they are choosing the places they are choosing or the manner in which they are traveling, but we know it's getting worse and we want it to stop. >> the rampage has caused more than half a million in damage so far. a 20,000 reward is being offered to find whoever is doing it before it gets worse. a desperate situation in shasta county right now. the fawn fire continues to burn. the palo alto woman they found in distress is accused of starting it. the fire has grown to 5,500

acres with 5% containment. at least 25 structures already have been destroyed. taking a live look across the bay area this friday morning. an air quality advisory has been issued for today and tomorrow. meteorologist, kari hall has been keeping her eyes on the sky for us. how are we looking this weekend? >> yeah, this weekend we will have to watch out for the changes. that fawn fire is putting a lot of smoke into the bay area. many people will be spending time outside for the weekend, and starting out with the weekend events in oakland for the weekend, first pitch, temperatures in the upper 60s. cooling down to the low 60s by the end of the game. if you plan on spending more time outside tomorrow in cupertino, check out the indian food festival. it's going to be very comfortable, mid-80s. a nice breeze picking up especially early and late in the

evening. if you plan to head to south lake tahoe, we have 70s for today as well as tomorrow. slightly cooler on sunday. if your plans take you to muir woods, nice weekend for a hike, low 60s and clouds and fog, and then we should get sunshine during the afternoon. we're track the air quality as well as temperatures. i'll have more on that coming up in a few minutes. mike, how is it looking now for the morning commute? >> horrible. we see more movement from more of the lanes. hov starting to show a little advantage. we are down still one lane on the span just shy of treasure island. only one lane blocked and four open, but the distraction and the backup already built is continuing to build. the nimitz is backed up off of 880. west 80 there's a stalled disabled vehicle stuck in the middle of the east shore vehicle

we will have more on the air quality and what can you expect where you live coming up. green is good for me. but not here at the bay bridge toll plaza, and you won't find green here. a accident caused a backup in the east bay. more folks heading towards the richmond. 6:44. new developments into the investigation of the january capitol siege. the congressional committee conducting the investigation wants to hear from some of the people closest to former president trump. chris pallone is breaking it down for us. this is a new twist in the investigation? >> yeah, it sure is, laura, and somewhat unexpected, too. good morning to you. the congressional committee conducting the investigation into the riot issued subpoenaed

for some of former president trump's top advisers. among them, former white house chief of staff, mark meadows, and steve bannon and the former chief of staff to former president trump's defense secretary. the committee is demanding the former trump aides and allies give their sworn depositions in mid-october. in a lengthy statement the former president says in part he would fight the subpoenas by invoking his executive privilege, and that's likely to set off a legal battle about the use of executive privilege after a president leaves office. meanwhile the current president president biden said he will comply with legislative demands. a statement from the white house calls the attacks a dark stain on our country's history.

>> one we won't forget. president biden approval rating at 43%. that's down from 49% in august. this is also the first time a majority of adults disapproved of the job performance. 90% of democrats giving their approval, but still the lowest level the president received from his party. a third batch of checks will be distributed in early october, so people that make up to $75,000 could receive one-time $600 payments. to qualify you must have your 2020 taxes files by october of this year. according to the franchise tax board paper checks and direct deposits will go out.

line and the niners went to the super bowl after that. last season, it was probably a good thing we were not there to watch it in person. but this season the niners begin with two wins already with the lions and eagles, and the niners also doing good things off the field, mentoring groups, and one linebacker, fred warner, talked about it on the "today" show. >> i was taken back at how well spoken these kids were. and many said they made the decision to join 100 black men and join this group, and that took me back, because i am, like, at that age, i couldn't imagine myself doing that. it just inspires me to want to do better. >> fred warner and the rest of the niners will take the field

apart as it moves in but will provide relief and hopefully will add to more containment for the fawn fire that really exploded over the past day or so. our inland temperatures for the inland areas, low 90s for today. then 80s, and we can enjoy time outside and we will have better air quality, and that continues next week. we get our first fall feel with upper 70s for the inland valleys, and san francisco will see highs in the 60s for the weekend into next week. mike, how is it looking now really jamming up for the east bay? >> yeah, it's really bad. if you are leaving the east bay and trying to get into san francisco, you are late if you are leaving at your expected time. we are starting to see the backup loosen up a bit and the hov lanes moving faster than the rest of them, and we still have one lane blocked on the span. it's tougher to see, but the backup here -- well, you know where denny's is around powell

welcome back on this friday morning. 6:55. we are moving you forward with a look at our top stories on "today in the bay." first a big development when it comes to covid booster shots. the cdc is endorsing a third pfizer shot for certain people. >> today in the bay's cierra johnson is live. this includes everybody 65 and older? >> reporter: good morning, yes, that's exactly right. it's important to note it's for folks that initially received that pfizer vaccine, so if you received moderna or johnson & johnson, this is not for you, it's for those who received their first and second shots as pfizer. it's important to note that people 18 and over with underlying health conditions are eligible for the booster, and people also at high risks of being exposed in their jobs, like they work at a prison, homeless shelter or school or hospital, and they are eligible

for the third shot. a cdc advisory panel voted not to offer booster shots to people because of where they work, but the cdc director overruled that explaining this was being done out of the interest of public health, and those specific populations, those working at risk facilities are now eligible in addition to the folks 65 and over. if you received the moderna or the johnson & johnson, we can expect to hear about an additional shot in the coming weeks. >> thank you. two anti-mandate vaccine protests are planned today in the bay area. demonstrators plan to gather at san jose city hall this afternoon. they are calling for the first responders to have a choice to get the shot. county employees have until thursday to submit exemption paperwork. tonight protesters plan to hold a stop the vaccine mandates
